And whereas Olive Stevens campaign to create the district, and is a founding member of the Denko area 911 Board of Managers. And whereas she has continued to serve for 26 years as a guiding member. Now therefore be it resolved that the Den County Commissioners Court does honor. Olive Stevens for 26 years of service, thanking her for her efforts to create the district, recognizing her continued contributions to the district and wishing her a fond for her well. Let's go to item 6B on the agenda. 6B is acceptance of a donation of 10, pen any vision, desktop, scanners, and two, pen any cleaning kits by Wells Fargo to the Dayton County Tax Assessor Collector. We have our tax assessor with us. This morning, why don't you come up and tell them what we're doing. Good morning, judge and commissioners. Yes, we have had the good fortune of having 10 panini units and what those are. Those are the optical scanners that allows us to electronically deposit all of our checks. And we were actually in need of replacement of several of our paninis. We actually purchased them about eight years ago, our first set, and through the years we purchased more and more to be able to accomplish everything that we needed in all of our offices. And the paninis typically have a four-year life expectancy. We stretched them to eight, and four of them just all but died on us in the last couple two, three, four weeks. So we've been working with Wells Fargo to try to get a really good price. And as it turned out through a combination of different events, we were able to have 10 of these units donated to us by Wells Fargo, which saves the taxpayers about $7,000 and allows us to be able to continue doing business same day electronic deposit, get that money in the bank the same day and especially coming into tax collections here in a few weeks that's an extremely important thing to have. So we're very thankful to not only Wells Fargo but also our purchasing department and our Treasurer's Department to help us navigate through all of this. Bottom line it's about a $7,000 savings. Motion does carry. 8C is a per level of employee interest, planning changes and vendor rates for our plan year 2014. We'll call on Amy Phillips. Thank you, Judge, and members of the court. There's a memo in your packet on page 636 that kind of summarizes the changes we're asking you to approve today. We ask if it's the court's pleasure, if we could approve them all in one movement or one motion if there's not a problem with any of them, but individually. You've already approved the major plan changes for next year. You've approved the Enhanced PPO and the HTHP with the HSA. You've also approved having a limited purpose flexible spending account with the HSA. And you've also approved the upfront seed money in amounts for employee only and employee plus dependents. What we're asking today, the first change has to do with infertility services. This is a provision that we have to change because of the new health care and act and the way that essential health benefits are defined. We can no longer have, we have had a $20,000 lifetime cap on artificial insemination. We can't have a planned dollar maximum anymore. that we can't have a planned dollar maximum anymore. We believe that it would be financially neutral to change that to have a cap on the number of rounds per lifetime. And you'll see that the language for that listed specifically on page 640 in your packet. It shows the current language, those language. Because we believe their financially neutral it shouldn't really have any effect on the services provided either. That's the first change we're recommending today. The second change that we're recommending is to the subrogation language in our cafeteria plan. And you can see the recommended language on page 642 and page 643. This is quite different from, you can see the changes are significant. That is the result of a house bill that was passed during the legislative session. And unfortunately this will severely limit our ability to get significant subrogation awards. The carrots has a January 1st and the legislature over ruled that Fortis versus Cantu case. That's correct. It's really unfortunate for our plan, but the legislators saw fit and I'm sure there's some good reason. The vendor, we're asking you also to approve vendor rates today. Most of these vendor rates are not changing at all. The United Health Care rates are going up a small amount that was in our original. That was part of their proposal that we adopted last year, their limited increases each year. And the other thing that's notable in the vendor rates is that the Fort Derbone life insurance rates are decreasing a little bit. Other than that, the vendor rates are staying the same and we're asking for approval of all of these changes this morning. The questions to move the quote. I read through this but it's from my understanding it's the general consensus that we're going to decide on yearly basis what we're kicking into the plan. Right. Yes? Yes. Yes. And it will impact, it looks like two or three employees next year. I think Commissioner Mitchell had asked about the financial impact of such a change. You can be on page 648 that is pretty negligible. It would be expected to be less than $8,000 annually. I believe this also gets us in compliance with the outcome. They call it good luck and speed. The affordable care act that is not so