I want to also remind everyone to please turn off your cell phones and pages. First we're going to go to item 3A. 3A is a presentation and recognition of Denton County, winning the FEMA National Citizen Corps Council Achievement Award. And I have the award here. Jody couldn't clear. This is cool, Jody. This says National Citizen Corp. Achieve an award celebrating resilient communities 2009 award winner. The Federal Emergency Management Agency recognizes the Denton County Citizen Corp Council as the outstanding citizen corp council serving a population under 1.5 million. It's my understanding this is the very first award of its kind. That's correct. And, additionally, there are really about five different awards and only five agencies that win those five awards nationwide. And we were the ones on the population bracket of 1.5 million. And very excited. The Citizen Corps Council, along with all of the volunteers in our community, that service everything from police and fire and community service events and red cross. And there's a major list of partnerships. I really go over here, if you give me just a second. And to recognize a few of the folks that have come here today to boast in this award with us and very proud to have them here with us today. But really quickly, the didn't County Citizen Court Council was awarded this outstanding Citizen Court Award for 2009 from Federal Emergency Management Agency. Actually, the award was given to our Citizen Court Chairperson, which is also the volunteer coordinator for my office, Brenda Gormley, who went to Virginia and was given the award directly from the director of FEMA. So she was very excited to have that capability and was an exciting time for those folks. But again, it's a highly competitive award made to exemplify excellence in community emergency planning, fostering successful public and private partnerships. And that's really the key part of this award is the public private partnership that's developed through these volunteer organizations. Prior to our collaboration demonstrate creative and innovative local problems solving, implementing sound programs that can be modeled for the use by other communities. And that's another key that this program, and this award in our program, and the way that the citizen corps develop their system, will be something that will be put on the FEMA website and demonstrated throughout the nation. And I think we've already started to get calls and how are you doing this? How do we do that? And different agencies throughout the nation. But again, it's a great opportunity for Denton County to receive this award, to be recognized by the Federal Agency. And again, as well as the Commission's Court, because a major part of this award is, specifically, the questions when you apply for this award is how well is the governing body of your agency supporting your organization and that's a key part of this award So my my specific thanks to the court and I'm and the members of the commission court and the county judge for for the participation the belief in and the support of these of these organizations and Citizen Corps program real quick. We cover a few of those a few of those agencies that are listed on there of these organizations and citizen core program. Real quick, let me cover a few of those agencies that are listed on there. Denton County citizen emergency response team Denton County Medical Reserve Corps. Very familiar with those two, I know. The American Red Cross United Way of Denton County. Salvation Army, Salvation Army of Greater Lewisville. Amateur Radio Emergency Services, Calvary Chapel of Denton, Catholic Charities, Diocese of Fort Worth, Christian Community Action, City of Carrollton, City of Denton, City of Lewisville, Civil Air Patrol, Denton Bible Church, FEMA, Region 6, Fire Mount Citizen Corps Council, Hope Incorporated, North Central Texas Council Governments, Our Daily Bread, Quality Inn and Suites of Vinton, RSVP of Vinton County, School Districts, Dintin ISD, and Louisville ISD, Society of St. Vincent de Paul, Spann, as we've been a partner with us, SPCA, SWET team ministries, United Methodist Church of North Texas Conference, University of North Texas, and volunteer centers of North Texas. Additionally, the volunteers in policing programs that many of our police departments have are a major part of the citizen core program. Firecores, which are the volunteer citizen fire academies that a lot of our fire departments also engage in, and neighborhood watch programs also participate in our citizen core programs. We're very happy to have all of these different programs and associations coming together under one citizen core program. And I think that's the leadership and the recognition of FEMA's all in the application. And that's the reason for their work. Real quick, I'm gonna give our team to Jay Thatcher to kind of discuss the MRC and their excitement in this as well because we partnered with the health department to make this thing happen. Okay. Good morning. Thank you, Jody and good morning, Court. Let me first say that when the MRC was formed, who knew it would ever be used? And the result is that we have used it many times in support of Denton County residents. As a result of that, we have forged a tremendous working relationship with all of these organizations that Jody's mentioned. So on behalf of the MRC, we are incredibly excited for Denton County to have been recognized nationally for the work that's been done across Denton County by everyone, volunteers and professionals alike. So with that, I think I'm finished. Thank you. Thank you. Thank you, Jay. And I'll say I'd like to recognize Captain Taylor with Louisville PD, and if you won't say a few words about me, volunteers in policing program and the Citizens Police Academy that Captain Taylor has been a big participant