On April the 13th, 2009, my son-in-law, Bobby Lambert, received a call from Bruce Dottier, advising him that he had been hired for a job with Denton County, Rodin Bridge in Aubrey, Texas. He was told he was start to work on Wednesday, April 22nd 2009 and that he would need to take a physical and a drug test which he took and passed. He notified his current employer that he would be resigning from his job with them. He was told by them on Wednesday, April the 15th that they had hired someone to replace him that he wasn't needed on the job any longer. Between Monday, April 13th and Friday, April the 17th, he was called by both the city of Denton and the city of McKinney asking him to come in for interviews. He advised them that he had already been hired by Denton County. On Friday, April the 17th, he received a call from Bruce Dottier, advising him that they had decided to hire someone else. If this is a practice that Denton County follows and they're hiring procedures, then they should be ashamed. This young man is married with one child and another on the way. He and his wife were very happy that he had gotten the job with Dippin County. What is he to do now without a job? And unable to go back to his old job since his position has been filled. Jobs are not an easy thing to find with our economy the way it is. I hope that you, as commissioners, do not condone such a practice and that you will work hard to prevent irresponsible and harmful actions such as this from happening again. Thank you. There's a lot of volunteers that put up spent a lot of time in volunteering to make our museums what they are today. But I have brought some individuals with me from the citizen emergency response team specifically and I want to say this, our volunteer coordinator for the county because she is volunteer but she does coordinate the rest of the citizen emergency response team. She is over that section of the COG which handles citizen core programs and citizen core grants and things like that. So thank you for Melanie for being here. And then Robert Gormley is Brenda's husband who is a captain on our citizen emergency response team. And I want to tell you guys that these folks dedicate their time and livelihood to promoting the education of our citizens in this county so that they're educated and they know what to do during a disaster, that they know CPR, that they know how to use an AED, that they know how to use a fire extinguisher. All for that matter, they know how to protect their neighbor, they know how to help their neighbor that's in a situation of a disaster problem. And that's what their goal is, and that's what they've made their more or less want out of their volunteer time for the county and their commitment to the county. So with that, I'll additionally, Brenda received the hot stuff award from the emergency preparedness planning council that Commissioner Mitchell chairs. This one is for the law enforcement facilities. We are doing it in three phases. So it's one RFQ for all three phases. And I've worked with the Sheriff's Office in developing this. Any questions? Beth, is this the remodeling that we're going to have so that we can now decommission the barracks, the wooden barracks that we can... Yes, that would be the second phase. With a concrete rover hoping for less maintenance than our existing asphalt that we have to deal with. Approval of the preliminary designs for the fourth floor bill out of Den County Courts bill in the Nenia appropriate action, then. Ordin' Acting Judged Commissioners. Good morning. I had a real nice presentation. I brought it up here. My computer died. So Bobby's going to help us out a little bit. I'm Bill Petrelli with Freason Nichols, Architect for the project. Resided, 733 Sundance, Arlington, Texas. Danny Mr. Bromley has just shared with you a presentation that we wanted to go over with you this morning. And this is a presentation that we've shown to all the different departments and departments that we've worked with in recognition and development of this project. So what I'd like to do, and I don't know if the computer is going to work with us today, but we had the opportunity to look at the site because part of the program requirements was additional parking. And so there's three options that we wanted to bring before you today for your input and decision. The three schemes are scheme one and it'll be the third sheet in if it's not coming up. Shows the parking edition so that it's to the northeast which would add 81 spaces. The scheme 2 which is the northwest leaving existing building that county owns in place would add 36 spaces. If we stayed in that same area and that building were raised or demolished, then we could accommodate 86 spaces in that area. There we go. So those are the three schemes that we would like your consideration of this morning. The fourth page that you have in there shows the scheme one or scheme A with an addition of a building just to show that that side still can be utilized in the future for some structural requirements or needs. The floor plate itself first floor is about 21,000 square feet so if you put a three-story building in that location you would get approximately 61, 62,000 square feet in that facility area. Yes, sir. With that consideration of a padside for office building, would the 81 spaces be