Whereas Colleen Moden's supervisor and the Denton County Tax Assessor Collector's Office is retiring in March of 2014 after a 23 year career with Denton County. Whereas during this time, Colleen has faithfully discharged the duties of the office, including serving in a multitude of citizens, training new clerks and providing encouragement and direction to upcoming assistant supervisors and supervisors. And whereas Colleen supervised both the Carol and the Losville offices oversaw the implementation of the dealer title service center in Losville and sought to make didn't kind of text office a leader by providing customer service with excellence. And whereas Colleen plans to spend time with family, friends and grandchildren traveling, taking a very well-deserved rest and time for relaxation. And whereas the staff and administrators of the Denton County tax office are grateful for to Colleen for her commitment to public service during her career and tenure with Denton County, and will miss her team work attitude and answering the call regardless of the difficulty. Whereas Lou began her career with Ditton County in November 1973 as a deputy clerk for the Ditton County District Clerk's office. Whereas Lou served as the court coordinator for Judge Sam Houston from November 1984 until 1987. Whereas Lou was appointed to serve as the Ditton County District clerk from 1987 through 1988. Whereas Lou served as a senior district court administrator from 1989 through 2006. And whereas Lou has served as the Director of Administration for the Ditton County District Attorney's Office since January 2nd, 2007. And whereas Lou has touched the lives of many citizens at the Ditton County Courthouse, stating back to when it was located at the Courthouse on the square. She has seen many lawyers and judges come and go, and we are sure she has many stories to tell. And whereas Lou has served the citizens of Ditton County with dedication and devotion that is unparalleled and Ditton County will not be the same without Lou. And generally, I think it will be a positive. It's not a, you know, band-aid to fix everything, but I think we're getting there. So it's kind of two steps forward. So. All right. And allocate expenditures for salary assistant benefits, 23,389 dollars for CSED, General Fund, 2275 for computer equipment software for county-wide technology, $530 for new instruments for telephone department, for a total of them, and of $26,194. My question is, does this have to do with the, if you get a personal reconnaissance bond? A PR bond, is that what we're required now by the state to monitor? This is morning. Good morning. We supervise people who have special conditions of bond if the judge orders an ignition interlock or orders the person to come in for your analysis for drug testing, then we supervise those people. We don't supervise everyone on bond. I understand because it's generally the responsibility of the guy who wrote the bond to make sure they show up in court and obey the conditions of their bond. I was just wondering if this was having to do with the personal PR bonds or anything like that. It could if the judge orders special conditions. I've got some more comments. Ms. Mele, another question, please go ahead. And I see that the number of defendants have increased. Yes ma'am. My question is, was this requested in at budget time? I don't like adding employees that don't before budget because it affects the budget later on. And I also saw in there that there may be another one requested. And did I misread that? We don't plan to request another one in next year's budget. The reason we didn't request it for this year's budget originally is that the numbers didn't justify it, but the caseload has grown to the point and the revenue has grown to the point that it's appropriate to ask for it now. And maybe appropriate, but could it not wait until budget time is my question? It's a matter of public safety. It's difficult for the two people we have to monitor the conditions to address violations, to make sure that the monitoring companies provide us with the monthly reports. And you have the money in your budget to pay for this? What about next year when I mean, you don't have budget money? Don, are you jumping at the best to see something? I can't address that. The revenues that they are bringing in for this program far exceed what we have budgeted. So that's a true indication of just how the case load has changed and growing. It will not impact this year's budget the way we're presenting it because we're increasing revenues to offset it. We'll be doing the exact same thing during the budget process for next year because we only had a small amount of many budgeted this year. I'm just going to make $80,000 and as of the end of February we had already collected $73,000. So we're expecting to probably collect $200,000 in fees that are specific to this program. So it may be more than pays for itself. Pays for it. It's the only thing it can be used for. That's a valid point right there. Any other questions or comments? I guess my only point is, like you said, the commission is just the timing of it. I certainly understand that you need the employees and we certainly don't want to do anything to cause any problems but I want employees to be protected and as well as our citizens but I still have a problem with it being requested before budget time and I'm a reluctantly agree to vote for it because I know it has to do with public safety and anytime it has to do with public safety I certainly don't want to be one that's standing away of making sure we take care of the citizens and the employees of them. What do you anticipate the case load of