I'm the community development director for the town of Snowmass Village and assisting me tonight is Kelly Vaughn, who's our communications director and E. Warline, who's our parks and recreation director. Jim Wallstrom is our senior planner with the town and the community development department. We have Gary Souter, our interim town manager through tomorrow, and our new town manager, Clint Kinney, who's joining us and observing with us and participating today as well. Well, thank you everybody for taking time out of your day today to join us. We want to go through and quickly summarize because we see some new faces from our first meeting. So we just wanted to be able to talk about what we covered at our meeting when we held it up at the recreation center last month. Essentially, we did another couple of exercises when we were there. And the first thing that we did was really kind of set the groundwork for a vision statement for this activity that we're involved in for the entry way. So, and later, we're going to try and wrap that up with yet another exercise. We really began talking about what the community's priorities were and what was important to the folks that were in the room and discussing just what we could have out there at the entryway and why it was important. We also came up with a whole list, much bigger than we thought we were going to come up with, of uses and potential facilities that may or may not work out at the subject site. So I had kind of a graphic presentation. I had a really big shopping bag with me and then I had a very small bag. And so it seemed like at the end of the day we had a big amount of uses in the big bag and we're trying to fit it into the small bag which is Representing the site and I think that we're going to continue to kind of use that visual as we move through this process. So we also got into some discussion about Flexibility and multi-use because I think that for the folks that were at that first meeting, we knew that we were talking about probably some compromises because we couldn't fit that 10 pounds into the 5 pound bag. So we spent quite a bit of time talking about flexibility and multi-use and what could work or not work. But we also talked about the value of that land because this is one of the very few pieces of public land that we have that is flat and really could have a variety of uses on top of it. So land value was something that we got into the discussion of as well. And this, that website that you saw up there, at any point in time, you can get there and get all of the background and notes from what we've been doing at that entryway website. Tell you want to chat a little bit about this graphic? I think it's a great one for... Yeah, so this is just a representation when I was typing out the notes and gathering the stickies and everything that we discussed at the first meeting. This word cloud sort of represents the frequency of various words. So if it appeared twice, three times, four times, it's going to show up bigger in this word cloud. So as I was developing some draft vision statements, it's always fun trying to wordsmith a cohesive statement out of a lot of great ideas and sometimes divergent ideas. But this is just a really quick visual that shows you immediately what jumps out in terms of your values, your priorities, and what you're looking for in this site. So we'll transition that right now into the draft vision statements because as you remember in our first meeting, we talked about the values, our vision for this site, with the goal to develop a vision statement that represented our community values that would undercut the entire conceptual planning process. So we've developed three draft vision statements and we have some posters on the wall. Ultimately what we want to do today is vote on a vision statement. There may be some areas where you might want to continue to refine, but let's leave out the wordsmithing at this point. You have a copy of all of these at your tables. So if you want to review all of these in full, you can do that and start to get an idea of which one you want to vote for. So statement number one is we envision that the Snowmass entryway will be an inviting arrival experience that captures imaginations, creates welcoming personal interactions, and provides a connection to our unique natural environment through diverse and adaptable programs and spaces. It's a mouthful. programs and spaces. Statement number two, a beautiful welcoming space that adjusts readily to the diversities of the community and visitors and relies on our unique natural assets to draw, engage and revitalize all who go there. So a lot of similar themes. Statement number three for all of us that like short and sweet. A welcoming respite to families, visitors and recreators who seek to learn, play, connect and experience something truly unique to snowmass village. So we'll let you chew on those for a minute. Again, if you want to refer to the sheets at your table, discuss it all if there's any that you like, dislike if there's a combination of several, but what we'll do is give you a chance to place a sticker on your preferred vision statement and we'll go from there. If there's one that is overwhelmingly a favorite, I think we can close the book on it. If there's two that are tied, we can have a discussion about what elements of each we like and maybe creates sort of an amalgamation of several. I'm glad he's been here. So are there aspects of these two statements that you feel is in number two, that isn't in number three or that is in number three, that isn't in number two? And if anyone has a strong opinion, we have a few mics at the tables. You can just switch it on to power. I can hand you the mic. Anything that jumps out at you, that's a big difference between these statements that you feel needs to transfer over to one or the other. that you feel needs to transfer over to one or the other. Respid is basically a place of rest relaxation. Some place where you can go and just relax. Unwind, exactly. Some people get there, get to relax by running around. Yeah, there you go. I don't think that was so relaxing. So do you feel it's more of a recreation facility than a place to relax and unwind or vice versa? So what's the more secretion? So welcoming area for families, visitors. I want to begin with a statement. That has a beautiful, well, so Kelly just pointed out that the beginning of statement two that includes something about the natural beauty of beautiful, welcoming space. Any other thoughts about those two? I do. That statement two also provides something that at least I think is important. And that is it adjusts readily to diverse needs, which is something that Julianne spoke of earlier in the village has been talking about for a very, very long time, which I don't really see. It seems to me that statement 3 is a little more