President Abraham Lincoln issued the Mancipation Proclamation on September the 22nd, 1862. It was primarily a military tool and warning to the South to give up their secession in the war or your slaves will be set free. The official proclamation Abraham Lincoln did sign along with the Secretary of State. It was signed on, It was signed and made effective on January 1st, 1863. This morning, yours Shelton, in the role as his ancestor, Tom Shelton will read the proclamation as a recently freed person. The immense suppression populationication January 1863 by the president of the United States of America a Proclamation whereas on the Second day of September in the year of our Lord 1,862 a Proclamation was issued by the president of the United States containing among other things the following to it. That on this first day of January in the year of our Lord, 1,863, all persons held as slaves within any state or designated part of a state, the people whereof shall then be in rebellion against the United States. Shall be then this forward and forever free. And the executive government of the United States, including the military and naval authority thereof, will recognize and maintain the freedom of such persons and will do no act or act to repress such persons or any of them in any effort they may make for their actual freedom. That the executive will on the first day of January I force said by proclamation that's ignite the states or parts of states if any in which the people there are respectively shall then be in rebellion against the United States and the fact that any state or the people there are shall on that day be in good faith, represented in Congress of the United States by members chosen there too at elections for in a majority of the qualified voters of such state shall have participated shall in the absence of strong countervailing testimony be deemed conclusive evidence that such state and the people thereof in rebellion against the United States. It wasn't until June the 19th, 1865, when General Order number three was read to the people of Texas by General Granger, General Gordon Granger, who landed at Galveston. On that day, he specifically stated that the people of Texas are informed that in accordance with a proclamation from the executive of the United States, all slaves are free. This involves an absolute equality of rights and rights of property between former masters and slaves and the connection here to four existing between them becomes that between employer and free labor. It took, as you can tell, a couple years for it to actually spread throughout Texas, but we're very fortunate that we have a wonderful holiday Juneteed that celebrated every year to recognize this important event. I want to thank you for allowing us to present this this morning. I have one small thing I'd like to add. We are very fortunate to have non-paid interns helping us this year. And that is Steven Neal, who was one of the authors of the 14th Amendment. He was a judge in Indiana, but he did give his advice on the 14th amendment. And he corresponded with Mr. Jago, who owned the Denton Abstract Company. He was interested in buying land in Denton County. I mean, I don't know what to tell you, but don't just you know remind you all that was something she had I don't know if she talked you all about that I mean I'm a big believer in us using the electronic stuff but if people need paper ballots I'm okay with that too and I think you still have paper on election day. If it's early voting in your opening of polling places, countywide, it's the multiple balloting. Right. Right. If you use paper in early voting, you have to have every ballot style at every polling location and the reality is that ballots prepare for crumb. Exactly. She wanted to, you know, talk about perhaps have some traffic calming devices because I think earlier in the year she had talked about wanting to seek a legislative remedy for doing something like this and you know given my talk and research a little bit with the DA's office and a little with Bennett you know I don't know if it would be appropriate for us to really adopt policies to me I still have a lot of you know John may temper some of my views regarding it, but you know, I think a lot of the stuff under the Torclaim Jack where you set up a speed bump, they may not serve the kind of engineering purposes we want. I don't know, hey, if y'all wanna talk about it, or if y'all wanna push it off, or how do you wanna handle it? I think it'd be appropriate to, since the Judge Horn has been involved and had interest in it. It's not time-pressing commissioner, I think, to be appropriate. Let's just wait till the judge horn returns from Austin. Okay. That's fine. Yeah. And we can do that. I would urge members if you want to look at a policy. I did a little bit of research on this and to begin with I got really interested in why they call it a traffic calming policy and never really got a good answer where the word calming came from and I think it had more to do with calming the citizens around the roadways or the devices were going to be deployed than it did have with anything else. But I would urge you to get on the internet and pull up the city of North Richland Hills, Public Works Department, traffic calming policy. It's a 40-page document, and which would tell you, with a 40-page document, there are a lot, a lot of hoops that they have to go through to even put those on the street, petitions and all kinds of things that. And what they've adopted really, I haven't found anything with the state of Texas. I haven't researched that much, but these are basically based on federal guidelines, federal guidelines rather than the state of Texas guidelines. And I'm not in a big hurry than any of this, but at... I know there may have been a little bit of change from the attorney general, but I'd always been taught when I went to, as a county government lawyer that, you know, any kind of speed bump was generally a obstruction, a crime, you know, equated to obstruction of a highway and that they were really things that were more appropriate for municipalities as opposed to government county entities. So yeah, yeah, and I mean, I thought we, you know, I think when Judge Horn suggested she might pursue a legislative action, that's why I thought I wanted to talk about this at that point.