included as a shared parking with the existing building. Yes, sir. So in other words, 81 spaces would also qualify for better use of any other term, qualify for the parking requirements of any building that's on that site. Yes, sir. Yes, sir. Yes sir. Are the parking spaces that we're adding to this just an additional has nothing to do with additional parking requirements. It's a combination I'm sorry it's a excuse I didn't mean over step you there but it's a combination of two things one because we are adding additional finish-out square feet for the two new court rooms. It does require some parking, but not to the magnitude that we're sharing with you today. This is more of a need versus a requirement, because of the parking need that you have on the facility or at the facility site. The other thing is if you do take this option, you would still in the future have the option to expand the parking in the northwest location having another 86 spaces. Any, just because I've never looked at, do we have a master plan of this entire, not only the courts, but the jail, juvenile, that any future development, maybe additional buildings on that site and where they would be located. We have a master plan, but it is out of date. I mean, it's no. What I'm bringing that up, why I'm bringing that up, why I'm bringing that up is that like we just talked about a new, starting a new improvements to the jail, are we, I guess, I apologize for stumbling all over the place and trying to find the right words. Is that entire site master planned are they separate master plans for separate uses? Jail, Juvenile, courts? I think it's master plan for separate uses is the way that I understand it, how we have it. We have a master plan for this site and then I believe that there's a master plan for juvenile and then I'm not real sure about a master plan for the sheriff's office. Do you see anything in our capital improvements in the next five years that we're going to be adding to the courts? Is there any stand? I want to make sure that we don't spend hundreds of thousand of dollars on a parking scheme that we have to tear up in the future because we have not master plan this property for any expansions that may be part of a capital program that we either have taken in consideration or may not have taken consideration in not only a five-year plan but a 10-year plan. You follow what I'm saying? Yes. The only thing that I'm aware of is the DA expansion of the day. That would be in your north up top the one he's talking about appeared up at the top close to McKinney Street. That's where it was proposed to be put at that facility. Members I mean I apologize for taking your but members, I'm very interested in taking that entire site, not only the courts building, but the jail, the sheriff and that entire area and looking at some type of master plan to know how we're going to expand in the future. I mean, you know, we're also going to have to look in the future if we ever gain any more district courts. You know, and that's a question I have later of where we're going to put other courts. I just want to make sure that we're looking at that and looking at a master plan. I'm not only in each individual site, the entire site from what is that? What is that? McKinney. I could throw in McKinney. Any wooddrop, Perry? Let me see. I agree with you, Commissioner. And I'd like to see the whole master plan, I can see where we would fit a DA expansion if that does happen. And I'm curious if we can't just go ahead and with the proposal on the 4th floor finish out and the remodeling and address the parking, you know at a separate time. I can tell you all from my own personal experience having office over there for a long time when they built the pre-trial center I don't know if you all remember that The increased amount of traffic and parking was just unbelievable and it was difficult to find a parking spot. I'm concerned, I know I don't wanna be jumping ahead but I just wanna reiterate Commissioner Mershant's points that we need to really be cogent and far thinking about how we plan this out because this is a very well situated property. We can't afford to move it and we need to have a very definite well-defined plan on how to handle our you know our infrastructure. Not to belabor the point but we are getting new district courts whether we like it or not. Right? I mean we're going to be a big county. We're going to have district courts in the future. We need to plan now so that we don't get caught up in the future. The other thing I want to talk about, Mr. Bromley is him. And I don't know if I'm jumping ahead, but in regards to the fourth floor build out, I know much was made about how the district court judges should have come to us before they asked for a new district court. And I'm really trying to facilitate a better relationship between the district court judges and ourselves but we also need to extend a hand of friendship to them and I'd like to know you know did we consult with them regarding the fourth floor build out because generally we need to you know to ask them what they need as opposed to just giving it to them and say this is what you get did you talk to Judge Gabriel and just giving in to him and say this is what you get. Did you talk to Judge Gabriel? Yes we did. We met with Judge Gabriel. Whenever we get