And we'll be doing a number of activities that will help to promote public health this week and next week. Actually, that standing went from 4th to 3rd, correct? Excuse me? Yes, okay. 3B is the presentation from court appointed special advocate, so Denton County, CASA, and request to set up a display in the Denton County Courts Building during National Child Abuse Awareness Month, April 2013. Good morning. Good morning. My name's Laura Wilner. I am with court-pointed special advocate of Denton County. With me today is Parvathy Siviraman. She is our volunteer court administrator. And first of all, we'd like to say we appreciate the support we receive from the Commissioner's Court for our programs. And as indicated, April is National Child Abuse Awareness Month. Part of our mission at CASA is to promote awareness about child abuse in Denton County. And in further ends of our mission, we would request permission today from the court to exhibit a display for the first two weeks of child abuse awareness month at the Denton County Courts Building on McKinney Avenue. The title of our exhibit is to keep keeping children from falling through the cracks. We do have in the materials I dropped off today an example of the exhibit that was put on by our state organization at the Texas State Capitol in Austin. Hours will be a little bit smaller, but basically what we would have is two pallets and on each pallet we will have pictures of actual children in the cracks. These are the sizes of 8 by 10s, 11 by 14s and 16 by 20 would be the largest. In addition we would request to have two life size cutouts on each palette, one of a child and one of an adult and on each of those cutouts we will have a story about how intervention has promoted positive change in the life of an abused child. We'll also have requests to have a one page flyer, which I've included in the materials, basically it provides information about statistics, child abuse in 2012 in Denton County. It also provides the list of reporting hotlines from the state of Texas and the national reporting hotline. And also has a short list of some websites that provide resources with warning signs of child abuse and resources for at-risk families. And then finally, the last component would be a Casa brochure that basically provides information about the relationship Casa has with the courts and the role as guardian ad lighting in the lives of abused children in Denton County. I do have information about the actual size we would have if you care to ask about that. Do we have questions from members of commissioners? These statistics are staggering. The supplier says last year in Denton County there were 929 confirmed cases of child abuse resulting in 649 children being removed from their homes in place in foster alternative care. That's very sad. It is. It is. It is. So that's part of our mission to let the public know about it and have us all be aware so we can intervene before it gets to that point and rescue some more of these kids before they become victims. For the point, especially advocates are CASA, they're then kindly provided to train before it gets to that point and rescue some more of these kids before they become victims. For the point, especially advocates for CASA, they didn't kind of provide a trained community volunteer to guard, to act as a guardian and add light and advocate for the best interest of 455 or 70% of these children. We'll call on Beth Laming. Good morning. Didn't County receive six proposals in response to this RFP. The evaluation committee included Joe Holland, Justice of the Peace precinct one, James Wells, our county auditor, Bill Schultz with the Civil District Attorney's Office, and a net war swig of contract administrator in my office. They reviewed the proposals and determined it was in the best interest to interview the top three, and they interviewed those top three on March 15th. They ranked the proposals and averaged the scores, and the committee is recommending the award to Lombard, Goggen, Blair and Samson is the overall best proposal based on the evaluation criteria. The recommendation from the committee was unanimous. Thank you. Members, first I think I need to apologize to certainly the firms that went through all this and the evaluation committee and I'm sorry I didn't catch this sooner but rather than do the RFP process I wish I would have caught it and suggested we do a professional service RFQ instead. The primary reason for that is there's six JPs in the county of which only three use the service of whatever company for this fees and fine collection. In of those three it's really only one probably Becky does. I'm guessing 85-90% of the fee and fine collection, it's not a real big contract. That's what I'm saying. I would much prefer that this be a professional service contract with the person that uses the service and those judge Kerbo having the primary input. So I'm going to suggest that we reject all vids and post a professional service contract posting later. That's my motion. Is your microphone on? Could be good to have Judge Kerbow come speak to us about this. She's certainly welcome to do so. Kind of the primary person who's in charge of this deal. So we might want to talk to her, have some input. So maybe we could put it off a week or something