And the reason why this red flag went up in my head is that I have a son that works in the IT department, City of Louisville, and he works with first responders. And they are currently looking at video camera, body cameras for their department, which none of them had them. They just had the car camera now. And I was asking him about the product and if he had heard of it. They're looking at a taser or a Panasonic unit. You had made mention of making reference to House Bill 3389. I read through that bill and I didn't find, could you clarify to me, where in the bill it says that law enforcement has to use some type of video, type of to make sure that they are not profiling. I didn't see what I saw in House Bill 3389 have to do with the qualifications of a constable as well as the complaint process are sustaining that FF5 is at a certification. Well, it depends on how you report on the racial profiling as for what tier you report. Right, and this mainly sets up the commission for the reporting. In other words, establishes, could you clarify to me the reason why I'm interested in it. I'm not sure, first of all, if every law enforcement officer within our agency within our county has what you're asking for and if it's a requirement under a house bill is there an expectation that we're going to be starting getting an influx of these requests from law enforcement, law enforcement through the Constable or through the Sheriff's Department. I know that majority, if not all of them, have the video cam. And along with that, or I'll forget it, is the video cam that you're asking for? Is it a direct input into the computer? Or is it a DVR? Or did how do you say under our policy as well as whatever the statutory policy is on how long you have to save that video image? Or is it like the shares department? Does it go to a server that's in our technology department? So did you get, educate me just a little bit? I'll try to. Okay. I'm not just myself too, but under House Bill 3389 article 2.132, it's mainly regarding traffic stops. There's a requirement depending on how you report racial profiling. And we're a Tier 1 reporting agency. So it's required that we make a traffic stop that that traffic stops recorded and the information is saved or stored for 90 days. Okay, I didn't find that article in there. Okay. Show that to me at So if if that's the case so that's either through a video cam on on the dash or dash cam. Let's call it that Is that the minimum requirement? So is that why every? Vehicle in the county should have a video cam to meet the requirements of this law? If they conduct traffic stops on a routine basis some agencies that are Certified peace officers don't conduct traffic stops. Let's say like an arson investigator or something like that So they are not required on this bill to have it. But routine traffic stops for our part of our daily function, even though our main priority is to serve civil process. So do you currently have cameras now? We have old vid mics, and I brought one to Sophia. I wanted to see it. We don't have any video cameras in our cards. We had one Doug took office or Constable Woodson took office. I just so if you wanted to see it. We don't have any video cameras in our cards. We had one Doug took office or Constable Ward's took office. We had five vehicles that were equipped with video cameras. They were the OVHS style. Right. They were outdated. Four of the five units didn't even work. So he decided there were some funding that had been promised by the Sheriff's Department. So we went ahead and took those cameras out, that funding fell through. So at that point it was a little late in our budget to get them in our budget. And this was my fault. I made a mistake. I started in January and I had to have this Rachel profiling report the first one that I did in March, I think. So I filed that, and this year when our racial profiling came up, I was reading through the information of this house bill and saw that it was a requirement that those traffic stops are recorded visibly. Is there any requirement of the recording to the commission or requirement if you're going to have traffic stops. You understand that because my understanding of this house bill and it may be totally wrong was to set up the process that if you are going to have a complaint filed against you towards it to this commission that you had to do had the complaint in a electronic, filed electronically the proof and I guess that would be through a digital camera or whatever. I'm just, I'm just need to know where this is going to go. If there's a requirement, then if we're not meeting that requirement of the law, how many agency within our county's not meeting that, and what's the financial impact of that? And the next thing is, I know I'm throwing up, this all like you, the standardization of it. I know that the standardization of it means a lot to me like what is the sheriff's office using? You know, let me help you out on this little gap. Texas Commission on Law Enforcement Office of Standards and Education. What does it mean when an agency reports as a racial profile in tier one partially exempt? Each agency must select a reporting option that applies to their particular situation. When an agency chooses to report as a partial exemption or Tier 1 reporting, the agency is stated it routinely performs traffic stops or motor vehicle stops and the vehicles that routinely perform these stops or equipped with video and audio equipment. Low enforcement agencies that routinely perform traffic stops are motor vehicle stops and who have their vehicles that routinely perform these stops. Equip with video and audio equipment can report under this. Yeah, it's