And on the front it says, I'm kind of a big deal in Denton County. And then on the back, it says Denton County Genuine. I love it. That's great. And they'll get them in two different sizes so they can wear one for a while and the other one later. That's a great idea. And whereas Ed has always conducted himself as a respected member of the community and displayed allegiance to family and friends, reflecting the high degree of the dignity found in a true Texan. We had one little incident up here a few years ago. I think you remember this. Ed was working on some sprinkler systems up here and he got emergency call. Well, he just left. Left his tools, left everything. Well, what he did was he had all his sprinkler heads in a briefcase. And he left that briefcase sitting on the bench. And Ed was the only person that I know of in Denton County that shut the square down for about an hour. This is after 9.11. Yeah. And he walks, you know, he gets a call. I'm not sure. I think maybe Joe, he might have called him, said, hey, Ed, if you've been up here working, and it was like, yeah. And he just walks right through the crowd of people, grabs his deal and walks out. But, I mean, not only has Ed been a huge member of the team for facilities, he's also been a good friend. He's going to be missed. It's been a great friend of Denton County besides being a great employee and we appreciate you Ed and we all miss you. We do since we wish you a happy retirement. One of the big concerns I had is that if you look at the way that the toll way is done, is it starts in Denton County really at a terminate, at a beginning where there's no real traffic and ends. So what we're doing is we are building a county road which will be the extension from Moberly all the way down to FM428. So we're spending roughly more than $20 million building the access road for the DNT. And one of the concerns was there wouldn't be any traffic because it really starts nowhere and ends nowhere but now this will actually bring traffic and economic development and it'll open the area for to people to start investing in developing the area and anticipation of the tollway swarving to the left and meeting in County on the county line. So this is going to be the county only portion. It's going to be a spur. It won't be part of the permanent toll, tollway, but it will bring the traffic from 428 up to the access road on the tollway and make all that money we're investing in the access road, a worthwhile project. Are there any questions? First goes position on all of this. Bartving has Frisco chimed in on the alignment? I don't believe the half. I know they were opposed to the tolling of State Highway 121. Also included a proposed budget calendar. For the year I did send that in advance to make sure we were going to be okay. Appreciate that. Thank you. This is the option that I'm preparing so that we would start the process of course March 3rd with the kickoff of our budget application that is written by our technology services department. Budgets will be submitted to our office and April 21st. We would present a budget to you on July the 15th. We would have workshops and then schedule our budget. If I could, with the call so a memo that we submit to the departments and we'll be changing the date on the memo because it was supposed to be on for last week. But just to point out the challenges that we're going to be facing this next year, I thought it was important to go over this for the record. If the court were to include our increases for employees, each 1% increase equals $825,000. As you know, we're also scheduled to issue debt for some of our voter-proof projects this year. The impact to our property taxes would be $5.7 million. But let me also tell you that the good news is we're in the middle of our capital improvement process and I've received recent updates from commissioners as well as our transportation consultant and I'm expecting that member to go down from an $81 million debt issue to maybe somewhere around $56 million. That's huge. That's because that hasn't been adopted yet. I've gone ahead and I've left it at the right, according to our CIP. We also will have some debt that will be going off the books. So we'll see a savings of $990,000 on our current debt service. As you know, we'll have a slight increase. I'm sure with our retirement plan and we're projecting $300,000. We have some funds included for health insurance premium increase paid by the county will know better when we get closer to the end of the budget process if that number is going to be accurate. As you know the impact of jail expansion is going to hit this year's next year's budget pretty heavy to the tune of about $2.9 million. And a lot of that is based on hiring employees for a facility that will open late in this fiscal year. So we'll be funding the positions at 100 percent all of next year's budget. Impact of juvenile expansion is we have the same situation where we've got employees coming the positions at 100% all of next year's budget. Impact of juvenile expansion, we had the same situation where we've got employees coming on late, and so we're looking at about a $400,000 impact there. We also have a new district court that will be opening up on January 1st, 2015, being a civil court to handle those types of cases or family matters the cost is about $900,000. The impact of juvenile detention expansion, as you know last year we talked about this in depth because this part of the expansion