We'd like to remind everyone to please turn off your cell phones and pages. We have one public comment this morning. It's from Dr. Burton, given this little update on the swine flu situation in Denton County. I didn't want to give you just a little bit of information on H1N1. I think you're going to have some information up on your screens in just a second. up on your screens in just a second. It's some fairly good news. We'll just go on to the next slide. And the good news is that red line is not the stock market. What it is is a reduction in the percentage of students that are out of school as a result of flu-like illness, H1N1. So you can see that we were up at around 10% of all students and now we're down around 6% now. The bad news is that's still six times as much as we were looking at this time last year or any of the last three years. So it's still very high, but it's certainly headed in the right direction and we're optimistic that it will continue to decline. I'd love to tell you that was a result of the outstanding work of Nitten County Health Department, but the reality is there are lots of children that have had the disease and now have immunity and so there are fewer susceptible and so we expect to see that that line continue to decline. Vaccine is becoming more and more available. We got 200 doses in yesterday and we'll be using that for health care workers. There are other doses that have come into the county and are at private providers and so we encourage the public to approach their private providers about the vaccine, and we hope to be getting lots more over the next several weeks. We should just notice on the horizon, though, out there, we, six, eight of the new year, really, is when there is a typical seasonal flu peak and you see 4% is really high for that but but that is traditionally a much more serious disease with much more mortality associated with it. We can go on to the next slide and I can just show you that these are the school districts reporting to us and virtually all of them are down. And so that's very encouraging. And the last slide, I would just remind us that for the most part, this has been a very mild disease. But there are some exceptions, and the exceptions can be real serious. So I wanted to just bring you a little bit of up day on what's going on in Denton County with H1N1. So I wanted to just bring you a little bit up, Dana, what's going on in Denton County with H1N1. Dr. Burton, before you leave, you say you've got 200 doses in already, and you're supposed to get some more this week? Well, what we got this week was the 200. It's just not coming in as quickly as we had hoped that it would. On the news, they were saying that we had 1,600 doses coming in for a four-count. Four counting, four counties. Right. It's pretty much proportionate. Dallas County gets a bunch. In Terrent County, it gets quite a bit in Denton and Colin. Colin gets 200 doses each. Do you think you'll ever have enough to administer to any resident who want to go to the County Health Department? The meetings I was at in Austin last week indicated that it may be December before we will have large amounts of vaccine. But we do expect to have that vaccine. We ordered 20,000 doses. So far, we've received 400. So we expect to have the vaccine. We may have been a little optimistic, CDC may have been a little optimistic and how fast that vaccine could be produced. Keep in mind we've only known about this virus for six months. We know about HIV for 30 years we don't have any vaccine. So the fact that we do have a vaccine is encouraging but it's just hard to get it manufactured as quickly as what we'd like to see. What about the regular influenza vaccine? We've administered all the doses that we received. It's still available in a few pharmacies around the county, though. Thank you. Thank you. In consideration of the time of some of our guests this morning, we're going to go to item 5B. 5B is a proven order authorizing the issuance of Dent County, Texas permanent improvement refunding bonds series 2009 and resolving other matters incident related there too we will call on our county auditor James Wells. Good morning, Judge and commissioners. I guess we're good news and bad news on this on this item. This is a refunding of some outstanding debt that we have attempted a couple of times in the past and just have been following victim to the changing market conditions, but we have with us our representatives from Southwest Securities and from Fulbright and Jaworskis to review this item and we're asking for authorization for our experts to go forward on this and if market conditions are correct, we can issue refunding bonds, generate a savings above our benchmark that we have authority to go forward, authorize county judge or the county auditor to approve the pricing certificate. So we'll probably turn it out to John Martin right now. John, John is with Southwest Security. He'll give you some more insight on this. Morning. Morning. Hope everyone's doing well. A few weeks ago, we had come to our attention with the interest rates had moved down considerably. Over the last few months, we've been watching it decline. And so we resurrected a refunding that we had teed up a few times since 2007. I think we've tried this twice before and had it teed up and we whiffed and didn't quite get there. And so the idea this morning is when we looked at a few weeks ago, excuse me, we had very substantial things in this, like $1.3 million and 6% overall savings. The market, unfortunately, has moved up in terms of interest rates have gone up about 0.4% since that time. So guess what? We have a little bit of savings that's not worthwhile for us to do right now. But what this does for us, this is really the reason you do these things, the way that we're asking you to do it this morning, is Mr. Dransfield has prepared an order that is subject to a parameter that says that within the next six months above that we have to hit a window if it ever occurs in there to where there's at least net present value savings of three and a half percent for the transaction. Then we can go ahead and go out in the market and we won't have to wait for you guys to meet to be able to do that. So you're basically giving us authorization as an authorizing us to say, please, if you can find the savings, please move forward and sell these bonds. So that's an essence what we're doing. Sorry we couldn't just come to you today and say, hey, we're ready to go. But we are going to keep it a T-depth and continue to monitor it. The bond market is very, very volatile right now. More volatiles, I was telling you, judge earlier, more volatile than the stock market right now. So, really has been taking some tremendous swings where, you know, when you watched interest rates a few years ago, it was almost as exciting as watching paint dry. I mean, just didn't move. And so now we're in a position where there's lots of volatility. There's so many different reports, and Mr. Wells asked me, well, what's causing it? Who knows? It doesn't make any sense to me. So I would have thought interest rates would have gone up considerably a couple of months ago with as much government spending as we have that's going on in inflationary and that sort of thing you would have thought. But then you hear more bad news and that pushes the right stand, but then again stop markets going up. So I don't know. If I hadn't figured out, I sure wouldn't be here. Exactly. The question is from members. Court. Just I know most members of the court have participated in this process. Denton County has been able to since about 2004, I believe 2005.'ve done we have completed three successful monitoring funding transactions that totaled total amount of bonds was about I believe about 80 million that we refunded over the years instead of resulting in real cash savings to the county by virtue of lower debt service payments in the future of about $8 million. So this is why we bring these forward and also begins to point out that with this authorization under no law or under no obligation to incur any expense, under actually under no obligation to approve the sale until they bring it back forward and the commissionersers court will always have the final decision, yes or no on any transaction. So the authorization we're asking for is for our bonded by financial advisors and bond attorneys to work on our behalf and see if they can bring us a very much of win, win situation forward with it and then we really have no no liability in in curd in the meantime. So it's going to make that real clear. Oh yeah, I'll believe it is. 6 month authorization that's long enough for yourself. Yes. I'm going to go up and then. Is it? Okay. That's what you. And that's long. Hopefully it'll happen in that time period if it doesn't, you Okay. Hopefully it will happen in that time period if it doesn't you know bring it back. Watching it.