shallow, it's. But also Donna Bansden doesn't someone else, I mean, the other commissioners, there was another commissioner that came in when those items were pulled. I think that a, a, a, a, a, a, a, a, a, a, a, a, a, a, a, a, a, a, a, a, a, a, a, a, a, a, a, a, a, a, a, a, a, that have those video and it might be pre-C3. Do you have them? And you came in later in, and got them after the funding was fooled, right? Yeah. What type of brand are those? We probably, come up here. I need the Macathon phase so we can get this. And I apologize for taking the time on this, We probably come up here. We're going to say so we can get this and I apologize for taking the time on this, but I need some understanding and clarification. If I'm going to even meeting. Okay. What we did run, or commission or more, when the funding fell through for us as far as the audio and video, and that's a rather expensive elaborate system that the Sheriff's Office has. So I came to y'all, y'all graciously provided us with what they call the VIVEU system. It's a very, very good system that the guys use. They can take it. A lot of it is not just traffic stops, but it's when they're making day-to-day contact with the public. It saves you complaints because you're just one seeing an issue away from. You know, y'all know how that goes. So y'all graciously provided those for us. The guys are very happy with them. And I mean, as far as the traffic stops, no constables offices out here have traffic units are on the highway doing that every day. I don't know as far as precinct five, but my guys don't, but those have been very good for us. And you don't have to have a separate server for those. So I recommend the five views it. I mean, I don't know if you all have looked at those. Who main is that? Do you have a maintenance contract with that when we approved it? Or who maintains those? We maintain them and you keep all the audio and video for 90 days. Well, I understand that, but the maintenance on the the equipment. It goes straight back to- It comes straight back from- I came with a one-year warranty on the body. One-year warranty. It comes with a one-year warranty on it, okay. Okay, I guess my question would be, did you talk with anybody else, the Sheriff's Department or any other constable to try to get some across the board standardization of the equipment that we are using? Thank you. Thank you, constable. in this particular system. And they liked it. They liked the video resolution and the recording device itself is really good. And it's got a one-year guarantee on it. The thing we liked about this particular system is rather than just wearing it on. It's got two cameras. It's got a car camera that stays mounted inside the car. So when you make a traffic stop it records that. When you pull the mic or the recorder out of the docking station to put on your body to actually make the contact then it transfers the camera recorder records into the docking station and is uploaded into this into the body camera. and is uploaded into this, into the body camera. So, when you pull the body camera out of the docking station it automatically begins recording from that point forward. So, you get the entire stop face to face with the, with the citizens. It's just stored on a memory card or whatever. Exactly. Back in it, downloads whatever you, you had. Correct. And then you, you don't have to have similar to their system. You can download it under our own server and save that folder for 90 days. Based to fulfill the requirements of that house bill. So you maintain, so it would be maintained on a SD chip or a memory or. In the camera and then you download that to your computer. I can tell you under Senate Bill 7 several years ago they required people to take documentation for racial profiling and they either at that time required you to have it on video or engage in a fairly onerous paper system where you took a pretty evasive questionnaire of what was going on. I think it was decided at the time that it was much easier to do it via video to check the officer and protect the person who was being stopped. We still have to file a report anyway, even with the recording, but it's a very short, concise report compared to what we do have to file. And again, I'm not against this at all, please, but I understand it's more education for me. And I'm wondering why we're not piggybacking on what the sheriff is doing are proposing to do. Yeah, proposing to do, are currently doing are proposing to do so we could standardize what we're doing as well as standardize the method, as well as standardize a protocol. I'm just wondering. Other than everybody having something to do. Yeah, you know that. They're using the Arbor Arbor trader is your camp. Is that the camera system for the vehicle and the do you have body at all? Okay. But he is correct by saying that, you know, with all the litigation out there these days, we definitely... Yeah, I don't know the reason we prefer to have them that way is because they download to Kevin's servers, we can't touch them. After they're gone, we can't touch them. And that's the way I like it. I don't like to be able to have having any other way. I want it to go to a third, you know, to Kevin. And so you're saying that if you have a standalone system, you have the ability not only to store, but you have the ability to edit. Right. Which can be challenged by any good. I, you know, it won't, and the possibility of that to happen and won't be, but it just, I just don't want to take that chance. I would just prefer that Kevin Handle it all. And, you know, that, you can still get your documentation. You need to go to the DA's office. You can still run Visc and