The first public comment form that I have here is from Veronica Maldonado and Jake Lavin. If you'd like to come up to the podium. Go ahead, Judge Horn. I'm going to introduce members of our Denton Convention and Vistors Bureau staff, Veronica Maldenano, Kim Phillips, who's right there, and then Jake Lawflin with Dentonradio.com. But briefly, I would like to mention that this Friday, the Office of History and Culture will honor our education volunteers with a reception at the home of Peggy and Lee Caps, we have calculated the hours that they have spent in delivering our educational programs to schools and organizations that being close to $50,000 this year. So in appreciation, we have a coaster we'd like to give to you and hope that all of y'all will come, but this is a woodcut that Joe Duncan, our curator of exhibits, did of our beautiful courthouse. Oh, cool. Wonderful. Thank you. Can you just one? Okay. Oh, that's great. Nice job. New logo on there too. Yes. Now, Veronica, you had a judge? Go hand in this. He etched this. That's wonderful. Thank you very much. Very talented in house staff. Thank you. So appreciative of the commissioner's court, allowing us to do our concert on the courthouse square during Ditton 35. And Veronica and Jake want to give you Concert on the courthouse square during didn't 35 and Veronica and Jake want to give you a few words of appreciation. Thank you and yes, definitely thank you judge horn and Rest of the members of the commissioners court for allowing us to have an event on the courthouse square On the lawn it was a wonderful event. We wanted to share with you the results of the event and how you helped help us highlight the music scene. I'm going to actually just give you a few small, I guess, stats from our social media, our website traffic. But then Jake's going to give you an overall summary of the event. We just thought that you might want to know what the results were. We did receive a lot of PR. We did receive a lot of attention. It was a wonderful way to highlight our music. Specifically for the Denton Convention and Visitor Bureau, our mobile website traffic was the one that garnered the most attention as we had people walking around during 35 didn't we definitely had an overall of about 3,000 visits 3500 visits off of mobile website that was the biggest number that we saw as people again are walking around you pull out your phone and figure out what's going on. And that definitely helped our numbers. But social media too was a wonderful way to connect with the crowd. And 3,200 tweets, Facebook posts, pictures, all of that together. And that was a very big number for us in March. So we were very appreciative that this event was able to bring that attention. I'm going to let Jake give you an overall summary of how the partnership with Ditton County Historical Commission and the Office of History and Culture and the CVB helped Dittonradio.com. So Jake. Thanks for your time guys. First I wanted to thank the Mint County Historical Commission and the Office of History and Culture. And then, of course, the Convention of Visitors Bureau for everything they did for us. And I want to offer up a special thanks to you guys. The results were fantastic. Four days, 41 acts, every one of them local. And we had an absolute blast. The response was incredible. After day one, we went and looked at the website analytics and saw how high everything was shooting and they weren't only coming once, they were coming twice. It was new. And so we said, well, our goal is to see if we can't meet a thousand new people to get to our website. We didn't hit a thousand. We hit 941, which was awesome. And so we were really excited about that. More and more and more musicians jumped on the bandwagon and really wanted to get involved. We had a stack this thick of new registration forms and people wanted to get involved. We've had tons of new clients and sponsors that have wanted to get involved and really the big word for it was momentum And it just created this incredible momentum that we couldn't have have done without you guys I mean it was it was absolutely amazing. We were incredibly humbled to be able to be allowed to do it And we just wanted to say thank you. So we had a little something Every single one of our acts all 41 of them signed this poster. Oh, it's great. And we wanted to make sure that we presented it to you. No, it does not. I gave you this gift as our appreciation because every single one of them wanted to make sure they said thank you as well. So I just wanted to applaud you guys. Thank you. Thank you. Thank you all for being here and appreciate that. Hopefully it was good for the businesses around the square too. Very, very cool. Okay. Opposed to say aye. Motion does carry. 13A is approved by legislative policy statements and or resolutions and discussion or approval of other matters related to the 83rd legislative session. First, let me tell you about a couple of things that I have just become aware of. Just was advised this morning that House Bill 3577, that's the one that we advocated that created the new seat on the cardboard. Just last night was loaded out of committee without any amendments or objections. So it's another step of the process. We're not there yet, but at least it's another step of the process and it wasn't amended. And the other thing I was going to tell you about, and you may have heard it on the news that Defense Secretary Chuck Hegel eliminated the distinguished warfare or medal overturning one of Leon Panetta's last options as Secretary of Defense. This is the one that was known as the Nintendo Medal of Recognizing Drone Pilots and Cyber Operators. Now instead of a medal, individuals will receive a pin that will be placed on another existing metal, similar to the V that is pinned to a bronze star to indicate an award with valor. So our goal is accomplished and I thank you for your help on that. All was accomplished and I thank you for your help on that. The first bill that I'd like to discuss today is House Bill 2443. This is a resolution in support of the substitute for House Bill 2443, which relates to the composition of Texas Juvenile Justice Board. The substitute will retain the important county government representation on the Texas Juvenile Justice Board, the substitute will retain the important county government representation on the Texas Juvenile Justice Board by establishing the board membership at nine in retaining one county