You have before you are early voting locations, dates and times. I just wanted to point out a couple of changes from last time. It would be the two that are on the bottom of your list. We were not able to use the Ronald Community Center because it was already booked. It would be the two that are on the bottom of your list. We were not able to use the RONO community center because it was already booked. So we're going to use first night bus charging RONO and we're not able to use the fair grounds this time. In May, excuse me, we're going to do for the times and join elections with a lot of the cities and I-stays in the county and we're going to use heritage likes, which is a little better suitedisco likes part of the time we don't use them for the entirety of the early voting period so our plan for the future in March and November is to use as we do here Frisco likes part of the time heritage likes the remainder of the time to and then maybe have them both open on election day. Yes sir that's the plan. It sounds like a good plan. And I guess I don't want to interrupt Commissioner Marshant, but I'm sure you're well aware of the fact that some people out there feel disenfranchised when they have election day and have to go to three different locations. Exactly, and that's actually what we're trying to accomplish with our joint elections in May. We'll be able to eliminate a lot of that. Now that's dependent on the city's agreeing to- I agree. I'm going to be involved in that joint election. We have some that aren't really sure about it. And if they choose to not become part of the joint election, then probably in those cities, you're still going to face the same scenario where some people vote for the city election, one location, their ISD election at a separate location., that also work with the school districts. Believe in their state law about how the school districts have to work with the cities and hold their elections. Yes, that's correct. Correct. Most of them in the past have joined together under a joint election scenario with the county. They won't contract with each other. They'll contract with us. But for the vast majority of the citizens, it's going to work out much better. I'd like to commend you for that hard work and for you reaching out those communities to kind of avoid that past injustice that they felt. Thank you. We, to our past elections administrator, that we thought was very, very important to have visible, highly visible in these voting locations where the other voting locations are. And first of all, I'd like to hear what, is there a point of demarcation where the responsibility of the party jumps in on communication of polling places versus the election administration. For instance, I know down in my precinct that we this last time, they really had a hard time getting polling places that in so a lot of the constituents in my precinct down there will be voting at totally different places in the general primary. And the early voting will be pretty consistent of what they had done before. But I know that there will be some concerted efforts on behalf of the political parties to inform the constituents of the new voting locations because so many were shut down this time and not allowed to use those regular voting locations. So I guess my concern is at what point how much can you do as election administration to advertise within the polling place in itself like in early voting where the places I know that since they're there voting early they don't have to use that but at least giving information to where the general is and then at the time of the election day to have, I'm sorry, I'm jumping all over the place, but in the past I have prepared documents that we put on the outside of the wall or in large print to where the polling places are if they came to the wrong place. And I want to know if you're going to take that as an opportunity to do the same in even a better way. How's that? That's a heck of a question. Yeah, that's compound. That's completely darn good. I met with one of our... Well, as you know, the primary is a little different animal. The part is responsible for their polling locations and their notices. And however, yesterday I met with one of our party chairs and on the very topic you're talking about and what I've agreed to do is I'll take I'm make a sign for every old holding location that's not in use. It'll tell you what your new polling location is and I'll have a map of the new polling location. We've agreed to do that for the parties this time. Great. Thank you. You know, I just want to thank all the parties involved and as we complete today's action, we'll complete our efforts on the parking lot horse trail down at Old Alton. This was a project that government, if we were more involved in these type of things, we were building a state road. The county was helping to build a state road and we removed the existing parking lot for the people to access the horse trails around Lake Louisville. And we had to get work with the Corps of Engineers and the county and it was a state road and we worked with the utility company all to work with the state of Texas to get work with the Corps of Engineers and the County and it was a state road and we worked with the utility company all to and work with the state of Texas to get a grant to pay for this through the Texas Parks and Wildlife. So many different governmental jurisdictions involved and our road bridge guys built the parking lot. And we're getting reimbursed today by this action through the grant. So I just want to thank the road bridge crews and all the other governments and Congressman Burgess office for helping us with the core and everyone involved. Last year when the budget request was submitted by all the various libraries, we received a request from the City of Argo for funding and that was approved and recommended by the Library Advisory Board. We found out later that the actual purchase of the facility for the library did not occur as they had planned. Therefore, when it came contract time this year, we couldn't send them a contract because they didn't have a library. We didn't realize at the time this was really going to be seed money to start up the library, and I think it's always the county's intent to participate in the funding, but not provide the initial funding for it. So the Library Advisory Board was contacted by myself and they had a meeting and discussed it and they are all in agreement that in the future any library should be operational at least one year before county funds can be requested. Obviously we shouldn't be funding a live awarding the money that they would keep in some kind of reserve in the event that they get a library. I don't know where that's at, but I don't, I don't, and I know you and I've visited about this and everything. But I don't, I don't see if you're, if the communities are starting a library, if you're, you're helping them build their collection or replace their collection on ongoing basis I don't see the delineation in that if you're if you're funny libraries or funny libraries Mission are I don't believe it's a matter of Starting their first collection of encyclopedias are replacing when they don't have a building The library's not there. I was contacted by the DA Civil Division for a contact person for that library and when we started checking into it, phone calls were made, it was discovered that the library, the actual purchase of the building had not occurred yet, so we didn't feel like the funding should be allocated to the library at this time. Now back on the library funding, I know that there's sort of a formula developed where we pay a per capita rate as well as matching funds. And the reason that was set up is we want the city, the cities, and those libraries to participate as well. So we provide matching funds for the smaller libraries up to $10,000 so that we see that the city supporting that library and therefore we will as well and match at least that amount of money. How's the bill in the library is a city function? It's not a county function. Absolutely. I mean, well I think this is a good policy. I've watched this from afar for a long time, but I always thought it was a good idea that we gave not a lot, but a small amount of money to allow our county residents to access public libraries through the city, through the cities. I don't think we should be in the business of funding the city libraries, but I don't have a problem with us buying access for our county residents to libraries. Now my question is during this whole process of them starting construction, if there was any not through a change order but a amendment to the scope of the contract to include more than what the original contract was awarded. Do you have to go back out for bid to other contractors to consider that greater scope of work or do you go to the contractor that is currently doing the work? There's some gray area in that. Typically, if it falls along the original scope, similar work, you can do that as a change order. If it is a significant change in scope, you should really go back out to the end. There are certain percentage of the overall contract that identifies as a significant. Over any contract, more than 25% for all change orders, okay, for the original contract. But there's not one tied to additional scope of work. Judge, if we could, could we table this till after our discussion in executive session? It may not be a big deal at all, but just some consideration. Well, let's not take action on this right now.
