Shaky for the awesome display of your power at the same time that this power is used to benefit us. We ask you to also please spread your hands over all those affected by another display of your power or the hurricane. We're experiencing right now. We ask for your protection for all those who might have lost property homes or loved ones and you ask that you watch over all those in the next Serial protection they need and get them back safely to their homes We ask you to look over the proceedings of this court tonight even your wisdom given your guidance up on the make decisions the benefit The people they serve and the benefit you ask for all these things in Christ's name. She's been a very dedicated worker. We're gonna miss all her fun stories and her companionship, her laughter. Thank you. Consider the following resolution, whereas Commissioner's Court of Denton County, Texas wishes to congratulate Ms program and whereas Ms. Cross has greatly assisted other county offices by developing in-house inmate trustee protocol and whereas Ms. Cross has proactively maintained the integrity of county records with her accuracy to detail or should say attention to detail to ensure the highest level of permanent document preservation. And whereas Ms. Cross is earned the trust of fellow employees through her consistent, positive dedication to service and excellent working relationships. And I am gonna miss it. But I'm gonna like feeding the deer and humming birds a little bit at the sick. It wasn't it, it didn't. I thought you'd go. Since we have a posted public hearing that was for seven o'clock, we should probably take that matter up first. And that is item 4a on the agenda. It's a public hearing on the proposed county tax rate of .2357 per 100 dollar evaluation, which would increase total tax revenues from properties on the tax roll by 3.46% for tax year 2008 and schedule a meeting to adopt the tax rate for Tuesday September 9th 2008 at 10 15 am at the courthouse on the square the commissioners court room 110 was to increase second florida in Texas we need a motion to go under a public hearing. Motion by Commissioner Mitchell seconded by Commissioner Eidz, all in favor, please say aye. Aye. Opposed, Sen I have handouts here at the front if anybody's interested in a copy of the slideshow, we're going to be going over. This is our second public hearing on our proposed tax rate. We held one last week, last Tuesday at 10 a.m. and this is our second notice that's required by the statutes. As you all know, the Denton Central appraisal district is the body who is given the responsibility of appraising our individual home values, the appraisal district budget again is a pro-radish share of our budget. We are required to fund that entity as well. There made up a board of directors and again they set the individual appraisal values for each person's home and this governing body sets the tax rate itself. But the contact information for the chief of prazer is here on your screen that is chief of prazer Joe Rogers. They're located on more street in Den. As I mentioned, we're required to hold two public hearings on the proposed tax rate. These have been advertised and posted according to the provisions in our property tax code. A quarter page ad did appear in the Dintnurick or Chronicle on Monday, August 18th. We also posted notice on our main page of the Dintn County website on August 18th, and it will remain posted through today. We also provided a request to the local free access cable station to run notices. 60 second periods at least five times per day between the hours of 7 a.m. and 9 a.m. for the seven days prior to the first public hearing. This next slide will show you a summary of our current and proposed tax rates. You'll see the current tax rate that you will pay on your house is 0.23589 cents per $100 value. That's 23.589 cents. The effective tax rate this year, which the effective rate, provides the county with the same amount of revenue it received in the year before on properties taxed in both years. So the effective rate that has been calculated is .22788 cents. The tax rate that we are proposing to fund the budget as it's been prepared is 0.23577 cents. That is a variance of point reduction of 0.0012 cents based on our current tax rate. Or if you compare that rate to the effective rate, it's 0.00789 cents. Again, the proposed rate is .12% below the current tax rate or 3.46% above the effective rate. This next chart will give you an idea of a sample home valued at varying levels. If you own a $100,000 house and your value didn't change at all this year, you would have paid $235.89 on that home. And with the proposed county taxes, tax rate of .23577, of course you'd pay $235.77. That's an annual variance of a reduction of $12 per year or $1 per month. And you'll see we've broken that out for you as well. All the way in $25,000 increments up to a $200,000 home. Again, this chart assumes no increase in your valuation and the changes in an individual property owner's taxes depend on the specific changes for their individual property valuation. This next chart will show you in this year which is we call tax year 2007. The average home value was $192,291 in all of Denton County. $22,291 in all of Denton County. You'll see that 61% of your taxes are for school district rates. City of Denton is 29% and in Denton County that values 10%. So $454 of the $4,493 paid in taxes are for Denton County taxes. This house shows if the value on your home is based on the average value this year in Denton County is $211,710. You'll see that the