I care about the things that people need in order to leave comfortably and the people who visit here, go to the hotels, and so forth. And so we have here, and it's like a broken record, we have here a service station. And we have here, a service station. And I'm calling it a service station because that's all I'm considering. And I don't think you can find anybody in this whole community that doesn't think that they've had wonderful, wonderful service from these guys down there. And it's very important. And I don't think you'll find anybody if you pull the community that doesn't think we have to have a service station. And I'm not calling it a gas station because I don't care about that part of it at all. I have no interest in that. I care about having situation where people don't have to find somebody down in basalt or somewhere else and wait for them to be rescued by somebody driving up here. Because if it ever gets to that, you're not going to have a town because and I think it's I think it is the duty of the the government of this town to do what's in the best interest of the people who live here and the people who visit here and that and I consider that extremely important and and I'm not happy with what's with what's going on in the United States today anyway. And it's not the way I was trained by my father. I wasn't brought up that way. When I started working, when I was in my 30s, I was part of the leader of doing what was required as the United States being the leader of the free world. And the number one emphasis was not money. It was serving the world. And I still believe that. So Gary, what would you like us to do? I didn't hear that part of your discussion. I have an idea what you're going to do. But I think you have to put your head together and figure out a way to do it. What I guess you're the point you're driving at is that something's going on with the Conoco today differently than last week or you're asking us to purchase it or you asking us to. What is driving your desire to be here today? I mean I'm dry the bank. The bank has notified the service station that they've had a couple of offers or something to buy the land under the service station. And if somebody buys the land and it tends to drive us toward the service station being a victiter or something like that. I think that would be a disaster for the town and I think it's up to the town government to figure out by magic, but some way of not having that happen. I don't know how it can be done but there has to be a way. Okay. This has been something for the last couple of years we've all definitely had a concern over it and I'm not sure today where it rests. I had heard that there was something about the conical maybe being donated by the bank maybe or the bank trying to sell it to the town or at that point it was like, you know, personally, I don't think the town can get into buying businesses like that. I think we need to zone I think for a service station or a gas station in that location. I think that's the most that we can do unless there's some other direction that Council would like to take this. Time, Billy. Thank you. So I think how does Council fuel any questions of Gary? My soul's my question would be, doesn't the conical and I don't know this because the conical have a lease of the property? They had a lease. I don't know how. I didn't ask. I don't know. We incorporated it under the weekmare system where your job is just to be the chairman of the meeting because we didn't know that we'd always have a wonderful, nice guy like Bill Boynow if we had somebody else in some time we'd at least have some way of handling it. I can't cut this guy off. He's too nice to me, so I gotta take it when I can get it. I hear you what you're saying and I think that you know it is something that we are sort of watching from afar. It's kind of hard I think for the town to get involved in buying something, taking something because there's the you know the private business going on between the bank and whomever else so the bank owns it and I guess they would like to sell it And I guess it made some offers to the gentleman at the conoco and I'm not sure exactly today What's going on? I'll try to be brief because I know this is an old subject. I'm Greg Smith. I'm a full-time resident of Snowmass Village and I'm proud to be so, and I live up on Oak Ridge Road. I wanted to talk for just a couple of minutes regarding the undeveloped parcels at the interest to Snowmass Village. This has come up a few times, country day discussion, and then in July Fred had suggested that council take a look at open space designation or a conservation easement on a number of parcels. And I have tried as a number of folks, including a lot of folks in horse ranch, to try and stay abreast of what's going on with the dialogue. Over the last several months, many of us have tried to understand the process. And I've had a couple of meetings with Russ, talk to John, written a letter, and it's a subject of great importance not just to me, but to a whole host of folks. I'd like to quickly then cover two subjects that in Bill I am in Council, I am going to ask for a couple specific things here. But the two subjects are the process that's being followed, and secondly, I'm going to ask for a couple specific things here. But the two subjects are the process that's being followed, and secondly, I'm going to be very specific with respect to the substantive issue as it pertains to one parcel and that's parcel left. First on the process, it's been a few months, it's not on any council agenda. And I understand, and I'm certainly subject to correction if I'm wrong on this this that it is instead now planned for a private discussion in executive session. Simple point of view, I think this is a subject that should take place in a public forum. I understand especially with respect to some of the parcels there are legal issues, but I frankly doubt if there's anything Council takes on that doesn't have legal tales to it to at least some degree. So I would ask that it be done publicly. Secondly then, my second point is with respect to parcel F, in this case there are no real impediments legal or otherwise to Council taking the action that's been discussed and suggested. The only argument against it is that maybe at some time in the future the town may want to build something there. That parcel is owned by the town. I should have stated that. But as you'll recall from the country day discussion, it's a difficult parcel to build on. There are steep hills. There is a wetlands right in the middle of it. It's an L corridor. It's an important view corridor for the community. Building would detract from the property values around it. And unlike the Drozdi property where the community stepped up and spent a lot of money, this one doesn't cost dollars out of pocket per se to take an action. It's just deciding that it's important to do. My understanding, and again, I can certainly be corrected. I'm not a lawyer recovering or otherwise. My understanding is if it's designated open space, it takes a two-thirds vote of some future counsel to overturn that action. And I would argue, and I'll come back to this at the very end, if it's so clear a good for the community as to build on that particular parcel, a two-thirds vote does not seem to me to be too high a hurdle to expect. I'd ask counsel them to think about it, to take a position that we don't need at least in that location. More buildings, more development, more traffic. It's an important location for a whole host of other things. And to place a vote in the form of some form of, again, either open space designation or conservation use to say that's our position. With respect to parcel F, again, I don't know why we would not be able to take that action fairly quickly, and I don't know why we couldn't have a public discussion on it. I've talked to a lot of folks. Obviously, my neighbors, I hear a lot from the Horse Ranch Homeowners Association, many other people. I've talked to many of you. And it's interesting to me, everybody to a person I've talked to many of you and it's interesting to me everybody to a person I've talked to said that you know I really don't want to see something built there and I think if that is the view and the community view again taking that position and requiring a two-thirds vote of a future council to overturn it is not an unreasonable request on parcel F specifically. So public process in total and move forward on parcel F would be my request to the council. And thanks again very much for all of your allowing me to continue on on this subject. Thank you. It is something that we are going to be discussing in executive session with along with a couple of their parcels down there that Mr. Cooker had brought up in the past. But it is something that hopefully I would say in the next at least I would think 30 days we could you know come back if not later on well next meeting and talk about but it's something that I think is a concern I don't want to act personally. I don't want to act too hastily on does it need something conservation or open space? I mean it is there it is. As you said, it has some faults for building potential. But again