So let me know action on 4B today. 3A. 3A is a follow-up presentation of the progress of the property tax software system implementation in the tax assessment collector's office. We have Steve Mossman with us this morning. I see you brought some help to the high spacing. I'm a chef. Good morning. Good morning, good commissioners. Thank you for the opportunity to come and give an update on our status with our software we've been using now for just over a year. I distributed to you some material that has four sections in it. First is a letter from the administrator of Spindle Media or software provider which kind of a pad on the back butter for us. We appreciate it. We've had a very successful transition installation and function process ongoing. The second set of pages is a punch list of issues that came up as we were processing through and installing the program. How things were handled and what was accomplished. We did establish a punch list of issues that we discovered in process of either training or beginning to function with the program. We made a list of what the items were. We directed that list to one person at Spindle Media. Actually, we stacey Dvorak was our contact with Spindle Media. We said, okay, everything has to go through one person. So we don't have everybody trying to compete for priorities. Then she contacted one person there. It was assigned out within their staff. Everything that we've raised has come up, has been repaired very quickly. And we've been able to move forward. The third section is a listing of the features of the software. The third section is a listing of the features of the software, how they function and how they save time and therefore money for the county. We can go through those if you would like. Commissioner Common, are there specific questions that you have? Yeah, I have a couple of questions. Yes, sir. So is, are we going to be able to get the tax bills out on time? For me? Are the tax bills going to go out timely this year? The tax bills will go out as quickly as the tax rates come in and the tax statements can be prepared. Okay. So when is it statute orally that the tax bills go out? October 1st or as soon they're after as possible. I guess my question is so we anticipate them going out October 1st. We have several issues that will affect that. I'm not sure where they are. Some of our school districts may be going for, may have to go out for tax ratification elections, which could delay the process. If tax rates come in, by the approved tax rates come in by the requested time with September 28th, and there are no delayed ratification elections. We should be able to have tax statements out very early. Probably, no, this is a guess. Don't hold me to it. No, I just remember last year when we had some problems with the tax. I can envision the possibility of being able to send tax statements in the mail by October's attempt. Okay. So other than the tax rate elections and the approvals on the school districts, there's no things in the critical path holding up the bills as a result of this. Nothing that is known. Uncs are always there. All right, in regards to like, you know, I had one constituent who told me that they got a tax bill for a dollar and stuff like that. And she had difficulty getting that paid. Are issues like that going to be resolved through this? There are several things that affect that. We have many property owners in the county who have multiple, in the county or taxing jurisdictions that we collect for, that own multiple properties. Right. I don't think this was a multiple property, did it? Pardon me? This wasn't a multiple property. No. OK. We can't just say if it's under a certain amount, we won't send out a tax statement. No, I understand. Because if their aggregate tax is over the cutoff, we have to send it out. Now, if they wish to, they can contact the tax office and say please don't send me a tax bill until the aggregate Is 15 dollars, but they have to contact us Okay, that's long. There's and to my knowledge. We have only one person Their total tax is 13 cents They're obviously a senior and it won't go up so She said please don't send me a tax bill. And I don't think she'll probably live that long. But that's I hope she does. Very other than this list, you gave us, which I guess is I just got this this morning. So I had a chance to read it. But other than this punch list compilation, is there any other outstanding issues that need to be worked on? There are no outstanding issues that the to be worked on? There are no outstanding issues. The last page is where we are today. Last week, now where are our spindle media's beta site? Now, kind of they choose beta sites based on a person who uses the program effectively and who has an articulate analytical staff, which I believe we do. So they asked us to be their beta site. Last week we were beta testing. We printed a bunch of checks, and the check data did, refund checks, and the check data did not populate correctly into the database. We contacted Spindle Media. They said, we'll need to have you reinstall the backup information so we can locate that problem. Technology services installed it, we got a phone call at 9 o'clock in the evening saying the installation was done, technology services worked extra time on that. The reinstallation was done at 4.30 in