passive than statement 2. Thanks and then anything about statement 3 that is not in statement 2 that you and that the people who voted for it really feel should stay. Jim. I thought there was a statement. I thought there was a word in statement too that should be long and statement three and that's the unique natural assets because the site has unique natural features on the site, up on and riparian areas and from that site you also have outstanding views on the mountain and ski mountain backwrap and the mountain range. I think number three though has a lot of the things that we've talked about that we want to be able to do in this town. Things like learning, playing, connecting, experiencing. and applying, connecting, experiencing. Great, this is really good discussion because it's telling us a lot about where we're fine, common ground, about what we ultimately want this site to achieve. Is there anyone else about thoughts about statement two or statement three that you feel really needs to be a part of this vision statement for the site? I think the light to with this comment, but it's right. State with two of the comment about adjusting readily to the needs of the community. So I think that's critical for that space down there. Great. Any other any other thoughts? Tony, I think you guys got a mic or no, you don't. Thanks, Kelly. A statement too, it describes the area as it is right now. It's a beautiful, welcoming space. But what I'd love to see is that it showcases the natural beauty of snowmass and invites people to explore natural beauty of snowmass and invites people to explore the rest of snowmass. A lot of people when they come to that particular area, they look out and they go, oh my god, this is so beautiful. And I like to say to them, wait to see their rest of snowmass and you get on the mountain. Excellent. Any others? Great. So what I'll do is based on this feedback and sort of knowing that between statement two and three we've got a lot of really great ideas. It just requires some more refined wordsmithing and shuffling stuff around. You know, luckily I do some writing here and there but we'll take these two statements sort of blend them together and then we'll publish it online and we will post it on our community voice module. That is our online discussion forum. So we'll post a few examples of sort of a blended statement two to three and you'll have an opportunity to continue to weigh in and say this works, this doesn't and we'll get closer to a. Yeah, I think that's more additional. Miss. Miss. Is it a part of the. Some place that's grabbing some issues on the fact that it's really not in a traditional trend, which I would like to see if you could include that in the. In the statement of some place. Great. Thank you. Tom, can you repeat that? I'm sorry I was. There is an art museum in Aspen that's drawing a lot of criticism because it's not traditional. And I would think that we might want to consider that traditional versus contemporary aspect in this contemporary aspect in this, in this, uh, whatever happens to it. Okay, thanks. So in keeping with community character, the community aesthetic. Great. So I knew it wouldn't be easy enough to, you know, just have one and we're ready to go with it. But luckily, we've got some really great direction. We have a lot of great concepts that I think are really driving this process. All of these discussions get us closer and closer to being on the same page in terms of where we want to get through this planning process. So that's really helpful. All right. Next is going to take us through just a quick site orientation because our next exercise we're really going to dig deep into the site, uses, and facilities. So up first we'll have Andy take us through the center. Before Andy goes ahead, I just wanted to mention that Bob Circus has joined us. And Bob's the Planning Commission chair. So he has joined us as well. So thanks. OK, so a quick overview. All of you have these maps on your desk, on your table as well. And I'll go really quick through this, just because most everybody sitting in this room knows exactly what is down there, but kind of orientation. So, Brush Creek Road, here's the roundabout. This is towards 82, this is towards the village. We have Horse Ranch drive here, we have Soccer Field, we have Golf Course on this side, Softball Field, Recreation Center, Town Park Station, rodeo, tennis courts. What you have here is outlined are the wetlands that are on this site. As you can see, there's quite a few, there's 18.3 acres of wetlands that are in and around this site. So there's some issues that we have to deal with when we talk about whatever happens to this, we're gonna have to keep those in mind. The site that we are actually talking about is basically this site. So as you know, contestant parking, rodeo, here's the tent, here's the bar area, and then we have the stockpins and seating and entrance to the rodeo. Basically, that's the, that is the site, and that is about 13, 13 and a half acres of flat land in Snowmass Village. So that's, that's basically, that's basically what we're talking about. Any questions that I can answer about site orientation? Absolutely. Sorry. What we refer to as checkpoint Charlie, chain up area, this is part of the 7th Star acquisition when the town purchased 7th Star, it released some deed restrictions on, or some building restrictions on that site. So this part of the entryway is in play as well. I mean, there's some flat land there. There's some infrastructure already done when the Recreation Center was built and the entryway phase two project was complete. So this site has some potential for something. So when we're thinking about how to use this site, I think we should be thinking about that Bob What's the size of that secondary site that encompasses the checkpoint Charlie, but it's looks a lot bigger than that It is pretty big. It's it's about 10 acres of flat land as well. As you if you drive by there, if you know, if you ride your bike down valley, there is the trail and there's a pretty good grade once you get to that point and it goes off into the wetland area, but 10 acres of flat usable space on that side as well. And I think I know the answer to this, but is there any possibility of combining those two? We've got wetlands between the Royal Area and checkpoint Charlie, but is there any discussion about combining those things? And doing some wetland mitigation or something? That is definitely a possibility. We'd have to mitigate it. Whatever we took away, we would have to replace somewhere else. But that is a possibility. I mean, you should just clarify that you can see by the yellow outline, both of those areas are the entryway site. This entire delineation is the entryway site, but I think what Andy is referring to is in past planning efforts. Before that deed restriction was