everything, but it's all done through him. And I just prefer it that way. But, you know, as far as the evening cameras, yes. If they're out there enforcing traffic stuff, and they're profiling, they definitely, you know, it's a good, great thing, great tool to have. Which is a concern? Well, again, my concern goes with standardization. I mean, Beth, is there a way to lump all that together to where we're getting the best bang for a buck, and then having standardization, everybody using the same protocol or. You know, the ones we did for the Sheriff's Office, the arbitrators, we were able to get us a good price off of a co-op contract for those. So we're getting the lowest discount that you can get in the state. So there's not a five by ten. So there's not, if I buy 10 more, there's not an additional discount. As far as if there's any kind of maintenance or sharing the parts, the twin departments, we really don't do that. And I've not looked at the pricing on these to see if there's a better way to buy those, but getting everybody the same not a big impact on purchasing. a better way to buy those, but getting everybody the same out of big impact on purchasing. Which is we're constantly looking at all the different manufacturers, I'm gonna see which one's gonna do us the best. You know, we're obviously looking at the camera, the front and the obviously the back of the police car. You know, you want to see your inmate back there, that type of stuff at all times. And so we're looking at a lot of different innovative ideas to do that. We're also looking at the cost saving part of it. You know, now that everything's going digital, everybody's getting into pricing wars with each other, which we're going to come out benefit. I just wonder why the other law enforcement agencies, you aren't collaborating and trying to get a standardization of all those all those. Because in different types of seniors, I mean different types of seniors is for the constable's unit they take it out and they put it on the cell and understand that. A lot of what we do obviously is in compared to the Sheriff's Park Course Thursdays or two where we do move out some evictions with reliability areas but take that with us and go inside the house and all that worry if you have a camera in the car you've got the audio recording but you don't have the video recording that's why we like it because it benefits us more that way with now the Sheriff's Department not that they're not inside houses and things You know that's 90% of what we do I'm gonna go ahead and move approve them. I can see where their needs are different. Yeah, me too. My concern is standard is that, and everybody following the same kind of protocol on getting the best thing for the boat there. And we wanted to do that also so the equipment could be used from cars to cars on the vehicle assessment committee. So my discussion at that though I understand that was how can we look into standardizing that equipment. A lot like herding cats. Well then then we need to hurt each other. I mean we have something. Yes sir. Go ahead. We do have the vidmikes that currently we currently use. You have to turn them on and wait a second and hear a beep and then hit a recorder. I mean we have the ability right now to do it if you need more time or we certainly understand that we will I'm just asking for, I must take some care of our fiscal responsibility and our end and that's what I was asking for. And so- I'm inclined to be supportive of what's being requested here, but I'm also thinking that I would like to add that to the responsibilities of the vehicle assessment committee to take a look at it. Just to make sure we're going about the, I mean, technology, as we all know, changes rapidly. And are we going with the best model? And do we need to standardize or are we doing fine the way we are if the vehicle assessment committee would take a look at that? You know we're swinging in the budget again. So the only point I'm making here is, maybe we're doing this and handling it just fine, but I would like to ask Kevin Cardigan involved here on this issue too. We've got all these budget amendments coming in for mobile phone expenses. Some people, they're on different data services, different plans. I guess, Judge. Obviously, if a request comes into budget, they're going to look at it from a budget standpoint. There are some commissioners court approves something purchasing is going to make sure it happens. Because that's basically the instruction they received. But it's our responsibility to take a look and see if we are doing this the most occult effective way. And maybe we are. I don't know. But I would like to get Kevin Carr to help us figure out again. Do we need some standardization here? Kevin has dealt with Sprent and ATT and all these different phone companies on different issues, concerning phone service to Dave and County. And Kevin, I would like for you to take a look at this whole process and help us figure out, maybe what we're doing is just fine. I don't know that, but we're in a budget process and this is the time to take a look at it. We have more and more phones being requested all the time, some through Sprints, some through Verizon service, different data plans. This body court needs to decide how far down in whatever office, whether it's possible or whatever office, are we going to say it's okay for the staff to have mobile phones? Does an administrative assistant that to my knowledge spends majority of their time in the office, do they need a mobile phone? That's a question for us to decide. Back to your reference about kids, Commissioner Coleman, just because they request something doesn't mean they're going to