growth to because I guess in how many cases, how many people do you think for secretaries appropriate? As far as predicting the growth, that's difficult to do. It has leveled off the last about the last five months. Fairly constant between 800 and 825. Is this something that the judges are doing more and more? What's their new legislation that are something that happen. The state stopped funding it. Yeah, that's what triggered it. That was the key. I just wanted to know if you know, for budgeting, for budgeting, if you could say we need, you know, one secretary per 350 cases, that would be a good way for us to, you know, engage when the next person would be, if you could do some sort of benchmark like that because you've grown from 11 to 14 375 to 822, which is significant. But I'm just trying to figure out, you know, what's an acceptable caseload per secretary. I think that would allow our budgeting department to kind of benchmark, win and if another secretary would be needed. I could do some research on that. The workload now is overwhelming and that possibly 300 per employee. I'm sorry I don't have a hard number for you. That would be good if we could kind of get some kind of estimate. That's to what we're going to. The kind of the function for Donna to be monitoring, you know, with which each one of these cases you generate X number of dollars in revenue and that would trigger another employee. So it's between you and budget to keep an eye on. We work real closely together on this program since it's new to the county. Just also keep in mind that this is a very labor intensive function because they're getting those reports every day from every person that's on a device and they have to make sure they're not violating their conditions of probation. So that's why the clerical staff is necessary. It doesn't necessarily take a probation officer to do that, but it takes a lot of clerical help to do that but it takes a lot of critical help to do that and since they're not allowed to use their state staff to help with this that's why I'm supporting and recommending and recommending the funding and the method that it would that it's being presented and I would be recommending this in next year's budget as well. Looks like if it's 300 per person it might be creeping up on a third one. They don't have to look at that budget time. I'm sure a few. Thank you about that. They're in the process of submitting us as scope of services and we've been working with commissionaries and commissioners on the public involvement side. I'd like to finally comments, from my understanding, we only have $1.4 million left in the account that has the interest on the bonds and stuff like that and I think that's the accumulated interest on county funds. We're roughly from our bond amounts doing more or less $500,000 from what I understand. And if we continue at the pace, paying that out of that account will run out of money at some point. So, yeah, we're gonna need to figure out a way to fund it because I don't think the interest payments are the interest amounts that we're getting on our interest from the bonds is going to cover at some point. And I think we discussed that Commissioner Coleman, when we decided to pay from the interest of these bonds, we're going to have to find a way to pay for it. Are we going to have to fire John because we can't pay it. But so I think for the next probably two years, yeah. We got to be thinking about how we're going to pay for this. Go ahead, commission. You know, I want to say as the courts representative of the RTC for the last five years, didn't county truly is the envy of our region as far as the projects we've been able to execute and deliver to our traveling public with our partners with TechS. According to TechS.Fegers, we have $327 million. This is TechS.. TechS. On system, $327 million under construction, $312 million in design, and $1.6 billion in planning. And that does not even include the over billion dollar project for 35 E. And so we have didn't county truly is a leader in transportation planning and delivery. And that's not even including the rest of our bond program and our county roads and our city roads. As far as the magnitude of the projects that this court's been able to plan and deliver and also with the assistance of ITS. And so very obviously this transportation is a value of this court and I think the numbers speak for itself. I did get an email from one of the mayors of one of the cities that wanted to be sure that we renew this contract because ITS has been helpful to them. And I don't know about you guys. You probably saw my comments in the paper. John does take care of precinct three. And if he doesn't, he's out of there. I do meet with John on Wednesday, the third Wednesday of every month. And then I have my precinct three task force meeting, and every four with Monday. And so we go over what problems, solutions, whatever we can, whatever's needed. My city managers also know that they can call on John. Holland Village just had a problem last week that they call John and they always let me know what's going on. So to make sure that he takes care of them. And so I, like I said in the paper, I'm satisfied. Is everything perfect? No, it's not. But I'm not sure that I get everything perfect with somebody else either, especially if I'm in the mix of it, it's not going to be perfect. But I thank John for the job he does. And when you stop doing that job, John, you won't,, John, you won't have my support and I know you know that. So I'm okay with this. No, the thought occurs to me. We keep obviously John ITS as his company. That's right, but we're hiring ITS. We're not just hiring John