lifted, the entryway planning process was guided by sort of a focus on two areas within the entryway site. The rodeo arena area, which Andy pointed out, and the visitor center site, which is that checkpoint Charlie area. What we're saying now is, you know, we tend to refer to them in terms of those two areas within the site, but with the lifting of the deed restriction that is we're no longer married to having a visitor center there. We might still feel that that's a very appropriate space and use for that area, but we are no longer required to put that there if that makes sense. I think Arnie has a question back there. How are we getting any consideration? We can't be in the consideration. Excuse me. At our first meeting, we did have some discussion about various uses that could be located elsewhere, other parts of the community. We didn't have a very comprehensive list, but there were some uses that were essentially put aside, for instance, we talked briefly about a dog park. Is that a use that we would be appropriate in this location? And at that first meeting, folks were like, you know what? It'd be nice, but it's not something that we have to have in this area. We have a lot of other lands that people take their dogs on, et cetera. Just as an example. There was also a brief discussion about enclosing, having an enclosed swimming pool for the community as well. And the people that attended that meeting also had, said, well, we probably, that probably isn't something that's really on our horizon at this point in time. So that was another use that was pretty much put aside. So, and we're gonna get into this next exercise with our matrix. We're gonna start asking you all to start talking amongst yourselves about what makes sense or what should be put off. So it's a good question, but before we get into my stress about what makes sense or what should be put off. So it's a good question, but before we get into that explanation of the matrix exercise, I wanted to say that, although we're looking for the most part in that area that you see that's in a yellow outline, I don't want that to just totally stime your discussion or your thoughts or your concepts because as a planner, we kind of think a lot more bigger scale of things. So I'm going to ask you all to kind of think a little bit bigger scale as well. Because for instance, our soccer field is a great location for festivals. So, you know, we do use that for festivals. We use it for a number of different things, just as an example. Or the parking lot. The parking lot. I don't want people to be thinking about that just. Oh, that's a parking lot. You know, what are the other uses that could potentially either permanent or you know, temporary or whatever, that could fit in that area as well. So think a little bit more globally as you're having your discussions as you're going through that exercise. So... Testing. That's it. This may come as a surprise to some, but I would like to throw out for consideration the fact that the snowmass fire station is in need of a new location or a complete fix. It's a 40-year-old facility that's ailing that has a lot of significant problems to it. And we see our fire station as a welcoming center as is. And I realize there's a ton of really great things on this list. And maybe there's a multi-use area where the fire station could also be a part of maybe a welcoming or information center. It's actually an entry way or an attractive entry way point for a lot of communities, Copper Mountain, Breckenridge. So I would just like to throw that out there. I realize this is a tight space and it's just an interjection of a possibility. Okay, John, thanks. That's a good segue to the next item because as we mentioned at our first meeting, there have been, there has been some work done. It's not like this is the first time we're putting this map in front of you and saying, you know, go to it. There's actually been a whole series of plans and documents, you know, go to it. There's actually been a whole series of plans and documents, et cetera, that have been done. And more recently, there's been some community members and groups who have been thinking about, well, wouldn't it be really cool if we could do this down at the entryway as well? So I'm going to actually maybe turn to a couple of those folks, as John John mentioned and we've been talking with the fire department here for a little bit just with this whole concept that they know they have to do something and so the goal is you know is this is the right site for them to you know be a participant in or not so Gus maybe you could take just a minute or two and chat a little bit about and I think your drawings the little versions are over here on the wall and Then the big versions are right here. So maybe we can bring those Yeah, actually, yeah, my partner here is Tom Yokem, and we did about three years ago, we did a quick study for Tom looking at how an iserina might be better served down there, particularly getting some shading on the ice. And that led to a discussion about the rodeo because the rodeo and the iser actually pretty compatible. They're one summer, one's winter. They're about the same size arena space and they currently occupy the same space. So there are some things that are unusual about the roti arena that people don't know. For example, it has a five-foot slope from one end to the other which makes it a little difficult for ice arena. So the thought was if some money was going to be invested by some contributors in making ice improvements, that perhaps just an overall look might be taken at that site. So we, and I, Julian, do you have those slides? Did we put those in this show? We're probably not. Yeah, it's in a separate PowerPoint that we're going to scroll. So hold on just a second. We can talk about that later. I mean, we could probably talk about this for 20 minutes. And that's not what you mean. No, we only have three minutes. I understand. Yes, no, I understand. So this is not this is is not, this is an introduction of, of this particular idea. Yes. This is not intended for Gus to sell you on the idea. Well, this is just for him to basically explain this drawing. The idea is already there, which is the rodeo and the iserine is already there. What we did was just sketch out. And if you look at this, maybe scroll up one more plan, one more. One more. There we go. OK, this is just taking a quick look, putting the pieces. This was a rough concept, very quick. And we just looked at taking a rodeo iserina, some grandstands, all the pieces just where they are, the food tent and so forth and having the necessary competitor staging areas. Then if you just backtrack one or two, the notion is that you could do something that takes exactly the same footprint that's there now, probably reord or orient things. This isn't necessarily the best configuration on the