project was not included in the 2014. However, it was slated for 2015 and that would have included hiring 20 new employees to open that expansion. The cost was $1.8 million to do that. I have been in conversation with juvenile probation and they've agreed that they will phase that project in over a few years. So this impact of $170,000, that sounds a whole lot better than $1.8 million. It will be for three employees to come on board. Thank you, come back. And come back. And with a specific night shift. So again, the impact, what you're seeing here is $10,000,000, and $418,000 just on the things that are on our radar screen and things that are actually going to have to happen. Stuart, that may interrupt you, but are you aware of whether or not the 431st District Court plans on bringing in criminal jurisdiction? Because I've been told that they have now started doing some criminal matters and I'm concerned that that's going to be a result in additional staff and requests from the district attorney's office. Well there was a budget amendment submitted actually on today's agenda where they transferred money from their court appointed attorney family line item to a regular court appointed attorney line item in the amount of $20,000. It has been decided, according to this memo, that they started hearing family violence cases necessitating money for court appointed attorneys. So apparently there has been some change in the original jurisdiction. However, I've not been made aware of any request or any impact on the DA's budget or any other department's budget at this point. Yeah, because I just remember specifically it was supposed to be done as a civil court. And you know, because there was be credit that court, because there was a need of civil, you know, litigants and family cases. Funded as a civil court and established as a general jurisdiction court. But I don't, from what I gathered from this, this was just gonna be a minimal impact, showing $20,000 for court upon attorneys for this specific area. But I'll be happy to ask Judge McFarland. I had talked to Judge McFarland about that. He said that the family violence cases were really just incident to the family law matter, but I was just concerned that we were going to anticipate a big increase in that request for a bunch of, you know, prosecutors and subsequent, you know, investigators and court that appeals attorneys as a result of that. I just think we need to make sure that it is a patient. Well, you watch that Donna, and if there is any movement that would you make note to notify us of that separately? Absolutely, and I'll follow the format as well and see if I can get it up. Just need to make sure that our commitments are followed through with. That's all. The other thing I like to ask for, of course, if you want to make any changes to the memo that's been proposed, we'll be happy to incorporate any changes that you have. But also I like to find out for me, each one of you, if possible, what your priorities are for this budget process to give me directions so that I can prepare a budget that will be satisfactory to you and what you're expecting from me. So if y'all can share that either with me now or email it to me something to me individually sometime this week that would be helpful. So I'd love to keep the tax rate the same as possible. I know that we're going to have a substantial amount of new employees with the jail expansion and juvenile probation. But now that we're going to phase in juvenile probation, I think that'll help us. It's going to be tough to fund the new district court. But we've got to do it. There's unfortunately some of the family law and civil cases aren't as sexy as the criminal stuff, but that's still a need that needs to be addressed. There's about six million dollars or so on this list of things that we are absolutely required to do. We committed to doing. So just keep in mind that the new revenue we typically receive from new property added to the tax roll is about $3 million. So my other priority is I would like to see and I know we can't direct stuff to the Sheriff's Department but I would like to see additional patrol deputies. I know that we are going to experience substantial growth in the unincorporated area and the north part of the county and you know if we vote I didn't vote for it but if we vote as a body to allow those developments, we have to be prepared to serve them with police and fire. And I think that's gonna, you know, and cross some of our increase from our class. I can't tell the sheriff what to do, but I think that needs to be. You've got to be reminded of you wanting to tax rate to stay low. If you want a tax rate to stay low, if you add an employee, it's not going to stay low. I understand. Commissioner. And I don't want any new employees that we don't have to have. I agree. But I think it knows the county where the government of Los Resort and the unincorporated area, and we need to provide basic services. Got the way both of those. And I know you all. Yeah. But I just want to remind you. You know, I've had discussions about, you know, off, you know, if we sell the bonds, we got to pay for. Right? And if we sell, we vote to sell the bonds, we got to make sure we love you to taxes to pay the debt. And that's tough, because I think a lot of people want to sell the bonds, enjoy the benefits of the bonds, but then don't have the subsequent, you know, wherewithal to pass the tax. At some point you have to pay the fiber, don't