If not the worst road in the city currently and we are being told at least what a way I understand it that the railroad owns it an old railroad of easement potentially and that they have threatened to shut it down. Of course I've been there 24 years received mail. Run the business back there hundreds if not thousands of received mail, run a business back there, hundreds, if not thousands of folks a week or month come back there from all 50 states in every country in the world. And we are currently in dire straits back there, chads fully aware. We used to see a lot of PD patrol back there. I don't think they even want to at this point. It's so pothold and hard to drive on. So I'm just trying to find out where we are on this thing and Chad, if what Chad's telling me is true, then what do we need to do to reach out to the railroad and that would probably be in the term question? He sent their own people out to oversee the project because we were not to be on railroad property. That was a few years ago. Yes, it was. Yes. So where he's at, we have no jurisdiction. We can't touch it. It's not city property. And if I can piggyback off of the whole thing. Yes, yes, yes. Okay. Because the first time I was introduced to it was when a Troy was still here and that's when the road project started. So he took me back there, showed me what the lines are, explained to me that where the black top is, is railroad property. There is a platted road that's never been developed, which is basically, in any of everybody's front yard. But there's never been a road installed. So the homeowners out there have been using the black top road that's on the railroad property for access to their properties. property for access to their properties. The, we even asked Kimley Horne to give it their survey people when we were doing the setting up for everything. And they looked at it, looked into it, they come back because we didn't want to spend the whole lot of dollars on their survey stuff, to figure it out. They were kind of come back with the, that they were inconclusive, but they believe that it was railroad property also. So we were getting to the point of, this has to happen, this has to happen, this has to happen, so we can have construction get the bids and go on. So this was delaying everything And then the consensus we came to is is actually this grant is a stormwater project grant. It's not a road rehabilitation grant It's a stormwater grant so it's not up to fix a It's not a to fix a poor road and it's not to install a new road. So it's not part of the Grenada Road Project because we call it Grenada Road Project. When you look at everything, you know, it's really the Grenada stormwater project. And so it's really not valid for us to spend any funds, even if that was city property. But it does not appear to be a city property by all means, Chattanooga, Surf and Chattanoye and Mandy's research. And we absolutely will not trespass on real-world property for any reason, shape or form. on railroad property for any reason, shape or form. Andrew, would it be appropriate for us to contact the legal department, a real estate division of CSX on this, where the letter from the city requested assistance for this for our citizens? I think the first step would just be simply for, well, the legal department, if you want to meet again involved, I can make phone calls opposed to a letter. If you want to send a letter, that's fine too. I will tell you of double CSX multiple times and multiple issues. It's a slow process. They're very, very slow in getting back to the folks. It's been my experience over the years. But certainly establishing contact is absolutely fine. Nothing wrong with that. There's a multitude of different ways that it can be approached. But certainly nothing wrong with a letter, nothing wrong with reaching out. It is a citerary. But they've leased it from CSX and they've done this many times with the short line railroads. You've got some of that history on it. That access has been there. Was there when I was a kid and I'm 74 years old. It's circle around and of course the piece that we use now is clearly river view and has been for 24 years the mailman comes back every day and I don't blame the P&E. None of us want to drive on it. None of our customers. We get a lot of complaints. It is bad and I would implore every one of you. I know Chasm been back there. Anything we could do, line off, forget it, say anything, we could do to try to. And I keep hearing that it's railroad isn't, that's fine. I didn't have to get to that point with a company like that to where somebody takes a personal interest in it and says, this is ridiculous, we can get this all to make these people happy and have a happy relationship with our public and that's what they want. And if you get that right person, he can. Yeah, I did talk to him. I did talk to the people as a charge and the only advice they give me was we are not to be on real property. That's exactly what people mean. That's the policy in Chicago, that's the policy in Quebec, whatever else they serve. That's what I'm talking about, about a blanket policy and they try to instigate the same blanket policies across the spectrum of a huge corporation. I've prepared something here just to make you guys aware of some facts about us to maybe help you guys in the situation you guys are in with this RFP. So again, thank you. I'm John Paglou III. I'm currently the president and owner of one of the owners of