those are things that we really have not going into whole detail of finding out what are the options. What should we do to protect it? Because you're right. I do believe it's a place that I want to maintain as unbuilt as it is. But there may be something, and as you said, two thirds vote if it is going to open space or conservation there are a couple different ways it can go that can happen. Yeah, I've got a couple of things. In light of the recent appellate court ruling on ballots, I asked if our clerk could give us a brief synopsis of what the procedures we go through as voters to assure that our vote remains private and that I don't want to have a chilling effect on the vote that's coming up in November and future votes. So I was wondering if Rhonda could possibly give us a little update. Sure. I contacted Janice Voss, our county clerk, and she sent me an email to how the process is inside the Picking County Clerk's office. But basically when the ballot comes back into the office, there's a Democrat and a Republican. And then there's also a staff person in the room. And the Democrat and the Republican actually scan the signature on the back and to find it in the state registration to compare signatures. It's then the envelope is opened, the envelope goes on one pile, the secrecy, and the secrecy envelope. And they also have to verify that the person has the right ballot style. So there's a lot like three verification processes before the envelope is opened. Then the envelope is opened and it's put in a pile of 25. The secrecy envelope is handed off to the Democrats and the Republicans. And then they open up the secrecy envelope and put the ballot in a pile. And then that pile goes of 25 and it goes straight to the machine and is voted. There's no way that the envelope and the ballot are ever together to be able to be able to be totally anonymous. So they're not. And she said that, Janice said that she is very happy to have you come down and watch the process. And she's very happy to come and explain the process in more detail if you have any further questions. I just wanted to show the voting public that when you get your ballots in the mail that please vote and send them back in, do not be afraid that people will be able to find out how you voted. It's more important that you vote than it is to worry about that. I believe our clerks have done a great job of assuring the validity of the ballot box. And there's also a process when you can go on to the website and click the orange, it's www.pickenvotes.org. You click on the orange icon for online voter registration system and you can verify whether or not to receive their ballot back. No good. Your ballot back. Okay. Maybe I'll jump. Yeah, I just want to mention a couple of things at the Picking County Library as many of you may or may not know. I'm on the Picking County Library Board and we just have events coming up that I like to mention. We have some teen story hours and preschool hours and just want to mention if you weren't aware that we do have a reading room courtesy of the Picking County Library upstairs in Town Hall. I invite everyone to come in to check out the books. They're on an honor system. You can take out as many as you want, return them at your leisure, and it's just another benefit of being a resident of Picking County. It is there a vote in the fall on this thing? Administration on iPad 2 for Papalist Packet Solution. Ruranda. Okay, Billy. This directive came from February and 2009 when you passed your environmental sustainability study. So this is by direction of the council on items that you actually approved. But today we're going to determine if there's an interest from Tom council and implementing a paperless packet. And what we have today is to participate in a demonstration of the iPad too and provide feedback and direction to myself or Russ. The ladies that we have with us today are Tracy and Chantal, and they are actually from the Radio Shack and Grand Junction, our climate springs, and they are going to give you a demonstration on the iPad too. And answer any questions you may have. I'd like to just interject a little bit more. Again, a couple of years ago, some research was done on this and looking at other municipalities that have gone paperless. Glenwood Springs was an example of that. And a couple council members actually went down there, looked at it. Again, I think the reason why it's been looked at is saving money on paper, saving time in terms of the packet. It's a significant chunk of time just in the reproduction of it. So again, it's just an issue of efficiency. I raised this again as an issue and Council expressed an interest to take a look at the technology. Last time you did it, the one specific issue was the desire and the interest to be able to write notes onto the packet and then preserve that. You'll see a technology here in a second that we think does do that, but again, it's important at the end of the day that you're able to be able to use the packet information that we provide you in whatever form it is is that it's understandable and clear to you. So again, this is one technology that may or may not be attractive to you. I'd ask you to take a look at the packet that Rhonda prepared. There is a very quick return on investment with this. But at the end of the day, it's important that again, this format works for you. It's understandable. And it's effective for you to use. Thank you, ladies. This is Shantel Sun. I'm the manager of the Radio Shack in Glenwood Springs. I do want to let everyone know that I am representing Radio Shack. I'm not an Apple expert. So we will definitely answer any questions that you have. But you want to let you know. Basically, the iPad 2 is a very amazing thing. A lot of companies, businesses are starting to transform the way that they work. Just taking daily planners, calendars, binders, notebook, in your case, your PDF packets, and turning them into, basically, it's a mobile office. It does anything that you need it to do. It took me a few days, but I think I finally found the right application on a forum that was actually just created. It's called IAnnotate PDF. It's a great application that we did pull up and start to use. With an iPad, as you can see, you can go right into the town of Snowmass Village online, pull up the PDF packet and it's super easy. It's very convenient to you, you can send them through emails. So a lot of places now are even Snowmass to be honest, I'm from Florida and it's not as I go green. You know, here are a lot of people, a recycle and it's just a great way to save paper. And like I said, just to keep everything on here. Shintel did pull up your PDF packet for this meeting just to show how easy it is. We did pull it up through the website and or again you have that option pulling it up through your email. This is one of the packets here. If you just top on it, it's going to pull up on the right hand side, open with iAnnotate, which is really, really easy. Right then and there, it gives you a toolbar to the right, which automatically customizes itself to the most used buttons. So it's very easy to use. You can send files again, you can open it from the web, just to kind of give you an idea. She just pulled up, if you wanna jump back real quick. So the first thing that me and Ron had discussed was taking notes on packets. It's a lot easier than, I don't know if we did a sticky notes or remember to say something about this. It's a little easier to I don't know if we do the sticky notes or remember to say something about this. It's a little easier to have it all written down. All you're going to do is tap that little note button, tap wherever you want on the screen to write that note in and use the keyboard and write whatever you like. So it's very easy to do that. Once you pin it down and you can make it a little bit smaller also so you're not Have that giant note so you can see it that way also you're able to go through and highlight Which is important. I'm sure to highlight information throughout your meetings highlight information that you want changes you want to make edit You can do any of that Again, there's just so many things. You can write in. Right now, Shantel is using a stylus. You can use your finger also if you wanted to. Stylus are pretty important with an iPad. But you can circle important information. You can write down as well. You also have the typewriter feature, which is really nice. So if you actually wanted to go in and add something to it or add a complete sentence, I annotate PDF is about adding footnotes, commenting, you know, making life a little bit easier. We also, you can change the text, the color of the text. There's just so many things to do with this technology now. It's pretty amazing. There's also a toolbar at the very bottom of it that opens up all the different things. A couple of things that were mentioned was not having to type or having to use the keyboard or stylus, anything like that. You actually have a voice notes option on here, which is very convenient. So you can type wherever you want and it automatically starts recording, whatever you wanted to say, any questions you might have had to go back through an oscillator