the morning, one of Spindle Media's technicians who was actually on vacation, send an email saying it's fixed, reinstalled, ready to go. Okay, and I had somebody call me and say that, and I'm not sure if this is anecdotal or not, but that when people had their appraisals challenged, bills were sent out because when they're a challenge in their appraisal, basically they listed it half the taxes and those bills were sent out at half. And then as a result of their mortgage company didn't collect the right amount of taxes. Okay. Was that a result of the software or was that just kind of a hiccup? The last year for the first time we don't know what the situation was. We don't have an answer for this year. Right. That's not going to happen again. When the appraisal district delivered the certified tax roll, it contained all of the properties in the county, even those that are under protest. And they had included the underased properties at the minimum value. Right. So tax bills had to be sent out on those. That's long. Exposed to be. We don't know what it was. I understand. We don't know what it was. We don't know what it was. We didn't figure out if that was a software or what the hill was. It was an appraisal district function. And hopefully they'll have a designation that allows us to not send those out this year. Right. So that was really the appraisal with district's fault, not jealous fault. Oh well, false or... Well, I can't believe it came from there. I'm just... I try to not point fingers too hard. No, I'm not trying to point fingers. And I'm just trying to figure out was that a result of us implementing the new software or not. That's all. You know how it is, as a commissioner, we feel, you know, a lot of times people understand county government and they think that everybody works for the commissioners. I try to explain that, you know, Mr. Mossman does a good job. You know, he's independently elected and he administrates its office. But, you know, a lot of times they choose to talk to us as opposed I try and direct them to your office. And I'm just trying to be able to talk to you about it. So I have a cogent response to them in regards to their questions. And I didn't know if this is something as a result of the implementation of the software or just what the hiccup was. No, that was the, it came over on the certified role we had to use it. If you remember, one of my concerns was that when we got the software, you know, it was out of the budget, it was done right before we were going to send out the tax bills. And I was worried that when we do stuff in an emergency, we make mistakes instead of having. And we all agreed. We needed a new software. But we were worried about whether we had given you all the time to properly implement, which was what my concern was. If everything has actually worked according to law. Okay, and all right. So you don't anticipate that happening again this upcoming year? That's up to what the appraisal district provided on the certified role. Is there any way that we can kind of pick those out? Or I mean, there's nothing we can do about that. If they're there, they're there. If they're there if they're there they're there okay whatever they provide to the tax office we must use it's not an option there's any way you can coordinate with the appraisal district kind of avoid that happening because you know the problem is is that when you have somebody just paying half their taxes or their protested amount when you know their escrow can jump tremendously and when they're trying to figure out their budget, that can put a real strain on them. Well, the other side of that is even worse. There are people who paid that reduced amount. Yeah. They got another tax bill. They thought it was receipt. They threw it away. And then they got a letter from, you know, from us in May saying, you have delinquent taxes. Yeah, that's the problem. Okay. saying you have the link with taxes. Yeah, that's the problem. OK. We don't have an answer for that. I will be getting with the appraisal district and saying, OK, is what is the status of these these years? Are they there? Are they not? If they're there, we need to know it so we can provide some kind of notification or something. Got it. Well, Mr. Moss, I'm going to ask you again, I guess, in the next couple of weeks for an additional update. But before I do that, I'd like to have these reports kind of in the agenda so that I'd be able to, you know, read them and do a little bit, a little better prepared. But on the other hand, I also wanted to say and tell you, thank you very much for your help with the Stop-Law program. I think your office has done an excellent job. And I really appreciate your efforts in implementing the software and doing those other items. Well, I appreciate the court working with us on the software. Or efficiently, hopefully a big time saver for staff in the tax office. If I may, last year, during tax season, last January, we were posting payments. And of course, we get in mass payments from mortgage companies. It used to take three to five days to verify the payments because you've got to go through and match them up. And it was kind of a move in targets People would make in payments during that time and then we get down to the point and y'all couldn't come out and say okay nobody do anything