affordable. That's correct. We were supposed to be in compliance as of January 1st, but I think they gave us a waiver for a year. They did. So. So affiliation agreement where we are allowed to do with DIT and ISD to train students out on their facility out in the Luke 288 for potential careers in law enforcement. I believe they have a detention officer training at one point in communication officer training and I'm not sure I haven't kept track of it. They do all kinds of training out there at the Troy and Sarah LaGrone Center, I'm not sure that's exact title of it, but technology. They do all kinds of awesome training out there not only for law enforcement, but they actually have like a mock courtroom and do trials and all kinds of stuff like that. Remember going through the training. You don't want to try to get the greatest out. It's right behind there, the Troy LeGroen Center. And we, basically, we get some of our jail cadets from there. I mean, they put on a full jail school. And just a tremendous job. They do a great job of it. And we're glad to have them. We're glad to be in partnership with them. So. Give them exposure that they might otherwise not have any prages and to go into a law enforcement career in some capacity. And they come in as interns as well and they see our operation. We pretty much open the doors so they can see what they're gonna be getting into later in life. That's a great program. Is this for just in ISD? Yes ma'am. And we're not expanded? We are. We're doing it with UNT as well. And we're doing it all the way with their bringing in their. Now I mean expanded across the lake. Oh, listen. I'd be fine with me. I think just because it's so far and no other districts approach us on it's dentons right here. And I think they've it's so far and no other district's approaches on it's dentons right here and I think they don't know that it Reasons to have an approach. We sure make that happen Well, it's just so you know at the Troy and Sarah LaGrone Advanced Technology Complex Little Elm school district participates in some of the programs. They have culinary arts cosmetology My son is now enrolled in their and culinary arts, cosmetology. My son is now enrolled in their courts practices and kind of the pre-law track, which is what you were talking about with the mock trials and possibly come into commissioners court and seeing how it works. But yet, little Elm, several of the school districts pretty close to us are authorized and participate. I know in that she said there I think they have four different school districts this semester participating in the courts practice. Sorry. I can get with Dr. Woodell on it make that happen. I appreciate that. If you haven't you need to tour that facility you will be impressed. You do need to do that. Okay, I know we had a motion the second did we actually vote I think we did. Okay. Mr. Williams would have liked to have been here, but as the president and CEO of a successful Denton County business, he had a previous engagement. He was hoping to be here in time to donate the thing to Denton County, but unfortunately he's styled up over in County Court right now. So if there's any questions whatsoever, I'm here. Feel free to answer. I have Mr. Williams was a reserve officer in in Toronto PD for 11 years and he was very gracious during that time, you know, any of their needs to address. And at this time, he felt like, you know, that we don't currently have a pool vehicle that's assigned to us and just been through some turn of events and some vehicles for the for the reserve, not just for the reserves, it's for in case we get a vehicle that goes down that, you know, we'll have one that is you know viable that we can use and that would that will be assigned as our pool vehicle that's allowed by county policy and he was hoping to be here to answer any questions but it is it would it's a fully marked police unit with all the lights and everything that comes along with it and like I said it's it's he's been very gracious as far as providing us for an easy if we have anything. So there's any questions I'll answer them. I have a couple of questions. I had. Constable Birch, this is extremely generous of Mr. Williams to donate to us. Yes sir. Like in the past we had donations of houses to the Historical commission and all sorts of things. And just Mr. Williams understand that when you donate it to the county, it doesn't necessarily have to be assigned to the person for which he intends. That this car at some point may be reassigned for other county duty. That this car may be eventually sold at auction. Is he fully informed that if we decide that this car needs to go to the sheriff's department or another constable or to engineering or to road and bridge, that's the possibility? I'm sure that when we went over everything with him, that he was fully aware. And we've talked with, we've conversed back and forth with purchasing and everybody understands it's the one pool vehicle that was assigned to us and if something happens then it could be used for something else and he understands that. I know it's a gracious and I know it's something that is landmark as far as somebody wanting to do that but his mind said is that he can afford to do these things. Anything he can do to help out anybody in Ditton County. He's so gracious to do that. Sounds like a wonderful and, you know, a tremendous help to us