Members, it came up in some discussion about the celebration for our 166th year. Is that correct? That's correct. About actual county events on county property outside of regular business days and the requirement under 6H of our building use policy and the requirement of all groups may be required to have a licensed peace officer. And we currently contract with a security service that is here at this courthouse, as well as the courts building. And I'm not sure because I'm not sure what our requirements are for if they have to be licensed peace officers or not. But we felt since we were confident enough to contract with them and use them for security of our own buildings that we should be just as confident of using them if their contract allows it. And this is something that we'll have to address in future contractual or bidding or whatever of what those hours amount would be. In other words, we were contemplating using the security guard here an extra hour rather than hiring another We were contemplating using the security guard here an extra hour rather than hiring another person for the celebration. And then I think we ended up hiring another person for celebration because there was a little bit of clouding this whether the contract would even cover it and how much we would pay for that. So what we're trying to attempt is the ability for us to do that. And to have that option, and if in future contracts, there can be discussions on what that rate would be, and if they would be interested in even doing that. Is that a problem or? Our contract is for very specified hours and we write in there that they cannot charge us overtime rates. So the rate that we pay does cover some overtime, let's say in the courts building, jury goes after hours, they are required to stay per contract, but we pay the same rate. Certainly, if you ask them, if they would stay that one hour, they'll probably do it for the same rate at, you know, that one time, but if it was a continuous basis, I would assume they'd want to negotiate a special rate for that. They're not obligated to do that at all, whether or not they would agree to. Would be a different story. I understand that. But I would think that we would want to give them the opportunity to quote us, and after our weekend rate, they have set schedules for their guards specifically for our project. They have to find someone else if it's a, if it's in the afternoon when no one is here. So we could negotiate an amendment to their contract if that's the desire of Commissioner's Court, but we would want to visit with them about them and kind of get an idea. I guess I'd need to visit with Barbara on how many hours that may be. It'll be very limited, really. Yeah, it really is. And this came up, it's not that we want to change policy just because one incident came up, but it seemed very reasonable that if we had security services that were taking care of us during business hours, that it should extrapolate over to the reasonableness of them the same people being able to take care of security for a sheriff's deputy or something. Where does it come from? What line item does it come out of? And if we had a mechanism for county events that we require a security guard, it would make it to me a little bit simpler. First commission, it kind of depends on the event and what time it is and that's sort of business and whether the court even deems it necessary to have a security here. If they're not going to be in the building at all or there's other things to take into consideration. Did you want to add something Barbara? Yeah, the museum has requested two additional hours with our security company and they have written in response that they will provide the two extra hours Security We just headed to build them double because what we're gonna do is make the museum pay double security I After conversation I just believed After conversation, I just believed that by adding that Denton County contract, contracted security services, regardless if their license piece offers for a nod, if again, if we had the confidence within contracting them, that we should have the same confidence of security. security and any other instance that happens outside of regular business or outside of the contract that we have. James just brought up a real good point. We pay security guards service. The county does. They're a court house security fund. Right. Definitely those funds cannot be used. It's my understanding when there's a peace officer, ever who is holding the event rights to check and they pay that person directly, we would need to make sure that the policy covered that or the agreements with the users of the building understood that be paying for those separately and if it's the county itself County function it's a county function. Yeah, it's a county function. That's where the question came in I don't think the museum should have to pay Well, I think it's somehow The other thing then then someone who just wants to use our building for writing or something. Right. Right. But I appreciate Commissioner Marching putting this on in a timely manner. I think it's just a common sense approach that we should never, especially when you have any county function here. If it's good enough, pretty here, eight to five months through Friday that we should file them to hold over an hour or two on Saturday for the same function. When they're here on Saturday. Donna. We currently budget about $45,000 for this building. What we may want to do, and that money is actually transferred to the courthouse security fund so that we're not violating the statute