site. It's just one quick idea, but you can see that you could put an ice arena in a rodeo arena. If you go back another one. And the notion is that you can build a grandstand that looks like maybe what Tom was talking about is has some traditional western heritage style appearance, character, and scale. This is 28 feet from here to here, which is a single family resident height. So these were just some ideas that were put together. There's a lot of other issues, even though it's a concept that we could talk about perhaps later. Thank you for that. Tom, did you have anything more that you wanted to add? You have to talk into the microphone because we are recording everything. I wouldn't want to miss this. Yeah, one of the things that I find attractive about this is that you're using the same ground for two fairly major events, ice, rink, and rodeo grounds. And that would be, and in the sometime the rodeo grounds could be used much more in many diverse car shows, concerts you'd have grand stands for small concerts. It could, you know, as a multi-purpose building, a multi-purpose facility, I think it meets the statement well that it could be readily changed to fit the needs of the community. So I think it's just a nice way to compact and with the major problem being down there, as you don't really have a compact or you got such a limited amount of area to use for what a recreation you want to do. They could be flip flop the turn sideways upside down because This was just a very quick rough concept and it wasn't an attempt to try to figure out all the planning issues but rather just see how the pieces fit on the site and how you could get some multi-purpose facilities in there. Okay. Question? Yes. One of the things that's not. I'm not sure if your microphone is on. It's not working. No, it is. That's what it is working now. Okay. What if the thing is not really enough drawings, is some kind of a multiple-summit that would stop the ice from being melted during the warm winter days when the ice is getting full sun load. It also with a roof facility would be able to draw more spectators to the rodeo because they won't come to the rodeo if they, if it's raining usually because they think they're going to get wet. And by putting a roof on it, we would also have it available for a lot of multi year, multi season events when rain, sun, whatever would be impacting. So I think a roof on top of that facility would be ideal. Absolutely. The roof is very costly, however, that to make it an enclosed building is a whole new order of magnitude of cost. And we also kind of like the idea of the under the stars, rodeo, and having some outdoor uncovered space. But we looked at several options where using the superstructure of a grandstand and some, perhaps some lighting poles on the opposite side to be able to string some movable fabric, tafflon coated fiberglass or some kind of fabric structure that could give partial or even fairly thorough cover. And by the way, something I wanted to mention before is if you were to build some new facilities here, you can really contain both the sound and the lighting much better than is currently done. I'm not sure that we would need an enclosed facility having all sides enclosed. I think just a roof over the top. We know that on great weather nights the rodeo gets record attendance. So if people know that they can come to the rodeo, watch the rodeo, still be kind of an out-vent without sides on the building, but be protected from the weather. The attendance would go up tremendously each year. All right. We're going to cut off the conversation on this for a dismay because we have two other design concepts that we want to run through so that we can kind of stay on task here. So Andy, do you make a phone that's working? Does this work? Yes. Sounds like it does. Okay. Do you want to go ahead and cover? Sure. Here are some concept drawings that the town did. To for you to go now. This is a couple different sites. We have an indoor facility, some sort of field house. We have the rodeo with parking. We have the field house with a multi-purpose, some sort of playing surface. We have just a site with playing surface and parking. We have the rodeo with playing surface outdoors. We have open space. Couple of the items that we included on this, or that were included on this, are the visitor center. And these drawings were done before the seventh was made by the town. So the entry welcome center, you know, the discovery center, whatever it is going to be, may not be on this site, may not be appropriate, maybe now it's down on the other site. And here's a bigger shot of them if you guys wanted to look at those. But most of the concept, on these concepts, parking was included. And then obviously the different type of, different types of elements. And basically the idea was, this is the entryway to town. This is the front door. You're going to want some sort of welcome entry point. The roundabout is already there. It's constructed to have that leg come off of it. That's where skiers are going to come in. That's where guests come in and it kind of gives you that walkway through the rest of the site. That's pretty much it on those you can comment. I want to give a negative comment. For a long time there's been discussion about an entry building and entryway building and I don't believe that that's not only a necessity, but a good thing to have at that place. Yeah, it's a good thing to have if you need to have it. But people have been finding snowmass village since a long time ago. And they find their way into and out of snowmass village. And we've successfully eliminated checkpoint Charlie. That doesn't, we found that that wasn't really necessary either. Signages become a lot better and to try and intercept people here I think is an error. And that error is compounded by the fact that in the town park bus stop area, area, area, we have a building already which we proceed to lock up most of the time. And that doesn't make any sense. Wait a minute, before we go, Dave, could I ask you to maybe explain the function? Because I think some people don't understand the function of that building down there. Well, it kind of sounds like that, just some of the comments I've heard here. Initially, that building as it exists was just meant to be the transit center. And as Arnie pointed out, and we've discussed previously, the arrival center was going to be the idea of putting it where it is was to catch people before you got to the roundabout. And so that you could make a decision if you were peeling off and you needed to go to the snowmask club you haven't gone beyond where you would make a decision for your destination. To consolidate, which is what we did, to save some funding, and we integrated the Information Center into the Transit Center for those that may not know the history of that. And that's