Good morning ladies and gentlemen, Denton County Commission's Court for Tuesday, November 3rd, 2009 is now in session. First, we're going to go to item one for public input. I'm going to ask Kevin Carr to come up to the podium. We have a special guest this morning that I would like Kevin to tell us a little bit about him. We have a county employee that just became a US citizen and we're very happy to not only have him as a county employee but certainly happy about his citizenship and Kevin if you'd tell us a little bit about him. Thank you Judge, good morning Judge and commissioners. I'd like to introduce everyone to Booty Yuliano. Booty's originally from Indonesia. He's worked for Denton County for over eight years. Back in 2002, Denton County originally sponsored his H1V work visa, so he can continue to work for Denton County. He had since obtained his green card and became a permanent alien. Booty now is the Denton County's application of Outland Manager. That means that he's in charge of all of the counties, custom applications, and Denton County's websites. So, Booty's a great man. He's been a great asset to Denton County and to our department. I have to be very careful not to email him at night and on weekends because it seems like 10 minutes after I email him, he fixes the problem or doesn't enhance that I didn't expect him to do at 10 p.m. in a Saturday. So, Booty's very hardworking. He's been a tremendous asset to us. I appreciate him very much. And with a lot of pride, I'm happy to say Booty became a citizen last week. We got to attend the ceremony and watch it. It was very nice. And it's an honor to have Booty here today to lead all of us in the Pledge of Allegiance to our great country. All right. The convocation this morning will be given by James Wells, our county auditor, and then our newest American citizen that I know of anyway. Rudy, Yulianto, is that correct? Thank you. In consideration of their time, some of our guests this morning, I'd like to go first to item 14D. 14D is a proof of a contract for architectural services between HDR architecture incorporated in Denton County, Texas that provides architectural services for the construction project on the Denton County Administrative Complex phase two. This is adult probation facilities, information services, elections, TAC, Texas Parks and Wildlife, the Gain Morgan and the Central Plant, as recommended by the Director of Denton County Purchasing Department. We'll call them Beth Fleming. Good morning. We're very excited to move forward on the second phase of this project out on the loop. We've been negotiating with HDR for probably a couple of months trying to fine tune this contract. It does include the department that you have mentioned. They've called me a million times asking when we're moving forward on this. I know they're anxious as well. During the negotiation we did negotiate out a couple hundred thousand dollars fine tuning the scope and so the contract before you is a very late contract that we're recommending to prove along. This is bid number 03091968 with Lane Construction Company as primary and joggle public as the secondary. 2D is approval of the renewal for temporary personnel services. This is RFP 08071849 with expressed personnel services as the primary agency and pro-flex personnel as the secondary agency. 2E is approval of the renewal for voluntary benefits. This is RFP 09051728 with colonialial Life and Accident Insurance for A, Accident Insurance, B, Short Turn Disabilities, C, Cancer Expense Protection, D, Intensive Care Insurance, and E, Hospital Confignment Insurance. 2F is the request from Jordan Neal for the use of the Court has on the square facilities for wedding and reception. On March 13th 2010 from 4 to 8 p.m. and 2G is approval of the use of commissioners courtroom and conference room for Lesley, Coberna on Sunday, November 22nd 2009 from 6 to 8 p.m. for the purpose of an Eagle Scout Court of Honor ceremony. and EGLE Scout Court of Honor Ceremony. 5A is approved of the bill report payments from CSCD, Community Corrections, TAIP, Shares, Training Shares, Forfeiture, VIT, Interest, DA Check V, and DA4 Fitsure, funds are all presented for recording purposes on the low James Lousigan. Motion is carried. 9A is approved of a contract amendment with the Department of State Health Services for H1N1 influenza response activities. We've got Bing Burton with us this morning. Why don't you talk about this and maybe give us a little. Each one in one update on the county. Sure, I'm glad to. We did last week have our first fatality from H1N1. But in general, we're seeing fewer absences in the schools. It looks like the outbreak may be declining a little bit. Unfortunately, we don't have a lot of vaccine yet and expect to receive more vaccine in the next few weeks. This funding will permit us to utilize contract staffing to make that vaccine available to the general public. And so far, we've just been able to vaccinate a very few high risk clients. Thank you. We have a motion for approval by Commissioner Marchant second and back commissioner Eads. I was going to ask do we have enough vaccine on hand right now to be able to take care of to be able to take care of the high-risk