Florida Express Waste and Recycling. Founded in 2001, we are private, locally owned family business that offers full service Waste and Recycling needs based at Amerin County and serving a Lachua, Levy, Lake, Citrus, Hernando, and Sumter County. I'm a fourth-generation garbage man born and raised in the waste and recycling industry, and I'm setting out to build Florida Express Waste and Recycling to pass along to fifth generation of our family. I submitted an email expressing our desire to bid on July 3rd, 2024 at 125 PM. Upon realizing the city of Denelon had put out an RFP when an article I saw on the cal.com was discovered. I received a response from the city clerk that my email reference above would be shared with the council. I just wanted to state a couple facts for you guys. Effective month end June 2024, we currently service 38,305 residential homes in Marion County of those 2,452 are active customers located in Dennellan outside the city limits. Commercially we service an additional 135 commercial address is already one of those being the Marion County school board that we've served since 2015. Our main shop or all the trucks are maintained and dispatched from as less than 20 minutes from the city. The facility maintains and dispatches over 70 plus collection trucks and support vehicles daily. We have 135 local employees that serve our community daily and we have the capacity and experience to support serving this bit immediately. I've reviewed RFP 2024-03 personally. I understand there's some time sensitive with this expiring contract, but with over 50 years experience, we are easily prepared and ready to start for a 12-1 24-start date. In RFP 24-3, page 7 of 57, there is a section titled Contract Ward, and it does mention the city's rights potentially to cancel this bid or reject any or all bids. With that said, I want to put on record that if given the opportunity, we have the ability, staff, trucks, containers, and equipment in our possession to start and service the residents by the October 1st, 2024 start day. We can set up in as quick as two weeks from a contract award. We are financially strong as a company operation leader. We are loaded with experience and able to service the city of Dennell and business and residents immediately. I stand by the statement due to our excellent ability to provide excellent service at a very competitive price. In the mid-1990s, our CEO and COO actually privatized the city of Dennell under our previous company, United Sanitation. Can I finish? I got two more points. Thank you. Thank you. Objection. Okay. We have an additional eight employees in our active labor force that called Dinellen home. My wife and I, with our four boys, actively visit the Rainbow River and all it has to offer our community. We would be honored to bring a fresh approach to serve and protect the natural resources of Dinellen. Since 2011, we have been active in the community of Denail and supporting many local chamber events, Boontown event days, the Jazz Up Festival, the Denail and Veteran Memorial Park, and many habitat for humanity service projects. We want to be viewed as partners of the cities we serve. We also have been an active member of the Denail and Chamber of Commerce since 2011. I apologize and frankly, I'm a little embarrassed that we have to meet under this condition in these terms. I can assure you no company will serve to Nell in like Ford Express, Waste and Recycling. I humbly ask for you to consider throwing out the current RFP and allow us an opportunity to come up with an economical and sustainable solution that is budget-friendly for years to come. If you guys would, I handed out some of our Google reviews because I think one of the best ways to look at what a company really stands for, what they provide is really what people say online, right? It's the best, I buy all my stuff because of Amazon reviews a lot of times and you really find out what the nuts and bolts are, what the issues are when you look at some of this feedback. And as you see, we're the best rated company that bid this work. I also want to mention that we, not only at the spreadsheet shows, we would save every business in town, approximately a year, over $350. That's a big deal. Some of them even over $1,000 a year if you go with the waste pro model that we provided for you. You guys have the Cadillac service, right? You get twice a week. You put anything at the curb and they're gonna pick, we're gonna pick it up. We're not gonna try to convert your customers or something different. We just gave you the best price that we could do the service for. And I don't know about you, but if you're like me, how many of your budgets came in today that you looked at that came in cheaper even a little bit Ha shoot even came in level We want your work that bad That we beat our competitors price How many times does that happen? Let me just give you one scenario and I'll wrap this up if waste pro would not have bid The reason why we're here is because we've spent weeks preparing for this bid. We put time, energy in. You know who else did? Your staff, they had to go through, they had to learn all the systems, they had to prepare the bids. Mr. Inkeep, right? You had to do a lot of work to make sure to put this bid out, right? And why did that happen? Because your current service provider said they could not do it for the same price, and they were going to ask for a big increase. We didn't change our minds later. We didn't do