you? And so I think our two weeks are a good job at doing that. No, I agree. I just think we had a round of explosive growth. I think we're fixing to have another one. And we just need to be prepared to deal with it. And I think the special districts need to share some of the responsibility for the growth. But I also think we need to share some of it as well. It's not a black and white deal where everybody does it all. I mean, it's got a work and partnership, but I think we need to be prepared to address those concerns. Which affects the tax rate. Yes. Every year. Yes. Well, we need to keep in mind too, that the new court was specifically created as a general court, I'm not sure if you can find out. I'm not sure if you can find out. Hopefully they'll give us input for our CIP committee so we can plan and advance for those things. Tell you that, as an attorney, former president of the bar, and still practice a little, there is a great concern among the attorneys that the family law cases and other cases are in CPS cases Just aren't getting hard in the matter that they need to be and you know some of those aren't particularly the you know the tough on crime type cases But we still need to pay attention on that Okay Does anybody have any further input for Donna today or if you'll send her an email please if you've got any other thoughts on the matter? The discount program for Denton County employees through ConnectEFW and we'll call on any Phillips. Thank you, Judge, and members of the Court. This is a proposed discount program that's a little different than what we've done in the past. In the past, we've had individual companies contact us and say I'd like to offer a 5% or 10% discount for Denton County employees. But this is a company that works at discount program. And they have been working with Denton County CSCD for a couple of years. And they have been real happy with the program. They've worked with other adult probation departments. They've worked with several cities in Denton County. And of course, lots of companies and cities outside of Denton County. I have checked with a couple of people that have worked with them before. And they said even though the discounts look too good to be true, they are true. And they've been very satisfied with the service they've received from this company. It could be done at no cost to the county, and they have packages for discounts with the Rangers, the Mavericks, Texas Motor Speedway, Salon Spas, lawn spas, some auto service companies, restaurants, lots of entertainment based things. It isn't no cost. It was mentioned to me that there is a possibility for revenue for the county, if the county donates that to charity. And that's something that commissioners court needs to think about whether you would want to do that because you'd have to identify one charity. We couldn't put it to like our social service committee dollar mark. I'll check on that. What was- I'd be willing to do it if we could do it for the Channel of Welfare Board for the CPS. What was suggested to- Primary. They always- I heard it from Woody. The revenue would be 5% of what the employee purchased. So if the employee purchases something that's $35, then the company would get most of that and Denton County would get 5% of that. What was suggested to me was that another county was looking at doing that for the United Way. So that's something that, you know, I think we can decide later, you can decide later, after you have a chance to think about it because I know that's a brand new idea today. But I did want to bring this forward. There is no cost to the county. The implementation would be minimal. They won't, they'll come to a few different county locations so that we can have a South County location and a couple of Denton County Loc- or City of Denton locations, but they won't go to any location more than once or twice a year. So we're not going to be bothering departments with this and what they would do that is a little different than our current discount policy is they would ask us to do an email blast. And our policy was written with a different idea in mind. I don't think this was anticipated. This kind of program, I think it was meant to address individual companies. And we wouldn't want to be sending email blasts all the time for every different company that might come forward. But we would send, in this case, an email blast to tell the employees what the discounts that were available at the time would be when they would be offered, where they would be offered. And employees would need to go to that location and purchase those discounts. We would send another email blast to remind employees and to say, hey, it's today. They're going to be there today. The representative would be at the location to sell those packages to the employees. There would be some opportunity for smaller locations where we had maybe less than 150 or 100 employees to actually purchase those discounts online so that they didn't have to go physically to the location. They typically were face to face, but with, since we have so many smaller locations, they said they could work with us on that. So we said something up on our interstate with Kevin. We could set it up on the interstate, but when they're coming, it'll be kind of time sensitive because we'll say in two weeks, they'll be here. And here it is. All right. I just want to be sure that she asked if we can apply, I would like for it to be applied to our social service committee. Motion does carry. 