to the second floor for that new court, we did make some modifications to the second floor to accommodate that new court. Okay, well that was the other thing is from what I understand, that was my next question. You know there is a library board of governors for the Denton County Law Library. And from what I understand, you are affecting the law library, correct, on the build out? A little bit, yes. OK, I know that y'all haven't contacted them. And I know y'all haven't asked the Bar Association about what's going on with the law library. Don't you think it would have been a good idea to consult with them before you start with their space. I went to the county clerk. I was not aware of the bar association and I was not aware of the library association. It's a boarding governor's that basically. We dealt mostly with the judges there. They came to us and presented their plan and let us know what they wanted. Like Danny said, we talked to everybody that was in the building that was going to be affected. Now, did we go to talk to someone outside the building? I don't believe so. And I don't believe that was necessary for us to do because after you talk to the judges, there are the ones that's going to tell us because they use the law library, I mean, with their attorneys. And so there are the ones going to tell us what their needs are. And I believe that's what we went on on the needs of what the judges actually wanted. OK. And then when I first came on court, I was approached as soon as I got here about that fourth floor build out with Judge May Fallon. And to ask me when they wanted to die. And so they've been included in every step of this process because I know I've visited with them several times. Well, I understand. I just wanted to make sure that we check with Judge Gabriel. But I also wanted to make sure that we got a hold of all the stakeholders. I mean, I know that, you know, statutorily, there's basically, there's a fee that pays for a law library, they're pointed board boarded governors and I didn't know if they'd been consulted. I know that from what I understand I just found out yesterday that the basically the entrance way to the law library is going to be remodeled, is that correct? Or are you going to be taking out the interest space? Going to it, Danny. Yes, it is a little bit. We're basically, I mean we can get that, but yes, what we did is the interest sets that they have now, we've moved it on the other side of the wall. That's all we've done, and then we've extended into that law library a few feet. It hasn't affected how that the bar association gets to their space. They still have to go the same way, except going through two doors, they go through one. I think we've probably had picked the situation. I mean, and I don't have a problem showing them what we have and what we've done. I mean, I don't think we have not affected what their function is at all. What we did is, and I was going to get to this before, I mean, I'm sorry. I didn't mean to judge that. Basically, what we did, Commissioner, was we didn't realize at the time that when we gave the county clerk that space across the hall where the judge is that those two meeting rooms up front, the transport people use those rooms. So what we did is we allowed, we gave them space across the hall for them to have a little desk set up. Well, that room's so small, we made it bigger to accommodate space for them in the two or three clerks that work in there, moved the door over basically two feet. I know. So you got to read it basically that vestibule or that little area. Yeah. We took the wasted space over there at the Law Library basically. Basically, it's what we did. over there at the Law Library basically. Basically, it's what we did. And then we made, when we did that, we made an easy entrance for the clerks to get into the courtroom. Instead of having to come out, go through the public and then go into the courtroom, we put them a back entry in. Andrews, Mike. Andrews, first and then you. You did it. Commissioner Nauter. Did you get, yes sir. I want to go back to the future. Okay. But again, this is just as Commissioner Coleman's information kind of finding. Is it plausible to look at that entire county owned property site with those three entities and look at master planning any future expansion on that site and make sure that we are basing decisions today on what will happen. For instance, if I would be prone to say, yeah, let's put the 81 spaces in today because construction costs today, but I don't want to impede the footprint of whatever buildings out there because of the concrete that's on the ground. Now, if the master plane comes back says, yeah, this would be a good transition, not transition, but a site to add a new court or a site to add a DAalone offices or whatever, then we can make plans towards that. And then on the sheriff's site, as well as the juvenile detention, I mean, there may be a time that we have to go to vehicle maintenance, say that we're going to need to expand that. That would be, when you look at the capital improvements that we're looking at now, I mean has that in that committee has that ever been addressed Donna or anybody? Let me just offer a few things as we're kind of whispering back and forth here but the master plan that we do have was for the whole site. And of