anything. We just came in with the very best price, and we're going to do all your work. And you know, looking at all of our references, everybody, you know we can do the work and we can do it well. For those very reasons, we're not trying to change your mind later on. We're not trying to raise your price. We're trying to give you incredible service and I believe we deserve a shot. This probably won't take that long but thank you for the opportunity again. We just went through a process with staff and staff did a wonderful job with a great RFP. That particular RFP had a ranking system in it. And it was very clear during the RFP and also the staff report that low bid would not necessarily win the bid. Particularly if a company had a higher price and excelled in other areas such a quality service, responsiveness to the RFP, and obviously our own experience with the city of Denoun. By the way, our Google rating rating is 4.7. I don't know what the commissioner gave you, but ours is up there as well. When we gave our presentation last week, there was one thing that we heard that was completely clear to us. Although our service level has been great over the years and continues to be great, and our response was better than the competition, it was very clear that the city wanted to do the best it could when it comes to rates, both on the commercial side and also on the residential side. I mentioned last week that normally these RFP processes end up in some kind of negotiation with the city. In other words, the highest rank bidder is brought in for negotiations or not the highest, you get the highest rank bidder is brought in for negotiations or not the highest, get the highest rank bidder comes in for negotiations and then if they failed and they go to the second provide. But it was very clear to me last week that for waste management to maintain this business, it was imperative that we come back to you tonight with a offer to match the competitors' rates. What does this mean? This means that commercial rates will be completely matched. The commercial rates will slightly be below current rates that waste management is charging. And of course, the residential rate will be slightly less than what current rates are. Again, we probably would have gotten there through an negotiation, but having looked at the agenda package and heard the message very clear last week that you guys were really concerned about price. This is tough times for everyone in the United States and in D'Analin with high inflation and costs are still spiraling out of control. So we went back to our area people and said we really want to continue to be a great partner with the city of Denellin and it was imperative that we do something with the rates which we have. I've got 16 seconds left. The service we'll be providing you is our alternate A service. This is a service that includes a cart twice a week. I think it will add beauty to the neighborhood, even on Garbage Day. It's easier on our drivers. And I think it's the best program. So again, matching all rates if you'll tell staff or recommend the staff to enter in a contract with waste management that's the offer that's on the table today. Thank you. Thank you. Thank you. Okay, we use the service occasionally, we made a decision last week that maybe we could have some of our current city of the Nellon residents respond to a text to the city regarding their experience or their willingness to stay with waste management. Unfortunately, I think they did it by zip code, which probably picked up a lot of residents outside the city limits. And that's how that happened. I was just trying to figure out. Exactly. So when I wasn't here last week, the agenda summary was amended because there was a discrepancy in the information regarding two yard containers. I had initially said in my agenda summary that waste management was primarily the low bidder in that area and what I meant by that was that there are six categories based on the number of pickups. Four of those categories waste management was the low bidder anywhere from 2.23% to 5.58%. However, Waste Pro was the low bidder for the one time a week and two times per week pickups which affects 34 customers. I did confirm that we do have 34 customers with two yard containers that are picked up one time per week. So I just wanted to point out that I did make that correction to differentiate between waste pros and waste management's bid and how they were reflected in the analysis on the spreadsheet. The other thing I had to correct was the small volume commercial waste probe had offered 96 gallon carts at no additional cost and in the initial agenda summary I had 64 gallon carts. So those two areas I just wanted to point out were changed from the last agenda summary that you saw. Thanks. Well, Valerie, do you have any comments? I think, I mean, you know, I know they're all great people. And again, just like last time, it's very neck and neck. But I will just say that. and just like last time it's very neck and neck. But I will just say that, and I think I said it the last time, is that if you're bringing us a proposal, I do want to know that it's your highest or your lowest invests in our instance, not highest invests. So that is something that weighs on me. And it was the same last time as well. We had proposals. And at the last minute, they changed at the last. And I says, oh, so get ready, our emails are going to start blowing up and I'm sure enough, ding, ding, ding, ding, and