people and those caregivers that we need to be inoculating. The fraction of the vaccine that we would need to be able to do that. We received 1,400 doses altogether, so we need a lot more vaccine. A lot more. Okay. We have a motion and a second. Thank you, B. 13A is approval of the revision to the Denton County Building Use Policy, specifically the addition of 1D county facilities are not available for rent on county holidays. If the holiday falls on Monday or Friday, the week in and between should be considered a holiday. There are no changes to attachment. A Commissioner Marchant, do you want to address this? This was brought to me by Barbara Looper. We didn't take into consideration the employees during that county holiday time and this would basically free them up of having to work during the same county holiday that everybody else is off. And so this basically includes any county holiday and then a Friday and a Monday if the county holiday falls on a Friday or Monday and that weekend in between. Also, if something was scheduled in there, we'd be paying holiday paid. Holiday paid? Yeah. It's more expensive for the county. Are there any other questions or comments on this issue? As to if people used our facilities during the holidays, like the Veterans Day or anything like that. Do you know? I don't know. I'd have to. We've had Veterans Day services like out on the long run, things like that. And what I'm more concerned about is if they wanted to schedule something in the building on, say, Saturday, and then we're paying holiday pay. Now, remember, too, that's always within the discretion of the court to make an exception to the policy. Any other questions? I just, I mean, I live in Denton. I know that the courthouse used quite a bit. And I just, I didn't know that we used the courthouse on days that it was, that generally the county was open. I always thought we let our facilities particularly. That's be used on holidays or weekends., you know, we wasn't being used. So I didn't know how that would affect all those activities. I know that we generally have, like, when we have the antique car show on the square, is the building open? Do we pay people to have the building open at that time? So the building's open for, or not renting the building? And not renting the building. That's right. They use it. They're not renting the building. That's right. They get a permit to use our lawn or how do we facilitate that? Well, they let us know about it because you don't want two groups showing up at the same time, both thinking they're going to have the entire courthouse lawn. I don't want to preclude anybody from feeling they have access to the courthouse on the square. The issue is we just don't want two groups showing up thinking they're going to use all of the lawn and somebody else has already got their tents set up. So it's a scheduling thing. It's not trying to keep somebody from using the facility. I like the idea. I just want to make sure we, you know, we attend a lot of the functions up here on the square. I don't know. I don't know We attend a lot of the functions up here on the square. I don't know in place. I didn't want to abourage any of those activities. I'm not. I vote for it, Ron. I just didn't know how it, if we thought about it. It's one of those things that I think we're going to have to work through for a little bit. We'll see how many times it's an issue. If it's an issue, we can come back and address it. But I said the court always has it within its discretion to. For policy, whatever the court says it is on that day. If they come to us and say, okay, we want to hold this function and we want to use the building. Barbara, I don't know how many times this has been an issue. He's the one that people contact to schedule the courthouse. I shouldn't really say get permission, but it's a matter of scheduling. In an issue, we had this in our policy previously, but when we rewrote it, we just inadvertently didn't put it in. But it was mainly so facilities could have their days off, just like everybody else did. Like if somebody wanted to call and have a wedding here or something like that. And like antics, they showed that antics stuff that you were talking about. And they fill out the forms, they pay the deposit, they pay security guards, they pay for everything to use the facilities. And if that was to happen on a July 4th, we would just have to put in a special request to the board. That would come before Commissioner Scort. Right? I think most you approve. In 14e is a approval of the interlocal cooperation agreement between Denton County Texas and the City of Louisville for the Valley Ridge Boulevard Improvement Project located entirely within the City of Louisville and the Denton County Commissioner precinct 3 with Denton County green to contribute a total estimated amount of $5 million with funding to come from Commissioner precinct 3 triple for Valley Ridge Boulevard funds. James, do you have an auditor number on this? It's not. No. It's identified as that project that's fine. I mean the main thing we need on these is to identify that the project itself is can service the source of funds because there are there's money for that. All right.
