I'd now like to call the first meeting of the Arlington City Council and the new Council Chambers to Order. And we have some great people here tonight. We have a special beginning to this, but there's several special guests that we need to honor, although we've got a room full of very important people here. First of all, I want to recognize our former mayors, former mayor Richard Green, former mayor Elzy Odom, and former mayor Robert Clark are all here. Let's give them a hand. And then one of the few men who has seen it all happen from the 60s, 70s and 80s are former city engineer, former city manager, and then the former president of Circle Rollins Association, Mr. Al Rollins, is here. And then we have our esteemed Texas County Tax Assessor Collector, Mr. Ron Wright. Thank you. And in representing Commissioner Wins office, we have Mary Gilman and Jenny McGarry. Thank you for being here. And then one of our most important partners here, we have the President of the Arlington Chamber, a commerce, Mr. Michael Jacobson. Thank you. Did I miss any other elected officials that are here? Okay, with that, here we are a little over a year later, a little less on May the 24, 2016, we said goodbye to the former Council Chamber in which so many important decisions were made. But we are excited to have everyone here in a Council Chamber now that has full accessibility. No matter what your physical impairment, we are better able to take care of you to come in here to provide a comfortable setting for us to do business. We also have put hearing loops in for the hearing impaired. And then in addition to that, on the back rows there, we also have accommodated our press. There with the ability to hook right into our audio and also have power connections and tables there for them in the back. But our next order here we need to have our council members all to move to the front move your chair in because we're going to have a posting here of the Arlington Fire Department but hang on before we do that let's all push our chairs in and move the posting of the colors. As you may recall, the Arlington Fire Department Honor Guard took the colors out on May 24, 2016 from the previous chamber. Now they'll be bringing them back in. I'm going to go to the bathroom. You know, in Arlington, we work together and it is never more better symbolized than how our churches work together here and it is so important here is we move forward that we show the unity of our city and that means in good times and in bad. Well it's an honor to have two of our senior pastors here from two of our largest churches together praying for our city. Our city was based on faith and it continues to be that and I would like to have Dr. Dennis Wiles of the first Baptist Church of Arlington and then Pastor J.P. Thompson from Mount Olive Baptist Church to follow and I'd like to have each one of them pray and if you want to make any comments please feel free to and we're excited to have you here. Thank you Jeff. It's always a little interesting to ask two preachers to make comments. But I would just say that on behalf of First Baptist Arlington how much we appreciate Mount Olive Baptist Church, Pastor Thompson is a dear friend of mine and our two churches are very much connected to one another. We love each other, respect each other, and we're grateful for the ministries that God's allowed both of us to have in this city. And our church, First Baptist Arlington, is actually older than the city of Arlington. We were established when there was just a stage coach stop here, and we began in Johnson Station in 1871, but had the good sense to move way north all the way to the City of Arlington when the city was established. And we have been located here ever since. And so we're honored to still be right in the heart of Arlington, Texas. And as the pastor of First Baptist Arlington, I'm honored to be here tonight to have several of my church members behind me, here who serve the city so well, and also for the mayor, who is also a member of our church and just a dear friend. And so I would just say to you, Jeff and Council, thank you for the great job y'all do for our city. We love all of you and we're grateful for your service to our community. So let me pray for us and I'll let Pastor Thompson pray as well. Well Father, we love you and we're always humbled to be in your presence to bow before you and to recognize that you are the God of the universe and that you care very deeply about all of us and we're grateful for that. And we thank you Lord for this city. Lord, it's a place where many of us have found our home, and we've reared our children, and there's some of us now, our grandchildren, are growing up in this community, and so we have a vested interest here in this place. And we want it to be a safe place, and a place where people can thrive and flourish. And so I'm grateful for the leaders that you have brought to us. The leaders who give so much of their time and energy to ensure that those kinds of things can actually happen. That people can live together and freedom and in friendship. We can live in community with one another. And our children can be safe and blessed and freedom and in friendship we can live in community with one another and our children can be safe and blessed and loved and accepted and so we thank you for that thank for the partnership that we feel with our leadership in this city so we pray Lord for the proceedings that will take place in this room we ask you to give wisdom and courage and patience to everyone who