course things have changed quite a bit since that was done. But the original plan did include the DA building which would vacate all the DA out of the current courts building. That's correct. And the courts building is designed to, as soon as the DA's office vacates, to turn those into courts. It's shaped in the infrastructure as set up to where those will change into court, I think up to six courts or so additional in the courts building. So that was in the original design for that growth factor. And as far as the whole site, as far as the court, that was the next building on there. And it is in the capital improvement plan for the next bond issue. It's not in the current one. Now as far as the sheriff's office, the court did approve $125,000 for a master plan of this site. The entire site or just the entire site because well let me let me come back to that but but that is in the RFQ that I'm getting approved today. The very first step is the master plan. So it will include all of the available site. However, it really does not look at the juvenile site because it is so limited and court has already approved a plan for that. In two weeks you'll see an RFQ for that site and there is a place for their additional buildings there on that site. Part of the jail expansion will look at all of the land back behind the courts building in the pre-trial center. You mentioned vehicle maintenance. Part of the discussion is, you know, we may need to move vehicle maintenance at some point. So that will be included in that master site plan and that will come back to court for approval before any decisions are made on additional buildings on that site. So I think in a roundabout way, we're encompassing that in this law enforcement master's-site plan and you'll get to look at all the uses and we will have an architect on board to advise us on that. But the DA building that is drawn on here that is from the plan and we've paid quite a bit of money I think $700,000 for a master's's I plan for that purpose, for that building right there. So there is a plan that we're following that we're not just sticking, parking somewhere where another building is going to be built. That's correct. And that's why I'm showing you in this plan where that added side is, that's from the original plan. OK. And then if we go with another option, like up in the Northwest corner, that is also on a master plan with those two. You know, we have two buildings up there now. We've demolished one of those buildings. The old print mail room has been demolished and that's where they're showing some of those spaces. The other one is still in use, but that master's op plan does show that space being used for parking. Is that correct, Danny? Since that was that master plan was adopted, I think we've got new three new commissioners out of five and so I would like to take a look at that and I don't know who I guess with Danny, you know, I don't mind privately if we sit down and go over it if you want to bring it to court or if you want to meet with us individually, I don't think it's pressing that we do this, this parking configuration today. I mean, they're there's several scenarios. I mean, what was in the original master plan was for this building to be here. But whenever HDR looked at it, they said, what if we brought it out to the side and connected the hallways. And like James said, it would probably save the county some money in the long run. We would possibly give up some parking here, but then you'd have this whole front section for parking and you would own both sides of the entryway. Let me make something clear. Anything that has been discussed with other departments, they've had the opportunity to give their opinion on it. We have not, the commissioners' court have not decided that we're going to do anything without each department coming in and talking to us and telling us what they want. Second, if you were to add as previously discussed an attachment to the building where you see the sidewalk to the east of the building and you extended that as Danny said you can do that it is not a viable option but you're going to have to give up some parking there and then rebuild some parking so it's a viable option, but you're going to have to give up some parking there and then rebuild some parking. So it's a matter of function and dollars that you're going to have to consider. So the development of this site, you know, we have given consideration to a reference to your current master plan. Now moving forward and talking about the different floor plans that we have, there's the first of all we did talk about the three schemes and three schemes primarily just relate to the parking. Everything else that we talk about from this point forward is the same throughout, you know, so we're just talking about one design that we're going to be visiting with you. On the second floor, I think you have it up, there's a number of different areas that we're working with. The second floor, we did talk about the law library and in that area there, what we simply are doing is relocating the door and we're relocating the circulation desk to a more centralized location so that the person that is Manning the Circulation desk has clear visibility of the entry door and clear visibility of all the stacks which has been somewhat of concern to this date