which you can use a headset for maybe for meetings like this, it feels a little bit more convenient than talking into your iPad but maybe to whisper something to the side is nice and you can go back through and listen to exactly what you put. Yeah. But it's as easy as pressing play and you can hear everything that you wanted to put in there, which is really nice as well. We also, so with note taking, so not just for PDFs, there's so many different options. I know I've heard you have an iPad, so I'm sure I don't know if you use it for notes or not. But we downloaded a system called EverNote and a lot of businesses now are using it. This is one of the most popular apps that I did find on the app world. You can add any type of note that you want, do it by updated date, by title. You can create entire notebooks for, you know, for your instance, you know, meetings, town council meetings, put everything together. You can send those right through here, through email. That's just another option to keep yourself organized, but that's definitely a nice feature that the ever-note has. There's just so many. I know Price is a big thing, it's about saving money, just like every other business, everything else. We were talking about that app only cost $7.99, which if you think about it, even when I order a big thing from Office Depot paper, it's at least $30, so you're saving right there, which is that one app. There's ever note, the things that you can do if you just want to scroll through. I don't know if you guys use graphs, but this one here if you wanted to use your own. I mean just for little things to do notes, but you can add them in and you can actually write whatever you wanted to do, press done and they'll save it right there on that almost chalkboard like thing so you can write in notes with your option, handwriting which is nice as well. Has anyone, has anyone used an iPad or you have one? I guess you know, Stacy, one of the things that we have been looking at and trying to figure out because some of the folks up here don't type as well. When you go to a PDF, is there ability to write on it with digital ink like you had done the circling with? Not that it needs to be recognizable text, but when we come to these meetings, sometimes we write on the covers there and just write something in red. So it's a point we wanna make when we get to that location. And that's where, you know. location. And that's where, you know, it's not the need is you can definitely write her right on this. Yeah, there's all sorts of stuff like that. And that's I guess one of the big questions that we all had when we were looking at this or a laptop type device to say, you know know when we get these packets sometimes we go through and mark them up it takes hours of doing that over the weekend and when you have to sit there and type it in for certain folks that aren't under 20 it's not as easy to do that for us. We're a little bit more used to our keyboards that's right here but again I think the voice note that I found is very convenient too because you can literally open it up and I don't I didn't see anything on there about how long you could do it. Just a memory. Yeah, it's going to be a memory thing but there's just so many options to do but something like that. Also, they have a wireless keyboard option. So instead of the touchscreen, you know, if you're not quick on that touchscreen, you get a separate keyboard that will allow you just just exactly like typing on a computer. So you get pretty used to it. Is it wireless or Bluetooth? It is Bluetooth. There is an Apple. There's so many versions of kind of Apple. Yeah, Logitech. There's I home, but definitely lots of options for keyboards, which make a little bit more convenient. Another thing that I loved about this program, which definitely helped me out, like you said, I just found it like last second. I'm so excited about it, because there's so many applications you can pull up PDFs, but not necessarily edit them. There is a user guide that comes right on here very, very easy to access. PDF user guide, this will bring you through absolutely everything, every question that you had about this system or how to use it or how to send them, pull up documents. It's all right there for you, included in that app. So you don't have to go on separately online, look anything up. It's all right there in front of you. And there's pages, but definitely I know PDF files is also a big thing on the computer when I look them up. If you're going through 100 pages to scroll through, it's kind of a pain. So me and Trentella are looking, there's actually go to a page number. So if you wanted to skip back through and go to specific page, it makes life pretty easy as well. So it's definitely the convenience factor again, going green, getting rid of all the paper. I know me and Doug earlier set up an email through the exchange file that actually pulled up the calendar, everything. She only had one calendar, but this is her email right here so everything like again it's just a convenience thing being able to bring it on the go bring it with you a lot lighter than my heavy laptop here I can tell you that but the calendar yeah there's only one note on there but again if you guys moved start using the calendar everyone would be able to sync up to iTunes and everyone would have all the same information so instead of writing emails or even picking up phone and calling, pull up their calendar, see what they're doing that day, they have time. But again, it's very, very convenient that way. Any questions from the council and how it would work? Just wondering. Even if you'd want to manipulate it and play with it in terms of writing it, I don't know if that's possible or if we're gonna go to the channel if you want it to actually I definitely wanted everyone to kind of get The feel of how easy it really is the even type, you know touch screen scare some people but My I've sold full touch screen phones to nine-year-old men and women and they love them. It's something you get used to But um it definitely is yeah and the keyboard comes. It's something you get used to but it definitely is. Yeah and the keyboard comes out both ways so you can do a horizontal or vertical. So you can kind of change it but just like typing any exclamation, one, two, three gives you all your numbers and other options but it's definitely a good thing. Another thing I wanted to mention on the Apple Care which you did have in the packet, or I meant that iPad 2, is the Apple Care Protection Plan. It does, I don't know if you've got it on your iPad or familiar with it. Definitely a good idea. Direct access to Apple experts, mail-in repair, carry-in repair, hardware and software coverage, which I mean the battery, the power adapters, any cables connecting wireless email applications. In my experience, Apple has some of the best customer service out there. I've called them tons and tons of times and everyone's very helpful and you don't, you get the same people that know their stuff. They take classes, you're not going to get different people. So also, you know, just the convenience of knowing that you have someone there to help you whenever you need help with anything. We do have the accessories such as cases that double as stands, which makes it convenient. So again, this dial laptop taking up all your space, you can have a nice little iPad there. Stylus, we do carry different options. Some of them are fine points, some of that rubber tips. So it doesn't Banging up that keyboard, you know was brought up. Unfortunately, I did not bring one. Go me But they do have a lot of keyboards that are popular cases with keyboards and then again being able to you know Take your iPad if you have notes or anything to present you know presentation pull it right up here You have all the software system for it. It's really easy. But I mean, a couple other applications too with this. You know, if we went in this direction, you still have the option to print if you really want to print. Oh, yeah. But also, you know, the way we approach packets might become different. You know, for example, if you're reading through a memo and it references attachment one, two, and three, you could potentially create a link, press attachment one, and you go straight there. If you wanted history from something you thought about 10 meetings ago, again, you could pop on the website just like they did and go there. Tonight I think Ron had jumped in. It's just really, would you like to kind of play around with this technology? Would you like to kind of play around with this technology? Would you like to look at this technology a little bit more that the numbers, you know, were really compelling that Ron to came up with? But again, it really comes down to the technology and would you like to play with it, look at it, think about it some more. One of the questions I guess, when you do your annotations on the page and I haven't tried this because I have I annotated and I haven't tried to print it out because but is it a you are you able to print out that individual page with the notes on it in case you are going to let's say we're going to go to a meeting and ask them and the idea was generally