tax, taxes paid, I still remain at that 10% level. If your tax valuation increased by 10% or 19.419 is reflected on this chart, you could pay as much as $45 per year or $3.75 per month. This is just another illustration of taxes paid on that same house that we were looking at the slide before on a monthly basis and you'll see that $42 of your bill would be for Denton County taxes to earn $63 for school district taxes and $117 for the City of Denton. This shows the last 15 years of tax rate that the county has adopted going back to 1994. You'll see that the tax rate for 510 or even 15 years ago was greater than what's being proposed for tax year 2008. The proposed rate is .0542 cents less than it was in 1994, which also calculates to 23% less. This next chart illustrates a 10-year history just in a bar chart so you can see that the tax rate has remained fairly constant over that 10 year period. This next chart shows what we call countywide tax rates. You'll see this includes Dintin County showing the lowest tax rate, countywide tax rate of the top 10 counties. And the largest tax rate is represented here with Hadoogog County. In some counties these they have other tax rates that are adopted county wide for things such as hospital districts, community college districts, emergency service districts, port authorities. There's lots of other taxes that some of these counties, in fact, all of these counties listed here have an additional tax. In Denton County, we only have one county-wide tax rate, which is reflected here on this chart. You can also see we decided to show our neighboring urban counties on this chart so that you can see in Denton County on that same house chart We were referring to earlier you pay $499 a year if you live in Terrent County on that same house You would pay $1,389 per year in Davos County $1,201 and in Colin just over $700. The next chart shows a revenue summary by function. I think it's important to show that we do have property taxes at 67%, but you'll see that the other 33% comes from other sources of revenue, including fines and fees. Intergovernmental would be other forms of revenue such as grant funding, auto registration, interest earnings, and so on. The budget that's being proposed for adoption next week is $181,638,305. The functions of the county are broken out here, which will help you in determining what areas the categories fall in the next patch. You'll see there's public safety with the majority of that funding being for our county jail and sheriff's department. We have our county roads and bridges. We have our County Roads and Bridges. We have our Criminal Justice System, which includes all of our courts, our district attorney. We have debt service, which is to pay for our long-term debt for Roads and Bridges and County facilities. We have various capital projects. Health and welfare includes our Health Department, both clinical and environmental divisions, child protective services, and indigent health care. In the financial section, you'll see that includes the auditor, treasure, tax assessor collector where you register your vehicles and pay your property taxes, as well as the budget office. General administration includes County Clerk, Commissioner's Court, our Human Resources Department, purchasing information services, and so on. And of course, we have facilities management as well. Again, that's helpful when you look at this next chart and you can see what various departments make up this chart. You'll see that 32% is for public safety. About 15% is for our justice system and right and bridge at 7% and so on. The major increases that are included in our budget for 2009 are as follows. We have increased debt service payments. These are projects that have been approved by the voters for various road and facility projects. That amounts to about $2.9 million. We have additional expenses in the budget for road and bridge of approximately $1.1 million. We have included raises for employees and officials that approximate 4% increase. That's about $3.2 million. Health insurance and other benefit increases included total approximately $1 million. New employees, there were 72 positions requested by all of our various departments and what has been included in the proposed budget is 34.5 positions. You'll see from the next line that 10 of the positions are for jail expansion, 14 are for juvenile expansion, and the remainder are for other departments throughout the county, just based on workload and increased statistics. As you all know, increased gasoline and utility expenses hit us all and it's hit the county as well of about $455,000. We have additional funds for fire calls. Those are for calls made to unincorporated Denton County, about $103,000. We have a capital replacement fund that was established last year. This includes a major expenditure of about $2.2 million with the majority of that being for a new computer-aided dispatch system for non-1-1 purposes, as well as a criminal district attorney software. And then other necessary operating expenses just throughout the various line items throughout the budget. This next chart I think shows a lot about the number of employees per capita in Dyn County. You'll see this as a 10 year report and you can see that our number of employees per capita has basically gone down from 1999 to what's being proposed in 2008. So in Dintin County we have 2.37 employees per 1,000 population. And you can see from the statistics there that that employee per capita rate has declined over the past 10 years by 25%. Out of the top 15 counties in Texas too, this