for one of the things that we have pending problem. I just know in the past we've had people who donated things with a specific intended purpose. And then at some point in the future they've wanted to kind of dictate how that asset is used. And I always think it's a good idea that before they make the gift, they're fully informed that this asset may be used for any purpose that the commissioner foret decides once it's given and it's really doesn't have any strengths to be scratched, including, you know, using being used pursuant to our automobile use policies. Comes one of the fleet, part of our fruit, then can't sleep. I just like, you know, so I'm in favor of this. I just wish Mr. Williams was here because, you know, this is a wonderful gift. And we love to encourage these side of things in the community, you know, being a big supporter of law enforcement like myself and him. I just want to make sure that people make such a generous gift that they're fully informed of what's going on because it would be a horrible to have a situation that perhaps at some time in the future that this gift or donation is not used for its intended purpose and Mr. Williams, you know, becomes rightly so upset. And that had him fully informed of what, you know, how the county government works when typically when we take a donation, we try to fulfill the intended use. Oh, and I understand that. And if the court so decides if you would rather wait until Mr. Williams is here to answer for himself, then that's fine. If you can, if you represent that he is fully informed, that's sufficient for me. I think that's good. He has been made aware of the county policies and his mindset is this vehicle I think has 54,000 miles on it when he gets to the point where it needs to be turned over to the county regardless he's willing to donate another one. So he's just to that he's just that that's supportive of law enforcement and county needs. So I mean it's if y'all would rather be here that's fine but I have conversed with him and I do not see a problem with that I have to be here, but I would like to meet this generous individual I mean it's wonderful Well he was here, he's the same individual, they donated the equipment, the computer for the company I just don't want him to be upset for some reason this, you know, we can if he wants the car back he realizes if he goes to 100 I'm not going to say that you know, I'm not going to say you're not going to be upset me. I'm sure he would love it to stay within our precinct but if something were to happen I'm sure that he understands because he was advised of county policy prior to this and I have made that very clear. I guess my point is it's like all things it's eventually going to go to auction. And he understands that and that's when he is willing to replace it. Well, Commissioner Coleman is right. It's an incredible gift and we certainly thank him for it. But he's also right to the value again, reiterate the rules, so to speak, to make sure everybody understands. You know, you know, you also correct in stating that obviously we'd like to go along with the intended purpose of the donation and all that sort of stuff, but it once it's donated its county property That's it and he understands that because it originally started out He was going to try and lease it to the county and that was something that hadn't been done and practiced and so that's why he said what you know Rather he just rather Yes, I was going done and practiced. So that's why he said, you know, rather he just rather. But he said it rules as far as going out for bed and all that. So he would, that's why he said he would have rather just donated it. And, you know, I went along with it. I'm not going to turn, if somebody's willing to do that, I'm not going to turn down a $50,000 dollar time. I don't know how many more can round up. We're on items seven I on the agenda, which is a public hearing on the proposed 2013-2014 Denton County budget. First we need a motion to go into our public hearing. Good morning Judge and Commissioners. We're happy to be here today to have our public hearing and a helpful adoption of the budget following this. We have published notices as were required in the didn't record chronicle as well as posted that same notice on our didn't county website. That notice has been posted since August 26th. We also are required to file a copy of the proposed budget with the County Clerk and County Auditor. That was done on September 4th, and we also posted a copy of the proposed budget on the DITB County website that same day. As you know, a budget process starts real early for us. We've been looking forward to this for about eight months in our office, but on February the commissioners meet and discuss the budget, set the calendar, establish goals and give us some guidance on what you'd like to see as far as a budget. Budget packets are distributed departments in March, and they submit that information back to us sometime around the end of April. We presented a recommended budget to the commission's court on July 16th. We had three budget workshops July 23rd, July 30th and August 13th. We filed the budget for public inspection and we're here today to consider the public hearing adoption of the budget and adoption of the tax rate. Just as a reminder, initial budget requests were submitted to our office and they totaled over $231 million. That scenario