13H is a discussion of the proposed creation of the Mobile League Municipal Utilities District of Dan County, notification to Texas Commission on environmental quality, TCQ, of opposition to the proposed mobility mud and will con commissioner prison 20. This notification to us is a result of House bill 738 that was carried by representative Crown over and it basically gives us the heads up of somebody who is going to create a municipal utility district in the unincorporated area and or the ETJ of a general city. I included for Yoth a plan that they had submitted to the TCQ and one of the things that they have provided for is a significant amount of multi-family. I can tell you right now that there are apartments planned for the corner of FM 1385 and 380 in the Savannah Special District and the residents of the Savannah Special District are extremely concerned and worried about the appropriateness of this development in that area. And I would think people would be similarly concerned to this kind of development out in the unincorporated area. I provided for y'all to review stuff and commentary from the Sheriff's Department, from our Fire Marshal and from our County Engineer detailing a lot of the different concerns and issues with these type of developments. I will tell you, I'm a big proponent of, property rights and I'm a big proponent of making money. I think developing is a good thing. That stuff we are going to have in our county and we need to promote it as much as possible. The problem is that when we have these special districts in the unincorporated area, they lack the home rule authority that would have from a municipality to provide the kind of police, fire, and other services that the residents will subsequently demand. And they come looking to the county for those type services. And as you all know, a lot of those services can't be provided by the county, because of lack of land use control and zoning and stuff like that. To me, I've met with these developers, not with these, but I've met with other ones, like Hillwood on the 380 district and I've done everything I could to say I don't like these districts as a you know a private ownership of government and having a high tax rate but I think is a healthy compromise we would want to have them within a municipality and then perhaps have it like a municipal management district where they get the delta between the cities tax rate and the dollar and then allow that to be used for the infrastructure they need to develop the area. We have tried to contact these fellows and we were unable to meet with them by the deadline for us to submit commentary to the TCEQ But I think that it's gonna cause an inordinate tax burden on the county to provide the kind of services our subsequent residents are gonna need. And regardless of the disclosures regarding the taxes and all the other things, people when they're buying a house really don't pay attention to that And it really puts us in a tough spot because On one hand, I've been very sympathetic to the concerns that have been expressed by Commissioner Mitchell And I think they're very well pointed where if you choose to live in a city, right Commissioner Mitchell You pay your municipal taxes and that pays for the enhanced police and fire, right? And what we have are residents who are asking like the city of Denton, I think, with the county and city taxes is roughly a dollar. And we get really nice parks, we get really nice police, we have very good fire, we have libraries, we have swimming pools and stuff like that. But you have people who are living in these unincorporated areas and an area that looks like it's a municipality and they want a dollars worth of services on a very low county tax rate. And to me that creates inequities. And it's unfair in my opinion that if that if we, you know, support or approve these to not then provide appropriate law enforcement and police and fire protection, you know, when you have to buy your house, homeowner's insurance, if you live in the unincorporated area, and I'm sure Judge Horan can tell you about this, and like my parents placed down in central Texas, your rates are quite a bit higher based on what kind of fire protection you're going to get. And you know people I think it's you know they get all sorts of sticker shock. They don't realize what they bought or gotten into. I don't like these districts. I don't like the high taxes but I think is a you know as a compromise if we're going to allow them they need to take place with an aministopali because the general ethos of development in Texas has been high density development in aministopality, low density development in the county. I've lived in apartments, I don't have a problem with people living in apartments, but I think you don't want to have apartments out in the unincorporated area when, and I think volunteer fire departments do a great job, but they have limited funding, limited training and limited resources. A lot of them aren't funded, you know, they're volunteers. Right. And there's a difference in the training of the firemen between at the city of Denton or Frisco or Little Elm or Flower Mount and the fellows who are doing great jobs but are working for Aubrey and some of these other volunteer places like Cron. And so to me, we've got to find a healthy compromise to be able to allow development in the county in a manner where somebody's property rights are protected, but also protect the tax basis of the