Well, as I've mentioned before, this is one of our favorite parts of the Council meeting because we get to hear about presentations, special things happening in our city, but also great things that people are doing. Tonight, we are honored to have our congressman, Ron Wright, who is here, who is fresh off of helping us land the National Medal of Honor Museum, which is going to be coming here. And congressman, I just, in front of everybody, I wanted to be sure and say thank you to you for your work there and it was awesome to see the Texas Congressional delegation come together and thank you for bringing them together because this is going to be a difference maker here in our community in the way of education and being a beacon here for character and integrity and sharing the inspiring stories of these 3500 Medal of Honor recipients here in our community. But the Congressman has a special presentation and Congressman Ron Wright, let's give him a round of applause. Come on up, Congressman. Applause. Thank you, Mayor and Council. It's great to be here. This is so much nicer than the old one. I can't begin to tell you. And it's a little warmer than it used to be in here. That's good. But it's pleasure to be here. Thank you for giving me just a few minutes. I'm here to honor a very special person. We have in Congress what's called the Congressional Veterans Commendation. And it goes to a veteran who, after leaving the service, is very involved in their community. It does a variety of community service things. It can be serving on a board commission. It could be any kind of volunteer work in the community. It can be elective office. And no one personifies this better than Councilman Marvin Sutton. So Councilman, join me down here. Councilman Sutton was in the Air Force, he's a veteran of the Air Force. He then became air traffic controller and was out at DFW for many years. And believe me, I have tremendous respect for these guys, angiles that are air traffic controllers because that is something I couldn't do. There would be plane crashes all over in North Texas if I were an air traffic controller. So I have a lot of respect for, and he did this as a career and retired. And he's been very involved in the committee particularly in Southeast Arlington and he represents now as well as serving on council now. And so, Councilman, I just want to present you with this certificate. As a congressional veteran commendation presented I just want to finish with this. This commendation has been around for several years. This is the first time it's been given in the 6th District of Texas. And more of it is the very first one to receive this commendation. There will be others. But the first one goes to Marvin Sutton. Thank you so much, Congressman Ron Wright. This is really special to me as Congressman alluded to. I spent 30 years controlling airplanes in and out of DFW, so if you ever flown out of the airport, I'm one of the 500 controllers that service your flight. Serve the eight years of United States Air Force, one of the best decisions I service your flight served eight years in the United States Air Force One of the best decisions I ever made. And Becky Nussbaum from River Legacy Living Science Center and Dustin Compton from Terrent Regional Water District. Okay. So we recently had our third annual Arlington Water Utilities Value of Water coloring contest. For that contest, students complete the sentence because I have water I can with an illustration that celebrates their love for water and water's role in the world. We have partners in this contest that we do each year. It's the Arlington Public Library, the Terrent Regional Water District, and River Legacy Living Science Center co-sponsor that with us. And it's time to coincide each year with a national event called Imagine the Day Without Water. And that took place on October 23rd. This year we had 350 Arlington students enter the contest, and we got together in mid-October and chose winners in six age groups from pre-kindergarten to fourth grade. All the winners and their teachers will receive Arlington Water Utilities tote bags with six water themed books, a water bottle and passes to the Discovery Room at River Legacy Living Science Center. So we have our winners and their families with tonight and their teachers. So I'd like to go ahead and call them up. I'm going to start with our pre-kindergarten winner. She did her entry at the Arlington Public Library. And this is Maria Amette. Come on up. We're so proud of you, so proud. Thank you. The applicant requires a approval of a specific use permit for a secondary living unit on approximately 0.3 acres zoned residential single-family 7.2, RS 7.2, addressed at 1723 park-rich terrors and generally located west of North Fielder Road and north of west interstate 30. A secondary living unit in the RS 7.2 zoning district requires approval of a SUP. This accessory use must meet all standards as applied to the primary structure except the requirement for minimum gross living area, the requirement for a garage or car port, and the off-street parking requirements. Additionally, a secondary living unit is limited to one bathroom, one kitchen, and one bedroom. These standards ensure the proposed use is compatible with the surrounding properties and consistent with the character of the area. No deviations to the Unified Development Code standards are allowed through SUP. Furthermore, a unit may only be used by family members or relatives and may not be rented or leased. The subject's site is currently developed with an approximately 2,790 square foot single family home on an approximately 12,250 square foot lot. The proposed attached secondary living unit is accessible from a utility room inside the garage as well as an entry door located on the Western elevation, which will allow some independence to the property owners' mother for whom the secondary living unit is intended for. The applicant has provided four letters of support from the properties in the area in addition to a petition of support with multiple signatures. Kate Ross will be presenting this zoning case for you this evening on behalf of her sister Elizabeth Ross, the property owner, and her mother, Foreign Ross, the intended occupant of the proposed edition. Kate. And if you could state your name and address for the record, thank you. A good evening. My name is Kate Ross and I reside at 1727 Parkridge Terrace, almost next door to my sister's home. And Mr. Mayor and members of the council, I thank you and appreciate this opportunity to address you this evening. This is a picture of my sister's home at 1723 parkridge terrace. And we are before you tonight to request approval of a permit. I would like to take a minute to explain what this is not, what this is, our rationale, and their support from the neighbors. This is not intended to be short-term rental. It is not going to be an Airbnb, a VRBO, or something to generate income from my sister. What this is is adding space for my mother. Our rationale after thoughtful and deliberate consideration is that she needs to downsize her home off of North Cooper Street. We wanted her to be close to us, and we wanted definitely to reduce her maintenance responsibilities while maintaining a presence in North Arlington. We know that as we continue to move forward and we learn from the long illness of my father Albert, that we want to have mom close and be in a position that we can provide support for her as she ages. Not having maintenance for her home or upkeep of another house was a primary goal for us. And then long-term possibilities because I'm a neighbor of my sister and we both love our cul-de-sac. Future time allows us the opportunity to consolidate our homes when my son finishes college and has flown the nest. This is the street view of my sister's home off of Parkridge Terrace and behind the fence that you see to the left of the home is where we propose to have the entrance for my mom's new addition if approved. This is the backyard and the addition will attach to the brick area where you see the electrical panel box. So there is sufficient room in the backyard while maintaining the appropriate percentage of not eating up too much space. This is the existing residence as it stands today. And this is the proposed addition. So you'll see to the back of the house and then the walk that will go from behind the fenced area. This will not really be visible from the streets so don't think that will provide any negative impact to our neighborhood. And these are the pictures of the elevations of the proposed addition. Our neighborhood support. As mentioned earlier, we have letters of support from all neighbors that join my sister's property. But of the neighborhood, you will see the green check marks indicate signatures on a petition of support for our addition. There were only four in the area that we were not able to secure. At the end of our cul-de-sac is our rental property, a foreclosure on the backside of the house. And two neighbors, since we presented to planning and zoning, I have received a letter, a signature of support from Ms. Peck, who is two houses down from my sister. So of the four that we didn't have, we just are down to three. So as you see that we do have primary support from the people in our neighborhood. These are the signatures here of the owners of those homes. And Jim Frederick is the person we have selected to build this edition if approved. And Jim has long term Arlington ties and he is here this evening. Should you have any technical questions that I don't feel competent to answer? We thank you for this opportunity to present and we ask for your support and approval of this permit to allow us to build an addition for my mother. I would like to take a moment to commend the Planning and Development Services Department. They have worked with us over the last six to seven months and they have always been responsive. They have been patient with us as we've had lots of questions. They've provided wonderful guidance for us and they've been excellent professional representatives of our city. So I would like to commend them and appreciate them for their support the last six or seven months. Thank you very much and I would be happy to answer questions if you have them.