so so that is the simplistic Explanation of what we've done with the law line. We're asked that on this plant floor I'm trying to if you're in my drawings that or the ones that we just handed out, if you will look on the Swartz S2 floor plan and you'll look up in the upper left corner where you see a octagonal element, that is the location for a new circulation desk that we've basically doubled in size and therefore all the AV data, etc. will be located in this vicinity here. And as you guys, as the world moves into the electronic world that we're in, there's going to be an opportunity to control everything from that point. And I don't want to, but I do need clarification when Commissioner Coleman said, what's the board that you were talking about? I believe there's a library board of governors. There's both to meet with the kind of class. Is there some requirement by the state of Texas that has to do with courts and has to do with the library that would have... I mean, in other words, space or whatever. Change is going to answer that. I think. There are statutes that allow the county to provide a law library and also to charge a fee on civil filing and security district court that finance that law library. Those same statutes that authorizeize that authorize the bar association In effect be a board of directors for that but all the decisions on the budget the fees and the final decisions The library rests with the commissioners court But but we that again, that's why we have one where authorized to provide a law library We're authorized to We're authorized to provide a law library. We're authorized to collect a fee that provides for the finances both. And but there are limitations on what that money can be spent for. We can actually spend the money for the personnel and legal resources. And they're not law books much anymore. We actually can't spend those funds on the facility And they're in the and the board of the the again the bar of local bar association has an oversight role. They recommend a budget Each year again the final decisions with the commissioners court though, but there's no Under those statues. There's no requirement that there should be certain square footage of the or it's not detailed at all. So it's just an oversight of how those fees are are spent. Right. Recommendations. So is would it pardon me? I can't tell there we go. It's not even an oversight, it's recommendations, it's an advisory. But if I might, I have an email that I got from Tom Rees that says the library board was consulted and asked for input at a meeting and all they suggested was space for consultation. The relocation of the circulation desk will provide more usable floor space for tables and areas for consultation. So it's not an issue, it doesn't look like. And Tom is on, I guess on that committee. I don't know if he is, he's, of course, with the county clerk's office. So dialogue has taken place as what his email is seeing. Sorry, sir. And then you'll see that it has the second means of egress and circulation that takes people out to a public way in terms of that relationship. So that's been accomplished. And then immediately below that where you see, I'm trying to think how to explain, but immediately to the lower right of that is where we're having the new civil area in terms of a circulation space there. And that will be an open office plan. We have a small consultation room for MHR for the doctors there. And then we have the cash areas for uh, proponents into the public space. In the upper right hand corner is where we have judge conines, uh, new facilities and we have his office, his assistance and then we have some support offices in bending area adjacent to that. And then you discuss the new district court and when we first were initiated with this project, we were considering a design for a visiting judge. Most recently in the last few months, we've been notified that there is going to be a new district court at some point. And so we've redesigned this space for a district judge, which is in the lower section of the project, almost in the center, where we provided a large judges office, a bailiff's office with a private toilet adjacent to that. And then the court reporter and court coordinator will be actually up into the upper middle section of the right side, where we provided two offices there, which is part of the exit way for the jury selection space. I am sorry sir I am totally lost and I think it'll be more helpful if I show you this plan if I can bring this to you. Yeah I'm worse than new. Yeah I'm totally lost. Oh, this is the decision. In reference to all of this, there's approximately 6,340 square feet that we're working with on the second floor renovation and remodel. So, and we can break that down into more square foot or simplistic square foot as if you'd like in the specific areas. When we move to the fourth four, which is your next sheet, then what we have is a number of areas and of course the first in the major element of the work is the finish out of the two new courtrooms, which are to the southeast of the project. It's now shell space. It's been developed for this future expansion and future in you know finish out of these two spaces. We've met with both judges, had numerous meetings with them. I'm going to show you if we can get it to come up, but if