get it. I agree. To me, I mean, you know, I think like the points commissioner Moshant made regarding standardization, I think this is something it would be easier to do to standardize as opposed to maybe the video equipment because you know, all the different all the hospitals, some are more concerned about traffic, some are more concerned about, you know, but I think it should be fairly easy. Well, I may be famous last words, but to, about, you know, but I think it should be fairly easy. Well, I may be famous last words, but to, you know, standardize everybody's mobile phone plan. I mean, I know this that every my AT&T plan that I've had for years, I piggyback on Tarrant County government's discount because they ask me what I do and I tell them I'm in government and so they put me under the Tarant County government discount plan so AT&T so there is opportunity in that for your iPad or your first. That for the iPad or your phone. Phone's my phone. Okay, my own personal phone. And so, I'm sure that, because I take advantage of it through Terrent County. And I said, well, I'm in Denton County, so it doesn't matter, your government work will put you under that. And so your personal phone? Yeah, from- I have AT&T myself on my personal phone my personal phone I don't have a county so far I don't either and they still they still do it so and Well my point is by our own policy we do reserve the right To assign the appropriate usage plan for all county paid wireless phones. And I think here at budget time it's a good time to bring this up and take a look at it. Maybe what we're doing is just sign. But we're getting more and more requests like this, not just from constables. And we have different people that have different usage, you know, various plans ranging from 54, 99 to 199, 99 for data lines. I don't know. Kevin, we've given you a lot to look at. I copied Kevin in on the email that I sent you all with a research that Kate's done up to this point. And, you know, if he comes back says we're doing just fine, that's fine with me, but I budget time is the time to look at it. I think the term of Judge, what has happened in the past, if we've allowed everybody to, when they had money in their budget to buy additional things. And so of course if they've got money in their budget they purchase things. And then the next year yeah that increases their budget. Right. So we do have to sit down and decide how we want to handle this set of policy is standard for what we want to do. In the meantime, since we don't have a policy, I'm going to move approval. Okay. And then we have the standardization and we'd know what the budget on to. And if they go crazy over on their data plan, they pay food. Yeah, I think it's a good way to help. I think you would have some self-imposed austerity, perhaps. We can look at all of that. Kevin, you taking this in? He's taking notes. OK. But that may be problematic as well. But I mean, I think that's a way to do it. And if you're going to do it, just give him a stipend. First I've been in the county. And so when their plan comes up and they're ready for an upgrade, I mean the plans are different and so to get them all on one plan is not going to happen because you can get them all on them today and the next week it's going to be different. There'll be a different promotion that's a better plan that based on the usage and that we do have three different contracts but they're all government contracts so we're getting deep discounts on those. It looks like not all of the employees who enroll have used it since they enrolled. Those that have have been satisfied with it. Those that have not, some of them are considering using it in the future. Most employees did not, that responded, did not favor discontinuing the payroll deduction. Another question that you asked when this was on the agenda before was since this is a group rate that we get through payroll deduction, if we were to cancel the payroll deduction, would the price go up? The price for the people who are currently enrolled, legal shield said they would leave that the same. But any new participants would not be able to take advantage of the group break that they get through payroll deduction. Questions or comments from members of COPE? I said we leave it. I just wanted to bring it up that I am trying to be more fiscally conservative and change from sprint, which was actually when I did the research was more expensive than Verizon. When I go, when I'm asking for the data plans is the reason being is because a lot of times in the field and the guys when their computers go down, you can't ask somebody to use their personal cell phones because if you do, that becomes a matter of open records that that would be subjecting their phones too. So when I go to the data plans, I've actually saved quite a bit of money. And I'm sure you've looked at my minutes. I use quite a few minutes, but that's always been on the unlimited. And actually with Verizon, it's saved us quite a bit of money because when I changed it over, it gave us a discount on every phone. So I'm good this year. It's gonna impact a budget $243 next year. But if you were to look down the line, if I would have been on Verizon up till now, it would have been relatively no impact whatsoever. So that's why I'm trying to make this change. I have no problems as far as your standardizing, but I do it. We get in our area, we get quite a few calls dropped with Sprint, and that's why when everybody told me about Verizon, I did go. Now I am joining forces, I'm trying to not be the downer, so right there, I'm not the plan that nobody else is on. So that's why I'm asking for your consideration. Thank you. Thank you.