how it functions today. The problem with it today is it double duties. And in order to pull in and really access that when you see and recognize what that is, you're now in the transit lane with buses. And so I do from what we've experienced and what we've seen, I think having that separated, having being able to pull up to that where you're not co-mingling with buses and transit and other elements would be a benefit on site. Thank you. Let's see. Any last comment on that because then we have one other set of drawings that we wanted to review. wanted to review. And another element when I mentioned intercepting people and it's not our goal any longer and I think we've moved beyond that by the ski company what we used to do down there was sell parking permits for day skiers and that was another function of of what's been to his checkpoint. Charlie giving out information and we did a lot of that as well. There are people that get lost, ideal with people every day that are lost coming through the village. So the idea is not to intercept people but to give them the option to pull in and get information if you're looking for it, but not to go back to diverting and making people stop. It's an option not a requirement. All right. You know, I think it would be important to say that these are just concepts. All of this stuff, you know, there's nothing in the ground out there. So I think this is a good opportunity for us to have these conversations and to say that these are just concepts. All of this stuff, you know, there's nothing in the ground out there. So I think this is a good opportunity for us to have these conversations and to say, yes, this belongs here. No, it doesn't. We will actually get to some other areas in town where maybe something is more appropriate. Or, you know, maybe it doesn't belong on this site. Maybe it can be combined. I think this is a great opportunity to have these type of conversations. OK, and we have one last set of drawings that are over on this wall here. And this is referred to as a Woodward destination training center. And if I may, if Scott, would you be comfortable chatting a little bit more about that? Because you seem to know more about it than I do. But this is Scott, Kaelhan. And apparently this is on. So I'm completely unprepared for this. And I thank you, Julie, for putting me on the spot. I sent you an email. Yeah. Requested request about five minutes ago. So the idea here, I guess, a couple of disclaimers first, so I don't get shot on the way out. I'm a huge fan of the rodeo. My kids go to the rodeo. The only way that anything like this would be suitable, in my opinion, is if the rodeo has another suitable location. So disclaimer number one, that this is not, you know, an either or, this is an end if it happened to work out. There was some discussion at the last meeting about a multipurpose ski and snowboard training facility. I thought that that at least had merit to explore and given that this is hopefully just still in brainstorming. I had a friend of mine who's an architect just to have some sketches. Now he went way overboard with what I thought was going to be some hand sketches on a couple pieces of paper and decided he was going to create this huge iconic structure that was in his mind appropriate for the entry to snowmass. I think that there's obviously a lot of debate that will go around that. And this has not been thought through in mass height scale any of those things. But I think in the interest of brainstorming it's worth exploring. What he's thrown together here is a ski and snowboard training facility similar to Woodward. This is obviously very grand has a lot of glass a lot of beam and post and beam construction it would also house a nice facility the idea being that there could still be room for soccer and lacrosse fields and and again just conceptually where you see those two fields, those could be combined as those are sort of half size fields so that you could play box lacrosse, box soccer on them, which are basically a way to get younger people involved in the sport way they don't have to play on such a huge field or you could combine them and have them as one field. And with the idea that there would be underground parking beneath those fields. So that's really about as far as it's been taken. I welcome everyone's comment again. You're not beating me up personally. It was just an idea to get thrown out there and discuss the facility itself. I think once I saw the drawings, I started exploring where you could reduce some of the scale and the sort of grandeur of it because I don't necessarily think it blends in with the typical snowmass architecture at least is drawn here. But you could likely put, that's probably a two story building you could put at least one of those stories down underground. Again, it's just out there for discussion. So I think that it's, I'm happy to take any questions, but I don't have much more information than that. Okay. Yeah, something to keep in mind. I know, heard you mentioned several times about underground parking in this area. Do keep in mind there are groundwater issues. It's very wet on the site. Yep. Where prior to paving down there, there would literally be water percolating up in the springtime. So that would have to be studied extensively. But let's remember that we are just talking about concepts that let's... Anything can happen. If the right amount of money was available. Anything could happen. But I think what we need to understand is we're just talking about what possibly could happen down there. And if you guys have not had the opportunity to stop at Woodward in Copper Mountain, it is amazing. It is a very big facility, but it is truly amazing. If you get the opportunity to stop there, because they do all sorts of stuff, from high-roaths to jumping in foam pits, almost everything that our young kids in this town and this valley do and need a training facility for. There's gymnastics, a portion of it. There is climbing, there is, you know, it is just, it is amazing. Well, I was just gonna say, so I guess I should at least sell it a little bit, that there is certainly demand for it. I think Steve could speak to it as well. The facility in copper is large, it looks like a barn. But we do have an interested party available to at least explore this further in sort of a public-private partnership who would fund a substantial amount of this and obviously working through the community process and planning process to get it appropriate for snowmouse village, but this is sort of out of the box, very expensive alternative, but there are opportunities to potentially explore further. Scott, is this a year round training facility or does it have seasons to where maybe it could be dual purpose? It could be dual purpose. Woodward fills particularly heavily in the shoulder seasons, which is fantastic. It