commissioner and one juvenile probation chief will assist in developing a strong partnership between county government and the state in matters of juvenile justice. So I wanted to be supportive of the substitute of this. In Medcalfe here. Yes, we do. I wish to add anything. I know Mr. Medcalfe and I went down to Austin to talk to him. And did you want to add anything? I'll put this in. Right. Come on up to the microphone. You have more to make sure that something kind of have to foot the bill that we at least have a county commissioner on the board tell us kind of telling us that would be good. I do think the commissioners for paying attention to this and I think it would be who of us. All me is a chief y'all as commissioners court county government to really participate closely on this juvenile justice board. There's been a trend for quite a number of years to push more and more responsibility onto the county government. I think in one sense that's good that we want to keep our kids here locally, but there are some kids that because of their needs, their situations, the really just dysfunctional family homes, the offenses and question, you know, for county, the size of Denton, it's really not a good economy of scale to just say, hey, it's now up to a jury or a just one soul judge to place a kid in a county institution not understanding what programs and services there are. So that kind of relates to who's on this board. If you have a county representation, I think that's a good conversation that needs to be held. And we're going to have one county commissioner on this board. The current commissioners that are on the board will be able to serve out their terms So I thought the bill is actually a really good bill as it turned out I think Tan Parker did a really excellent job in in drafting The amendments and change that bill so I think for the next two to four years that will really be good after that There'll be one county commissioner on the board and one chief on the board. And I think is we've got to know our counterparts and they have to understand our needs on the county level. So I just thank you. I know each of you know juvenile probation in your own, I know Commissioner Eads was down there yesterday, took a tour of a couple of weeks ago. So I know everybody isad was down there yesterday, took a tour of a couple weeks ago. So I know everybody is familiar with what we do in certain aspects and we really appreciate that. Thank you. Well, thank you for the heads up on this legislation too. We really need all the help we can get and keep it up of it all. Thank you. Chair is going to move for a poll. Second by Commissioner Marchand other further questions or comments concerning this proposed substitute language. Your none. All in favor please say aye. Aye. Opposed to the name. Motion is carried. Who's is that? Bobby, you are in trouble. I guess so. Okay, well, it's not going to be news important. There's $5. She's going to go to the court. Man. I'll cost you $500. I think I need to up that to $100. I understand additional court is like 500. So you get that cheap. I'll cover it for you, Mommy. Here's four of it. You'll spot her a dollar. Okay. Barbara, Libre, the Posse Fund. I'll take you. You all don't think I collect on that, Posse Fund. I'll take your. Okay. You all don't think I collect on that, but I do. Teamwork. What are friends for? Yes, I was my partner. You better. Okay. Now I made a believer out of everybody in the room. I heard you were over there. Okay. Next we have a resolution. And this relates to the creation of the River Walk municipal management district number one, providing authority to Shabons and providing authority to impose assessment or fees. The River Walk MMD will be located wholly within the corporate limits of the town of Flower Mountain and the town is issued a letter of support for the proposed legislation. And it's my understanding that last night in their city council meeting they voted unanimously to support this too. But I also, as recently as just a couple of minutes ago, got an email from a resident to fly a man that has questions too. I believe there's some other questions. If the court would be agreeable to this, I'd like to table this at this time and we can bring it up again. We've got some questions that needs to be answered. I would just, I mean, I don't know what y'all want to do, but I just wouldn't even bring it back. I'll tell you, this is within a municipal city limits. It's really their deal. I don't think we have a dog in the fight. I mean, I don't like these, so if they bring it back more than likely, more than likely, probably vote no. You know, this has been pushed by Kirk Wilson, the same guy who's pushing the Comanche Red one. And remember, that's the also guy who helped bring us Wellington Trace and some of those other districts. You know, one of the things that I don't know if I remember to mention last week, if we forget the past, we're doomed to repeat it. I just, you know, have concerns of what's going on with this stuff. But if I had my brothers, I just not bring it back and let the city deal with it. But. Well, let's go ahead and table it for this week though. If that's I don't think we have to move table it. Do we? Yeah, we have a motion by Bobby Mitchell to table it We have a seconded by a commissioner march and On in favor of the motion. Please say aye aye opposed in the motion is carried that's all I've got on a legislative front list. Other court members have something else. 13B is approval of the reappointment of Mr. Evan Groschell to the North Texas Springwater Conservation District as represented as the largest groundwater producer. I posted this. The largest groundwater producer in the county is the city of the colony, and Mr. Grosza has been serving in this capacity for some time. They won him to serve, and he is willing to serve again, and that's their recommendation. So with that, I'm gonna make a motion to approve. Seconded by Commissioner Marchion. Other questions? This is all Commissioner Pristinct 4. Members, this is many times we as court members work to expand existing roadways. And I'm pleased to say this is actually a new roadway. It's an extension across a farm. It's going to be a key east-west connection from Roeves and Ranch as it connects over, eventually to how we want 56 and have a real east-west mobility improvement for the residents in North Lake Justin and the city of didn't in Roeves and Ranch.