also included a 2% salary increase. That was an increase of over 20.9 million dollars. What have required a tax rate of almost 30 cents or it would have been a 7.1% tax rate. Again these numbers are using the preliminary values we had at the time but the budget office had to reduce those requests by over $8.39. Even though Ditton County has had a sluggish economy, we've had declining revenues, inflation increases. We also still have the responsibility to serve our citizens with services that they need and expect. We continue to see a more positive economic outlook for 2014. We saw that changing a little bit last year and we're happy to say we're seeing that again this year. I think we continue to remain financially stable and have acceptable reserve funds with this proposed budget. And we will still have the lowest county wide tax rate of the top 15 counties in Texas upon adoption. The current budget is $210 million, $520 thousand 423 dollars. The budget that's being proposed today is 224 million 110 thousand 133 dollars. That's a proposed increase of about 13 points. This is just a quick recap of our budget summary by fine. You'll see General Fund is our primary fund that we tried most of our expenses and the other specialized funds are listed out accordingly. For a tax rate in the in county is 0.282867 per $100 of value. The effective rate is 0.277979. effective rate is to 0.27, 7979. The rowback tax rate is 0.298612 and the rate that we're going to be proposing later on the agenda's adoption is 0.284914. This is less than a quarter of a penny increase, comparing to the current tax rate, and just under three quarters of a cent, compared to the effective rate. The proposed tax rate increases 2.494, 793%, above the effective rate. What that means to us as far as tax rate and what that brings in in dollars of course the total taxable value in Denton County is 56.7 billion offers. The total tax levy that we would collect is 157 million, 699199,1623. What we're proposing with this budget is a levy tax levy of $161,625,703, which is an increase of just under $4 million. The effective tax rate, we talk a lot about that. It's the rate that's gonna provide us with approximately the same amount of revenues we had the year before on properties taxed in both years. New property value generates new revenue for a taxing unit. This helps offset property value losses for new exemptions and special appraisals granted the first time in the current year. What we'll be receiving in new property to Denton County is almost $3.7 million this year. This whole chart shows comparison. If you look at the current county tax rate compared to what we're proposing on a $100,000 home, someone if the value on that home did not change, you'd be looking at an annual variance of two dollars and four cents or 17 cents per month. Or if you use the average home value in Denton County, which is two hundred and seventeen thousand seven fifty two, you'd be looking at four dollars and forty six cents per year or thirty seven cents per month. Now this chart just shows someone in the city of Denton owning that average home value of $2,17,752. They pay a total of $5,454 in taxes. Their county portion of that is $620 or 11%. is $620 or 11%. This is also the same house looking at it on a monthly basis. You would pay $52 in county taxes, $278 in school district taxes, and $125 in city of debt in taxes. This gives you a 10-year tax rate history to show where our tax rate has been. We've had, if you compare to 2004, that's about a 12% increase since that time. This comparison shows the top 10 Texas counties, and this is using combined county wide tax rates. Other entities may have a hospital district or community college tax that's county wide. Part of the huge difference. I used his bare counting at almost 77 cents per $100 of value where ours is .28 cents. This compares our surrounding urban counties. You'll see in Ditton County owning that home, you'd pay $620 in Terrent County you'd pay $1439 in Dallas County $1379 and in Collin County $711 This chart reflects the top 15 counties population compared to employees I think this speaks highly of Ditton County. You'll see the populations are broken down, Ditton County is the ninth largest county in Texas and you'll see we have 1582 employees. The number of employees per 1,000 population is 2.28. If you compare that to for example Travis County at 4.64 they have more than twice as many employees as we do based on that population figure This chart shows the number of employees per capita Looking at it for a 10 year period. You can see that our employees per capita declined every year up until this year. And it's only because we have some huge expansion projects that require significant staffing at them. Just a quick recap of our revenue changes that are reflected in the proposed budget. We have an increase in taxes above the effective rate that total about $3.9 million. We're also going to receive taxes from new property added to the role for the first time of about $3.7 million. Fees were looking at an increase of almost $2 million. Missalaneous fees and transfers total at $1.7 million. Intergovernmental, which is basically grants and other contracts, about $1.2 million. We also receive additional taxes during the year that are added to the tax row when properties are certified to us. There are several properties that are still under