went throughout the day. It was 100% of the residents that responded, which I believe was over a dozen. I know that's not a significant ratio of the people in the city, but 100% of the residents responded. They wanted to keep waste management. One commercial entity reached out and they said they wanted us to go with waste per all due to pricing. And so the people that we represent, that was their feedback. We don't have, you know, if you look strictly at the numbers, this is kind of a weird bidding thing for me, I've been contracts all my life. And I'm not seeing where you get a sealed bid, then, you know, the bids are open with everybody naturally. And then you choose somebody, but you choose to negotiate with them. That's different for me. Typically, you look at the numbers, and that's how you choose. So my first choice, when I look at it, it was strictly numbers. The residential side with the option A looked enticing. numbers. The residential side with the option A looked enticing. It was going to cost people roughly a little bit more than $12 more a year, but if we don't have to spend 40 bucks on two trash cans a year, then it ends up being a positive on the financial side, for that. The commercial side was where the issue was. And based on waste management come again and saying they will meet the commercial pricing. And what our constituents are saying. And that's the route that I think I'm going to, not think that's the route that I'm going to be going and that's the route that I'm going to be going and that's the reasoning. And I used to work for a huge contractor for utilities and we despised it when we knew a utility was only asking for a bid from us because they wanted to keep somebody else in check. I was with Mandy through the whole thing from beginning to end and we did not exercise waste for all to do that just because of my personal background. I wouldn't even consider doing it and I know when it takes to put a bid together in the effort and all that. That's one of the reasons I feel so horrible. I see the work that you put out, you company did Carl. And so it's with a heavy heart for your situation that I'll be choosing waste management. That's all I got to say. Well I echo exactly what my fellow vice mayor has said. There was response from the public on this email and all of it was positive and some of it referenced the many years of services that voice management had provided the city of Dunnellin. And this is from people who have lived here a long time and they said all the years have gone by and they have never had an opportunity to where they need you to complain about service. Course that weighs heavy, especially when you hear that and you know these people that have corresponded with you about it and you know their reputation. The staff has put together their recommendations and they are as bad as close as you can possibly get. You're at 12.8 with waste management and 12.5 with waste pro. I feel that my obligation is to do the best I can of course for the residents of Dunnellan and their businesses and the consistency of the service in the past waste heavily on my mind as we make this decision. So I am going to support the waste management bid due to the fact that I am happy with the service. I've resided at the same residence for almost 18 years and I've never had a complaint personally and the references are all good on that and the staff is by a very, very small margin has recommended waste management to the council. And therefore that will be my decision also. Mayor, if I may, Councilman Lehman had submitted a written statement that he would like read into the record because he has to be in Texas He was deployed because of the storm math Without objection. It's nice to Made me I ended up going to Texas as per our conversation. I'm giving you my thoughts on the waste proposal to read at the next meeting Waste management has provided exemplary service to Denellin for the last seven years. However, I was unhappy with their proposal, and then at the meeting saying that they could match the waste probe proposal. I felt that there was a lack of good faith in giving us a price and then lowering the price to make sure they got the business. I felt we should have gotten the best price from the start. In reading the news this week and seeing that Williston has decided not to continue with Ways Pro and go a different route, says a lot about their quality of service. It also reading other articles indicating that there were numerous issues with their service. I thanks to all who has dealt with this issue in another community and said they had the same problem when they changed providers. There were promises made by the new company to ask to a comparable level of service. However, once the contract was signed and the actual delivery of service began, there were excessive complaints about the changes in service. And when the company was questioned about it, they said, no, this is the way it's done and their interpretation of the contract is what they were using and the community was stuck. I asked you the other night about the number of complaints we got about waste management. And your reply was that we had very few. In my opinion, we need to look out for the community both in terms of price and quality of service, and while I'm not a fan of the tactics waste management used, I have to agree their level of service has been excellent from my own personal experience. Therefore I am