people who chives in to live within a municipality and pay those higher taxes to receive those services. I think Bennett and Jodi and the Sheriff's Department provided information that I think help us make these kind of decisions. We've invested, I have, is the Commissioner for preaching to one in Roombra G's, have invested a lot of money, because I think we can save money doing a lot of our road repair and maintenance in house. I've told these guys who want to do these regular development sound in the unincorporated area, I know you want to do C-MIT, but if you do asphalt, we'll be able to accept it for maintenance and we'll be able to do the repairs because I've got all the equipment to do asphalt repairs. If you want storm sewer, that's fine. Don't put it in the road, East Mint, put it outside and have the HOA maintain it because we don't have the equipment to maintain the stone's dorm sewer. But in these special districts, they want to do, you know, cement roads, they want to do storm sewer, they want to bond off the roads, they want to have a high tax rate. And like the fellow who wanted to do Eamon Farms up in pilot point, he said, I just don't want to have the government in my business. To me, that's fine. I believe in property rights, but the moment you ask for a governmental entity, you're letting the camel nose under the tent. The moment you ask for a special district, you're asking for the government to be able to, you're asking for the government's help, you're asking for the government to give input. It's not a, everything is a two-way street. Nothing in life goes completely your way. And so what I would do is I would ask for you all to consider these materials. And today I would like for you all to authorize me to just send the materials that were provided by the Sheriff's Department, Bennett and Jody. And you can talk to all of them. I didn't, I just called them up and said, tell me what you think. I didn't, they didn't send it to me, me revise it and send it back to them. I just concluded exactly what they sent to me. And I would like for you all to authorize me to write a letter to the TCK that says the Denton County Commissioners Court is opposed to this special district at this time. And then just very simple you know. For these reasons. Well I would just say and then see attached documents. And you know I think that would be the best way to do it without editorializing one way or the other and just and I anticipate having a meeting with these fellows and I've already met with the city of Pala Point because if look at the map, it's surrounded by the ETJ of Pilot Point. And I've talked to the mayor, but I haven't talked to their council and what I would like to do at some point is see if they would agree to submit to annexation by the City of Pilot Point. And then if they need a district, create some sort of PID or MMD within that area. That way you have homeral authority being able to deal with You know fireworks shooting guns Traffic control the homeral authority type of stuff. So that's that's what I would like to see for what is the what is the time frame that we need and we met you say we missed a dead line Are we we did we're We're fixing to we are We've got a deadline coming up. I believe at the end of the week Come on. I'm sorry. I didn't ask What is the deadline you it's to Ctcq deadline. Yes, we're not required to no, we're not We're not required to engage in it. No, they basically allowed us beforehand. We wouldn't get to comment until they actually had the notice in hearing provisions down at the TCU. Now they allow us to comment, provide information before they get to that process. According to the Water Code, we may make recommendation for the creation of the district. It's permissive, not mandatory. Did you get a chance to talk to the mayors of Salam and PowerPoint? I talked to the mayor, Pete Holler, yes, extensively about this. And he said he couldn't speak for counsel, but it was his opinion he would like to see the development within the city of Pala Point, much like he did with the Eland farms. And they would, you know, like with Eland farms, they were willing from what I understand, to consent to a district, but they wanted it within the city limits. Dody Rex, do y'all have any comments? Or y'all come in, sit and and writing here. They're writing pretty much I think. Welcome to add anything you might want to. I have the Sheriff's Department. I believe Commissioner Colmer is right. And we've seen some growth in the harvest district out west. We've got, I believe, another one coming up in Argaul area. This one up in the northeast part of the county as well. Just like our report said, there is going to be an impact on services, policing services, and there's going to be a demand for more. So it's time, we believe now it's time to start addressing these because in the next two or three years. Best time. We're going to be behind the eight ball on this deal, but we appreciate the effort. Thank you. Goody, did you want to add anything? Thank you Judge and Commissioner for morning. Really, I thought one of the things that's addressed in my letter is transportation to and from that location, the infrastructure that roads would have to be significantly increased. Any amount of traffic and infrastructure improvement would delay emergency response, whether it be law enforcement or fire or ambulance and they would take them right now. The time is with no traffic around 14 to 15 minutes to get