protest. And when they get settled, if they are settled at a higher rate, that means additional revenue to the county. So that totals about $831,000. Auto registrations continue to increase with auto sales. The increase is $350,000 in the budget. Fines are at the minimum $25,000. And of course, we tend to lose interest earnings every year so that is a decline of $56,000, $100. This is just a pie chart reflecting our revenue broken down with property taxes at 71% and you'll see all the other functions listed. This shows tax revenue in the county based on residential, commercial and mineral. You'll see that 75% of our taxes have come from residential, 22.5% from commercial and 2.5% from mineral. That has, mineral has declined from 3% to 2.5% in this budget process and it has continued to decline over the last few years. These are just the functions of the county, public safety, roads and bridges, judicial and legal system, debt service, capital projects, health and welfare, financial, general administration, as well as facilities management. Look a little bit at all the expenditure changes that we're seeing in the budget. debt service payments are increasing at $3.00, almost $6 million. We have included salary increases. You may pull this up. I'm sorry. Jail and juvenile expansion is included in this budget. There's significant number of new hires and operating expenses. The cost is $2,285,265,000. The Capital Replacement Fund is receiving an increase this year of a million five. Professional Services, this is primarily records management archive expenses that were reallocated or allocated during the appeal process with the increases. Million 78,000. We have office furniture for the new Louisville and Flower Mound government centers, including a little over a million dollars. Health insurance, $683,000 increase. $83,000 increase. Other personnel benefit increases. This includes things like longevity pay, incentive pay, all those other varying increases for retirement, et cetera. Total $505,000. Court ordered expenses continue to increase. We have a built-in increase of $450,000. That's primarily because we're anticipating some capital murder trials that may, we may be facing next year, which are huge costs to the county. Computer hardware and software maintenance increases are built in at $350,000 increase. Missilaneous building and equipment maintenance, $180,000. New hire and elections, as well as the year that we have our mass mailing of new cards, as well as election judges. Cost is $170,000 increase. Fire and ambulance funding is increasing $160,000. And as you know today, we had a budget amendment to increase for fire calls. So that's part of the reason we're increasing that as well. As you all know, we have been mandated to provide an increase to our county court judges with regard to their tied, salaries are tied to our district judges. And they received a well-deserved raise. They hadn't had a raise in over eight years. So that is requiring us to fund our county court judges as well, an impact of $151,000. We have right and bridge material increases of $150,000. Radio equipment, $142,000 increase. Prisoner medical and physician expenses are built in at $136,000. There are two new hires for the criminal DA at a cost of $136,000. Outside Council's increase of $120,000. For the first time in many years, we were able to recommend an increase in funding for MHMR $104,000. Medical supplies and vaccines increase of $84,000. We had summary classifications and restructuring salary adjustments for an impact of $131,000. We'll have a new Veterans Court program that included a new hire in operating expenses that total $12,000. We have law enforcement operating equipment at $68,000, increased training and education at $64,000. We have West Nile Expenses built in. The increase, which is a welcomed increase in wellness program, that means we have more people participating in the program. We're increasing that budget by $20,000. We do have some deletions. This includes an extension agent position. This was not our request. This was done at the state level. So we have eliminated our portion that we pay a preradish share of their salary and expense in benefits. So there's a $34,000 savings. We have a 10% library funding reduction that resulted in $34,000 savings. We have a 10% library funding reduction that resulted in $39,000 savings. Institutional cares, the savings is $75,000. We no longer have to pay the ground water conservation district the $150,000 pledge. In fact, we're being reimbursed for some of what we've already paid into that organization. Tax-incident payments, these are tax rebates. We've managed to reduce that budget by $185,000. And that's primarily because some of those agreements have expired and are no longer eligible for that. We just have other miscellaneous reductions of $369,000. We have less capital equipment, budgeted, $518,000. And as you know, we reduced our inappropriate contingency this year by $3252,000. So that's the total expenditure changes that are in the proposed budget. This is a quick look at how that is split amongst our various functions of the county. And out of that budget, you'll see that our budget's pretty much 50-50 personnel and maintenance and operations. New employee requests. This year, Department's requested 106 new positions. We included 77 positions in the recommended budget. And what's in the