keeping here in town hall so that we know they wouldn't break, they wouldn't get stolen, all those fun kind of things that happened to these things. But does that, you know, because when I pull up a page, I write, you know, this is a test. I might want to take that with me. Is that something that... It gives you two options. You can print with all the annotations or without. So you can now with the voice notes obviously that wouldn't be something that you could put to paper But yeah as far as I know you can email them with all the comments that you've added or you can pull them up They're print so it's given us both options, which is a nice idea Fred I don't quite know how to put this delicately But I'm coming into the 21st century kicking and screaming. He's over 20. And I'm just not comfortable with this kind of technology. I'm a very tactile sort of person. I do need a piece of paper in front of me. I don't like tindles because I like to write notes on the page and underline and fold the page down. But in deference to the rest of the council, who whatever their feelings are, is fine. I am happy to print it out myself at home. If everybody else wants to hear us. For the first few weeks you might be, but you know, as you've seen some of our packets, Fred, they are pretty good pretty. Well, it's just not something I'm ever gonna be able to do. Okay simple as that. But I will cooperate and I just bought a whole bunch of papers so I'm gonna go check it. It would be still cost effective to buy a Fred paper. Right. It is something to get used to you that's for sure. Well Fred does that mean that you wouldn't even try? No, I mean ZFZ1. I actually won. And there are many folks that I have dealt with over the years that are technologically challenged. I am one of them. And Fred could be one of those. No, no could be. And so you have to recognize that. Give me 15 minutes Fred, come on. Now you can't break some some saddles on some wild horses so. But it is something I think that Rhonda when you report would you talk a little bit about the savings to the town if we went to some of this nature. Okay right now we spend about $1,500 in paper costs, $2,400 in labor. And I figured out with what the usage of the copier by knowing how many pages in our packets and how often we copy, there was about $6,960 in ink for the copier. And 90% of that is probably due to color copies because it's a lot more expensive than black and white. So you're annualizing the costs? Yes. Yes. And then you would still probably to get the packet into a PDF one. Oh, that's a run it through the copy or scan, right? Right. Right. Yeah, this was only for copying. It wasn't, like I said, where my footnote does not include scanning, uploading or preparing the packet. It probably takes a while. I'll just comment on that. It's, thank you. Sorry, Bill. The process to scan it is something that we can work on and that you could definitely reduce the amount of actual printing out and scanning back in with the use of Adobe Acrobat full version Pretty much you can almost do this entire packet without having to print it out at all Right to create it into electronic format, but it is as Fred said there's still maybe some Personnel it whether it be the public want to get a packet somewhere Fred We still may have to print out certain packets somewhere, Fred, we still may have to print out certain packets on the site. Not on the website. Well, it's available on the website. It's available at two places on the website. There's staff knows how to get it in both places. Even Mary Ann said that she's fine with it and she's the only one we make a paper copy for right now. Most people within the public now are downloading our packets from the website. Another technology that was in your packet is a smart board. You know, that's a couple thousand dollars. You can do the same thing really just with this technology too, which is just simply displaying the packet information that's being discussed in any one time. Okay. So, just Fred would just go and pull up the packet and print it as high as you still have a paper packet. I mean if everybody says that's where you want to go, got speed. I think that's the question is what is is there an interest in further examining this? John Wilkinson? I've got a couple of questions. I'm first on security. If we were to all be issued one of these, what do you do about access? Is it going to be internet? Are you going to lock it down to certain websites? Because I use my notebook computer here too, when we're discussing things, I'll go out and look things up that people are talking about. Would that be a substitute for that, or is it going to be? You could still do that, John. You'd be able to go and look on the website for anything. You'd be able to check your emails. The only thing that we're not going to let you do is download apps unless you pay for them. Because the town will pay for the apps that we use for the actual packet. And Doug, this is a question for you. Is there any reason why we're focusing on Apple. I mean, there's a lot of other technologies out there. Well, I think that the number one factor is that the imprint of the iPad and a tablet in general is the least obfusive. But instead of having a monitor, a laptop, it's definitely, I mean, I'm looking at the table right here. I look at it, I feel like barely see that he has anything in front of him, where I could, you know, I have that laptop computer between me and you. Oh, sorry. I'm Jason, you know, it's a little bit more of my range on. And let's, and I think as far as Apple versus other platforms, I think the Android, I mean, I did a quick search and I don't think that they have the applications that will function quite like that. I, I, I, will, will, will, will, will, will, will, will provide as far. I mean, they have some viewers, but I don't think they have anything that you can actually manipulate. And Billy, the other reason that, you know, making phone calls to people, it was kind of hard because you requested demonstrations. People just are not willing to come up here and demonstrate the product, but these lovely ladies were. So I jumped on board with them. That's very good. And not to bed in and all, but from working with the Toshiba tablet, we had the HP there. I've played with the Blackberry Playbook, the Microcruise. I've had so many tablets. And to be able to demo or even use it personally, the iPad is by far the easiest. Switching back and forth, pulling up applications, downloading. It's just so user friendly and there's so much you can do with it. It's a lot lighter than a lot of the other ones. I know the Toshiba weighs a little bit more. Has great reviews. The Galaxy 2. I love Android, I am an Android fan but this tablet you just can't beat it. It's so easy, it's literally you press whatever you want it to do. There's no certain settings and things you have to go through. It's just very user-friendly. So a lot more. Well another question I would have is that this comes bundled with a lot of software that we would need for our particular counsel activities. Basically, it would be enhanced email server, paper writing capabilities. I mean, you got video on there, YouTube and all these other things. Do we really need the IPAD 2? I guess that would be more of a question for Doug if we need to get to that level. Well, I mean, we we need to get to that level. Well, I mean, we would have to look at the options and as I said, I don't know anything that you have currently on the Android tablet, which is probably the Blackberry that would compare. And then when you start looking at some of the other kind of tablet type of computers that run in the Windows platform, platform you're actually looking at a higher cost than the iPad is. And Doug, so what you were saying earlier about the calendaring function with Exchange Server. We could have a Council calendar on here or just how do those interact with our Exchange Server? Yeah, and I'd have to investigate that. Currently we use public folders for some of our town calendars and with our current upgrade to the Exchange 2010, there are resource mailboxes that kind of take over where public folders used to work at. So I would really have to look in to see the compatibility between those resource mailboxes that would hold calendars and the iPad. But I would pretty much would say with a product, like with an app like Touchdown, which Russ has used for his exchange, that's using something like, at least with that Maybe it's not out of the box that you'd be able to have access to town calendars So I guess the idea of maybe change a little bit that we wouldn't just leave it here in town hall If I take it with us and then the email would come in or we could go to the website and get the packets and the calendars We could click on and remind us of when things are happening hopefully. Yeah, I thought that originally they had to come here and be downloaded, but they don't. Right. So and take them with you. The other thing that we have with this, but what we could do, that was looking is also, you'd be able to project onto the screen here wirelessly. We would have to do like a minor upgrade to the projector that we have, the wireless