and have her come address us. I think we need to reject all bids and do it under the professional service contract based on discussions with Legal. You have a motion. I don't need to have Judge Kierboh coming in. Talking to us also. I'll go ahead say like I said, she's the primary one that uses a service. It's not a real big contract, but she does 90% of it. You're absolutely right. She should be the and I apologize again for not catching this sooner. Should when we started this process, I should have brought that up. He wasn't on the committee though. No she was not. The other justice of the piece, do the elections. Well down in Carleton and in Colony so much of theirs is tied to NTTA finals. That's right. And the other JPs for what, you know, you'd have to ask them, but they don't use it. I know that Justice of Peace hand will turn some warrants over to them and then a week later they take this warrant back and things get kind of muddy that way. So that's one of suggesting that Judge Kerbos should have be the primary one with input but we have a motion in a second on the floor to reject all bids are there for the questions or comments I've got a couple more questions. This funding does this need to be done today or what would happen if we pushed off a week? No it does not need to be done today our current contract actually expired February 25th, but they'll continue that service until we get a new contract in place. I don't have a problem with doing what you want to do, but I'd like to call Judge Kerbo before we push it off and just talk to her and see what the field is before we make a decision, but that's kind of the way I feel about it. All right thank you. Okay item seven A is approval of a capital improvement program for fiscal year 2010 through 2019, LeCon, Donna Stewart. Good morning, Judge and commissioners. We are presenting today a recommendation of the Capitol Improvement Committee for approval of our long term Capitol Improvement Plan. The committee met several times in February and voted to recommend this proposal to you on February 22nd. As you know a couple of weeks ago we proceeded with, and last week, proceeded with issuing debt for all the projects that are listed in the paperwork here for the fiscal year 2013 column. We did seek input from all the various players, including technology services, all the Michael Tubiolo, all the Sheriff's Department, all the various departments that have submitted requests to us in the past. We also received input from each individual commissioner with regard to their road projects, as well as ITS, our transportation consultant. If you would like, I can go over some of the new projects that are on the list that some of the members of the court may not be aware of. There were Judge Horne and Commissioner Mitchell are on the committee, so they're aware of these. But just for the record, I thought we might want to go over. Sure. Peace to. If you would like to look at the spreadsheet that starts on page 58, you'll see that spreadsheet. There's a new project called Data Center Completion for the Losville Government Center. It's listed on this report on two different lines because it's being funded from two different funding sources. As you know, the Luzville Government Center is in the process of being close to bid, and there are no funds available for the completion of that data center. It's a shelled out space at this point. So these would be funds to help complete that as well as furnish it with computer network equipment, et cetera. There's also a new request, the coal building fire alarm update. The individual sheet is on page 82 that explains that this is a necessary update for the juvenile probation facility. There's a video system that's tied to jail expansion that's needed, that's included in the debt that you just issued. Courthouse Security Improvement is a new project submitted by the Sheriff's Department with regard to needed improvements in that area. That project is slated for 2014 funding. There's a large project that's been added for radio system modernization. I think you're all aware of some of the issues with the radio system and towers. This is a $9.2 million project that is slated for 2014 and we would consider issuing tax notes for that project. One project that has been deleted from this list that's not appearing is the electronic case filing system for the DA's office and that there was a program written in-house by staff members and so we were able to delete that project for $180,000. On the page that begins with buildings in the end, we did delete two projects from this list. One was a minimum security barracks project that was over $4.1 million. This we asked the sheriff about this project and he confirmed that with the new jail expansion that's going on now, that project could be eliminated. There were also funds, additional funds for video visitation for a little over a million dollars that are no longer needed with the jail expansion and what we've already done with video visitation. The one thing on the spreadsheet as far as the Sandy Jacobs Government Center, the voters approved that project for a little over $7 million, $8 million. What Commissioner Marchant has requested is that we revise the scope of that building and make that more of a renovation