one ambulance to that site location. And right now it is serviced by the City of Aubrey, ambulance provisions and increasing that amount without increasing the level of service or the amount of personnel or service would decrease service throughout the entire hope of their service area. And that's whatever equals her. And I'll be honest, I think the, like I said, I don't like the districts with their taxing authority, but I think one of the healthy compromise we were able to broker was like the one on Hillwood, the 380 district. They're not going to get the full amount of the tax that they'd like, the full dollar, but they're going to get that portion. And one of the things I negotiated was a fire station and a police station on 380, which is desperately needed. And it's going to be within the city of Limits of the city of Little L. Well, have you had any of these conversations with these people? Or have you been at a team dialogue with them? It sounds like one of the mayors has been commented and it's not good. I spoke to the, I spoke to Salina. They basically said, they don't like them, but it's surrounded by pilot points ETJ. Salina and pilot point, they still, even though they're getting along better, they still kind of have some running disputes about ETJ and stuff over the whole road. It's surrounded by the city of Pala Point and that's why Andy this is only the preliminary input right this is not Us getting to say upper down is just something that the TCEQ is going to consider While the application process is being done and that's one of the things I really commend representative crown over And that's one of the things I really commend representative Crown over and Senator Nelson because they gave us the opportunity to comment that we haven't had before. Right. For the process starts. Now the letter I want to write is, you know, we oppose it at this time and leave open the fact that if we can reach some sort of compromise, we can write them another letter. I think that's a fair way to do it. And put on my former city attorney hat, municipalities as you know Andy, because you work for the city of Addison. You can get a municipal executive, if something wants to put in some sort of huge development, the city can require them to put money in escrow to provide for the future transportation expansion. Counties don't have that authority. So they can plop a huge development out in the unincorporated area and not participate in any of the ancillary thoroughfares to expand them to meet the Transportation needs of the development they're doing and in a city like Flora man, I think as there was a landmark case by Flora man regarding this they can They've in the past have been able to say look you need to put this money in Estra And that's one of the things I think you know that's something we're gonna have to fix at the legislature But that's a lot bigger problem than we got now And that's one of the things I think, you know, that's something we're gonna have to fix at the legislature, but that's a lot bigger problem than we got now. So that's why I would, I mean, I would ask the court to consider authorizing me to write a letter. It'll be a one paragraph letter. I've already submitted to y'all the exhibits that I would put in with it and just say, you know, please consider the following attached exhibits. Know that we oppose the development at this time. If you want Andy, when we meet with these fellows, you can come talk to you can come with me. Yeah, but I mean, I think you're welcome to send a letter. But I don't I don't think we've heard from all the parties. Well, it's just the preliminary portion. So I'll move that y'all authorize the right-hand portion. Let me ask a couple questions. Here, for example, you said you needed a decision in Commissioner Coleman. I don't think there really is a decision because we've never disagreed on this point. My only question to you would be, while the water code does give us the opportunity to give recommendation regarding the creation of the proposed district. First question is, is that a recent change in the water code? That's what you were mentioning that commissioner, I'm sorry, not commissioner. State representative, Crown over and Senator Nelson changed the water code so that we could give recommendation. It brings it to our attention so that it won't happen without us knowing. I would say provide comment. Okay, provide. Right, under the. To your knowledge anywhere in the state has a commissioner's court commentary, suede T.C. Q. to make adjustments in what a special district is requesting to do? I can tell you this. You know, I spoke at the University of Texas Law School, land use conference last year. I was there. I would talk to one of the planning people for Rockwall and they successfully thought one at T.C. K.O. and defeated it. But I don't think you have to have the commissioners courts approval to do this use, since this is in your precinct. I don't mind giving them the authorization. I don't need it, but I think you have the right to write that letter also. Right. I just wanted to say on behalf of the commission's court. Sure. And I'd prefer that you do. I think it carries more weight down. And I really don't, I mean, I plan on just saying we're like, at this time, we're not in favor of this. Please find the door opened in negotiations. That's correct. But I wanted to make sure there's a clear understanding that I don't know anybody on commission's court that does not agree