So he's doing awesome already as a first big election. Great job, Frank. And can I recognize Clint Schip, who's here from the Freshwater Supply District Board? Hey Clint, do you want to say anything? Or? I think the court for itself in this manner, especially you, Commissioner Coleman, for the work in helping us, helping to facilitate this process. It's been a long journey of about five years in the works and all came to a head very quickly. And Frank Phillips jumped in very, very quick and handled the matter. So big thanks to the court. All right, well thank you for being here today. We appreciate it. Thank you, Frank. All right, we'll go to item one, which is per public input for items not listed in the agenda. If there's any member of the public that would like to address commissioners court, we ask that you please complete a public comment form. Are there any items on the consent agenda that you need to have discussion under do we have a motion for approval? Motion by Commissioner Mitchell second by Commissioner Coleman on favor please say aye aye opposed in a motion is carried a Consent agenda today consists of 2 a which is approval of the ordermaking appointments We have a re-higher in the county clerk's office a re-higher in the justice of the peace making appointments. We have a rehire in the County Clerk's Office, a rehire in the Justice of the Peace Pracing 3, New Hire and the JAP Office Pracing 6 and a promotion in the Sheriff's Department. 2B is approval of the Intro Departmental transfers, 2C is approval of payroll, 2D is approval of specifications and authority to advertise for printing. This is bid number 01102016. And three A is next. We will, let's see, it's approval of the Denton County Clerk's Office of Participation and National Passport Day on Saturday, March 27, 2010, from 10 a.m. to 3 p.m. at the Denton County Courts Building. I think it would be good to perhaps give some information that is in the agenda placement memo. The U.S. Department of State sponsors an annual passport acceptance and outreach event titled Passport Day in the United States. District Perks Office will participate by conducting the passport fair at the County Courts Building on Saturday, March 27, 2010, from 10 a.m. to 3 p.m. to provide passport information to citizens and to accept passport applications. Conducting the event on Saturday allows the public to attend when they may not be able to do so during the weekday hours. A broad media campaign will take place to notify the public of the event on location and the event also advertises on the Denton County website, front page, and that kind of clerk homepage. I think this is the first time they've done this to my knowledge anyway. Do we have a motion for approval? I'll second motion by Commissioner Mitchell say to my commissioner Coleman on favor please say aye aye I opposed any motion does carry Okay Okay. 3B is approval of resolution in support of the Safe Highways and Infrastructure Preservation Act. Those of you that have an agenda book can see the letter from Dallas County Commissioners Court that passed identical resolution. And I think it's self-explanatory here but we'll read this. It's a resolution where the county is concerned for the health welfare and safety of the state's residents and the conditions of its infrastructure and whereas the county's concerned that attempts are being needed at the federal level to increase the size weight and a lot of the number of trailers beyond the capacity of existing road infrastructure. And where is bigger and heavier trucks cause greater acceleration of the deterioration of state highways, roads and bridges putting further pressure on local tax barriers to fund infrastructure. And where is the investments in our county, state and federal road systems have not kept up with increased traffic levels. Current funding for roads and bridges across all levels in the state is inadequate and investments by local governments have incurred by cuts in municipal state aid, county state aid and shrinking federal highway fund. I might add by because of stimulus. Whereas county along with many municipal associations strongly opposes all legislation that attempts to shift costs and liability of private businesses onto local governments and threatens local control of local roads. Now therefore, it resolved that the Denton County Commissioners Court officially does proclaim that Denton County supports the Safe Highway's Infrastructure Preservation App and opposes any legislation that seeks to increase truck size or weight beyond the capacity of our road systems and outing Texas highways. Roads and bridges at risk of increased damage and or deterioration. Chair, a move for approval. Seconded by Commissioner Mitchell, other questions or comments? So we're going to hold both Commissioner Marchant and Commissioner Eads wanted to have some input on that so we're going to hold that for another week. And before we take up 8A, we really need to go to 12V. 12V is to approve the interlocal cooperation agreements for shared governance, communications, and dispatch services system between Denton County and the following governmental agencies. Our goal police department, our goal fire district, the part and go police department, corn through police department, corn through DBA as Lake City's fire department, double o police department, double o volunteer fire department and Hickory Creek police department, justice community volunteer fire department, Chrome police and fire departments, little L police department, little L fire department, crime police and fire departments, little L police department, little L fire department, North Lake police department, ponder police department, ponder volunteer fire department, incorporated. It should be stated that, even it's a correct statement to say that the increased expense to the counties covered by the jurisdictions for the service, correct? We have. He's shaking his head, yes. I've got a question, Jennifer. The right hand. I know these expenses are covered at this time. What about if one dropout decide to do their own dispatch? You know, what are you? Are we going to decrease? Well, if some were to dropout completely and go off of our system then they wouldn't be factored into the formula to draw funds from. So that would be spread out amongst the other fitties and other agencies. Okay, but then we're adding employees based on these funds coming in. Do we drop employees too? If we got to the point where it was not covering employees and I'm sure that's something we would have to consider. Pickle again. Commissioner, my discussion was certainly not all but a few of these jurisdictions is, first of all this is better coordination for police and fire and there's not a redundancy in them having their own dispatch area. And the way I understand it, it's a lot more rapid response to emergencies. And it plus, it saves the jurisdiction a lot of money to not be paying for their own dispatch service. So what you say is true, but I think the probability is probably no. It would probably be quite some time before that would happen. After all time. Any years. We'll be going a long time. Actually, Commissioner Mitchell, I'm working on getting some of the cities in my area to join this next year. So the cost will probably be even further to fred because I anticipate more entities joining as opposed to entities leaving. Long, long, long time ago and I can't take exactly when but is over a year ago. Had some conversations with some jurisdictions that were very concerned that they were going to have to invest a lot of money in their own dispatch service. And I want to thank our sheriff for being receptive to taking on this responsibility, but it really for coordination purposes and rapid response for the citizens. It's not to mention the dollars, I think it's really a win-win. Yeah, I think it's great. I was just wondering because I know that cities grow. They want to do their own thing. So I think they've been able to work out any issues that they were concerned about. And this is the result of that discussion. OK, do we have a motion? We don't. I'll move to approve. Now second, we have motion by Commissioner Coleman seconded by myself. Hearing no further discussion. I'll in favor please say aye. Aye. Aye. Opposed to the need. Motion does carry. We received their final proposal Friday, which was too late to get it on this week's agenda. So now we're just finalizing the contract in acceptable terms for the committee. We'll be bringing that back to court right now. And I haven't told Mary this probably the 23rd. And that's at the request of John because the spring break. And then 14-H is approval of a submission of the new application and resolution for the Criminal District's Attorney's Family Violence Prostitution Enhancement Grant to the Criminal Justice Division of the Governor's Office for Continuation of Funding from the violence against women. I don't have a problem with these, but the one, the second one. 14-H. 14-H. We're paying 62% paying the whole thing. I have a problem with it. I mean I know we've already, it's already in the budget but I have a problem with it. If I could, this is not a specific declining grant, like a lot of grants we see. This has been at the same level for several years. If I could, this is not a specific declining grant, like a lot of grants we see. This has been at the same level for several years. It's just not going to be increasing, but when county gives raises or expenses increase, our part has gone accordingly. But the amount of $80,000 and $40,000 respectively in grant funding is consistent for the last several years. Are there any other questions or comments? Chair, we don't have a motion.
