Well, this is always a fun part of the council meetings in which we get to share some great things that are happening or neat things that people are doing. And in this case, we have Paris Rutherford and Reese, you coming up here with me here for the Urban Land Institute had a meeting here the other day. And Paris, tell us a little bit about that. Well you may remember we are here a couple months ago and the city center here of Arlington won an award with the Council of Governments which is a big deal. Big banquet it was their annual meeting and they recognized each two years the bet one of the best developments in North Texas, the City Center got that. Well after that we all kind of put together an application for the Urban Line Institute which is arguably one of the most leading kind of real estate oriented organizations in the country they're known for best practices and out of 54 submissions, the City Center won the best new development for impact on its community. So we should all be proud. The city's efforts have been phenomenal. Appreciate Councilman Shepard and the city manager coming to that banquet. But we here to present the certificate to the city on that. And I can tell you that in our category, we beat out the star in Frisco and the Renaissance of Downtown Dallas. So congratulations. I want to thank you, Paris and Reese, for what you did here and your part in this development and then thank you for submitting there too. And I'd love for our mayor, Pro Tem, Robert Shepard, who attended that night to come and say a few words. Oh, sorry. Thank you, mayor. It was a true honor to be there. It wasn't honored to be nominated. There were a lot of really, really cool projects. It's even greater honor to win. I will say this, I give credit to Paris because this all started as his idea, I don't know, five, six, seven years ago. And he's the one who had the vision that if the city would take a chance and look at possible ways of moving our library across the street and so forth and so on the rest of history. And I give credit to you, Paris, for that vision because it's great and it's been a true catalyst for downtown Mr. Shepard and Ms. K. Part, who were on that council at that time. And also to Trey Yeverton and the staff for being visionary there and being willing to go through that and partner. And thank you very much, Paris and Greece. Appreciate what y'all have done and then what's the next one? Yeah, start looking around. Let's see what the next one is. But it's always nice when you have great competition and you win. This is a very good program. It's a comprehensive assessment of your ordinance language as it relates to your scenic infrastructure standards. So this is a testament to what you, Mayor and City Council are doing to improve the visual qualities of Arlington. You guys, I'm very proud to present you with your goal certification. Well, every now and then, two worlds collide, but a good friend of mine is here tonight on official business here. Miss Becky Bizer is here on Safe Baby Sleep Council of Territ County in Becky if you could come on up and then also if you want to go ahead and bring in and then let me read this proclamation and then we'll hear a few words from Becky. Whereas Terrent County currently has the highest infant mortality rate in Texas with 7.4 infant deaths per 1,000 live births and 3,500 infants annually in the United States from sleep-related deaths and whereas unintentional suffocation is the leading cause of injury-related death among children less than a year old with unsafe sleeping environments being the primary cause for infant suffocation. And whereas the American Academy of Pediatrics recommends that babies share a bedroom with parents, but not the same sleeping surface. Sleep on their back, placed on a firm, sleep surface covered by a fitted sheet with no other bedding or soft objects, and a wearable blanket should be used to keep warm as there is a high risk of death if an infant is swaddled and placed in or rolls to the prone position. And whereas the Safe Baby Sleep Council, led by Cook Children's, was formed by organizations throughout our community to bring awareness to this issue. They made changes to their policies, facilities, staff, and parents' education to ensure that everyone is promoting and modeling consistent safe infant sleep practices. And whereas the Safe Baby Sleep Council is fully committed and believes that we can decrease the number of deaths related to unsafe sleep environments so that no caregiver must go through the loss of a child. Now therefore I, Jeff Williams, Mayor of the City of Arlington, Texas, and on behalf of the Arlington City Council, do here by proclaim October 2019 as Safe Baby Sleep Month. So we just really appreciate you partnering and bringing an awareness, because this is something if we all work together, we can eliminate or really lower those deaths, and so these precious little ones can live and have life. The ordinances seek to authorize 12 zoning case PD 19-4 Provident at Debbie 81 8150, south Watson Road, 13 Unified Development Code Amendment, exterior building materials and shock clock procedures for plants and platt related plans, 14 design criteria manual update, 15 amendments to the water and sewer chapter relative to the design criteria manual. The resolution seek to authorize 16 resolution in support of Arlington's B City, USA designation application, 17 grant from AFDO, FDA to Health Services Planning and Development Services Department, 18 A and B amendments to downtown Arlington Management Corporation contracts, 19 amendment number one to interlocal agreement with North Central Texas Council of Governments for implementation of the 5-1-1 DFW Ways Data Sharing Program. 