until I tell you She had to have a okay this last year We got in some of those payments and using the spindle media program We got in some of those payments and using the spindle media program Downloaded the file push the button and the program in in one case it ran for two hours Came up with an anomaly report one day and repaired two accounts Pushed the button and it was posted in five hours That was there was one day that I think it was in five or eight hours. We posted five mortgage company payments and the county depository bank said we have to change some policy because we can't handle that much money at a day. I really appreciate you doing this. It's one of the things that I've kind of wanted to do. I always thought when I was working for the county as an employee that we needed to do a better job on follow-through. I want you to know that's one of the things I'd just acute. I'm just trying I always thought when I was working for the county as an employee that we needed to do a better job on follow-throughs. I want you to know that's one of the things I just acute to. I'm just trying to provide that follow-through for you. I am not a technically minded person. This stuff is way up here. I'm a pre-World War II issue. But I have some ladies who are detail-oriented. They dig into the facts. They dig into the background. They analyze and two or three of them will put together. Then they call Spindle-Lady and say, this is an issue we're having and they've identified it, clarified it, and it can be fixed. Yes, please, ma'am. This is not as much of the software program, but Commissioner Coma had asked about scofflaw. How many months are we into the scofflaw program? Are we a year yet? We began that program officially in January 1st. We do not have a record. Because the money is all going directly to the the money is received through the scoff law computers all going directly to the municipal courts so we don't have a trace on that. But there have been no people who have been forced to leave the building. If they've got it with one of our contract cities, there have been no, that I've heard about it, no I rate customers. No one has contacted me saying how come you or whatever. It's been a very smooth and effective program. Well, with that being said, then what would be, and this may be for Commissioner Coleman, what would be the transition, transition schedule of moving, moving with not only municipalities but bringing the courts, the Denton County Courts into that system. It's my understanding that they hold up on being able to move the county courts and county courts office under the things is the software that the courts are using. The court's software has to extract that information in the right format to send it to the state. When you say that's a problem, are they working on the solution today? That's the court software. The tax software. I understand that, but it's going to interact with your office, so you have no idea. We do not track that. Let me put it another way. Are they aware of that problem? Yes they are aware. Commissioner Murchoud. The justice the peace justices of the peace are very interested in having this functioning. So they are they're they may be the driving force within the court software. And in my mind I was kind of thinking we'd let the municipal scofflaw thing run for about a year. And I kind of had it tickled on my little calendar that I was going to in January, a year after we did the municipal stuff. I figured that was enough time to get it lined out with all the problems. And then, you know, it's kind of like how you eat an elephant, you know, one bite at a time. But we've already taken the little bites of the elephant because putting the municipalities online won that big deal. But I think in January we need to seriously consider, you know, I'm starting trying to implement the... Well, I mean, that's why I'm bringing it up. If it truly is a software issue between the new... Because all the new court system JPs, they're all on a new Odyssey program. And the developed, developmental part of that, we got to make sure that we have enough, we're at a certain tier of new programming that we don't have to pay an excess amount just to put this into the system and to be able to believe me based upon what's been happening with the courts going into this new Odyssey program and the JP office is and everything. Now it's not too early to start with that fix. And so, if we want to go, let me use their terminology. If we want to go live with this Coff law program that incorporates our JP courts, if that's the transition or other courts, we need to be looking at that issue right now in order for them because they're still in developmental stages of that and implementation of that new program and we need to capture that now. So, Mr. Monsoul, there's another issue and I'm not sure all JPs are on the Odyssey program. No, they all are. Should they all learn now? Yeah, they're all on the Odyssey. They weren't. But maybe they aren't in. Yeah, they're all on the O.S. And maybe they aren't in. Yeah, they're all on the O.S. Yeah, it went live and there's not, I mean, the old O.S. Program is totally gone. So they've already transitioned. And if they're, because they've already did, they've done everything. So they're all live. But if there is an issue, and if Kevin