recommending we stay with waste management with a caveat, that caveat being that if we cannot reach an agreement with waste management in two months that we can reopen the bid process if they cannot present a package comparable to waste-prose charges. I do feel that the current negotiation process for the contract puts the city of Denellin in a bad spot as once we agree to work with waste management we have no option or recourse. They can simply impose whatever charge they want on us since we have agreed to use them. Thank you, Rex Lehman. We would have corrected that. From the discussion. I had a chance to take a look at the state law in more depth as well as marrying county's ordinance and denailance ordinance, which you have in front of you. Chapter six, alcoholic beverages, are the pertinent provisions within Denellin's Ordinance. The two page document that's stapled is actually Marion County's Ordinance. And on that one, you can fold it over and take a look at page two, and I'll talk a little bit about it. When you're looking at, there's a few things that are confusing here, and I've read D'Nellan's ordinance for several times, and it still confuses me. So I think even, it's due for some clarity, regardless of what you all decide. But when you see the strike-throughs, that's what I would absolutely need to remove in order to have a coherent Sunday, to remove Sunday's prohibition on alcoholic beverages. What remains is not what I recommend, but I wanted to call attention to it, so hence it's still there. And there's this provision in there states that beverages containing no more than 10% alcohol by weight. She'll be sold only between the hours of 7 and 11.45 pm in the city. So as it reads right now per the adoption of the code in 1985, there's a distinction in alcohol percentages. Marion County's code does not have a does not have that distinguishing factor and most codes do not. This is the first one I've actually seen that does. So just for simplicity's sake, what I would recommend, or at least I'd propose to you. I think the simplest resolution to this would simply, I guess before I jump into that, one of the things the known code doesn't do that makes me scratch my head a bit, is it addresses this 10% of alcohol by weight prohibition between certain hours, but doesn't have a limitation beyond that for 2 or 3am. So it would not appear that beer and wine sales are regulated beyond that, but given the state's floor up to 12am and given what we see in the county of 2 a.m., I'm not sure what happens in Dome after that. It's been demanding. It seems that there's only one 24 hour vendor that's known within the city. And I mean we have a distinction of 2 a.m. for Sunday sales, which really confuses me of the following Monday. So I think the simplest fix for you all to consider would just be to allow alcoholic beverage sales regardless of the alcohol by weight, regardless what you wanna call a percentage proof, just between the hours of 7 a.m. and 2 a.m. That would make it for a simple rule that is very clear and I can make that very easy to understand unlike the current code. So what time does, and I call it JR's, what time does JR say? That's the difference, that's a bar. Okay. Talking about a store. Oh, okay, so it's, yeah. Okay, yeah, this is like the, okay. So it's, yeah. Okay. Yeah. This is like the liquor store. Yeah. A circle K. A and D. Yeah. So A to Z. Poblix are the only two liquor stores. But when I was talking to Andrew today, circle K is open 24 hours a day. And I don't know what percent alcohol by volume certain beverages may be that they're selling at that store and I don't know for sure if they stop selling those alcoholic beverages at 11.45. Just for clarification this would apply to bars as well. Oh that would. That would. This would be just strictly saying alcohol can be sold between 7 a.m. and 2 a.m. Okay, well I think the bars have to close at 2 a.m. anyway. Yeah, I don't know how to know that for you. You've heard rumors. You've heard rumors. You don't say it until 2 a.m. Don't you say it? Well, I sound it's so believable from here. You almost had me convinced. Even if I'm not here next year, it's still just a great experience and it's learning and how to help the community and such. So unless Mr. Mayor, that's during high school. I mean, that's during school. Well, this is the time of a discussion. We have just about it. Well, we do have an empty chamber of knives. We don't have public here. But I have something I want to discuss and it's in tied to what you've just mentioned here and about this Florida League of Cities effort. I have participated in the past with the Florida League of Mayors and I was actually on the board of directors with the Florida League of Mayors in Florida and I was honored to do that and I have attended a lot of functions and worked a lot through them. These last several months has been like a caretaker status for me. It's been a learning curve. I've been out of office for five years. I had some experts help. It brought me up the speed and I feel so much better about working with this council. Jim especially with bringing me up the speed with what had taken place while I was gone. And of course the staff doing so much to make it easier for me. So I've kind of not had, I've kind of coasted. I didn't come in office with an agenda. I came in office to serve and to try to carry the city forward from a point of view and an effort. I will have a birthday next week. This