per capita rate ranges as much as 2.37, of course, showing for Denton County to as high as 5.27 per capita in Brasoria County and other counties as well. Missouri County and other counties as well. At this time, I'll be happy to answer any questions that the core has and we could also invite the public to participate in here for them at this time. Do we have any members of the public that are in attendance that would like to address commissioners court concerning the budget? Anyone in attendance who would like to address the court with questions or comments concerning the proposed budget? Any member of the court that wishes to comment at this time? If you'll fully vetted, do you? I think we did it. Did you have something else? Just at the conclusion of the public hearing, the court will need to announce the date, time and place that will be adopting a tax rate. We are recommending that for next Tuesday, September 9, as you mentioned earlier at 1015 a.m. with the hearing the Commissioner's Court ring. There'll also be an additional quarter page notice that will be in the newspaper and on our website as well as charter communication after tonight's meeting. Court House on the Square. 110 was to create second floor at 1015 AM. And as Donna said, that will once again be publicized in the paper. Thank you Donna for going through all that again. Yes, there's also one more thing if I could add. I'm sorry. The proposed budget has been will be followed in the budget office, County Clerk and County Auditor's Office. And on the main page of our website, probably at the end of this evening, we'll also have the public hearing on our proposed budget, or we'll go into more detail about the specifics of the budget next Tuesday at 10 a.m. and following that, we'll adopt the budget and consider adoption of the tax rate as well. Although it's not on our agenda, I've asked Jody Gonzalez, our director emergency management, to come up and give us a little report on how things are going with all the evacuees that are in Denton County due to the hurricane. Jody's eyes are open but let me tell you he hadn't had much sleep in the last what about a week since last Friday at least. But it's been them. First rule of thumb did not forget your contact case. You're going to be of that long. Thank you, Judge. And, commissioners, almost said good morning, but good evening. Yeah. Thank you for this opportunity, Judge. First of all, I really want to... There's a laundry list of people that make this happen. And first and foremost, it's the volunteer organizations in this county that make these things happen. And first and foremost, it's the volunteer organizations in this county that make these things happen. You know, and coordinating is probably the easiest part in the groundwork and the volunteers and the people that actually make these things happen are dear to my heart and the dedication of these folks to this county is unbelievable. Again, the VoAID organizations, the Voltaire organizations, the active and disaster are citizens of emergency response team, playing a huge role in this evacuation and our guests that we have with us in four different shelters throughout the county. Right now we currently have four shelters open and housing 422 guests from Louisiana. That's Carleton Recreation Center on Rosemeade. They were all the way up to 110 as of yesterday. Now they're down to 47. Lewis fills all the way up to 137 now down to 129 and that's at the Fred Hearing Recreation Center on Civic Circle. And then UNT, thanks to President Matai, we were able to open the UNT facility at the Basquite Ball Arena, which is called the Super Pit. We currently have 131 guests in that facility, and they're doing very well there. Those were all brought in by bus. And then our famous evacuee facility that we've all been aware of for the previous years, Camp Copus, which is in the unincorporated area. That camp is the only non-red cross camp we got, which usually takes a lot of coordination because we have to do all of the registration. Everything that really goes on there is ran by volunteers throughout the county, the medical reserve corps, what an awesome team those guys are coordinated by Dr. Bing Burton at the health department the amateur radio emergency services has operated out of the county emergency operations center for the past five days and we've had operators at each one of those shelters throughout the entire county coordinating all of the resources all the resource request all of requests, all of the numbers, all of the daily counts, the food requests. You can unbelievable amount of types of requests that we received over the last five days and they go right into the middle of a night on a holiday weekend and it gets very difficult sometimes to find these. How about you looking for baby formula and diapers at the clock in the morning? I'll assign you that before I think I fed you a holiday, Yeah, I'll assign it to you. Not before. I think I fed Roll Holiday. Those had to get used to it. That's right. I'm a Sunday night. Well, usually I don't have to go far in finals. But again, the amateur radio group, what a great group. American Red Cross, a super supportive group that's actually running three of these shelters, and they couldn't run it without the municipal support from Carrollton and Lewisville. And then on top of that, our university in North Texas. But the other organizations that have really come together for providing supplies and needs to the citizens that may not be in this shelter. We're only going to tell you about 422. That's a small number