I'd ask approval the bills with the three editions and three deletions that are all noted on the separate page. And I draw the courts particular attention to the very last addition. It's out of the energy care fund. So Texas Health and Human Services Commission, this is bill $486,000. This is our initial, and I think possibly only, intergovernmental transfer payment for uncompensated care to the various hospitals. See the hospitals listed, that's just the uncompensated care they've earned payment is to the Health Human Services Commission. This is, again, the initial payment of what may, as long as the program lasts, may be a regular one through the Medicaid section 1115 waiver. We are in effect parlaying or leveraging our direct payment for or leveraging our direct payment for intergovernmental transfer of this amount for a far larger amount of uncompensied care that we would have been paying for. So for the year, our indigent care expenses have decreased way less. We're far less than this because these hospitals have longer billets. So this is the very first one of these, I thought, I'd bring it, special attention. And we got the word yesterday in the deadlines next Monday. Nice of them to see you. So much advance. Commissioners, I'm happy to read the names. I think you've got the narrative of the essay contest. Would like to thank the commissioners and the court for honoring these students this morning with the presentation of these awards. I'm happy to read the names and that sort of thing. I'm not sure what your usual protocol is for presenting such awards. Well, we don't really have something that is a usual procedure because I believe this is the first time that we've done something like this. And I think it's a great idea. Let me first talk about the SA Contest description, and then we have each commissioner, each member of court is going to be presenting, we have an award. We have a trophy in check. Little trophy, and I believe we have some checks. That's what they're really here for it. The rest of it is just gravy. I understand. You wanna, I'll read this and then if you'll bring the awards up. Okay. This is the Den County Historical Commission offered its first Den County essay contest in the spring of 2013. Entries were to either be on topics that either originated in Dent County or broader topics whose specific impact on Dent County is covered. Entries were evaluated in four different divisions based on published guidelines for prizes and potential publication and commission publications or in partnership with other community organizations. The divisions included elementary, middle school, high school, and college slash university level students. Each entry was evaluated by three evaluators who had experience working with students in those ages. All participants in the contest were notified about the winning entries in early May. The Denton County Education Committee will work with other committees and partners to best publicize and share the research and writing of winning students in an effort to promote broader awareness of the history of Denton County. In an effort to provide incentives to entice young people to conduct research and write on Denton County Working in cooperation with the Denton County Historical Foundation the members of the Denton County Historical Commission Education committees listed private donations to make monetary awards possible Monetary prices were made possible through the generosity of the following community partners, law offices of Deborah Esbun, Sherry and Albert Foreman, Mr. Charlotte Munniham and Dr. Richard McClasslin and Mr. Steven Kear and Miss Peggy Riddell and Miss Holly Berry and others. This is RFP 101221869 to secure a technology option B as recommended by the evaluation committee and we'll call on Beth Lennon. Good morning. I would like to make a few comments about this. First of all, I'd like to recognize the evaluation committee. We spent a lot of time on this proposal and I believe we have recommended an award that's I'd like to recognize the evaluation committee. Tim Rich is captain at the Sheriff's Office. Tracy Olephant is the Deputy Director of Institution that juvenile detention. Roy Davenport assisted us on this, Vanessa Freeman in my office in Scott Arledge. It was a big endeavor trying to get this done. We did receive six proposals. We narrowed those to the three most susceptible of receiving an award and reviewed their proposals and also saw demos of their systems and interviewed them on all the services. of their systems and interviewed them on all the services. There is a comprehensive financial analysis in your proposal. Two of the top three companies had two proposals each, so we actually evaluated five full proposals to do this, and we are recommending the Secure Assoption B. Our goal was to balance commission, of course, to the county, and for the commissary account as well With the low rights to the families. This is the lowest rates. We've ever had Securus did bid a low one the bid to options the one we selected is the lowest one that we did receive Five years ago when we did this proposal we lowered them significantly from the time before that and proposal we lowered them significantly from the time before that and this one is even lower. We have a flat rate of $2.50 for every call. Of course, that's exclusive of fees and taxes, but a very low rate for all types of calls. I'm here to answer any questions you have. Technology is just running crazy on this type of service. And so we are going to be able to negotiate in some new technology that will assist investigators and assist both the management of the system and will help with families as well be enabled to deposit funds and those kind of things for their family members incarcerated. They have surplus funds in the line items that are affected to fund that for the remainder of the year. Adding these lines or this service is $1,632 per year. Members, as you have seen from the emails coming out things are moving fast and furiously down there and it's kind of it's crazy sometimes but we've had some success in that. And tell you I went down last week on Thursday I left it I had to leave Denton for something in the morning and went to Austin and I testified on behalf of House Bill 738 and then I turned around and came back and I was told that it passed favorably out of the Senate committee and for what I understand is all it remains is it to be assigned by Governor Perry. Great. That's the bill that one of the things under chapter 54 of the water code is that a general law city When they have a met mud being put in their ETJ it really feels like they're under the gun because if they do not sign the agreement They can have the District forced upon them and this allows the county commissioners court to have some input at the tcq If they refuse to sign the bell of our agreement but in in Tuesday go to the TCEQ for the district. So I congratulate my recruit over in Senator Nelson for helping us with that. The question was where we are on the omnivorous spell creating the new court. It's not meeting any opposition. It's not done, but it's very close to that. Could you remind me in that language when we're going to have to... It'll be effective January 1, 2015, 2015. And I keep checking that every time it makes another step and make sure that that date doesn't get changed and Still correct The other thing I was going to talk to you about today is last Friday I sent all members of court or head Kate send a letter that I had sent to all of our reps and senators and the members of the the Counters committee to get Senate bell 1670 out it concerned overweight truck permit fees and that has since changed as of this morning and the Senate Bill 1670 and then 71 by Senator Nichols have now been added as amendments to House Bill 2741. So what I have for you today is a policy statement supporting the amendments to House Bill 2741 doing just that is concerns overweight vehicles and I won't read all this dialogue. It's printed out for anybody that wants to read it. But I want to keep some pressure on this and make sure that our representatives know that we very much would like to see that done. So that's my motion is to send this policy statement to our representatives and senators to allow the amendment to House Bill 2741, which essentially adds Senate Bill 1670 and Senate Bill 1671.