as far as thefts concerned. So we may want to include a little extra money for the county events. It's going to be very limited. This doesn't happen through. We just want to make sure that we budget a little extra for those types of events. And I can certainly, the sheriff's office is responsible for budgeting for this. I'll communicate with them and let them know that we'd like to include a little extra money and we'll include that extra transfer into the fund to help their county. This is a presentation to Commissioner's Court on an update concerning the precinct for government center. I know Bennett has prepared and worked hard on preparing the nice presentation for us, but also another commissioner. Eads is waiting on a call from the mayor of Flower Mound and we'd really like to communicate with the mayor before we do that presentation so we're gonna not take action on that today we'll hold that for a week. And just for discussion and glad Jody walked in here. I just understand your future meetings or- Yes. Okay. Yeah. I would like to future discussion on some protocol here. We have worked in the last few years on putting emergency plans together for each facility. And if you know the bad weather that came up this last week, I found myself in a position of not negotiating this wrong word of seeking permission within my satellite facility on whether to shut the facility to down to evacuate the facility because of the threat of tornado. And I need, I think we need some clarification on those satellite facilities of who makes a final call, you know, I made a phone call to you. We had tornado warnings going off all over the place down in Carrollton. And I eventually, I didn't shut the building down because I didn't want to deny anybody access that were outstriended somewhere. But we moved everybody, put our merch to plan in place and we moved everybody into the bathrooms and out of the hallways into the main bathrooms. There was an opportunity for about a 30 minute break in the action if you would. And I was trying to make the decision whether to evacuate the building, send everybody home to get them safe out of that building or to leave them there. And I had to go through different layers of elected officials to have somewhat permission to dismiss their employees if it came to that. And that raises a lot of questions. It almost raises a question of hazardous weather. And what do you do when those instances come up and who is the focal point for that to make those decisions? And I know that there was a confusion there on exactly when to call for a shelter, when the alarms go off, and when the sirens go off, do you immediately put somebody in shelter. I just think that the discussion of protocol and who would have, and specifically, not specifically, but within our facilities. Who makes that call? If you're in the Ciro course building, who comes knocking on your door and tell you to get seek safety? Is it the individual department head? Is it the elected official of the building? Is it the fire marshal? I mean who is it that tells people to seek seek shelter and when do they seek shelter? And the only reason that I bring it up because I was scared of death and and and I know that the people after you start telling them I mean they're like herding cats into the room and telling them, you must go to the bathroom, you must go to the place of emergency to keep them away for their own safety sake. And who does that? I mean, who, say, who's the highest ranking within the building, but how do you put, the understand what I'm saying? If Jody tells me to take cover, I'm telling you, I'll take cover. But it's hard for Jody to do on each individual. And Commissioner, that's designated by that specific building plan of who is in charge. So all the department heads for that particular building or satellite facility during the planning process when they came together, they decided who would be the lead person for that facility and assistant lead person in case that person's out. They would be able to make the decisions in the event of emergency for that entire facility. I have an agenda on this next week. I'd like to and what I'd like to do is if you would review with the commission's court who those key people are and communicate with it and then and then somewhat appropriate protocol for that person. When do you make that? In other words, if there is a point person within that plan, at what point does that point person say, everybody go to shelter? Is it when you hear the sirens go off? Is it a phone call from you? I mean, those are, I mean, I don't want to sound so dramatic, but those are life changing, the life saving decisions. I understand. It with two mechanisms is, number one, some of the satellite facilities are covered by a tornado siren, some are not. But all facilities are covered by a no weather radio that we've installed and make sure that that radio works inside of the satellite facilities. And that's one key piece of equipment that's inside that facility, this main time, usually by the person that's designated by the plan as the person that's in charge of that building is also monitoring that weather radio. So in the event that that weather radio goes off and particularly sounds for your jurisdiction or your area. So there's a weather radio, is that usually with the Constable's office if it's in a satellite? Okay. Well, he didn't know that. We were listening to WBAP and watching the weather channel and if you're listening you don't have one call us we'll get one over here. Yes, sir. We'll get them. We'll get them taken care of.