compared to the folks that are in private vehicles that are staying with family and friends and relatives. And we've got a lot of those calls in the United Way, the CCA and the quality end of Denton is a major participant with us. They're actually, they are in capacity so I want to say that right now but they do provide rooms at no rate for these folks that are coming in and guest to be able to do that. So we use those as a great partner. Every twice a day quality end provides me with a list of vacancies in every hotel in Dinton County. That's a great asset to have when you're dealing with trying to place people in rooms and things like that. We have to have a hotline and that hotline is being operated right now. The first day was operated for about 12 13 hours and that hotline is 940-349-427-0. That line went out to the broadcast media as well as the print media and it's also if you saw one of Frinchie's orange trucks it's on the side of it as well. That hotline is being operated by citizen emergency response team volunteers at the emergency operations center and that's kind of a phone bank operation as well as the United Way has supported that phone bank too. We've gotten a lot of calls there, a lot of calls information of where do I go. The other thing that was coordinated, so security administrations, put out checks three days early to the Gulf Coast citizens. So we had to find places for people to catch checks on a Sunday on a bread or holiday. And that was another challenge. But so those organizations are great organizations and I wanted to mention those folks first that say what great support we have in those organizations. In Camp Copus, Brad Springer is the director of Camp Copus and the board of directors that run that organization. What an awesome group of people that make things happen. Make things happen very fast. Things that government red tape cannot do. But they make things happen very quickly in a great group of folks that open their arms and allow people to come in at any cost at any need to make sure that those folks are warm bed, a hot meal and a place to relax and get away from the elements. A lot of folks as you saw it maybe saw on Channel 5 with the press release, you know, they were out there fishing yesterday and playing putt putt golf. So I think that most of our shelters throughout the region are a little jealous of that facility. The United Way again is a public notice. It's a 48-01 university drive between the hours of 10 and 6. We'll be accepting donations from the public. Now I want to stress that those donations are specific. So before you provide donations to that location, that you be sure to contact the United Way. I know there are organizations that does always collect public donations as a Christian community action, Louisville, as well as the Goodwill. But again, although these, and I'll get into the repatriation process of what we're going to do when we look at transitioning these guests back into Louisiana, but we quickly want to be sure to understand that part of the donations process for all of these ones that I mentioned, this ECA, United Way as well as Goodwill, is more or less if we do not have these, the guests here within the next couple of days, those donations are still very important because we have to refill pantries, food pantries, those sort of issues that have really drawn in the goods and services. So, if that's the United Way of Denton County. Yes, ma'am, the United Way of Denton County. And again, those financial donations can be made to First State Bank and again contacting on financial donations United Way. Private partnerships and I'll try to close up very quickly. Private partnerships without Walmart Distribution Center what a great organization that we have with those Walmart Denton, the Calisters Delhi, Pizza Hut Sonic, Waterburger Chillies, the list goes on to the people who have really donated their times and services that those folks provide. So we want to really appreciate that. Again, the county departments, you know, I think there's not a county department that hadn't been turned in this deal throughout the county, but the Sheriff's Department, Health Department, Facilities, DIS, Parties Seeing and County Judge, you know, I mean, I have to go out to this county judge's house and get documents signed in the middle of the day so that we get this. There is a presidential disaster declaration sign so that we are looking at a reimbursement issue on the on the overtime of things like that. Ron has a question. Yeah, first of all, thank you for all of the work that you've done. And I'm sure the vacuities from Louisiana thank you as well. And everybody that participated in, thank you for keeping us updated on the situation. One of your memos, and I've been trying to find that one of your memos stated that majority, if not all except Camp Copus, monies that are spent are through municipalities, are through another government body, probably not UNT, but you're giving some estimates. Now, since you did this before with Camp Copus, how do we, as a county, reimburse them for those and then we go to the federal government or do they do it? What is that process? Sure. And very quickly, the process is going to be a lot simpler than it was in Hurricane Katrina because we've done a lot of homework. Actually, all of the expenses that are actually incurred by Camp Copus as far as the rooms, the bedding, the laundry, the food, all of that is going to be reimbursed through their church donations and their church-sported directors. So we do not have any any emphasis on that or