will be in this room, particularly our mayor and our city council, or that they will have the ability to continue to guide this city in a way that makes it a place where we all want to live, a place where we'll experience true blessing. And we thank you, Lord, for the fact that you have allowed us to live in a nation of freedom. And may we never take it for granted. We thank you for all of those who serve us tonight. And, Lord, as a follower of Jesus, certainly we're grateful for this season of the year, for we're mindful of the supreme sacrifice that's been paid on our behalf, so that we might have a walk and a relationship and a life with you and a life that lasts forever. We ask your blessings tonight and on many nights ahead in this room and I pray in the name of Jesus himself, amen. I think it's only be fitting that since the Dr. Wiles mentioned that he has members of his church, well part of the City Council, I have a member of my church who's a part of the City Council that has been elevated. I saw his title. I was not aware of that and thank God for what he's done. And then I have a former mayor whom I remember the times that he was here. Pastor Robinson, who was the pastor from out all the way for a lot of years, I would have had it know all the way that someone was here. He loved this city. We were established in 1897. Some 20 years later, and they said the title of our church was a church in the middle of the road. And some people came along beside us and helped us. And we were able to stay in establishing. Here we are in 2018. So we thank God for that. Thank God for the harmony. I think the mayor said it well, it's good to have time where you share when there's peace and so that when there are times that are trying, you know each other. And I wanted to do that. I want to make that known. So I thank for the invitation and I'm not sure the two Baptist preachers praying. I had a 15 minute prayer. Now I need to ask each and every one of you that are here and also watching on TV to let everybody know why did we build a new council chambers. The other one had lasted 35 plus years, but let me share with you this is an opportunity for us to be able to have a council chambers that allows a physically impaired to be able to come in. Our old chamber did not accommodate that. Also with the hearing loops, we're able to help those that are hearing impaired, so they are better able to hear. In addition to that, our lighting, our audio visual, all helps provide a better place for our city to be able to do business and bring us in to the 21st century here as we move forward. But one of the things that I'm most excited about is that you can see the way this room was designed, we will be able to have community meetings in here. You know, people will be able to come in and have other things here besides City Council and Planning and Zoning Meetings, and then it also is strategically located right across the street from one of the greatest libraries in America that is going to be opening up in June. And it will be a community learning center. It will be a game changer in which people come from all of our community to come together to collaborate and learn together. So in June we have another big moment coming. And then thank you for all of you who came tonight because you know what you did. You helped make it another great night in Arlington. And I am so proud of our communications department that works so hard to get the message out to our citizens, but also in turn gives an opportunity for our citizens to speak back to us. So, I'd encourage you to go to our website, look at the social media, that is a place where you can really find out what is going on here in our community. And we need to do that. But then our smart city technology is coming on and then of course also we are now entering in to the new age of our new athletes and our new athletes are e-sports athletes so stay tuned because Arlington is going to be the capital of e-sports which is going to be helping keeping our young people here and bringing more young people here to our community besides bringing cutting-edge companies that want to be participating in the eSports. So stay tuned because right now that is what everybody is talking about around the country of the emergence of this new business that Arlington is going to be in the middle of as we move forward. Item 14.1 is a rezoning request to a PD with a development plan for a restaurant with a drive through. The site is located at the southwest corner of West Stevens Road and Matlock Road. The subject site was previously developed with a gas station and convenience store which has now been completely demolished. The proposal is to redevelop the entire site with a 2,300 square feet golden chick restaurant. The applicant, Daniel Parish, representing Rock's strategic management is here to present the case for you. If you could state your name and address for the record, appreciate it. My name is Daniel Parrish, 500 Wister Glen Drive in DeSoto, Texas. And I am Daniel Parrish here with, I'm actually first of all thank you for the opportunity to come and to present our project for your city. I'm Daniel Parrish, a rock strategic. We are a restaurant management group and operator of over 60 restaurants, mainly Jack in a box and golden chick. And thanks to Corporates Blessing, we have our first opportunity to do business in the city of Arlington. So we're seeking to get our site rezoned, the original PD only allowed for a gas station. So we wanted to rezone it for general