birthday weighs on me because I will be 74. There are decisions you have to make when you get old. And we are seeing that now in the national situation with our national government. It weighs on me that I will be 74, as I said. But I'm actively employed at the high school, and I serve at the school. And it was a good bit to take on this time to come on this job and serve the city and also keep my activities at the high school. And I was able to do so. Going forward, if I were to run for mayor, this would be a four-year term. This would carry me into being 78 when I got out of office. That's pretty old. You know, and I feel good. My mind is not slip too much. I mean, I've got my capabilities pretty well. And I like working with my hometown. I like working with all the staff and the police department. Everyone involved. So it's been a joy for me. I have to decide and I'm going to do that tonight, whether I'm going to serve or offer to serve as mayor for four years in a new term. If Valerie would like to do this, I think that would be fine if she wanted to go. But if I was to, my intention right now, and I'm going to go ahead and say this, is that I would like to serve before your term. And I would be willing to offer myself as a candidate for mayor for the four-year term. This would require a change for me because I wouldn't be in a caretaker status so much as I would be having an agenda. And those, and the items that will be only a agenda that I would be most interested in would be working through our state associations, through our Florida League of Bears and our Florida League of Cities and our legislative delegation by all means to try to work in as many grant proposals as we possibly can get for our community. I've had a lot of experience doing that. I worked on what were five million dollars worth of grants that came through to our city and the last one was just completed. So I've had the endorsement of FGUA, Will Fontaine who runs the state state now. He's a very good friend of mine, and I met with him for a couple hours a month ago. And he encouraged me. He said, I would love to be working with you. You can get a lot done for your community. And that had a lot to do with my decision. And of course, I've spoken to Mandy about this several times and the show. And I decided that that would be the best thing for me. So if it's okay with the council, if the council approves, I would like to be able to apply for this scholarship opportunity for the Florida League of Cities and the Florida League of Mayors. And there's also a regional meeting that is scheduled for later this month. It's a regional meeting of Florida League of mayors and I'd like to attend that also. And if that would be permissible with the council. For me, absolutely. Okay. That's fine. So I won't go. No, I don't want to take it from you if you really want to do it. I won't, too, but if you want to do it, that's fine. What's in the city's best interest? It would probably be best because I am a mayor, and we have a foreign mayor. That's fun. Because we just got it. It is time sensitive, especially for that $8,000 grant. Mandy's pulling it up now, I think. This is our Jag Grant. It just came out. And we have to put in for it by the end of this month. So it expires the end of this month so we don't have time to come back in August for the next workshop. So I'm just trying to get approval for the mayor to sign this Jag Grant for us. Normally with this we get $8,000 roughly out of what they're offering there that 114,000. And we normally use that for technology, technology upgrades. And there's no match? No, we'd have to spend the 8,000. Right. No, we'd have to spend the 8,000, and then we apply, and then it comes back. We just did that this past year and got 10,000 for the computers and some other stuff and the vests. So we spent it, and then it comes back and goes back into the journal fund. And once this letter is submitted to the county? We will get an agreement from the state that will come back before council for them to approve a grant agreement for that $8,000. Right. Yeah. Our next one is for Council to give permission of the mayor to sign this memorandum of understanding between the Wilson Police Department and the Dennell Police Department. Basically, it boils down to if we request help from them for anything. This could be emergency management stuff. We have a storm. They come down to help us. The Christmas parade, boom town, anything we have them come down in assistance with, it gives them the authority to act as a law enforcement officer within our city limits. And vice versa, we just went up there and assisted them with their fourth July celebrations. So this would give our officers authority up in their jurisdiction. But one of the things that Captain I did, it just happened to work out really well as we both went, we got to call DEP on this, the Department of Environmental Protection. They were notified that warning point was notified immediately. So they've already been out, they've already inspected the river. They're looking at it to see if there's any contaminants that they have to worry about, nothing so far. But they were really pleased with us because when the guy came in to work Monday morning he had multiple calls on this and he had already been notified on it so he had answers to everybody that call. Yeah I love the one of the ladies from our church she called me up you know it's a topic and she said yeah she goes that morning