there any reimbursement. Red Cross will actually per count per day. They have a rate that they will pay non-red cross shelters per day for the number of guests that they have at that facility so that's somewhat reimbursement that's going also back to Camp Copus. Our expenses specifically right now over the last four days and then going into Wednesday and Thursday will be those non-exempt employees, calm time and overtime. That's really the only expense we've got. We've really been lucky that I had gotten some emergency POs from Beth and we haven't expanded one of those yet. So we're great. And all of us in this donations and thankful for our communities that have been able to donate in our businesses. I always try to find out is if the county, I mean, if they were instrumental in helping reimburse those that we could facilitate that a little bit faster to get. Last time during Katrina, we played a very active role in that for sure. This time it was better organized so that they're going to be taking care of and we don't have that much to do with it. But like Jody said, the overtime of our shares department, certainly Jody's employees and stuff, and probably the health department too, will see some reimbursement for that. If there's 75% or 100%, I'm not sure which. That's being discussed. Obviously, I'm going for 100%. But Jody just to emphasize, I'm going for 100%. But Judi just to emphasize, I know on our medical reserve core, throughout the county, we've got somewhere in the neighborhood of 400 volunteer people that are health professionals that showed up for Katrina, and they showed up this time too and it's just invaluable assistance. And certainly the SIRT team, the citizen emergency response team. Jody, how many's in that now? 175. 175. That's just not people that say, okay, you can put my name on the list. They've actually come to the emergency operations center and gone through a training. So when these situations come up as unfortunately they do it from time to time, they know what they're doing, how to do it, who they're doing it with, where to do it, it's all highly organized. And I think we need to put a good word in here for the state of Texas actually has their act together a lot better this time too. The buses that came up from South Texas actually had GPS devices on. So we knew who was on the bus, where the bus was, and when it was going to arrive because of that. The buses that came from New Orleans, that's not the case. The buses we expected here, Sunday at five o'clock didn't get into like 1230 that night so it made it difficult because you have volunteers that are there. They're waiting for buses. The buses don't come. Okay volunteers you can go home. They know soon to get home. Come back you know so that got kind of tough. Jody got a big surprise and we had we had far more children show up at Camp Copa's this time and by children I mean babies. 30 in diapers. 30 in diapers and six of them were what I would classify as infant. We're talking two week old, tiny little infant. So it was like I told Jody that the one you really needed to feel sorry for is the bus driver. They had to listen all the way for 11 hours, you know. He's the one that needed prosack by the time he got here. But that's why Jody was out looking for baby formula and diapers at 2 o'clock. And the morning he took one of the emergency POs, prepared to go buy a diet at Walmart. And Walmart came through for him and said just, you know, open up the truck here we come and load it a stop with diapers and baby farmers. Kids are taking care right away. But then there was kind of a mad scramble for baby beds. You know, the Camp Copus is just that. It's a camp. And not necessarily for two-week-old little ones. So Walmart the next day, I know came up with a four-packing place and I think Target came through the next morning for us too and so like Jody said we never had to use any of the emergency POs that purchasing and giving them all that stuff was donated and we're very appreciative of all that. The Phase 2 program, which this county is under, the purposes to implement programs and practices to control polluted stormwater runoff. Urbanized areas based on the 2000 census have to comply, which includes municipalities, counties, townships, drainage districts, federal and state installations. The ultimate benefit of this program is to cleaner lakes and streams, improve recreational opportunities and tourism, flood damage reduction, better aesthetics and wildlife habitat, the safer and healthier habitat for the constituents of the county. Who needs to be covered by this permit? Local governments, districts, anyone who deals with stormwater runoff, food storm sewers, ditches, canals, swales, et cetera. And whoever disturbs more than one acre of ground during the construction site. The county has submitted the notice attempt to TCKU. That was submitted in February of this year. This notice and intent included the responsible entities, the overview of the drainage system, overview of current programs, the six minimum control measures, the measurable annual goals and the five-year implementation plan. It has, August said it has been submitted and administratively approved by TCU. The technical review should be completed by the end of this month. The permit started last August 13th 2007 and runs through August 12th, 2012. So we're actually in the second year of the permit. The actual plan includes the six minimum requirements. It covers public education and outreach, public participation in involvement, construction site runoff, post construction