device that we have for that. But yeah, sure enough, there is an app that you can click on and next thing, you want to show something to everybody in here that's on the red head, his little iPad that he has a home now. He wanted to make some pictures or some study that he had done. He could easily go in there probably and Granddaughter we I could click turn Fred on or turn them off good night I have a mind So okay, do we have budget for this? And if you wanted to do a storage upgrade, which depending on how much you want to put up there, there's 10 gigs for $20 a year, 20 gigs, $40, and 50 gigs is $100. I mean, to fill that much, but just another, you know, I know you said you had a lot of stuff in there, but that's another option for you, is eye soundism or eye cloud is getting very popular now too. But it's mostly text what we'd be doing, so that doesn't take up a whole lot of space. If you don't put all your music on here, it probably would be fine. John Dresser is named on this one. Thank you, Your Honor. You can see from the brief from the random that we've already had the discussion on this. We did not bring you a draft resolution at the time because there were so many different directions that could go that staff didn't feel comfortable pairing all the different variations. After that meeting, it's clear where you want to go and this action has to be taken by resolution. And so you have the resolution before you on page four of your packet. I would note that some of the findings make it very clear that this is a unique situation. There were some physical constraints on the site that they proved that they demonstrated that there was a reduction in safety of users of the properties, which is one of the standards, the review standards for waivers. The action is that you're granting the waiver to interlude in the amount of the fees that's calculated on page two of the resolution, and they have used all the exemptions that are available to them to arrive at that fee. The last thing you wanted to do was put a condition on this and the way this condition works is the waiver is granted, but it's conditioned on interlude actually owning the property upon which the project's going to site. So which is the project decided. So once they have ownership, the waiver is good. The waiver is permanent waiver. In other words, they don't have a deadline by which to accomplish this project. If this project remains substantially the same, there's no changes to the project. The waiver is good. So if they can't get it done before this year and they decided to do it next year or they decided to budget for it in a year or two, once they own the property, once they've accepted the property, the waiver is irrevocable unless they modify the project. Okay. Questions of staff on this? No, well written, John, appreciate that. There was a concern of mine. Anyone else? I just have concerns around some of these findings that, I mean to me, I don't think there's been any evidence or documentation presented that supports or demonstrates a couple of these findings certainly we didn't really receive any information around the idea of onsite production of renewable energy. And we haven't heard anything that speaks to the idea of community benefit allowing public access over this once it is transferred. Is that part of the standard transfer that there would be a public access easement over the area? Yes, they're going to give us an easement as part of the subdivision exemption. And the, the, um, its skiers can actually cross over a corner of their properties, when they're not based on the historic use and they're not going to, they also have control of the sidewalk. So that's how the public is going to benefit. That's the public community benefit. I'd have to pull up that language again to make sure I got it right. Okay. I think unfortunately we really haven't received any information, and this council hasn't done any. Taking a hard look really at what other options might be to help mitigate some of this impact from snowmelting this area. And I'm not in favor of this proposal. So I just want to get that out there. As Jason said, some more mitigation that could be done to help offset this. But in this condition today, in this resolution, I'm going to go in favor of this. Once again a very simple memorandum because this was simply direction from staff to prepare a resolution indicating the town council support for Picking County referendum 1A Which is to provide an additional five years of stable funding for the health and human services that they provide through the Healthy Community Fund to the entire community of which that they provide through the Healthy Community Fund to the entire community of which no matter included. So there are some recitations here about how the council has found that this is a good thing. And the action portion of the resolution is that states that the town council supports it and the town council urges the voters to support it with their vote as well. Any other comments? Next item we have item are seven, ice ring shelter. Mr. Walker. Nice ring shelter, Mr. Walker. Walker, yeah. Hi. If you all remember two years ago, SWHA came in with a request to see if they could use our rodeo arena as an outdoor ice rink and we used the temporary use process at that time and approved it. And they had their second year of operation last year, and what we've been doing in that case is they, unlike the summertime where SWHA has a five year lease to use the property to run the rodeo from basically June to mid September, it's an annual lease at the moment to actually run the ice rink. As you can tell through your packet, what they're now proposing to do is to put a shelter over the ice rink, which would allow them to really save a lot of time and effort on clearing the ice or snow, which they have to do today. So that's what's before you now. But I think there are a couple things that you need to think about. One is at least in my research and talking to the planning department, it didn't appear as if there was a land use process that one had to go through. I think that what it seemed to me the trigger was, was it a temporary and close? If it was an enclosed facility, then they would have to go through a special review process similar to what we've been dictated for the tennis bubble. It appeared as if you didn't have to. On the other hand, as it pointed out, the staff recommendation, even though one isn't required, one of the things in your discussions and deliberations ought to decide whether you want to do some sort of public review process for this facility. And then the second thing has been pointed out in the recommendation, probably make sense if we do move forward this, that we basically reconsider both leases and just have one lease that covers both the summertime rodeo operation as well as the winter time ice rink. Staff is in support of the shelter because we feel right at the moment that the way the ice rink is lit down there now is using the rodeo arena lights, which I think is fairly bright And in my own opinion obnoxious. I think that if you actually add the shelter down there There'd be new lighting underneath the shelter and so the whole lighting would be diffused so I was gonna turn it over to Tom Yokem SWHA is gonna present what the proposal is and then you guys can discuss and direct staff and us what you would like to do. Yeah, it's technically owned by the marketing department. We use it for chili pepper and then it's taken down and moved to the rodeo and to answer your question, I think the answer is probably poor. Okay. And so that's something that- Are those the same ones that were in the packet? No, there's some of these ones the only different ones. There's another photo in there too. And giving Tom a little bit of a heads up that you know staff, I was kind of recollecting back to when we were having discussions with the school district and don't want to make that connection. But again, you know, there's a purpose in the land use process. One of those purposes is clearly communicating what's being proposed to the public and then giving the opportunity for the public to make a comment on this kind of having a quick chat with Tom. You know, the dimensions we had in this, you know, sound like it may be a little bit different. So it seems like it's important for Tom to kind of go through what's being proposed. The other thing that Hunt just mentioned was, you know, we have a five year term for the rodeo, and I think we're going year to year for the ice skating, and I think there was maybe some understanding that we could collapse. I put that in one, but what's the term of this? And again, I just wanted to remind you as part of the CIP, you did indicate an interest in doing a planning process in this area, basically finishing out this area, and determining what your your long range plan is for this part of town part. So with that, I'm going to throw it back to Tom. Before Tom starts, I'd ask him to disclose what roles he is involved with the town and knowing that he's on the planning commission and that this is a matter of personal interest that he's going to have no professional game from which are the requirements of the