draws a lot of people in in the spring. I'm sorry, in the fall for preseason training. I haven't actually brought this up with Steve yet. But as I was exploring this a little bit with this potential investor, we went up on the hill as well. And the idea of somehow tying the spider savage facility in, since you're right there at all the park and pipe features, having a direct connection to where people are practicing down in the multi-purpose training facility. And then practicing those skills on the hill almost immediately is readily available That facility seems to be fairly underused so there's some potential to leverage that as well Now Steve's looking at me sideways though. I should probably sit down before just just keep open minds You know, we're just exploring concepts at this point The one thing I was gonna mention is that when we start talking about parking and groundwater I saw the lacrosse fields up there and one of the things that we discussed at our meetings years ago was the fact that there's products out there, products out there that you can look on the field and part on top of that. So in a winter time, when you need the parking, I don't need to lacrosse building, put these stuff on there and use it for- Good, I'd like to hear that multi-use word being used a lot here. Okay, we are going to move into the exercise that we had planned for today. So I'm going to turn it over to Kelly and she's going to explain question Debbie. Sorry, I didn't know we were coming to the end of that period. I would like to say that Snowmass Water and Sanitation District would be interested in some space possibly in the entryway area for a zero-scape garden, just a demonstration garden, some place in the entryway. Thank you. Tony, quick question. Okay. Okay. I'm sold on the idea of the rodeo grounds. I'm sold on the idea of the combined indoor recreation facility. But what I'm not sold on is all the parking that is currently at the recreation center and all the parking that will be added. So what I would like to do is when I first said I'm here for two reasons, one recreation and the second thing is transportation. And Juliana asks us to think outside the box, to think the big picture. So far as a recreation aspect of it, a training center is something that's definitely needed as we connect, aspen and Snowmass together. When you think of all the athletes that come here, even the tough mothers that were here, they were incredible. There are so many army people that were here. This is just a little side note. It made me proud to be an American to see a lot of our young men and women just blow through that course, but that's a side note. With the recreation, what I would like to see happen is that with related Westpact, that we need to form some kind of unity with them, especially when it comes to the point about more aquatic facilities. Right now, base village is a gold mine for the Asman's Skin Company with all the little preschoolers that are up there. In the afternoon, when you take a look at that walkway that's in front of the mountain and in front of the buildings, there are so many little, little, little, little kids there. I teach swimming. I have a water baby's company that for 40 years now that teach the little ones and now teaching the ones I taught babies I'm teaching their babies. And when I see the amount of little kids up there I'm like this is a gold mine, but they're not going to come down to the recreation center. Believe it or not, it's too far of a distance. What I would like to see is an expansion in base village with related west pack to provide more aquatic for little kids and then some type of a training facility so that our athletes don't have to travel to Utah to partake in the water training that they do. The second thing and that this is the big idea. Aspen City Council right now has given approval to the team that is redesigning Ruby Park to take a look about putting in a gondola that connects at least three of the four mountains. It's a project that many of you in this room may be aware of. Community members for years wanted to do a skier. What we brought forward about eight to 10 years ago was a mass transit people mover. The timing was not right. The timing is right now. As I said, city council, they approved just three weeks ago to take a look at the preliminary sketches that were done, the engineer and the sea were fitting to Ruby Park. What I would like to see happen, and this is on the heels of the free bus between Aspen and Snowmass being approved after 10 years that the funding for that is in perpetuity. That was one of my lobby projects 10, 12 years ago. They said it would never happen, and here it's happened. The next lobby, you're going to have to wrap up because we're going to need to get into the next. Okay, thanks. And what I would like to propose in the entry way is that a gondola, tram, mass people mover go from brush creek the community. The community is a community that is a community that is a community that is a community that is a community that is a community that is a community that is a community that is a community that is a community that is a community that greenest community that the Gondola fits into that and today when you're taking a look at the matrix, think about as you drive up and down brush quick road, would that Gondola really work between brush creek and the recreation center? So I am going to turn it over to Kelly and she's going to explain the exercise that we're going to go through Great so first off thanks to all of you guys for your great ideas and I'm sure more we'll continue to come This next exercise is going to lead us into our breakout sessions So our first few meetings and past planning efforts have really given us as Julian said this 5,000 pound bag that we're trying to fit into 5 pounds worth of land. So we've heard a great deal of support for flexibility for facilities that have multi-use, multi-purpose both across uses and seasons. And so really when you have this long list of uses you have a lot of different ideas for facilities where does one begin. So this is our attempt to put some method to the madness and we've developed this matrix. So ultimately what this matrix does and for all of you following at home you can download this at TOSV.com entryway slash entryway and scroll to the bottom. All of you here, you have copies at your table. So what we've done here is we've taken all of the, there's sort of a difference and we talked about this in the first meeting of uses versus facilities. Use is something that a person or a group might do, right? Might do for recreation, do for an activity, or a use like parking. A facility is the infrastructure. We're talking about sort of the big ticket items, right? And these are not site-specific. We'll get to that in a minute. The facilities that might accommodate those uses or