runoff, listed discharge detection and elimination, pollution prevention and good housekeeping. Under the public education outreach, the main goal here is to distribute education materials to the public. Examples that the EPA and TCU approve our brochures, use of volunteers, signs, stencils, workshops, media releases, and watershed cleanups. The public participation section, the goal there is to broaden public support. Some examples we can use, public meetings, citizen advisory panels, volunteers, speakers, monitoring, and school programs. Construction site runoff control. One of the things TCU requires everyone is ordinances of regulatory mechanisms to enforce the state law. Unfortunately for the county this is the one time it's good to be a county 9th and municipality. We do not have statutory authority to enforce the state law. So what the county has to do is pick up the phone and call TCUQ to enforce it. Under the county's authority that we have to do is site plan review and we actually have to inspect the construction sites. Post construction where we are responsible for this. This is including new development and redevelopment and how these developments control their runoff, their structural and non-structural BMPs and long-term maintenance. What this is is looking for cross-connections of sanitary sewer systems, either discharging into our drainage ditches, creeks, ponds, that sort of thing, or just illegally dumping. The pollution prevention and good housekeeping, this directly affects county facilities, county construction jobs, and life. Such as our equipment, material storage, street sweeping, litter pickup, fleet maintenance areas, et cetera. It also includes employee training and education. These are the different groups that help prepare the storm water management plan that was submitted TCQ. Commissioner's Court, engineering, facilities, the fire marshal, health department, human resources, legal planning, GIS road and bridge in the Texas Cooperative Extension. Right now we are fixing to get into the meat and potatoes of our plan. So I will go through it right now. The Commissioner's Court, the house responsibility for the stormwater's management plan is the last bullet near the signatory and you provide oversight of the plan. Engineering, we are responsible for developing, implementing and managing the plan, overseeing the construction permits, reporting T.C.Q. and assist to the administration of the subdivision ordinance, subdivision rules regulations, and the floodplain management. Facilities participate in the pollution prevention and good housekeeping for county facilities. Fire marshal deals with illicit discharge and detection and pollution prevention. Health Department is illicit discharge and detection. Human resources is through the education side of things. The legal of course is probably legally biased throughout the whole process. Planning is the floodplain management and the list of discharge and detection. GIS is the list of discharge and detection. Roden Bridge is the pollution prevention for county operations and county construction activities that disturb more than one acre. The Texas Cooperative Extension is public outreach dealing with stormwater impacts. Our stormwater management plan has been submitted to TCQ. TCQ is conducting the technical review. Right now they're pretty overwhelmed because they're reviewing all of the plans submitted throughout the state. Unfortunately, the state law and the federal law does not allow the permit to stop. That's why we're in year two, even though our plan has not been approved by TCU. Here is the specifics of our actual storm water plan under public education. The county will be developing a website. We will at our DSC meetings we will provide storm water information to the applicants. We're going to explore public school criteria development. This would be using education materially already developed through North Central Texas Council governments and other things. We're not going to develop our own criteria. We're just going to be a middleman. Same thing with the Denify businesses, send them brochures, informing them of the stormwater management plan, participating in the COG programs. At every opportunity we have, we can go before the public will with booths. We've already been doing this, like at the state fair and other things like that. Another one that's real popular is the Texas SmartScape. If you all that don't know what that is, it's a computer program that can be used to plan your landscape at your home. You can pick plants that are drought tolerant and deal with the Texas heat and that kind of thing. We'll also have to develop a construction brochure and give it out for plans and permitting. You see in each one of these, at the end it'll say years, two through five, and those are the years in our plan that we have to do it. So not everything has to be done all up front. Under the public improvement, involvement with public notification that already happened in February when you approved the storm water management plan. We have started looking into a reporting hotline that people can call in anonymously to report issues and we're going to work with the Adopt County program to explain to them what it's important to how their program helps the stormwater management plan. Under the list of discharge and detection section we will have to train the field personnel for the county what to look for, how to notify the various departments, the septic system inspections departments, the septic systems inspections through the environmental, litter