not in your package, there's some 3D delineations of the interior of the courtroom, which we'll share with you in a minute. But we also have a little video. One thing that we did for the two judges, because they were concerned about sight lines from the judges bench to the jury area to the witness to their court reporter that we did three or four sight line studies and did a little video of each one of those for them to select the height of the bench that they wanted to have. So they've had that input. We've taken it to that extent in terms of their involvement. But this area here that you see immediately to the lower right is all new construction interior finish out. That's approximately 7,963 square feet. Then as far as the district attorneys area, which is in the middle area upper, we've come in, we've left the north in this basically the same position that they're in and then we've taken one court area and then we have redesigned and developed new district attorney's offices on both the left and the right piece of that we've added a break room and a conference room with support toilets for the private use of the district attorney's offices and then some support areas and alcoves. That area is about 5,590 square feet. So on the second fourth floor, excuse me, we're finishing out and redeveloping and redesigning about 13,553 square feet. So total project involvement is about 19,890 square feet in this project. I had a question. Yes, you talked about you're designing the law library to where it has an octagon or something like that's what I'm sorry. A little octagon or something. And that is the circulation desk. Are you removing the shelves with the books? The shelves are being re-located. And as I understand it, new shelves have been ordered, and you're buying new shelves. Right. Because from what I understand, there is a key in this taking what octagon wheel, the counter, and moving it. And the action. Moving it. And then adding a back piece to it. Whenever we built that wall out, it created some site problems for the person working in there to be able to see what's going on so we just moved that over which allows for a lot better vision. And there's there's going to be two other staff members that are supposed to be at that circulation desk as well so we need to make more room for them to work. What I understand I mean and you know I'm not on that committee but I've heard from people I interact with quite often that their concern was that you were getting rid of all the bookshelves and both they were getting rid of most of the printed material and going pretty much. No sir that's that's not the it's my understanding that it'll still be the same amount of shelving and same amount of circulation but not being reduced. By us relocating it, if you'll recognize where the entrance is now, in all the space that you have before you get to the shelving, okay, we're actually taking up less space in what's there. that you have before you get to the shelving. Okay, we're actually taking up less space than what's there. So you have an entry area with some circulation, go to the circulation desk, and then you'll have the stacks and the books around that and the perimeter side of that. Have some input. Yeah, sorry. Yes, Commissioner, I'd develop with the commission. I'd like to clarify that, you know what? County Clerk's Office is which is oversees, is overseeing the remodel of the library. What we're doing is we're taking all the books and putting them all along the walls, the external walls, and then there will be some bookshelves in the middle, but lower so they're only half bookshelves. So you can see over them with a circulation desk in the middle. You'll still have the computer access to terminals where they are. So it's actually just improving the space. There will be more tables to work at. It's just basically just sightlines. All the printed materials, there actually be just as much room. New bookshelves have been ordered for the entire external walls. So why don't we clear it up? All right that takes you through the two levels or two floors of renovation. So, but we did a number of these so they could select the appropriate bench height that they wanted. And with that, we have the cost estimates before you. Again, looking at the three schemes, and those specifically relate to the parking, and we can take those numbers out if you so choose, but they're within $100,000 of each other. Scheme A is $2,994,000, Scheme B is $2,831,000, and then Scheme C is $3,12,000 scheme B is $2,831,000 and then scheme C is $3,12,000. So the very close in terms of their cost obviously the less cost goes to the less parking. And I'm available for any questions or additional questions now you're for us. The poor one. Oh I'm sorry. And then if you look at 241 and 242, that's where we have the three parking schemes. So there's a difference of 329,000 for Scheme A, 166,000 for plus for Scheme B and 347,000 for Scheme C. What we can simply state is we would withdraw those numbers out of the cost estimates and so if you were to draw any one of those out and we can do it real quickly with a real quick calculation that would give us the total of the facility construction cost estimate. We need that total for a motion. It minus the cost of the schemes. Right and like I said the facility piece of it is