ethics code. Um, the concept that we're going on at some point, this cover that we have in ice ring now, which we're looking to do. In order to have decent ice, and we've worked on for the last two years with just the ambient temperature down there, we've had multiple difficulties, particularly when the sun hits half the rank. So you have half the ranks hard and half the rank is gooey. That can be resolved by putting a cover over it, which would shade that rank or shade the ice. He's carrying me now. You just want to smack it. Run to the ground. So in order to, you know, and I'm thinking this is, you know, like a three, four, five-year process, at some point I would think that the town will plan a multipurpose facility down there that would include the rodeo, which I'm depressed on rodeo with association by the way. And it is now the ice rink and rodeo association. I would like to have it so in the end from between the time that you or if if it's possible to have a multipurpose thing, I know we'd have this interim facility which would encourage ice skating and hockey and the use of ice rank is you know just normal skating or just free skating and it you know the possibility of having it under under under roof makes roof makes much higher quality ice. The donor that we have helping us out this year is going to donate the funds to buy a Zamboni hockey boards and a shed to put the Zamboni in. Really? Yeah. a shed to put the Zamboni in and Really? Yeah, so here's an opportunity and and it's willing to go for the for the roof for the you know for the temporary roof if We can get some support from the town to use it if we use it for other if you guys use it for other purposes Which I think it has a lot of potential to do that so That's kind of where we are. So I think this is an interim plan in the distant future, or in a five year future, something like that. We'll be looking at a multipurpose facility down there, which I think would be a real advantage to the town. And here's a way to get it somewhat financed along the way. So going further to the concept, if you look at this sheet, you can see two kind of tan looking with the red and the red line around it, wrecked angles. The, this would demonstrate where the ice rink would be, and the water the ice rink would be, if you look at the black line around the radio grounds, and it shows that to be 130 by 80 with the ridge line going across the ring. And that's the same sounds we've done the last couple of years. But I also gave you in previous packets or previous demonstrations of giving you this drawing. That's 100 by 200. Yeah, this one's 100 by 200. And it also has the post pretty far back from the edge of the rank. And so the scale and proportions of this thing are not exactly what we're looking for. We're looking for 130 by 80. So this, and we also would like to minimize the height of this to get it down as low as possible at the eaves where that's important because you know your hockey boards have got to have enough height for that. So that would reduce the roof line. That's one of the objections I've heard or has been brought up to me. That the roof line of this thing would be, it would be excessively tall. It would be somewhere around 30 feet. If we put the ice rink in the hockey or in the rodeo grounds, if you'll notice the existing stands on either side, that the top of that fence on the existing stands is possibly 16 feet from the ground. And the ground is higher than the actual length by another 4 and a half feet. So you're about 20 feet difference between the top of the fence on the main, existing stands and the ground where the hogger ink would be. So you'd have a 30-foot ridge line there. So you'd't need the ridge line, it would be 10 feet higher than the top of the stands, it's only about a portion of about a quarter of it. In the summertime, we would take that the roof system off and put it over where the other tan square is, and you can see there's a blue square inside the tan square. The blue square represents the tent that we've been using. I don't think that has a lot of years left in it but I'm a little worried about it. But that's when you know that would give us a bigger dining area over there. A few nights you've needed that. Yeah, we had huge crowds in there and we don't have a dining space actually. So this would be very beneficial for the rodeo. And sometimes he uses a rodeo and a facility. And one time the tent would be moved over to the to the rodeo grounds and be a ice ring. So I think that what comes to mind to me is that these two operations, the rodeo and ice rink really fit well with each other. They have, you need about the same size ground and the two and the seasonality of the rodeo versus the ice rink allows us to maximize the use of that area down there. Hopefully, down the line will be doing a multi-purpose building down there which would facilitate the rodeo and ice rink which I think in the season now that would be heads on beds because ice rinks got to bring in working in coordination with the Aspen ice rinks and the Aspen hockey teams though this this can easily be used for hockey tournaments and with the other two rinks in town if you have the potential here to put some heads on beds over here in snow mass which I always heard was a number one priority. Now on the this drying hill is showing the length of the ice ranked to be a 200 feet long and the width to be 100. That proportionality of that versus our 130 by 80, which is what we want to do, would also bring that roof down to a lower height, and also, well, the other great good things about this, you're putting the lights on the interior of the cover, that eliminates a lot of complaints from the local homeowners about the lights being on the interior of the cover that eliminates a lot of complaints from the local homeowners about the lights being on the line. So we would have the option to run a little later I think. There's you also have a pitch of an arch an arch. Are you saying that if you do it 130 by 80 that the roof will not be 30 feet high? No, it would probably be 30 feet high maybe 28. But when you look at this drawing, it kind of gives you a proportionality that this thing is about as tall as it is wide, which is not the case. So the data you're proposing is kind of confusing. We have 100 by 200 foot sides, but you're looking for something smaller more than one line of this. It would need a potential to see that. And if you look at the arch, the arch wind it also has sides on one side and no sides on the other. Right. Yeah, we're looking to try to minimize the visual impact of this thing as much as we can. Do the fact that it might be a judgment on people. Yeah. And if we put the lights on inside that, you know, it minimizes the light pollution, which, you know, I'm against that. What kind of timing does it take to get this in? Because, you know, as staff sort of suggested, we probably do want to make sure the community is aware of this versus just talking about today and saying, go, you know, we can, we think we can get this done in like six weeks from the time we roll it to the time it's up. And I would say I would say to be safe on that, we'd say eight weeks. But what does staff think about the timing to put the suede process. It depends on the process. And one thing that I did hear kind of behind me is with this, the Zamboni, and again, I think what creates the up, what creates the lack of a process is because there's no enclosed structures. And with the Zamboni, be a new enclosed structure? Or there should. Yeah, it needs to be a new and closed structure. Or there should be. Yeah, it needs to be warm at night so, but you know, it's got garage doors on either end. Okay, it'd be a temper. It'd be a well, it'd be a temper to the, to the sheds are down there now. I mean, on one end, say put the Zamboni structure off to the side. You know, one would be, you know, tell Tom if you're interested, tell him you're interested, but say we wanna have some element of process, we could put something in the paper, and say let's schedule it at the next council meeting. Anybody has any input, comments? They can share that with you. I mean, that'd be a simple process. The structure, if there's a zamboni structure that needs to be heated, I'd have to defer to the gentleman to my left in terms of what that process would be if we now have an enclosed structure. Again, the bubble is going to go through a process that involves going to planning commission and then council. As we didn't go through a process on the little sheds are down there now I didn't think to bring it out but And they you know there's four of those guys this would be slightly bigger than those but not much, but you know much bigger Anyway, but yeah, and we're also being in the summertime. When I was, you know, the suggestion is if this thing could be used on a basis which you would kick somebody back to the way the, the, the, the, the, the, the, the, the, the weapon hatches, that he would, he would find the whole thing for the next two years. So maybe three years. So tell me a little more about you think what the, the skin that the town, what you're really looking for, what, you know, you're looking for the town