in making that happen in Lewisville and the greater Lewisville area. So appreciate his support and work and the citizen court and again making this award possible. And then Brenda Gormley is most of it for me, with Brenda you'll open. Say a few words, Brenda serves as our citizen core council chairperson as well as the volunteer coordinator for the CERT program. So, and Brenda was in Virginia, so you're gonna tell them a story. Tell them a story. Good morning, Brenda. Good morning, and thank you very much for all of your participation in helping us to win this award. I'm so proud of Denton County, and after I listened to some of the different government agencies that were there in Virginia, and they would sit there and go, you mean that you know who your judge is? Oh, yes, I do. I do. And you mean she comes and actually comes to your Christmas dinner? Yes. And we have commissioners that do that too. You mean they even care about the citizens and the volunteers? And I was very proud to say yes. I know from the bottom of my heart that Denton County does care about the volunteers and all the hours. And all these people that were listed, they've put in in many many hours to help the citizens of Denton County and for that I want to thank you guys so very very much for supporting us and helping us to win this award and I hope to win it next year too thank you that would be outstanding say what we have the easy job we just say yes. Y'all are the ones that show up and do the work and day and night and in Brenda and Jody and Captain appreciate your being here today too. I have an awful lot of reasons to be very proud of being County Judge of Denton County and this is one in a long list but you're right this is sitting in a long list but you're right. This is sitting in an example. It will be copied numerous times across the nation and the citizens of Denton County and America really are better off because of all your hard work and we appreciate you very much and just couldn't be proud of you and congratulations. If anybody else that you want to record. Robert, who volunteers with me. Yes, I've seen them out there. Robert. I've seen them out there. Well, you know, these folks certainly help out and in tough times what they help out. And fun times too, like opening the Lake Losville Bridge. There are these volunteers strategically placed. They were so many feet all across the bridge and good thing too because people are crazy. The Ike Lady that took her kid out of the stroller and set him up on the edge of the bridge. I'm serious, I saw it. And no, couldn't believe that. I'd like to say on our, at our meeting last week, our emergency preparedness meeting last week, I was very proud in front of all the other elected officials and people staff members from all the around the area. The announced that we were the winner of this award. So, you know, I stuck my chest out real far to say I'm glad to be a member of the DIN County team. And I thank you guys for all that you do for us. Couldn't make it without you. I would just like to thank all of y'all, because we couldn't afford y'all. Well, we could not afford the volunteer hours that y'all provide to have y'all full time, but the fact that you do volunteer routinely and systematically, and then especially, and I've seen seen you all firsthand when storms come through, have been up there and watch you all, man, the command center and so forth. But I mean, it's a tremendous asset to the county to help your fellow man number one out of pure spirit. But also it is a tremendous savings to the county and dollars as well as lives and property and everything and I just want to thank all of you for that. One final thing I will give this back to you but Georgia I think you should make a copy of this and hopefully the record chronicle will do a nice little article that you can put with a copy of this and save it for historical purposes. Thank you very much. Thank you. All right. In consideration of some of our guest time, I would like to now go to item 13A. 13A is approval of, wait a minute, hold on a second. I think I might have done some wrong. Kim, on the resolution and award thing, do we actually need to take a vote on that? It just says presentation and recognition. I don't need to take a vote on that it just says presentation and recognition I don't think we need to vote on okay just make sure I wasn't skipping apart All right on 13 a approval of organizations eligible for juror paid donations is authorized by section 61.003 Government code is ministered by the district clerk and We'll call in front of the clerk. Good morning, judging commissioners. As you know each year during the budget process we have to make a determination on what organizations will appear on the European donation that's administered by the district clerk. We had a couple of new committee members this year. It's Betty prior Betty's here. David Costa. AB Rayburn. Jackie Carpenter and myself. AB Jackie and me are returning committee members. Government Code 6103. I'm on a paraphrase some of this, been in short. A juror has the option to donate their money to organizations as a term about commissioners court. As you'll see by number one and number two, these are mandated to be on the list. The compensation to the victims crime fund and the number two, the child welfare, child protective services or child services board, which the underlying section or some new wording that was added this year, I'm assuming they added that because of not every county has every board. We only have a child protective services board. And the cash for kids is the organization that is administered by the CPS board. Number three is any programs selected by the commissioners court that is operated by a public or private nonprofit organization and that provide shelter and services to victims of family