Carves listening, are Isaiah is listening, Isaac's excuse me, is listening, and if that's the intention to go that way, then they need to be working on that right now, because that's about the timeframe. We're willing. That was my end. Like I you know, when we made the presentation on the scofflaw and the committee, my intent was to get the municipalities up and going kind of use them as our people. Sounds like. And then once we kind of got that going smoothly, then incorporate the JPs and then incorporate the county courts and then trying to then move up to the other area. Yeah, because we had talked about collection of debts and outstanding fees and outstanding fines. I mean, it's got flaws of great instrument, great tool to be able to do that for the JP courts. Hi. One of the questions had been what would they look like here in particular on the courthouse on the square or the historical park even in front of the war memorial area. We do want them to be attractive. We want them to list the hours of operation. And so if you want them to be very specific as in listing for this building having commissioners court having a little closer to the Macbary having. Is that on? Okay. Having the commissioners court here the commissioners offices the county judges office the museums we can list all of that information. Mostly, what is required or asked by the Sheriff's Office is the restricted hours, saying that people aren't allowed on the property from midnight until 5 or 6 a.m. whatever the court decides. And the reason is having those hours would mean then the sheriff's office or the local police departments would have some further ability to make sure that people aren't on the property when they shouldn't be. It's an enforcement tool. It's an enforcement tool, right. And you had had a, I think we tabled it because you were having a meeting with the business within the area of downtown. So what was the result of that meeting? The consensus of all of the merchants and the residents and people who came in about that were very interested in having some kind of enforcement of actually agreeing to that. This idea that as of midnight, yeah, we shouldn't have people gathering here. The other thing had been occurring was our facilities, our helping track people who are here on the courthouse lawn, partly by they have brought in the electricians, and so now we do not have outside electricity on, unless there is an event that has been approved by commissioners court. That doesn't stop acoustic gatherings, and we do have some of those on Saturdays or at night, but nobody's gonna be using electricity. It's also giving them a little bit more enforcement because facilities is altering their watering system and so it's keeping people off the lawn during the periods when it's wet, which is actually a really good thing. The merchants were happy about all of that. They had brought up all kinds of issues of the graffiti as well as large gatherings that were disturbing their business. If people were coming in and buying things or using their services, that's great, but it's when they were having issues. And so they were able to talk to the local police, talk with the sheriff's office. And so they were very happy about that. You get no pushback at all from the bar at all. No pushback at all. Do you think this will be effective? And like, you know, we come up and see the blue grass and they do the gospel and blue Grass you know gathering Saturday morning that won't push No, that's not gonna push any of that the the real concern prohibit us from having a picnic on the lawn No, the real concern is that midnight to very early in the morning and again That can be 5 a.m. or 6 a.m. Whatever it is that the court decides. The Sheriff's Office has noticed that at 12 o'clock until about the crowds before midnight are slightly different. They're the ones that are doing the picnics or just quiet gatherings. The crowds after midnight are much more rambunctious, let us say. Okay, and that has to do with all kinds of different reasons, even if they're not coming out of the bars of the restaurants. I'm always told me nothing good happens after midnight. Great. Just theory. Yeah, the patrol area that was mentioned in the meeting is not just the courthouse, but it's also going to include all the way down to industrial, all the way down to basically carol boulevard, down in Boliver area. So it's really what's considered the downtown Denton area. It'll also include the historical park and the carol building, the sheriff's office so it's already patrolling the areas around all the different county buildings. So that will include some of those things. Just geographically for an understanding all the different county buildings, so that will include some of those things. Geographically for an understanding on this side here, those would be posted for from the sidewalk, everything from the sidewalk to the courthouse itself would be under that restricted area. It would need to include the entire courthouse area which is the lawn and building. There had been some discussion with the Historical Structures Committee that perhaps just the building would be restricted not the lawn. The issue for enforcement is it's better to be able to enforce the entire area. So the signs would need to be posted close to the sidewalk at the