might be needed for those uses. So what we've done here is we've tried to group what uses might go together well in a given facility. And these are facilities that have been brought up in past efforts. Are there certain ones that go well together? Are there certain ones that sort of group well? The second thing we've looked at is maybe assigning a flexibility score. Are these uses really flexible in that facility? Are they more flexible in another? I will use day skier parking as a great example. So if we design an area within the entryway site for day skier parking, that is kind of what we have there. Now pure concrete, it might be used for special events here and there, but for the most part, that is dedicated to skier parking. So the flexibility score on a scale of 0 to 5 is going to be somewhat low. However, you'll see that parking is also associated with turfed fields or, you know, Steve mentioned that they have looked at treating fields in a certain way that you can also park cars in the winter. All of a sun you have, same use, but a different facility, your flexibility, is going to go up. Does that make sense to everyone? All right. I'm getting some nods. So I think we're okay. So that's just to get you thinking about how different uses can be more or less flexible with different facilities. We also have flexibility by season so that you can think about those. But last but not definitely not least, you'll see some location alternatives. And this takes us through some sites that are either privately owned or they are town owned, where there might still be, did I miss something? Okay. Where there still might be an opportunity for development. So Tony, for example, just brought up the concept of having an Aquatics facility, not down here at the entryway site but in base village. So we have a little area where you can put a check mark and just to give you an idea of what all of these are. Base village, we all know where that is, divide. That's the draw site. That's here behind Town Hall. The divide lot is at the end of divide road. The school site, which is just past Town Park on Brush Creek Road in the horse ranch road area. And Kathy Robinson Park on Al Creek Road next to Little Red Schoolhouse. So again, there are no current plans besides, you know, base village, which is currently under Council review. There are no other plans to develop these sites at this point, but we wanted to at least put them out there, dispersant thinking about if we feel that this is a very necessary user facility, but it might not be appropriate for the entryway site. You can put a little check in the box next to a location alternative. So we're not totally throwing out the baby with the bath water. In addition, we have some spaces for your own ideas. So if there's something that is not on the list, you can add that as well. But really, as we get into our breakout sessions here, we want all of you to have discussions with the other members at your table and really think creatively about combinations of uses and facilities, what can blend together and how many sort of things can we fit into given facilities and how flexible would that be across both use and season. And we hope that's for some discussion there at your table. So we're going to have a half an hour for you guys to go through that. We have plenty of time. Oh awesome. All right, so we spent, we spent, oh thanks, art degrees you know. Okay, so we talked a lot about the multipurpose facility but I'll start kind of when you come into town so it makes sense. We talked about building a tunnel underneath the road where the trail is on brush creek as the wetlands are over here and then possibly a horse rental facility where checkpoint Charlie is currently and connecting a trail behind there kind of where the seven star like sliver of property comes in and then with a roundabout is here building a road to a multi-surface lot which would have parking in the winter and then grass in the summer and we talked about a multi-surface area like you guys are talking about where you can put something over it to protect it but then it can also be used for several things and of course of course in here and for the sports so there's some public art put in there but the multi-purpose building is sort of turned so it includes rodeo ice performance rental events. It has solar panels on the top, and then we talked about having an outdoor space as well, like a fire pit patio to keep that sort of rodeo outdoor feel if it is enclosed. We talked about enclosed mostly. There's currently a, there's wetlands right here, but then we talked about building a turf in the back for playing fields. And then also moving, there's kind of this nothing space by a park back here and putting in maybe a zero-scape garden and then leaving the pre-existing parking lot. So that's what we sort of talked about in terms of usage. Go team. Go team. So I was, uh, hello. I was jumping from table to table, and then I did something here. This is the roundabout here. And whatever you do here, it needs to be economically feasible. And I also, and sustainable, sustainable. And I also, you don't want too many centers in, we already have base village. I live in the upper village. And I try to go to, Erin, it's very boring. So you just don't want to spread functions out. Oh my god. I'm there all the time at your place during the winter. So anyway, cut to the chase. I think whatever happens down here might potentially want to tie into the rec center to family oriented activities. It could satellite library, it could be nature oriented, it could tie. You could have the fire station as sort of a real heart of what the new development that happened down here. And that could tie to education. They need training facilities. Public awareness, public safety kind of makes sense where families are hanging out. So there could be a library, an interpretive center that ties to the rec center, that the pond. Really not sure about this space, but probably a facility necessarily along the road. It could fit more parking, but I have to deal with getting the people onto this side of the roundabout. Also, it could also tie into some mammoth-oriented interpretive center, the ties to the parks, and the recreation, and the family usage, basically. Thank you. Any questions? No radio. Well, that was the first thing I think, whatever we do, we need to scheme with the rodeo without. I actually think if I had time, I would have done a scheme with the rodeo. Because I think whatever we look at, the problem with the rodeo is it does work with ice rink, but it doesn't work with multi-use facility because you've got the animals, you've got the horse related to manure and so forth. So I like the scheme that Gus presented, but that is pretty low on the flexibility side of things. Thank you, Jim. Are you guys going to answer? Hello. The second