proposed budget that we're considering today is 82 positions. This includes 50 positions for the county jail and that is strictly for jail expansion. We have 10 for jail health, 8 of those are for jail and juvenile expansion and 2 are for book in assessments. We have 16 positions for the juvenile post-education center for juvenile expansion. We have 2 for the juvenile criminal district attorney's office. That would be an appellate attorney and administrative specialist too. One employee in elections, the contract labor position that was converted to an elections technician, and then the new veterans court program manager. This is a quick look at the number of employees we have in the county, 1581.5, broken down by function, so you'll see how many are signed. Of course, the majority of our positions go to public safety and you will see the rest of the breakdown. This is a 10 year employee history chart and over the last 10 years we've seen about a 16% increase in the number of employees. A big part of our budget increased this year as tied to jail and juvenile expansion and this is just a quick summary of the expenses involved in that. Jail expansion, this year's budget impacts the $1,271,100. Next year's budget for that same expenditure project will be $4.1 million. So that means the next year's budget we're looking at an automatic increase of about $2.1 million. So that means the next year's budget we're looking at an automatic increase of about $2.8 million. juvenile expansion is also included. This year's impact will be $994,000. For 2015, we're looking at $2.7 million or an impact of a million seven. Again, that's a high number. There's a chance we'll be able to phase in the 20 new hires that come with the 2015. We'll just have to work through that process and see what we have in store for next year. So in other words, next year's budget, we're looking at about $4.6 million increase for those two projects. And in this proposed budget, it's about $2.00, almost $3 million. Again, increase for those two projects and in this proposed budget it's about two point almost three million dollars. Again there are 55 new hars that are tied to jail and jail health expansion. 21 new hars for the juvenile and JHA AP as well as jail health for 2014 and a potential of 20 new hires in juvenile detention for 2015. This is a quick summary of the voter approved projects in debt service payments. As you all know earlier in the year we issued debt for county roads, what we call triple eight roads as well as building and technology projects. All of those were voted approved projects. That total 50 point, $573 million. Again, this debt was issued, I think, in April or May of this year. We also issued tax notes this year for some various technology projects as you can see as well as a pre-trial and inmate transport remodel project. This includes additional funding needed for the Frisco government center. So the total tax note projects total $10.5 million. The tax rate increase that we're looking at later today about the calculated effective tax rate is for various photo-proof projects. So increase in taxes for debt service payments was $3.7 million. If you added everything together for jail and juvenile expansion that told $2.3 million. So total increased debt payments and the operating expenses totaled almost $6 million. However, the amount that we are proposing to increase is only $3.9 million. So there's an essence over $2 million that's being absorbed in this budget without increasing the tax rate. I think it's very important to talk about our bond rating. I think it tells a lot. It tells a story about Denton County. I wanted just to give you some quotes from the various rating agencies. As you know Moody's gives us a AAA rating, that's the highest rating we can receive from them. And this is what they say. The outlook reflects the county's stable economy, financial operations, and manageable debt. Moody's believes the county has demonstrated a trend of healthy financial operations that have yielded a multi-year trend of operating surpluses. Any use of fund balance has been planned and has funded one-time capital needs. The outlook also reflects stable financial operations reflected in healthy reserve levels and a low direct debt burden with manageable debt plans going forward. We also received a rating from Standard and Pores. Again, that's their triple A rating, the highest rating we can get. And they say Ditton County's financial position remains very strong with the available general fund balance exceeding 20% in each of the past seven audited fiscal years. Property tax based growth had a loud management to maintain a competitive property tax rate. The stable outlook reflects our expectation that counties, physical practices will continue to ensure its maintenance of a very strong financial position. What does this bond rating mean? This is really a grade that's assigned by these private rating services, where they evaluate the bond issues, financial strengths, or its ability to pay principal interest in a timely fashion. As I mentioned before, they're expressed with letters ranging from AAA, which is the highest rating to AC, which is the lowest rating. And the fact that Ditton County has the highest possible score given by given to governments, it's a testament to the prudent financial management of the county. the Brudan Financial Management of the