four sidewalks coming up to the doors. So and then also on the perimeter of the historical part on the perimeter of the different buildings. Yeah, so what we're asking for this morning is not exclusive to this building. We're all inclusive to this building. We're asking for a policy to be developed and signs be put up on every facility that the county has throughout the county. Is that correct? That's correct. That would include- I think- Oh, go ahead. Mr. Cullman. That would include the y'all's building the veterans memorial Bill building Would that also include like guards a park down there off guard the lane? I've acquired through the Gore because boy. I'd love to be able to Because if you guys say county facilities that's gonna include then the park as well. Because that would then help with enforcement. So there are certain things that they can enforce anyway because the park area, the historical structures like the bridges, the buildings, but having the posted signs gives them another level of enforcement. Well, if we were going to go with that intent, I would ask that whatever the design of the sign that goes on this property needs to have some kind of approval either of this court or through a historical, I think it needs to be run by somebody. We're all ready. Don't you go by now. Yes, Kate and I have been, had lengthy discussions about what the size, shape, content of that sign is going to be. And we've talked about working up some mock, just some mock-ups basically of it, and actually go out and look at it out on the lawn and see what that appears like. We want to be visible, but we don't want it to be, let's take out like a sore thumb at the same time. We wanted it to fit in with the look and feel of the courthouse and the overall square. And she'd been working with the city of Dittin, their signage in the downtown street association. So I think what I'd like to do is once we work up a mockup, we kind of run that through our historic structures committee, which is the arm of the commission, and allow them to provide input on it. And like we've done other things that have been placed on the courthouse lawn, and then we can send that to the court for you to finally bless with a formal ear informally. And I think that's where we ought to send it. And that would be true too of the buildings where the commissioners are particularly because. I don't want to get too. I think this is very specific. I think, yeah. Well, I'm going to move for approval that we adopt. Would this be adopting a policy? I believe it would be adopting a policy. As part of the building use policies, that correct? Adopted as a policy to have signs on every county-owned facility and grounds associated with that facility within the county as well as part of the policy of writing letters to each municipality, putting them on notice that those signs are going to be posted and we would ask for the cooperation on an enforcement. Commissioner, I think we need to go ahead for purposes of making the signs of designated time is midnight to five good or do we need to go to six? I say six, but I just wanted to ask Mr. Felt. Do you envision any difficulties from your perspective implementing this? I think the DSL vision is advised on this issue and there's no reason why the commission's court can't improve. A lot of it was the concern of this building or the building in law. And you can of course ask him as well, but he said that it's much like when the city imposed hours for the MLK Park. Once everybody became aware of it, it became much easier. And so it's just a matter of making the public aware. And so that's what the signage will do as well as the enforcement. And that's kind of up to the police as they're assessing situations. Because to your knowledge as a city didn't have any festivals or events on or related to the square that go after midnight It's not to my knowledge, but that can also be given If the county property is going to be used then within that building use Consent that agreement you all can say that these are gonna be the hours and they may go beyond the midnight It's important. I think it's important that that's in the policy and that Barbara has that latitude. Right. It goes shading those with the people that it didn't come to the court that if there's a festival here that runs later than that, that the court is objected to change that. The only time I've been here after midnight I think is when they have the Christmas tree lighting and break combo runs late. Right. But that's my point. I don't want there to be a... Yeah, there won't necessarily be, okay midnight, everybody's gotta leave. It's if the court has approved the building use for the hours of say it's a midnight candle service or whatever, then that's what the court has approved. And it would be the bill. The enforcement of this is at the discretion of the law enforcement agency that's enforcing it. So it's at their discretion to begin with whether they would issue a warning, tell them to leave or issue a citation. If they fill out the permit and stuff we've basically granted them a license and I think there would be probably permission. And a lot of it has to do with the liability issues, the permission issues. In that case, the electricity would be turned on if that was requested. The sheriff's office would be aware of it.