project and do a small addition to that and reallocate those funds for the new Frisco government center that will replace the colony government center. You'll see there are several lines that list out that project and the various funding sources. And that project, again, is slated for 2013 with the debt that we just proceeded with. There are two new projects at the very bottom of that list. One is the Medical Examiner Program. As you know, in probably in 2020, we're probably going to reach a population of about a million. That's still to be determined, but when we do, we're going to have to have our own medical examiner department. We've asked HDR to provide us with cost estimates for these next two projects and you'll see that project is listed in 2019 for 8.7 million dollars. Vehicle maintenance facility. This is a facility that will need to be replaced when the next jail expansion project moves forward because that's exactly where that moves forward because that's exactly where that pod or jail expansion building will need to be. So, that project was originally slated in 2019 when it came to the committee, but after discussion we've moved that to 2016 in order to get that project on schedule and be cleared out for that next expansion. You'll notice too a lot of these projects, say future bond election, there'll be a time in the near future in the next year or so that the court really needs to consider how we're gonna proceed with some funding some of these projects, they're some are rather large and we'll need voter approval. weather large and will need voter approval. The county roads for Precinct One and Precinct Four, there have been some revisions made by the individual commissioners that either transferred excess funds available from projects to others. In Precinct One, while Kent Road, in precinct one, while Kent Road, excess funds were allocated or reallocated to payment improvement projects. There were excess funds from Strip Matter, Barren Road, moved as well. Funds from Blackjack Road were moved to Worshroom Road, which is actually already received Court approval. And I think there's something on today's agenda about that. And then there's been some allocations to gravel and pavement and bridges and call roads. In precinct four, there have been several road deletions, including Swapford Road, Wakefield, Jackson Road, Jackson Road Bridge, French Town, all these have been moved to county roads and new county bridge and drainage projects. Most of these, a lot of these projects have already been completed in-house by the various road and bridge departments. Some have been funded with existing road and bridge funds. The next projects listed on the CIP are for all the what we call trip O8 projects that are monitored by ITS and the various commissioners. There were several projects that were moved out from or from various years depending on when that project was ready to be let. I think John Polster has met with each one individually and received approval. In precinct one, there were a few roads that were deleted and moved to discretionary. That includes College Street, King Road Extension and Kiley Avenue. King Road Extension and Keely Avenue. I in precinct two, there were only a few projects that were either moved in or out. That included Hulford Prairie Road, was moved from 13 to 14, and Memorial Drive was moved from 14 to 13. There were no changes for Commissioner precinct three other than items that have already gone through commissioner's court to fund some Some projects from her discretionary account For precinct Four There were some projects that were moved from 13 to 14 such as Tim Donald road construction And there were several projects that were reallocated to the Country Club Road Project. That included moving funds from State Highway 114 right away that were allocated for 2012 and 2013 to the Country Club Road Project. There also includes some funding, additional funding taken from the County Road Projects as well. I'd be happy to answer any questions that you have on this. I know it's a lot of information in your packet to look at, but I tried to include all the individual forms for each project so that you could see the specifics, the scope of the project, and when those funds are going to be necessary. It's a big project. Yes, it is. Well, let me also mention that our bottom line capture improvement plan, and this started in 2008, is $773.5 million. Begin. $773 million, $510,000. So there's a lot happening in Ditton County. It's a busy happening in place, lots of technology, building projects, as well as major thoroughfare projects and county road projects that are included in this plan. I'd like to thank Donna and your staff and Judge Horne and Commissioner Mitchell for working on the committee year round, basically to make sure that this is, that we are implementing our capital improvement plan appropriately. Certification primarily concerns being trained in regulations of stormwater management and best management practices, but does not include designing drainage systems which are the purview of licensed professional engineers. Bennett Howell is the one that brought this to our attention and feels that and I agree with him that the county needs to oppose this licensing. It doesn't go far enough to protect things.