to find in a budget in that couple of years, 30,000, you know, I'm sure you've got an idea. Now I was thinking, so find, because it's 150, we're going to have second halves on it. And have those minis kind of a town from either use of it, or potentially free rent. Oh, sure. Free rent? Yeah, free rent. Fred? Conceptually, I think this is a great idea. I think it could be a great amenity for the town. Let me tell you some by question. Sure. Question number one is, I really do think we need to have some sort of process to have people who have the neighbors come in, take a look at it, understand it. I mean, this certainly isn't going to be as tall as the tennis bubble, and it's not going to be as obtrusive as the tennis bubble. But it is probably going to impact somebody's view. And we ought to hear from them. It's number one. Number two, it seems to me to be able to use this as a real town amenity. You've got to have somebody writing skates. Because if you're going to have a skating rink that's going to be as good as this one probably will be, this is a terrific thing for people who come out here in the winter to do instead of skiing. I think that's what you need that condition. If skating goes, I think that's going to happen this year as well, but I can't Tom, let him go ahead and finish. I'm sorry. I just say, and I don't know that you've got the facility there to do it. Maybe it's run through the rec center. Maybe the rec center winds up running skates, but somebody's going to have to buy or acquire skates to be rented. And I think if we can accomplish that, it goes a long ways to making this thing a real serious amenity for this time. I think we can accomplish that. Okay. Jung? Well, I do applaud you bringing forward this concept. Ever since we bought that property and started looking at the usage down there, I've always said that the rodeo just isn't enough to justify its existence for eight or ten rodeos a year, and I really appreciate the fact that you're bringing this forward to us. Because I think it's, isn't exciting the minute in that we can go far. Because I know what hockey does in Aspen when they have the tournaments and ice time is hard to come by. But my questions are that I think we may be pushing this a little too fast too quickly. I'd like to see a little more solid application coming into the town for its review, because I don't want to miss anything. For having a cover or a multi-use facility, you passed out this budget information to us at the last council meeting, and you have a total budget of $250,000. And you're saying you have 75,000 raised right now, so you're quite a bit of ways from making it up to the total amount. Well, plus the 150 that would be, if that 75 button count the roof at this point. Okay, well, there is a lot of information in this. One of them is lighting has in parentheses town for 10,000. I mean, is that your sum? That was that was drunk right now on the side of the budget. We weren't planning to hit in a 10,000. You know, so, you know, I'm looking at this and I see things like seasonal, for me? Just the numbers. The number is more part of the packet this week, you know. I've never seen what you're talking. Okay. Well, it was presented to us at the last meeting. That's why I felt it was in the public public. On the agenda item, not agenda item. And Jack, but that's just kind of, you know, gives you a ballpark. What's going on? Okay. Well, you talk about refrigerating. I mean, there's a lot of things out there to make this a facility that could work. For refrigeration, it's not included in anything that we've- Well, that's what I really think we need to go through a process. We need to hear from the public on what they would like or wouldn't like for the rodeo property down there. This is a huge commitment and a huge dollar spend to put in the structure. And I want to make sure it's done in the right manner in the right way. How easy is it going to be able to move it? I mean, these are all sorts of questions operating costs. How much is it going to be able to move it? I mean, these are all sorts of questions operating costs. How much is it going to cost you to sustain this operation? What happens in the event that Western Heritage goes away? Or that your group isn't around to maintain it? We're left with this. Smart GSA port is a portable belt. Yeah, it's a portable belt. If you didn't have it, it becomes a nuisance. You take it down to sell it. Well, but with that kind of investment, you know, when you're talking about a quarter million dollars, that is a significant investment. And given the size, potential size of this structure, you know, we're talking 20,000 square feet. And I mean, that's a pretty significant structure to have down in that area. I have a question for Russ, you did mention that we did discuss a process that we were going to look at that area down there and it was in our capital costs that we were exploring. But they had like a $100 thousand dollar price tag on it. Yeah, and just you know I made that presentation. That was just a plug number I don't know what it would be but it back went in the hey day we had a lot of money in the real estate transfer tax That's probably one of the things that we would have done is done a master plan that whole undeveloped area of town Park which includes the rodeo renair I just 100,000 at it. That's all it is. That was always just a planning exercise. So, it was strictly for a planning exercise to determine what should go there. Because there are a lot of interest for lots of stuff to go there and it can't hold them all. So we were going to go through some sort of process. When the money dried up, that just dropped off the table. I don't know, the process. So we'll be bringing back along with other capital projects, a process, a budget, next steps with it. You also included, as I recall, with that, integrating thinking around an ice skating rink in a visitor center. Okay. Well, I'm almost of the opinion that we should perhaps fold off on the structure itself for this winter. Go through that process. See what the community has to say fully developed this and have something ready for next year. I'm not trying to discourage it or I'm not trying to say no I just think it's you know holding on to make sure that we yeah the problem if that is the quality of the ice You know it makes a zambani really hard to work in which we and you know it you know, it makes the Zamboni really hard to work, which would be a huge upgrade of the quantity of the ice, if we could get a cover on it. And if it's temporary, I can see, I can see, it might bring up some objections, but people would be like, so temporary deal can be down at the end of the season or even prior to that. Who would own it? I would think the town would own it. I would think the town on it or I'm not you know or well to Tom I think there are a number of questions that need to be asked and answered. Oh sure I'm you know that's I mean the the documents that we got last meeting were showing something different that you guys have talked about and something in our packets a little different the budget number as you talking about, I think we need to get a better understanding of what commitment the town does need to come to and understanding what it would take to do on an annual basis. I think it's a fabulous thing you guys have proposed in your donor. We would like to thank him very much for his contribution, but I think it does need to be something that we go through a little more of a process and understanding of what the talent's responsibilities will be at the end of the day. Yeah, well, I think we need to show that we would do it if the objection were to the town we end, we would undo it basically. Well, it's hard, you know, because when I saw this $250,000 number, and I'm trying to find $190 to take care of a bunch of other things that the town needs right now, being that's not, you're not asking for all that money. We're just kind of asking for a commitment down the road and really having to, are you planning on buying the Zamboni this year? Are you are you planning on buying the Zamboni this year? Yes, you know that was that the Zamboni the shed for the Zamboni the hockey boards I've got many to do that and in fact at the end of this meeting we were going over you know What are that equipment Jason and Russ? Thanks to my it's great the amenity. I think the ice rink is great for this community. It gives things, you know, a great thing for kids and families to do. I've seen 40 kids out there at a time playing a pick up hockey game. So I think it is really something that serves the community. I agree. I think the scale of this structure does warrant more public process and taking a look at it. One of the things that's really charming about that facility I think is that it is open air and you do have the views of the mountains and you do have that open feeling. This arched canopy that you're showing gives it really a tunnel feeling I think if there was a way to open it on both sides. Is there a way to open that? Yeah, you can just, you know, just don't put the fabric on. That was just, that was one that was showing you a little profile. That was the concept there. An