Motion does carry. 12 a is approval of Denton County Commissioners Court authorizing the School Crossing Guard to direct traffic in a school zone, crossing zone, if the guard successfully completes a training program, and traffic direction is defined by the basic piece of a certain course curriculum established by the Texas Commission on Law Enforcement Standards and Education. We all know it as T Close. And according to the Texas Transportation Code section 6-00.004. I'm in favor of this item, obviously. But, John, provide some background for the records we can explain. Yes, Commissioner. The background on this is that the Texas Transportation Code provides that the commissioners court must create this school crossing guard program in order for you all to provide for school crossing guards in the situation like we have here in an unacorporated area of the county. The Sheriff's Office is going to do an ICA with the Fresh Water Supply District, which has to be Latina. And that's the next agenda item after this one. Really the way the Transportation Code explains it, it just says that the commissioners court may create the school crossing guard program. It's my understanding that these are going to be seasonal part time positions. And there are actually going to be sheriff's office employees if you will, but they're not going to be subject to civil service since they're not. There's not going to be. And I think this will be a win-win situation. There would have been other ways to provide for school crossing guards perhaps, but this is what, I think this is discussed in what's been negotiated and this will provide public purpose and safety for children, school, and going home in the afternoon. So, John, this is totally paid for by the Water District, right? Yes. And if they're not paying for that employee, that doesn't mean we had another employee. Because, then, Cown is not in the business of school, crossing, go. It's. Well, no, not unless the court decided to be. Right. If the court wanted to have your own seasonal part-time employees. In a sense, the county is going to have these seasonal part-time employees, but they're paid for with the money. About a business. Yeah, the Fresh Water Supply District. That's how it's going to work on the other end if there was not a ICA and you wanted to continue these positions and you'd have to look at funding options in your budget. I just want to make sure that we're bloody know that these are payful. Pass through. Yeah. This has been this has been some time in the works and I know Kishreed's been working on it awfully hard and the Sheriff's Office has tried to help come up with a solution so this is what we have for now and I think it's a good solution and maybe something that you want to consider and some of your other districts at some point. I have a question for the sheriff's office about the T close training. I don't know who that would be. Good morning. How many hours is this training course? How intense is it and is it above and beyond what they would, the training for the other crosswalk guards that are in flyer Mount near? It's it's the same in fact Commissioner a lot of before actually this was Put on the table we started receiving phone calls from Individuals that are already experienced crossing guards in the county so they will Most likely what we're going to be looking for someone who's already certified and would meet the requirements by the state and so that's what we're really going to be looking for in an applicant at this time. So is this just kind of like a prototype program, Andy, that we might be able to extend to other parts of the county? Yes, absolutely. If they're going to thank you. And we share it. We. I want to make sure that it is being thankful about it. Um, for why I understand we collect a fee already. For crossing guards, but we distribute that fee to the municipalities to provide crossing guards within their limits. The different section of law. Are the questions or comments? I think I just don't want to get into a situation where every city wants to county to do crossing goats. And if they know that there is some, it has to be paid for, like Land County is doing, then, you know, because the cities do the crossing goats for the school district, which, you know, I think the school district is. What makes this different by the, is this this is a complicated part of the county. Like Commissioner Coleman said, we already do assess a fee part of the vehicle registration that collectively gets distributed to the school districts. We by law can let retain any of that fee. It goes to the schools for the purposes crossing guards. But that's for cities. This is what we're doing today, specifically a section of law that identifies the need in unincorporated county. But I don't think the fee that we get would be enough to pay for crossing guards for everybody that wanted crossing guards. It's done based on population and actually that's one of the things we solved when we were incorporating prop and specific. I wish it's cool zone and get some funds to help fund. Right. I don't have a problem. I don't have a problem. There was fear and concern among the Atlanta residents as far as the children crossing Atlanta, trail, the big boulevard out there. And how do they get to those great schools? And so we did it. We looked at that and we partnered with the district boards out there and looked at the traffic studies. Looked at speed limits and how do we handle that? And we've since this court has been able to do a good job in my opinion and done the steps that we've taken. All of us have been very active in that to allow traffic enforcement in the districts. And Lantern was the first to do that. So they've done that. I mean, they've kind of gone, according to the whole as far as all the different steps they can to improve out there. And this was one of the last things. And there was an accident out there last spring. And so that was, even though we've taken all these other steps, there were still an accident out there with a child and so this was just a pure safety deal. We figured how can you get crossing guards out there? And so the district wanted to absorb that cost but the capacity for them to get to staff that up and it bested through the sheriff's office. So it took a lot of legal interpretations and going through that maze to get us to this point today. So legal wrangling. Okay, we have a motion. The second is there further discussion? Or do we have any other questions? I'm in favor of it, but it just goes to show. I think that's why these special districts in the unincorporated area are bad public policy. You know, people who live out there think they're in a municipality and they're not. They expect municipal type services yet. County's not prepared to provide them. You know, I wasn't here when they approved the antenna, y'all were. So I still feel obligated to take care of the people who are out there though. So I'll tell my favor of it. Lentan always steps up to the plate to help out when there has to be. They contribute lots of property taxes to the county. They do. All right. We have a motion. And Andy and I have been talking about our first exhibit. And since Martha Lynn Nelson was one of the founders of the Benefit League, we think our first exhibit for these cases will be on the Benefit Leagues history and there are many, many projects that they give to throughout Denton County.