time we do? I was just really kind of simple. We got hung up primarily just on the rodeo. We really believe that facility could be multi-use and it's certainly a driver in today's discussion. But we got from Jim here, right? He believed that this area could be more campus-like an intertwined. We threw the naturally personal, the interest here. We threw the fire department over where checkpoint Charlie is. It would be a good building site, but not necessarily training. We would have to multi use several other areas. Steve came up with the burning in front of the employee housing. In other words, build a burn there to help silence their neighborhood and also to visually make it more appealing. Steve? The two ideas that I was affordable could be done with very little money and you could probably get the dirt for free. But in front of the houses you could build a berm with grass and trees on top of it, which would provide privacy from the road for the people that live there and sound deadening. And then, and vice versa, from the people coming down the road, they would see the trees and flowers and a hill, and that houses. The second point was, where the roundabout goes, when the roundabout was approved by the town council, and if you go back and look at the original plans, and they had, was wide enough for bike lanes. And probably no people like John Wilkinson who were real good bikers, and they always say they never ride in bike trails because there's dogs and other issues with bike trails they can't go that fast. So real bikers want to go on the roads. So if you have bike shoulders, and this is just one example by the roundabout, but other places where you could have a couple feet of a bike lane, which happens in Europe and all these places, be much safer when like two raft of buses are passing or two town buses are passing. If you've got a couple of feet, then the bikers can go onto a paved shoulder and it'll be safer and more convenient. And again, that wouldn't be a lot of money. It could be done right away and those are my two ideas. Okay. So library facility I think is also also good idea. Okay. Thank you. Valerie Yaa and this is our team back here. We for for that. I think that I table decided is that the items on the list were either inherently flexible or not. And so some a little more or less flexible, but they were either were or not. And so we feel that staff can separate those. And seasonality also was implied if it was skiing or ice or summer rodeo, it was implied as well. So we wanted to modify the chart to the highest and the best use. And we did that individually and then we also did it as a group in the end, kind of recapping. And what came of that, you probably can't see the checkmarks, but the four program items, where the training't see the checkmarks, but the floor program items were the training center, the rodeo, a multipurpose facility, and including a form of welcoming to the community. And what rose to the top was a multipurpose facility that was both winter and summer, so that would capture the rodeo. So it really was the essence of community-based complementary to the Recreation Center, absolutely public, our Zariscape Family Community rodeo children in terms of programming. We looked at the scope and extents of the project, and so in orange is what we considered the rodeo parcel to be considered and connecting over the wetlands. We think it's maybe somewhere of the magnitude of 10 plus acres, which is significant. A lot could happen, including preservation on that acreage. The group agreed that a transect across the property from less developed, honoring the valley, the Bershvik Valley and the ranch land, to something of more intense programming and development as you approach the Recreation Center. From scope and extents, there was also a discussion about are there other nodes that are less developed that could be phased or programmed in complement to this being the project? So it was transit or maybe how the soccer fields might be modified in a way to complement the long-term vision of the 10 acres. And, team, did I miss anything? I love when I give an assignment no one follows it. Geez. That's what happens when you're in snow mass. Yeah, that's great. I'm glad everybody had a chance to chat with each other, talk about ideas. We really wanted to just get you starting to think in terms of flexibility and multi-use. And we did hear that. We did hear that people were saying, well, you could do a fire department with some sort of training center or maybe a welcome center, et cetera. So I think that that was really the goal is to get people to start thinking in terms of combinations of uses, the rodeo, possibly with the ice, a library with some other facility. And that's really what we were hoping to achieve by meeting today and seeing if we can start narrowing down that very long list of 10 pounds of uses to get it into our five pound bag. So thank you for your work today. What we're planning on doing, we probably will not have another meeting until we're tentatively scheduling one. I believe I have it on the agendas in the back. So if you want to go ahead and put that on your calendar, the reason that that's out for a while is that we're at a point now where we've kind of had some initial input from the community and we've been talking about fairly large facilities. We need to get some design community members or I should say we need to get some design folks to help the community so that we can begin starting to draft out some of these ideas. And so that's going to take a little bit of time for us to get the RFQ out there and be able to get someone on board to then help us at our next meeting. So that's why we're going to take a little bit of a break here and then we'll come back and we'll start our intention is to actually start taking some of the puzzle pieces related to the site and start mapping those out on the drawings and then we'll come up with some alternatives. My expectation, although we had hoped to finish this by the end of the year, I think that realistically we're probably going to be looking into the first quarter of the year before we can get through this process. first quarter of the year before we can get through this process. Coming up with a, basically a conceptual plan for the area which will then be presented to Council and hopefully they'll decide whether or not we need to move to the next step. And in case you, some of you may not have heard, but when they negotiated the seven star acquisition and the property adjacent to it, I guess it is, but there's been some lands earmark specifically for some more affordable housing. Joe coffee, wanted to be at the meeting tonight, he wasn't able to attend, but he will be at subsequent meetings and he will definitely have that voice for more affordable housing in proximity to this town, town park site.