I thought somebody had in bluecove. I thought maybe one of the dog walkers had dropped one of their bags of, but she was late to church, so she didn't bother picking up. And she said, she got back in the middle of the office. Yeah, there's still lots of investigations going on with all that. So, thank you, Jennifer. That was an interesting occasion for you. Yes. And, you know, Kudos to the Sheriff's Office. When we were out there, we knew the car was there. We had a really good idea of where that car was, and we could not find it. So, one phone called to the Sheriff's Office, and their dive team was out there probably less than two hours. But then it took another two hours trying to find the car because it sunk in that sill. And who would have thought that just off that boat ramp, it's over 30 foot deep. Oh, yeah. So you used to have that. I'm surprised you didn't find anything else. Or anything? Yeah, there's a lot of silk building after the years. And that was part of the hard thing of finding it. Yeah. They found it on their sonar. But when they went down, they couldn't find it. And it was right there. But they couldn't find it. Because it was upside down and in the sil... Wow. That was pretty cool. The sheriff farm put airbags on it. They stood it up on end, flipped it over back on the tires and then floated it up. Did he need it? Pretty neat to observe one. It was cool. Was this something that has to be here just today now? That was something that the mayor asked me to print for him. I'm going to go over this a little bit. Over the years, the city has developed a lot of good practices and a lot of conduct, observances have necessitated a lot of rules. And this is across the spectrum in any kind of city government or any civic organization. We have several that affect our done Allen and I'd like to read these into the minutes. Practiceability and decorum and discussions and debate. Difficult questions, tough challenges to a particular point of view and criticism of ideas and information, our legitimate elements of a free democracy in action. This does not allow however council members to make belligerent personal and pertinent, slanderous, threatening, abusive or disparaging comments, no shouting or physical actions that could be construed as threatening will be tolerated. Honor the role of the chair in maintaining order. It is the responsibility of the chair to keep the comments of the council members on track during public meetings. Council members should honor efforts by the chair to focus discussions on current agenda items. If there is a disagreement about the agenda or the chair's action in enforcing the rules of order, set forth herein, those objections should be voiced politely and with reason. If the rest of the council disagrees with the decision of the mayor, a majority voted council is binding. Avoid personal comments that could offend other council members. If a council member is personally offended by the remarks of another council member, the offended council member should make notes of the actual words used and call for a point of personal privilege. That challenges the other council member to justify or apologize for the language used. The chair will maintain control of the discussion. Council conduct with city staff. Governance of a city relies on the cooperative efforts of elected officials who set policy and city staff who implements and administers the council's policies. Therefore, every effort should be made to be cooperative and show mutual respect to the contributors made by each individual for the good of the community. Clear, honest communication that respects the ability's experience and dignity of each individual is expected. For behavior toward staff is not acceptable. Questions of city staff and or requests for additional background information should be directed only to the city clerk, city attorney or department heads. In official settings, remember that Dunnellin will always be a small town at heart. Council members are constantly being observed by the community every day that they serve in office. Their behaviors and comments serve as models for proper deportment in the city of Denellin. Honesty and respect for the dignity of each individual should be reflected in every word and action taken by council members. 24 hours a day, seven days a week. It is serious and continuous responsibility. Proper conduct is keeping promises, being dependable, building a solid reputation, participating and being available, demonstrating patience, showing empathy, holding on to ethical principles, under stress, listening attentively, studying thoroughly, keeping integrity intact, overcoming discouragement, going above and beyond time and time again and modeling a professional manner. Proper conduct is not showing antagonism or hostility, deliberately lying or misleading, speaking recklessly, spreading rumors, stirring up bad feelings or divisiveness or acting in self-righteous manner, it all comes down to respect. Respect for one another as individuals, respect for the validity of different opinions, respect for the democratic process, and respect for the community that we serve. Amen. I have no idea over the years who put these statements together, but they certainly, in my heart, represent the feelings of my fellow council members, the staff of the city of Dunnell and our police department and everything we're involved with here. And it was my pleasure to read this into the record tonight.