abatement, stormwater mat, dry weather screening, and COG also has their own illegal dumping hotline. Pollution prevention and good housekeeping. We have to develop an employee training program and then implement it, spill prevention planning, internal reporting, annual facility assessments, and update the plans. Construction site runoff includes site plan reviews, site inspections, new construction brochures, and county construction and projects. One thing you might notice some of these sound pretty similar from each of the six main minimum control measures, you can get credit in each one thing and give you multiple credit. So one brochure might cover five or six different bullet ports. The post construction is dealing with mostly the developments and subdivisions and that sort of thing, making sure that the tension ponds are still being maintained and that kind of thing. Updating the subdivision rules to incorporate the new stormwater management plan. The record keeping, this has to be maintained at my office at all times, the TCQ General Permit, the stormwater management plan. Any notice of intense we receive from contractors, our own notice of intense from our own projects, any inspection records in the annual reports. any inspection records in the annual report. Summary, as you can see, this program takes a lot of coordination from many departments. Our requirements are less stringent than municipalities because of state law. The county's already performing a large amount of this stuff. We just haven't done a good job of documenting it. As you can see from the whole plan one person's not going to be able to do it all. The next step I will respond to any questions and with the commissioners court approval gather all the different department heads together and start working on the rest of the plan. The annual report is due in November, 18th, and notification of the technical review should be into this month. When that happens, the county will have 30 days to post a notice from newspaper publication. TCQ will give us the exact wording what has to be published in the paper. And what that does is let the residents know where they can find the plan And if they have comments to the plan they submit them to tcq tcq will review their comments and decide whether or not a Public hearing needs to be held to address those comments or just tell us to change the plan Dispoired appreciate it? Is there any reason why it's geared strictly for public schools or not private because we have a number of private schools? It can go for any kind of education. That's what I thought. Yep. Who writes the rules around here? And the pipelines? They're exempt also. Fortunately for us for the most part, they're usually pretty nice. And if they have a problem they'll fix it because they know we'll just pick up the phone and call the railroad commission and so they're usually pretty cooperative. Not let us know. And so we sometimes have to purchase medications and laboratory tests and consultations with other physicians and we don't always run over our budget but this year we're before the fiscal year is over we will probably spend a little bit more than than what we had in the budget and I believe that part of the reason is we're treating some people that are a little more seriously ill than we sometimes have treated. Many of those people would actually be on the Indigent Healthcare Program if we weren't caring for them, providing for their care. And so there is some funding in the Indigent Healthcare Budget that can cover this need that we have. And so with your permission, we'd like to take some out of the Indured Healthcare Budget that can cover this need that we have and so with your permission we'd like to take some out of the Injured Healthcare Budget, put it in the clinical budget and help us to both break even. I don't believe there's anything sensitive about it or any reason not to let people know it's to be used by the Denton County Sheriff's Office only and it's with their personnel it's for training purposes. They would not be using any kind of live ammunition. They use an ammunition called Simmunitions which shoots a... Basically it's kind of like a paintball projectile and you can tell where somebody's hit and they use different colors to know who's shooting what color. But they're not going to be knocking doors in or going through windows or anything like that. I think it's basically train people when they enter a building or a habitation to differentiate between the people that's going to harm them and the people that are involuntarily there that's not involved in the conflict. I have a couple of issues with this that certainly was one of the questions what are they actually going to be doing out there? But on the casual contract, they marked out the liability portion on the contract. And I don't know that I'm totally comfortable for that to be marked out. And also the time period, I mean, if we don't usually enter into arrangements that just go on and on and on. There's either a renewal date or it's an annual contract or it's a three-year contract or with an option to renew for another, however many years, things like that. Well, there's no consideration for this contract. I understand, but even though there's no consideration, I know we had a task collection contract with the Lake City's Municipal Utility District and there was no consideration. Because this was a jurisdiction that had gone out of existence and there do it. We were just handling the delinquent accounts and there was still as a contract there and it was renewed every year.