commercial uses and mainly for our golden chick That we think will do well in this city for the community and for ourselves as well And that's pretty much it. Okay any questions for mr. Perish Miss Kate Bart Thank you Mayor. Thank you. A difficult site. I'll let you know. We're talking. I'm sorry. Thank you. I guess I hit mute. I didn't mean to do that. But anyway, I hope you heard my comments. But one thing that I would like to propose to you, because I think your use is very appropriate at that location. And I know not the PD didn't really allow for a drive-through, and so that's certainly critical to your business model. But there are a couple of uses I'd like to exclude, and I don't think they would matter to you, but I wanted to go on record to ask if that would be all right. Yes. One is an alternative financial institution and the other is the self storage units to exclude those uses under this PD. But to add back and a permitted uses under this PD, a medical dental office or clinic. I think Golden Chicks gonna do well there if the council approves it, and I expect 20 years from now, I'll probably still be doing well, but since the zoning stays with the property and not the business, we wanna make sure that appropriate use has come there. Would that be agreeable to you for those? Yes, we have no problem with that. That would be great. I really appreciate it. Thank you for your time. Next we'll move to adoption of construction codes and fire code and we'll call upon Mr. Rick Ripley, our building official. Good evening, Mayor and Council. Very gribly, building official for the city. What you have before you this evening is our proposed adoption of the new international codes, moving from the O9 codes to the 2015 codes and from the O8 electrical code to the 2017 electrical code. We're asking to do this to provide more flexibility for our development community and to stay in touch with the current technology that is out there with some local amendments that are provided through COG and some that we have done after research to allow increased ability for our developers to build and not have some of the financial impacts that would otherwise be imposed upon them. These codes include our building code, for commercial, residential code, energy code, fire code, mechanical code, plumbing code, fuel gas code, and the fire code. Any questions from Mr. Ripley? Let me just state here we have gone through this in our work session in the afternoon. Our City Council has work sessions in which we go over these items and this has been one that has been studied by both staff and of course developers, contractors and all have had a lot of input into getting to this point and then of course also I think our timing is very good because we have seen this implemented in other cities and yet we are still coming in in time here to be helping our as you mentioned our developers and our contractors here who are working here in our city. So I think it's very timely and I appreciate the work that staff has put in and especially to get all the input that you have had. All right seeing no other input from that. Next we move to Colin Street and Pioneer Parkway Design Guidelines Project and I'll call upon Mr. Saras Stubblefield. Good evening, Mayor and Council. Saras Stubblefield Senior Planner for Community Development and Planning. Tonight we are presenting for your consideration design guidelines for the intersection of Collins Street and Pioneer Parkway. Pioneer Parkway is identified as the International Corridor in the city's New York Avenue Corridor Strategy and the city's Comprehensive Plan. Colin Street in Pioneer Parkway specifically was identified as a prominent intersection of this international corridor. The Colin Street in Pioneer Parkway Design Guidelines project was identified as a first step in The district's district's district's district's district's district's district's district's district's district's district's district's district's district's district's district's district's district's district's district's district's district's district's district's district's district's district's district's district's district's district's district's district's district's district's district's district's district's district's district's district's district's district's district's district's district's district's district's district's district's district's district's district's district's district's district's district's district's district's district's district's district's district's and diversity of the corridor. These design guidelines such as set the vision, tone, and flavor for the international corridor through incremental but impactful changes. The city will work in partnership with surrounding businesses and property owners to encourage the implementation of the private rooms to design guidelines and implement the public realm guidelines in conjunction with the city's capital improvement programming. This is a city area. It's small, only 30 acres surrounding Collins Street and Pioneer Parkway. It's made up of a mix of commercial uses with a little bit of residential. And so, why the guidelines are specific to this intersection? We've created a set of guidelines that are replicable for consistency throughout the corridor to create a cohesive identity for it. The Constrian Pioneer Design Guidelines process began in November of 2017. We contracted with 505 Design and Land Design, who worked with City staff, a community stakeholder group, and Tarant County to gather data. And these data gathering