all the same in all three schemes. Right. And like I said, the facility piece of it is all the same in all three schemes. It's just a matter of removing from those numbers that I just read to you the costs of the parking piece of it. Many of the cities within precinct force, especially, have taken issue with this bill, which would somewhat restrict the regulatory powers of municipality in regards to the installation and screening and noise abatement steps of the city can require a gas well operator. And so for some backup material there's a letter and an email from the mayor of dish kind of just given a little bit of a history of what they've been dealing with on a variety of issues regarding this or with that unnew approval. These ability study interlocal agreement between Den County, Texas and the North Texas tollway authority for the Louisville Lake Bridge corridor project. Whereby Den County agrees to reimburse the NTT8, a sum in the estimated amount of $300,850, which represent 50% of the total estimate cost of the improvement and $601,700, but in no event shall be in county. Contribution exceed more than 50% of the actual calls of improvements with funding coming to come from Commissioner Priestant 1, Trip 04 discretionary funds. Comments? This is something I really had to agonize and think about. Basically, we all know that the Louisville Lake Bridge corridor facility is coming into fruition. However, without comment as to, you know, how I got planned or anything, some things were not planned out. I don't know if y'all ever driven down swisher, but there's a four-way stop and a school zone that comes off the six-way highway, which to me would think that even though this project's been planned for 20 years, somebody really hadn't driven the road to plan it out. And on the other side of the bridge, there is a box culvert that is not suitable for heavy road traffic by heavy trucks. There was, you know, some ongoing discussions and disputes about who is going to solve these. And I decided to take the high road and to put up the money, And I decided to take the high road and to put up the money to facilitate these problems being temporarily solved in order to create better regional mobility. It's something that I agonized over because I really don't think it's our fault or our responsibility, but we kind of have to take the high road and make sure that this project gets finalized. So this is actually done by our Sheriff's Department and then the meals are actually trucked over to the juvenile department. It's just replaces an agreement that we had in March of 2008. I think James had indicated it's changed to the Texas Department of Agriculture so it required a new agreement come through this commissioners school. So it's a continuation of a contract we've already had. It's just in a new format. Yes, it is. It is an annual. Is it annual? I'm just wondering why the word permanent was used. I don't want to overstep my balance, but I've been driving I drafted these contracts several times And it's it's something that helps that it's a revenue positive deal for the county Yeah, okay, investors the agreement with the state agency is a perm if termed permanent because it stays it stays in effect until superseded by a new agreement or rescinded. It is an master agreement that actually allows the county, or the June appropriation in particular, to participate in the school lunch program, which is an annually renewed. It's an annual application, a renewal, annual contract. This is really like a master contract that just allows participation. It does not bind us to anything. We can always choose not to participate in the school lunch program if you choose not to. Since it's a reimbursement for calls, we're going to always be incurring. We really know there's no unless the administrative cost of complying with that program got to be too large. It would be no reason not to participate in it because it gives us a reimbursed amount of about a hundred thousand a year for sort of providing meals we already provide. There are some to participate in the school lunch program, there are menu guidelines and administrative guidelines and reporting guidelines that must be complied with, if that administrative burden ever got too heavy, you said, well, you know, we're not making enough money to go, you know, we could say we're not making enough money reimbursements to put up with this kind of administrative burden. But this particular contract does not bind us to anything that allows us to participate in another program underneath this. Well, are you going to move approval without the vote? I'll let you know. So there's not an end date. You guys are not giving me any impetus of reading through my packet to ask certain questions by I wanted to know the term of the contract, so I wanted to know. So there's the same thing. And that's a valid question. And yes, this particular one does not have an end date on it. And they're right in saying that it just simply has a termination by mutual agreement of the parties. I imagine as in most things with the federal government, they give you a form and you either accept it or you don't. And they may have this time added the use of the word permanent because of the fact that there's no end date on it, but I'm speculating commissioner to answer your question.