violence. And number four is basically the catch all any other program approved by the court. In 2007, you established the committee and set forth the guidelines for the organizations that apply. They must provide an R.S.ination letter that there are 501 C organization. They must have made a profile and then your operating budget and the most recent audit financial statement. There must be a direct provider of health and or human services in Denton County. They have to demonstrate financial administrative capacity to provide the programs for which they're requesting donations. They have to have been in place for at least two years. They must be governed by a qualified and representative community board. They must maintain any licensure certification if that's applicable. The Mexican form to all applicable laws pertaining to the discriminant. All of generally except the accounting principles. They submit their applications sometime during the month of April to the district clerk. This first page I'm going to this year as the court passed organizations last year for this year. We have 17 organizations on our list. As first pages the page that the jurors are given that tells them they can donate all or a portion of their money to an organization. This is page two that stands now. You'll notice that there's no longer just a list of organizations. The statute was amended this year, where September 1st, we not only have to provide a list of the approved organizations, we have to tell what they do. I want to let Sherry address some of this, but I think in short, this is where we're at with 17 organizations. If we, if the court chooses to pass the, all of the organizations that met the guidelines this year, they'll increase from 17 to 29 are actually 31 because of the two that are mandated. 17 to 29 or actually 31 because of the two that are mandated. Frank, this page is the existing in the spreadsheet following as the proposed. It's like children's advocacy centers not on this one because they're not on this year's list. I don't this year's, but This is the correct. This is the chart that Commissioner E. just speaking of. It's the 31 organizations that applied and the criteria listed and where they met that criteria. As you can see, the 31 that applied 29 met all of the criteria. met all of the criteria. Once again, the committee for a couple of reasons because it keeps growing every year. I mean, we went from 17 this year to a potential of, well, actually 31 this coming year. And in order to make this work, every time we increase it, Sherry has to call our software vendor who has to come and rewrite some software, add some function. And she's tried to get in touch with them this year that have not called her back yet to see an estimate of what kind of cost. The committee's recommending just the two mandated organizations, which would be the Crown Victims Compensation Fund and the Denton County Child Welfare, which is Cash Per Kids. The committee also, recognizing the worth of all of these organizations, thought it would be a good idea to have just the form with the two mandated but if someone wanted to mail their own check to whomever we could provide that list of these other organizations now that's just a possibility we don't if we do that then we're gonna eliminate many organizations that could be on the list that aren't. But I think Siri wanted to talk about how this affects her staff. Do that. Let me see if you did you guys look at what the collections for each organization was for the last year or year to date. In other words, if we have 17 of those, I mean, let me pick one of those out of there. I think Sherry's going to need to address that. Great. Thank you. That's what I mean. Yeah, he's gotten quite a bit. I know. I don't know why, because they've told me. Which I do have a spreadsheet. We keep track of that of how the donations go. So it's very small and difficult to read already with 17. But like cash for kids has received, I believe about $15,000 out of a little over $51,000 that's been donated so far this year. Cash for Kids has got about 15. Support our troops has got over 8,600 spirit horse, almost got 29,000 salvation armies, got almost 5,000 of it. Some of them have less than 500. One of them has 320. So it just depends. It's very time consuming to do this. I think if you don't take this recommendation now, and it's like the fourth time you've had a Citizens Committee give this to you, this is just going to get ugly or no glier. You know, if we go up to this, I don't know what to do to give the jurors. The form that he gave you, this is the form that actually gets hand-given to each jurors they check in. And that's on the back of it right now. And this doesn't even have the description, but it's going to is what you see. I don't know how we're going to fit 31 on there where it's going to be legible for a juror without going to some kind of booklet. And I have to go to two both sides of two pages. I'm already on two sides. Okay. But both sides are two pages. And what's wrong with that? What's wrong with going with two, another page with both sides? It's already on to what's going on. What I'm saying is in another page. That's what I'm saying eventually. There's what, over 100 nonprofits that fit the criteria right now that they're gonna file. And it's gonna be a booklet soon. I don't have a problem with it. I know it makes great small work for your office, but I think the jurors said come. I mean, that put in their time to do that that's the least that we can do I don't have a problem with adding more pages to it as I always say it's not our money and I appreciate the recommendations of the committee I have a person serving on that committee and she knows what my thoughts are and and I'm fine with the recommendation that they gave but I still say you know there's an