It's been an amazing season to be able to sit down with the beginning of the season and set the goal of getting to Austin and winning a state championship and then achieving it just unbelievable. We have some great group of young ladies that have worked extremely hard not just this year but the past four years. It's been a long process getting to this point but I'm very proud that they were able to win the state championship. It's something that they'll remember for the rest of their lives. Because to me, the relationships and the memories are really what it's all about. But I want to thank the court and everyone involved for having us here today. It's really an honor to be here. For the record, I would like to share with you the letter that I received from the government finance officers association. The government finance officers association to the United States and Canada is pleased to announce that Ditton County Texas has received the GFOA's Distinguished Budget Presentation Award for this budget. The award represents a significant achievement by the entity. It reflects the commitment of the government body to instaft to meet the highest principles of governmental budgeting in order to receive the budget award. This has been presented to Denton County Budget Office. For budgets including fiscal period, 2011, 1,328 entities receive the award. The award recipients have pioneered efforts to improve the quality of budgeting and provide an excellent example for other government governments throughout North America. The Government Finance Officers Association is a nonprofit professional association serving over 17,500 government finance professionals throughout North America. EFOA's Distinguished Budget Presentation Award Program is the only national awards program in governmental budgeting. I'm trying to do something. I don't have with me. There's only like about a thousand of these giving out in all of North America. Isn't that correct, Anna? I believe that's correct. I think there are 10 counties in Texas that receive it based on my last research. Well, it's once again something you can be and should be very proud of. This is the award that comes with it. And so do you have space on your wall if this is like 21 times we might need a new building Well after big build you a bit of wall and face the very good. I'd be remiss if I didn't recognize the people back in my office that are working on a recommended budget as we speak. They all have a vital part in this process and I appreciate all the work that each and every one of them bring to the table on getting this document and this award prepared. So again, thank you to the Court for all the support you give our department and to the departments that help provide us those dreaded statistics we ask for every year. That's important that goes in this document to show our not only our citizens, but the financial experts such as our bond rating agencies. What didn't count is all about and what we deal with. So I can't want to thank you and everyone else for their efforts in making this happen. I should certainly be proud because like I said there's only about a thousand of these given out through all of North America, the United States and in Canada too. But to do it 21 times, I don't know that very many other counties have ever done it 21 times. Actually, I looked that up to one other county and received it for 19 years. I think that was the longest. I think Bayer County and maybe Colin County are the only ones larger than us that received that award. So I want to thank you, Donna and your staff. And it really is a, to get this award, the budget reviewer has a long list of criteria. They go through everything. And there's some method to the madness. And there's reasons why Donna and her staff, anyone who's watching as far as the departments and other officials, there's a reason why she asked for all that information, that criteria, because it does, it is reviewed by the budget reviewers and that's all part of the checklist so that we qualify. Any of those components are missing your deficient and so there's, so thank you for your diligence. It's not easy to obtain this. It's really not easy. We try to take the reviewer comments every year and enhance the document. Sometimes it's more difficult than others, but again, it's always a work in progress and we'll continue to strive to make it better. The great thing about this award is that it's designed for the public so the public can be able to pick up that budget and easily review it and understand the financial situation of the government entity. So it's all designed around the public disclosure of the facts and also the readability of, say, understand the true nature of what's going on. So it speaks well for our department in the county. Thanks Donna. Also one of the components that the rating agencies take a look at when they're considering your bond rating. Important. An important component. Budget member quest 101-060 to adjust adjust accounts in the debt service fund for the 2013 PI enter what James put here in his back up material for background on this the 2013 PI right refunding bonds refunding bonds and tax notes were issued on April 25th 2013. In addition to issuing bonds for new money, the transaction refinance the portion of the counties previously issued transaction refinance the portion of the counties previously issued obligations and it saved the county almost $5 million $200,000 in future debt service costs. The refunding transaction caused alterations in certain budget accounts for 2013 and added principal interest expenses in 2013 for the newly issued bonds. Since the transaction occurred at two late a date to be included in the adopted 2013 budget. We are requesting a budget amendment at this time to adjust accounts to properly reflect the county's 2013 debt service requirements. Motion as carried. 13A is approval of discussion of establishing a committee consisting of Commissioner precinct one Hill Coleman County engineer Bennett Holland chief the Civil Division John Felt to draft a policy to apply the county's traffic regulations to a public road located wholly or partly in the county. Commissioner Coleman, I have absolutely no objection to this at all, other than to specifically name John Felt. I would rather give him the option of perhaps serving himself or naming somebody else in his department to serve on the committee. Hi, I appreciate you for putting this item on the agenda for me. The reason I asked this to be put on the agenda was in light of Senate Bill 1411. That was the bill that was going to supersede the bill that Commissioner Ma Shant and I were working on to reduce the amount of signatures needed to have the county an agreement with the district to promulgate traffic regulations and a special district. And what I wanted to do was have a policy in place in anticipation of this bill becoming act law September 1st and it would allow us to establish a protocol for which we would contract and under what terms that we would provide traffic regulations to these special districts. This is something that I've been concerned with for a long time ever since I was the attorney with the Sheriff's Department. As you know, it's very important that you have good traffic regulations and that they're viable and valid because a lot of criminal activity, you know, the first stop people make is really spares a lot of stuff and you want to make sure that the, you know, any initial stop is a lawful one. And also, they've been putting schools like in Providence, Savannah, Cross Oaks Ranch, there's elementary schools for which we're not able to prom a gay, a school zone. And I think those are very important. So we'll put together a committee that in my opinion hopefully the way I envision it is it'll set up a system for which we can either reach out to the districts and say hey do you want us to help you all with this and promigate this stuff. I'm anticipating us only being responsible for like the signage and promulgating the rules and regulations. What was neat about the statute, if you review it, it talks about it also, specifically authorizes it with signs and right away. Which was one of the problematic things that we had figured out how we would do that. But I think it's a good idea and I just, you know, I think it's a good idea to get together in anticipation of the law. So I support the formation of the court. Bless you. I'd like to serve on the committee as well. That would be okay with the court. Or the better. Perfect. But the deal is I kind of want to I mean I don't know how extensive our policy is going to be but I want us to kind of get it ready before Simtobur first so I'll allow about you know what I mean absolutely about political speeches. That's kind of what we did when we did the one in Lantana. We did a traffic enforcement out there. We had the Sheriff's Office go to the district's meetings and I was there and we talked all that through. Well, the thing about the Sheriff's Office is they will become a key player when you do sure interlocal agreements between the district and the sheriff's office really the county to provide extra patrol services so that's That's why they need to be in the loop, but I think as far as starting out and coming up with a policy, that's probably something that we can all work on before we even get to the point of doing ICA's. And when I talk to the fellow in Austin about this, one of the things if you review the statute is unlike the other one, this allows for us to adopt the regulations, but not necessarily for the district to contract with the Sheriff's Department. So there's not even a provision that says they have to offer it to the Sheriff's Department first. So I place it like Crossroads Ranch and I believe is Castle Hills is not a New York area, right? Commissioner Mitchell? That's Ron. Is it Ron's? Is it in Atlanta? Are they with the SO or are they with the S.O. or are they with the city? Here okay well it would allow the district to have more choice which of law enforcement agency they would like to have and I think that's possible allowed that too yeah yeah if they wanted it let them to if they wanted to and you know the sheriff's department regardless is still responsible for this area.