20 Amendment No. 2 to interlocal agreement with the North Central Texas Council of Governments for implementation of regional traffic signal data sharing program. For the first reading, there were some stipulations and conditions that Council had asked for and they want to incorporate in the development plan, so they're working on those changes. So they need a little bit more extra time to do those. Okay, so it's them trying to meet the requirements we put on in for a period. Correct, correct. Okay, all right. And I'll turn to Mr. Limiel Randolph, director of parks and recreation. Thank you very much mayor and members of city council. This annual process is a process that the state of Texas allows for public agencies in lieu of child care licensing requirements. It requires that these agencies develop standards of care for the after school and summer camp programs that we offer on an annual basis. And so with that, I would certainly answer any questions that you may have. Any questions from Mr. Randolph? Yes, Dr. Foremars. Mr. Randolph, I just have a question. Is there any plans in the future to move towards Texas Rising Star or moving towards those types of standards that are on other centers? We can certainly consider that. Next we move to consideration of resolutions and minute-overs and I'll turn to 12.16 flags entertainment corporation chapter 380 program agreement for economic development incentives and I'll call upon Mr. Jim Perijon deputy city manager. Sure. Mary council before you tonight is a resolution to adopt a proposed 380 agreement with six flags entertainment corporation to establish a world corporate headquarters in Arlington in office space in the center field office building of the existing Texas Ranger ballpark. So the slide I have for the audience and you tonight just highlights some of the key elements of the potential transaction and agreement. So I'm going to walk you through a couple of the highlights. The first piece to point out on the left side of the slide is the transactional elements. The first piece is the existing ballpark and the center field office building is over two decades old. And many office buildings, with many office buildings, there's a need for renovation of those spaces over a period of time. There's $6 million worth of investment in the office buildings that are in the office building renovation that is necessary. Again, that building's over two decades old. The funding for that would come from existing Texas Ranger obligations. So those obligations are going to be put to the building renovation of the 6 million. The second piece of that transaction is an incentive to relocate the six flags, corporate world headquarters to the existing ballpark, that incentive is 3 million and exchange the city has a 15 year lease at the existing ballpark, commitment of a minimum of 120 full time employees and that is a 15 year agreement. So that's the second piece of the transaction and that's all part of a subsequent transaction which would include an amendment to the current ballpark lease with the Texas Rangers. Just to give the audience a sense of the rationale and the benefits for why this deal is important for the city. Again the first piece would really point out is it's a repurposing continued repurposing of the existing ballpark. As you recall, the existing ballpark has made recent announcements related to the XFL, US, US, L, soccer, and now in the center field office building with six flags, World Headquarters relocation, that occupies the full space. So the repurposing of the existing ballpark continues to occur and evolves so the preservation and adoption of that ballpark is being was committed to and is actually being realized with six flags well head quarters. This also allows for continued momentum in the repurposing and the adaptation of the ballpark with the office move and seeing this area as a potential corporate office relocation as exhibited by six flags wanting to put the roll kit quarters here. The third piece is really the economic impact of the relocation of the World Headquarters to Arlington. It would create based on an economic impact analysis that was done by an expert in the field over 176 direct and direct jobs would be created. Over 60 million in taxable sales and purchases within the city would be created and over 331 million in estimated payroll. So it has a significant economic, positive economic impact to the city. And then the final piece which can't be understated is that the city undergoes with the execution of this agreement with six flags with the amendment of Kern Ballpark Lease and the movement of a new tenant into the center field office building. The city has a cost avoidance of over $2 million a year. So if you take the $2 million a year over a period of time for the ballpark for annual maintenance, that's about $20 million that the city saves by virtue of this agreement. So Mary, those are really the highlights of the agreement. Again, just to capture that, there's a capital improvement. That's necessary for the city facility. And then there's an incentive to relocate world headquarters with a performance measurement related to job creation. And then as far as the benefits, probably the biggest one, although they're all very important is the continued repurposing of the existing ballpark and the maintaining of that ballpark as a true asset with value to the city as well as to our business community. So be happy to answer questions you might have. Any questions from Mr. Parishon? Just to broke my... Ms. Moise. I just want to really make a comment here. This really accomplishes several things for us. And I think the biggest thing that accomplishes for us is the residents of the City of Arlington have long expressed that they want us to retain this existing stadium because of our huge investment in it. And this is a pathway to the beginning of working on retaining that amenity for the city of Arlington. And very often I've had a couple of calls from people who are concerned about the money going in here, but it's much bigger than that because what this does is not just offset $2 million a year to operate a stadium that no one's using, but it also establishes a lead tenant so that we can renew and establishes viability for the renewal of the other three floors of this building. Because now they know there's a lead tenant and they know the building is going to be open. And it at least with the rangers guarantees the building is going to be open. So there's a lot of benefit to this in addition to the 20 million offset costs. So I do support this. Any other questions or comments? Okay. Then I'll turn to Mr. Buskin.