opportunity for citizens who serve on the jury to give their money to some of these organizations where if you give me that chick and I get it in my hand I may not do anything with it this might be the only opportunity that someone has to give and I don't have a problem with them giving. And, you know, and I think we as Dyn County should make it available to them and do all we can to do that. You know, we're constantly coming as for new employees all the time and new electronics and things that we need to have here at Dyn County. Some of this stuff need to be used to make things easier for citizens to work with Den Gowney. Not just you Sherry, you don't always go. But I don't have a problem with them giving the money to the... I gave the impression that I did. I certainly don't. No, you obviously don't. No, this is getting to be a job to administer though and when we say we, you know, what I do, what I do want to do is say thank you to Frank. When all of these came in this year, we were right in the middle of doing configuration everything for a new software and I simply did not have time to sit and go through 31 of these to see if they fit this. But Frank took them and spent, I know a day or over a day going through and building that chart and so just to say thank you to him. You know, that was a chore. I've got a question about the program and that you have to have come out and do a new program. There is a payroll program. And of course it was first written to where jurors could donate. Right. But it was all of their money if they got. So whenever the law changed a couple years ago that said jurors can do a partial donation, well that was no other state had done this. So our jury vendor had to go in and write specific programs. Well they have to go in for each organization and make changes because you have to allow the juror to donate a dollar and get five or a dollar and get six or dollar and get nine or two dollars and something. So there's a little programming to it and they have to do it for each time we add a new organization. So they've done it graciously so far. You know at some point when I go to them now and say okay I need 12 more added and it's gonna take they know it's gonna take them so much time they're gonna come back and say okay we've done this for you but now we're going to charge you every time you want and I haven't heard that yet but it wouldn't surprise me if I do that and there's going to be some out of pocket expand. I can't do any of this work. I'm sorry. Information services can't do. Yeah this is not in this no this is a outside vendor software program. Jerry, why don't we have just needs just second place. Commissioner Marchand had asked us to speak next. Commissioner Marchand. The only thing I would like to know, could you give a little bit of history on why we went to this system and when was this created that we would open it up for for other donations to other agencies? It was about 10 years ago. I guess I was approached by the AdFurther Center first that was requested and so they put the request in. Send it to me. I brought it before the court approved it. Well then as other organizations came up and asked and were approved, then of course the list grew and grew and we really didn't have any guidelines or standards or anything and it was pretty much anyone who asked got approved. And so we went in and put some guidelines and an application process in place. But they're not that strict and so I think there's probably over a hundred organizations within Denton County that fit these guidelines and so it's going to be. So it's been in place for about 10 years, is that correct? The application and guidelines, this is the third year. Third year. But I mean as far as allowing other organizations or agencies to be part of the jury donation, that's been at about 10 years. It's been longer than that. The advocacy center had approached the clerk, Tracy Conkel, before me, about coming to court and Tracy would not do that. Because it's exactly what she was worried about. I think originally years ago, it was the decision of the district clerk as to whether or not it was going to be done and the law has changed since that time. And I think it's Commissioner's Court decision. Is that correct? No, that statute has been there. It's just that when they first approached Tracy, she just said no. She would bring it. So you know, once I did with the advocacy center, I couldn't tell anyone else know. You know, it was I'm going to take it to court. It's going to be their decision. I think the only one, now there's been two that have been turned down. One was goodwill because the money would have been going outside of Denton County, which I will tell you, Mad is on this list and their money does not go to Denton County. It goes off also. So that's even though they fit the criteria, I'd put in the application that the commission's court prefer the money stay within the county. You know, if it's donated, it needs to go to services and organizations within the county. That one's, it's gonna go out. The other one was the guinea pig rescue. That was turned down. I don't know. I don't know if you're that excited about the county. So those only two that have been, that have been not far, huh? Oh, I feel sorry for that. Okay. I feel sorry for that. All right, commissioners. Sherry, thanks for your time and effort on listening to you, too, Frank. Could we not have the vendor go ahead and create a slot, you know, program it with multiple blank slots in the event that they, that they would do at other things, you know, they create a hundred blank slots. So there's not, they're only configuring ones how to do is change the name and auto fill that. That's just, that's a technical issue. Maybe we can talk about later. I don't know, I mean, I can ask. We're going back to that same