and ideas went through December. In January, we were presented with a draft guidelines and throughout January and February, we gathered feedback from the community and our stakeholder groups as well as the City Council community and neighborhood development committee. On February 21st, the Planning and Zoning Commission unanimously recommended approval of these design guidelines. This layout shows the recommended design elements, specifically in the public realm of the Collins and Pioneer study area that would also be replicated throughout the corridor. It has a circular motif, which highlights the inclusive and diversity of the area, but also more literally reflects the idea of a globe and this international theme. The landscaping, the specialty paving, sidewalk orientation, and the crosswalk design all mirror this circular pattern. Vertical elements like gateway icons and banners help create a sense of identity for the corridor. This gateway icon is designed to be both noticeable, both in the daytime and the nighttime with the darker international corridor, verbiage flipping at night to be illuminated, and also the colorful cut out patterns would be visible in the evening. We also recommend a fully metal banner design with cut out messages with welcome in English and other languages highlighting the different cultures within the corridor with the consistent international corridor theme on the right hand side. This is a rendering of the proposed design looking from the northwest corner of the intersection. This view highlights the specialty hardscape and landscape on the corners, the intersection and crosswalk treatments, the placement of the gateway icons in the median, and the proposed banners along Collins Street. The private world guidelines in this document are less prescriptive than the public realm recommendations and they give more of an inspiration and feel of the private shops that we're going for along the Collins Impainiar intersection and along the entire corridor. So primary building colors are recommended to be more neutral in keeping with our current unified development code and more of the accents that I'll talk about in a minute are what will really make this area different than other areas of our city. When we talk about accents they're the main source of color in these recommendations. Small details such as ceramic tiles, brightly colored windows and door frames, lighting, outdoor seating, all contribute to the uniqueness and the various cultures in the area. That is the brief version of this design guidelines and I'll be happy to answer any questions that you may have. Any questions from Miss Stubblefield? Once again this item we covered in work session here with it well we do have Miss Wolfe. Thank you Mr. Mayor. I really don't have any questions I just just wanted to make a comment and just say how much I appreciate you taking this forward to this particular neighborhood, particularly the heart of Arlington, neighborhood association, East Arlington renewal and recognize the leadership of Commissioner Andy Wynn and his office to bring the whole community together for a very to celebrate the diversity of that area. And these are just suggestions, these are just guidelines. And I just want everybody to know we're not coming in, you know, with a hammer on your head saying, here's what you have to do. But I think you've come up with some great ideas. I think the leadership and the group came together well. And so I just wanna say thank you on behalf as the representative of this particular area. Council member Wolfe and so many of our other citizens came forward and said what an opportunity to create an international corridor and a group led by the Chamber went down to Houston to see their International Corridor and we're very excited and the opportunities are there and there's still more work to be done but here it places out opportunities that are so abundant on Pioneer Parkway. I think even you can see what has happened in the beautification of the medians and the tree planning and so forth what a difference it can be made especially on Pioneer Parkway. But thank you all for all the work of so many citizens and staff and and then thank Commissioner Wynn. Jenny thank you and Mary too for your participation there in the mix of all this. This is another great step forward. Okay, next we'll move to citizen participation and Miss Alpino, could you go over the speaker guidelines and the CORE? Yes, thank you Mayor. So my problem coming here is I have had a fight with Commissioner. When I said, why did you close our police, police, storefront? He was mad at me and we haven't talked for one week now. I said, I'm going to talk to the mayor and please let us have back our Vietnamese police staff and that we fought very hard twenty years ago. And still, if we want to make business with the Asian community, especially Vietnamese. We need to have police officers who can speak Vietnamese. And my house has been searched for four hours because then the front neighbor, things that I am of Vietnamese, maybe a truck dealer or killing someone or having a party, and I have asked to see you last month, but I said you will be there, so I didn't come and ask since I have an opportunity to come here to hear that our city going to be developing into Vietnamese business centers going bigger. We need to have someone who can understand the Asian and especially Vietnamese culture. So therefore, police station is very vital for us, especially Vietnamese Police who can speak Vietnamese.