understanding objection to, you know, if you objection to the Burian Museum that is too big or, you know, too, you know, in the town may, you know, the, the residents of town may object to it. Yes, it's a temporary, I think you have the legal ability, according to zoning planning, or to the regulations to prove it. I would just, I guess, encourage you to look at ways to minimize what that surface area is that's being covered, just so that it is... Minimums square, just so that it is. Madam, that's a square from me. Just make the point smaller. Well, just maybe to the necessary area to cover the ice and roll up the sides to a degree. And the other thing is that what you're showing here on this diagram of the site plan, when you talked about this in relation to the stands, maybe look at the idea of pushing this back to the backside of the ring. And maybe these are things that come out of this process if there is an opportunity for that. But maybe that helps absorb the aesthetic into the other structures that are there and it doesn't stand out as much. And then what you're showing in terms of location for the summer, for this size of a tent that feels very imposing. I think the tent that's there already is a pretty big statement in terms of when you come into the community, it feels imposing to me already to see something, you know, pretty much more than double in size to what's there now and closer to the road is not that feeling to me on the summer side of things. So a few things maybe to think about as you go forward. But I would really like to see a fully written up proposal for how this thing works and what it means to the town and whether this is really kind of a temporary thing. And if we come up with a new plan after a year or two, then this is all at risk to you guys in a way in terms of that. But I guess I want to take the risk if you know if we can. Well, that's the thing. I think we need to, I think we all need to know what that risk is. I think you have a maximum risk about two and 50,000 was the concept we had there and he's going to take the risk. So, and one other comment just and maybe you guys have already talked about this, but opportunities for go-co grants and things that could go to the... We've talked to go-co they have, I think it's $380,000 of matching funds they can do for open ice-rank type. One thing go-co will want to know is kind of the duration is it going to be there for a period of time I know it's something though that it's a type of request that goco does support but they would want that question answered you know whether I'm sure it would have to be the town that would be reserving right along term where you're right so it might not make sense to make that funding request until we had a long-term plan in place for what we want to do with that area. Chris, what do you have to say about the Zamboni or whatever you were going to say building? Will be. No. I just now heard about the necessity of having a shed for it and that does kind of change what had been our initial planning recommendation regarding this. This thing, the Rinc and the skating has been operating under an annual temporary use permit, which has been administratively renewed and could be renewed this year. The As it's operated in the past. And you can do this administratively as long as there haven't been any difficulties with the operation complaints, or there's not a substantive modification to the activity of the use being granted the permits. So, but in this case, this is fairly substantive. And if you were going to want a process, we can either run it through an annual temporary use permit process, as we did with the new facilities. And that's kind of like a variance, it could deal with the structures, it can deal with the entire thing. Or we can do it as a special review use, which is like a three year permit. It effectively runs with the land for the same thing and essentially the same process. Now as far as timeline goes, we received just less than a little less than a week ago the application for the tennis bubble. And we're, although this is a very compressed timeline, we're attempting to bring it to the Planning Commission October 19th and tipping it to the town council on November 7th. Isn't that the date? We don't really have what would constitute a complete application for this. So I'm not really sure if we can do that same timeline for this act. But I think it's really important in both applications for us to distinguish what are items that need to be discussed as land owner and asset facilities management and the financial aspects of both operations as well. And then also then what are the land use matters in those review standards? We're more structural oriented, we're more facilities oriented as far as and the uses and the impacts on surrounding property. Whether it's a good idea for either use to occur on the town's property asset is really a separate dialogue that needs to occur rather than in the context of the planning process. There will be a public hearing for the ice rink and comments can be made. You know, they can cross lines. However, it's good that we get public input. But what I'm trying to say at this point, I think you, I'm hearing Council say they want to hear a little bit more about the business end of how this is going to operate. And what kind of facility Tom's trying to bring in here, a little tie up some of those questions, you could continue that dialogue as landowner. I would think, you know, my personal feeling is that we do need to get a little more tight on a lot of those questions, financial questions and who owns this thing and what exposure the town on an annual basis needs to do. And I just can't give him that request probably needs to be formalized. Right. I think that needs to be formalized. Let's go back to the, well, I think is a basic premise that this is a good amenity for this town. And I would like to see it go forward. And in Canada, I'd like to see it go forward this year. But by the same token as an owner and as ultimately a quasi judicial land use person, as Bill said, I think I need to see more detail of a better business plan, a better budget. How long, if you want to go to GoCo for matching grants, how long a lease you would need. I mean, you don't want to be pennywise and pound foolish in this thing because if you can get some money from them, if you've got a five year lease or a seven year lease, you know, it may be worth taking a couple of extra weeks to get something in place so that you can do that. But I certainly think we need more detail than we have here. But I would like to see this move forward as expeditiously as we can. So Tom should work with staff a little more to get those numbers better for us. Basically, I think the only thing that the donors looking for is, you know, is the discussion we've had is half the cost of the ten. Well, I think we've got to look at our budget again because we just want to say that. That would back to be cashed dollars right now. You could be, you know, if you're able to get a party of people in there, well I think you and the staff could work on that stuff. I think because you can give us a better idea of what you're really looking for. And I think that if you guys wanna be hunting, well I think there's two parts. One is the financial element and the other is, sounds like with the Zamboni, it's a process similar to the bubble. And I know one of the questions with that is, you know, would they have your consent if that was the process and I think Chris needs to review that, would they have your consent to move forward with a formal process if that's what's required? And I personally I think we I would give my consent. That's what I Jason I'm fine with that as well Yeah, I mean there's still some no Because we'll go through the other questions after that though, and that's you know We give our consent up front then we go through the process of answering all those questions It was a consent to allow the application to be submitted. But I think it is something that we need to understand maybe have created a way to help it make it work. We would look forward to maybe not cash, some to petition pricing that the that the rodeo grounds and ice and ice drink would have a place and that's basically looking for as a place in the good in the entry area. I think you know you you in those last couple years with your rodeo hat and your ice skating helmet on have done pretty well and helped make a nice amenity down there of a place that was a little more. I hope it on news, the funding on this. Right. So, you should leave here with the, I think with the distinctive person that we would like to see this done. I don't think there's anybody at this table that wouldn't like to see an ice skating rink down there and a, and a cover for it. All we're saying to you is, there's more to this than, than we're getting here today. And the quicker you work, the quicker we'll work. But I would, I, for one, was certainly love to see something up there this, this winter. I love the bit. And Chris, did you have something else? I just think as far as the financials of all of this that's not really a necessary essential to be a part of the land used to have.