well all the time. Maybe we just go ahead and have them do it once. But, um, you know, I thought about this and I don't, I don't think I appreciate the time and effort of the committee members and I respect all their opinion and their time reviewing this and making a recommendation. I'm not supportive of removing these nonprofits from the list at this time. It's a, this year above all years, especially in light of our economy, with giving down the counties, giving was restrained and trimmed back this year. And then this is $50,000 that we are serving as a conduit from our residents to these. I hate to remove it. And I know it is a burden on staff. It's not a $50,000 burden on staff, though. And so I think it's appropriate to keep these organizations in add to them. That's where I'm at. The committee did talk about this and I would just on my own, my recommendation, I know we didn't put it in here but is it possible that the committee could meet again and maybe look at the application or the guidelines and maybe Tighten those up a little bit more. I mean we had one that didn't get turned on that knew that they didn't Sit the criteria on here, but just submitted it just in case you know, they're not You know, anyway, that's my suggestion is maybe allow the committee to meet again And maybe looking over this again and maybe making some changes to the after all guidelines. I don't have a problem with them doing that as long as we're not taking people off the list. I mean, if they qualify fine and if they don't, you know, I certainly understand that. I think it's just very open-ended, right? Yeah. And it doesn't hurt to tighten it up. But, you. But I'm certainly not going to be in favor of us just doing these two organizations, because this commission eats, mentions we do need to allow people to give, especially doing this time, of economic hardships. Something we can look at in the future is tightening up the guidelines as other donations they get grants from other organizations because some of these organizations get hundreds of thousands of dollars, millions. Well, and I was going to ask about, you know, I have the social service agencies that are currently in our recommended budget that are on here as well. I think when I came into it, my feeling was or what I thought we were doing by opening up was to help underwrite some of these agencies that are currently being a part of our budget. And so we were opening up to allow more donations for them so that the county itself would not have an increased burden of funding for social services on offset if you would. And if you look at, you know, and I'm not picking on kilton, I mean Christian community action at all, but I mean, request to 50,000 this year they had 40,000 last year now now the committee recommended it we reduced They they get funding of $37,000 36 dollars. I That's just for the clinic run the many more areas. I see that yeah, I That's just for the clinic, Ron, the minimal area. I see that, yeah. But I mean, I don't know if that is something, and maybe that was the wrong way that I looked at it. My knowledge is. And my knowledge, the amount of money received on here is not used in any way to reduce any other contributions by the way. Well, I see that. I can see that. I just CCA, I was gonna tell you it. So far this year, the jurors have donated $5,579 to them. That's just CCA, and I'm necessarily the clinic. And at a clothing, that's fairly school. That a biochall, some school clothes or family some food to go on the table. So I'm just not inclined to take it away guys. I'm sorry Well, I'm in time to and I think I'm in the minority here, but it's all right It won't be the first time or the last I would like last but I would like, I'm not going there. But anyway, I would like to see a list of all the organizations provided to the jurors with an address where they can take their juror pay and donate it to whoever their little heart desires and get out of this business entirely and not even do the juror paid donation at all so we don't have just the two. I mean just provide them a list of contact information, address, email, you know anything they might need just a complete list of information of every organization in the county not leaving anybody out. But be that as it may, I think I'm in the minority on that issue. So if you all want to make a motion, we need to move on. I move that we keep the, as a European system as it is and not change anything except to tighten up the guidelines, have the committee reconvene and tighten up the guidelines. And obviously they need to comply with the law change to give the explanation of which as this proposed list that you gave us. Including Mad? I said like the money gets. Oh, and this year. No. For this year and then Sherry I'd like to work with them to make sure that they have the money that they receiving from us will stay in Dyn County. If you need to do that. I like that one with guidelines, but it's not right now. Okay, yes. I do want to add, as I recall when I read through MADS, I mean it's been a while since I've looked at these, but I believe she addressed that in her application that funds received from Denton County would be spent and Denton County. I'm sure that had that. That's why I put them on their proof list otherwise if it had just been going out I wouldn't have had them. All right we had a motion by Commissioner Mitchell. We need a second term motion. Why need clarification on motion. And Commissioner Ead seconded the motion, Commissioner Merchant. What was the motion is to accept this list that we have in front of us or just to go back and tighten it up and then bring it in. Accept this list that we have in front of us. That's the motion. That's the motion today. And address the guidelines. And address the, uh, tighten up the guidelines for the next year. Are there