County. This is just a quick 10 year population history chart. You'll see our population has grown by over 31% in the past 10 years. I think this is a very sound financial plan for the County. We've managed to include funding for these two major expansion projects for jail and juvenile. We have sufficient funds for our departments for our services at the current levels. We reduced budgets when feasible. We are rewarding our employees for their continued hard work and dedication. And the property tax increase above the effective rate is for the road and building projects approved by the voters. And at that point I will be happy to answer any questions that you may have. And at this point if you would like we can invite anyone from the public to participate in this public hearing. All the elected officials and department has and their staff. Our county auditor James Wells and his staff, they play a very important role in helping us provide timely revenue estimates. Accurate estimates, it makes our job a lot easier when we can start the process with that information. Purchasing helps us tremendously with processing information, works with the departments during that time frame, to give us the best value for what departments need. The Human Resources Director, Amy and her department work on all the salary related issues with regard to the budget, reclassifications, those sort of things are handled by her department and they do a great job. Technology services, Kevin Carr, my goodness, I couldn't do it without him. All the sudden this technology is way over my head. Thank goodness we have an expert in his department that really provides a lot of assistance to our department. Texas S.R. Collector Michelle Frinch and Stacey DuBourg check are awesome. I've worked with them a lot on getting all the public notices together and I appreciate each and everything they've done to help me. We have a couple of committees, vehicle assessment committee and social service agency committee as well that play an important role in making recommendations to this body to make sound decisions. Last but not least, my staff does an awesome job. John is here with me today. You'll see there's only three people listed on there this year. We've been an employee short this year. It's been a challenging year, but everybody in my office has stepped up to the plate. They've done an incredible job working with their departments. They're doing more than they're required to do. And for that, I thank them from the bottom of my heart. And county employees are also to be commended for working so hard and performing their duties in an efficient, effective manner, despite our increasing workload and our growing population. of manner despite our increasing workload and our growing population. The needs of the citizens have to be met and they certainly have stepped up to the plate. And while I said last but not least, I'd like to thank the Court too for all that you do to provide support to the budget office as we, as you give the faith to our department to prepare a recommended budget and present to you. And with that, I've made my comments and we're ready to adopt a budget if you want. I think she's a little anxious. Well, I think you did a great job of summarizing it all, Donna. And, of course, I especially like the comments about the AAA bond rating. I can't or state the importance of that. If people aren't aware, they need to know a lot of 250 poorest counties in the state of Texas. There's only six that have a AAA bond rating. And I think it speaks well from the North Texas region that four of them are right here in North Texas. That's then Dallas, Colin and Denton. It speaks well for the region, but as we all are painfully aware, that means the tremendous growth that we have to accommodate. That might be in a good way or it might be in a bad way like the lean jails and juvenile detention centers and all that costs and money. But I have to echo Donna statements in expressing appreciation for really all the departments and all the department heads and just really all the employees. Everybody has really taken the heart that we're all on the same team. We're all trying to do the right thing for the taxpayers of the county, provide the necessary services and be very frugal about doing it. And every year I'm amazed, but also very happy that Donna has been able to pull together a recommended budget to us that makes sense is accommodating people's needs. Nobody gets everything they ask for. That's just not the way it works. But I think that we have covered all the bases, not only all the things that were mandated to do, but working to plan for the future too, which has gone a long way to help us from year to year in coming up with a budget that's frugal, but that's what we needed to do. Are there any comments from members of the budget that's frugal but that's what we needed to do. This tax rate will raise more taxes for maintenance and operations than last year's tax rate. The tax rate will effectively be raised by 1.322076% and will raise taxes for maintenance and operations on a $100,000 home by approximately $2.71. The adoption of the tax rate on $100 of taxable value for debt and county for tax year 2013 includes point 207 844 for the purpose of maintenance and operation and 0.077070 for a payment of Principle and interest on debt service for their total county tax rate of 0.284914.