with your point of view on special districts. How to resolve these issues has always been a difficulty because until the recent legislative change there wasn't an avenue for us to pursue it. Are there any add-on? Well, I think we could probably, we could always add comments, I think, but this brings up to our attention that we know that they're in a process. From what I understand, there's an advising consent process, much like when you have a PBR permit in the administrative law process. This allows us to add documents into the file that would be considered by the TCQ. We could have always sought to have party status like the county of Rockwell did in their opposition. But we haven't even hit that point yet, Andy. Not that place. I think it's important that we look at quality development in the unacorporated county. Yes, we can look at the mechanisms in which that quality development is financed, but I think if you look around the tops of quality developments that we've had, that the fact districts are associated with it versus some of the other less desirable developments that we have in unaccorporated. And the fact that the districts are building concrete roads, I applaud that. Didn't County Bridge, our departments have, we've contracted, but we have built concrete roads that are in our inventory. You know, Bonnie Brace South, Jim Carter built a concrete county road. I bet that road you're going to build for the DNT is not going to be concrete. I figured it would be. But there are other concrete roads that are in the county. I mean, we desire quality development. And I think that if you look at the property taxes that we've received off of Lantanas of the world and Harvest which we're about to have which is a master plan community Canyon Falls, which is master plan community. These wonderful that there's going to be more park land and Canyon Falls and there is a central park. I mean, these are not low service, low quality, low amenity projects that are in the county. I just beg to disagree. I think all the districts are a lot, not all the cities are a lot. There are cities out there that provide little of any services that are all over this county. There are very little parks that ask for our assistance and districts are not unique in that nor the cities Oh Andy, I think we agree on a lot of things, but I think there's other things we disagree with to me If you go out to Crossroads Ranch and You look what happens on the 4th of July and if you talk to Jody people say it's you know world war three out there regarding the fireworks It's World War III out there regarding the fireworks. Y'all know that I voted for a resolution that said we should sell fireworks on Texas Independence Day. Jody was, I like fireworks, right? But I don't think you should have fireworks in a high density residential area. I know that I can't remember which fire chief I was talking with, but out in Paloma Creek. They were having problems even though there's off-street parking, you're supposed to park in the back. They were having problems about getting the fire trucks through the narrow streets. And that's a huge concern when you have fireworks and all sorts of stuff going on. I think this is okay that you can slow this down while you negotiate. And that's the purpose of the meeting. It's just information that our opinion from our employees are providing to the T.C. Queue that we would like for them to consider. We still haven't even gotten to the point where you could seek party status. This is my point. If we get a letter from Jody to talk about whether the roads aren't adequate for the development. There are roads not adequate for developments across this county and municipalities. Look at the, I mean, there's an adquist. That's why we do a bond election. There is all through our municipalities. There's roads that aren't adequate. I mean, that's why we just did a 500 million dollar bond election. That's because unfair roads. I mean, I'm just saying you could say this about many of our developments across the county that the roads are up to par on the future build out. I'm just, I don't know how this is unique. I agree, Indian. You know, we are all just temporarily in office and I can say that there were things done when I wasn't here that I disagreed with. What I'm saying is, if you look, TechSOT does not build all these big, large, roadways that we just broke ground on 2181 for example, until the traffic counts demand it. And so all that development looked at long-adventon, the lake cities, all that was just our most recent project on 2081. That was all built without road capacity. We're about to break ground on 1171. All that out there was built without road capacity. If we're going to use that as a criteria to approve any future road project or any development, nothing would have ever been approved because you don't build it till the traffic counts are there. I mean, this is going to be a one time. Just one of the, that's one of the 10 reasons. And like I said to the paper on 2181, that project for what I understand was initiated during Jeff Krueger two county commissioners ago. It was. And I think tech started at that point and it's just debating it, building it 15 years ago. They just couldn't get off high center to find funding until now. Corinth, Lake Dallas, and Hickory Creek, shady shores, I believe. Right. And Corinth pulled out of that arrangement. So I guess they're going to go to a user's fee. That's what that's their decision.