any other questions on the motion? I'd almost make a motion disband. Any, any man. They got to address the guidelines. I mean, if we, in the last three years, we hadn't fallen any recommendations. I don't know the significance of the committee. But hang on. Then they vet down the application. They have, they have. Yeah, they've done so. I'm sorry. The committee has efforts have not been in vain because they've vetted down the application. They have. The committee has efforts have not been invading because they've vetted down the commission. The only thing I would say where I would agree with commissioner marching is that some of the questions like they provide health and human services that's not defined. So if they check the box then they apply. It's not, is it a little open ended? I'll just leave it there. Well, was the vetting, I mean the two that were in red, were there some ones that were rejected? Actually, they did not check the box. Had they checked that box, they would have been on the list. So, including those were those, all the applicants that were this year? I mean, Sherry kept saying there was over 100. I think she's saying there's about 100 organizations. I think there's about 100 organizations that can qualify. But of the applications that were filed, they were only too rejected, and that was because they failed to check a box. But I would have an expectation that the committee not only review to see if they check the box or not, but empower them to exercise judgment and discernment as far as whether or not that truly is. I mean, and I would want that to happen. to have. I think, I think, in my appointing moved out of county and then to probably the delight of Sherry. But the guidelines are currently there in place if they meet those 12 requirements they're automatically recommended for consideration and so I think that's what the follow-up area was talking about as far as adding some some more clear definitions of those 12, is that correct? 11 or 12. Yes, sir. And I think that is the problem. I mean, we have a policy before us. The policy says these are the guidelines. And if they meet those guidelines, even though some of those guidelines aren't defined, then I mean, we don't have the discretion. Yeah, and that was what someone was was what Coma was going to make. Joe Crutchfield, he said that, you know, their hands were tied. If they meet that criteria, there was no vetting involved because they couldn't spend the time that it would take to answer and depth all those questions and get into every one of the organizations. So it was somewhat frustrating to him and that's why they eventually get to the pace of recommending according to what the section in the law stated. And that's why they would always come in the last three years with that recommendation. Because that was specific. Mr. Mitchell, Ron you mentioned the social services agencies get money. We're using tobacco money for those agencies right now. So I don't know what will happen when that tobacco money runs out either. So I mean, catch 22. All right. All right. All right. This is the annual renewal of one of the programs the counties involved with in the North Central Texas Council of Governments. It is budgeted and next year's budget, but we have to send in the commitment form now and they will invoices after October 1st. And one of the big items in the work plan for this upcoming year is to try to update the floodplain maps in this county and actually do engineering studies. Most of our floodplain maps have not been studied. The maps themselves have been created based on historical flood data. And so that will have a big impact on development in the county. So that's why we're pretty excited about this upcoming work plan. And while I'm thinking about it, did we ever get straight on the maps, the all the dams? I know that they were missing a whole bunch of the dams in the county like We did a quick watershed all the dams they're responsible for and we've we've got that all worked out with NCRS that was my question. But I mean, I just like I'm beating you over the head with constantly what we're doing out of the Records Management Fund. So just a quick rundown. This is all in accordance with local government codes chapter 118 and 203. Currently our entire recording department computer system for the microfilming retrieval, filing of all property records and model statistics, plots, all of that is handled software and hardware out of this fund. All projects and records automation are funded by this fund, not the general fund. The new commissioners court recording indexing system that is currently in place and pretty snazzy if you've had to look anything up. Yes. As well as the employee that utilizes this system is all paid from the Records Management Fund. Additionally, I think earlier during the budget sessions you've approved an additional employee that will provide records management and additional backup to Commissioner's Court that will also be paid out of this fund permanently. Our open records request automation project is also enabled by this fund which has been a huge relief on employee time. Amazing amounts of time have been saved by this project. We fund our entire recording department operations, toner, envelopes, printing, postage, supplies. The whole operations aspect of the department right now is funded out of this fund to relieve the general fund. And then additionally this year, Donna and James, and I work together to recommend moving several full time and a part time position out of the recording department into this fund to help with the current budget situation, which I don't see as a permanent solution, although I'm happy to be able to do that. projects, software, anything that helps manage our records or automate our systems is generally brought to you from this fund as well.