Postor. And it's a firm. There's engineers behind this, as a whole staff of people that are working for us and they have for a long time and have done a great job. And Commissioner Eads, to your comments on RTS, it's amazing the spirit of cooperation with all the cities within Denton County and all the work that we've gone into to make sure that we're partnering with our cities for all of our bond elections. It's in the county's best interest since in the city's best interest for us to work together and to prioritize these projects and address. Safety issues and obviously traffic congestion issues too, but. prioritize these projects and address safety issues and obviously traffic congestion issues too, but that spirit of cooperation has proved beneficial to all the cities into the county as a whole. And you know, in a fast growing dynamic county like we have here, if we don't stay one jump ahead on the mobility issue, anything that we do in the way of economic development is for not, because these businesses have to be able to get their employees back and forth to work and they've got to be able to get their product to market. And so I think it's vital that we continue on this path So I think it's vital that we continue on this path that we've set for ourselves and it's certainly proven to be beneficial. So okay, we have a motion and a second. Are further questions or comments? Have some additional comments. Go ahead. I agree, we are a fast-growing county. And I agree that we've received a lot of transportation funding, not quite $3 billion've received a lot of transportation funding. Not quite 3 billion, but a lot. And I would say that members of the quarter, generally responsible for a lot of that. I mean, our interaction, our community work, our relationships with the cities build it. Frankly, I don't need a relationship manager. I can interact myself with TechSdot. I think that's part of our job as an elected official is to reach out to TechSdot and work with them. Frankly, I think if we're going to hire a lobbyist or somebody, it should be somebody in house who is totally dedicated, not that John's not dedicated to Denton County, but that who is completely beholden to us, along with the county engineer who would run and manage our bond program and have engineers under him and would not possibly I know we've done a good job of including in the contract and I know that John has been reporting quarterly his potential conflicts of interest but he does have contracts with the city of Flower Mountain, the city of Louisville, the city of Denton and that's a tough road to hope because you've got to make sure that, he has knowledge about what our county finances are. He has knowledge of what those cities finances are. He can independently arbitrate who's going to contribute what. So I would prefer to see us bring it in house. I think the relationships that people develop with text touched and a nerd to the county as opposed to ITS that funds that we have should benefit the relationships we develop with the other cities and textiles. We are a fast growing county. A lot of that transportation stuff would have come regardless in my opinion. I think a lot of it has been developed due to the good works of the people on the court and their relationships. So I guess we can agree on some stuff and agree to disagree on some others. We build all these buildings and we don't hire in-house architects to build our buildings. We are people that have outside talent and expertise in that and the complexity of many of the issues that the ITS and our consulting firm deals with. It would be hiring a lot more people in our engineering department that we currently have and might cost an excessive what we're currently contracting for. I haven't cost it at all, but for $500,000, I'm pretty sure we could hire a couple of engineers and some support staff. It's not a couple of engineers. It's not just design, it's much more complicated than that. I would like to have people who are truly employees of Denton County, developing their relationships with TechSdot, and helping the County commissioners develop their relationships with TechSdot. I don't personally feel like I need an intermarry and to minuteary somebody in between me and TechSdot to get stuff done. It's helped, but I think the County commission when you elected is- So do you not use the services? I believe I get the bill when you report for ITS. And I believe all of us are considerable users or the service including precinct one. Well, I call text out on my own. And if I need to call text out and John knows that, if I need him, I call him, but I call text out on my own because I was elected to this position and the citizens, I'm responsible to the citizens rather than John, but it's always good to have somebody that knows the ends and out to the engineers that he has on his firm that can help out. So I think we all have to have a relationship with our cities and my cities do when they going to contact John they about make sure that they let me know so all know what's going on and I think they do that. I was the one that brought up about John working for the other cities he knows my heart and learn about that and he and I have worked that out and he's assured me that then County comes first with him. And so, you know, I've lightened up on that a little bit, Commissioner Coleman, because I saw your comments in the paper about you working for the City of Sanger. And then the other cities that you represent have to wonder if you've gotten allegiance with the City of Sanger more so than them. And, you know, I joined and I worked that out with, or if you've got an allegiance with the City of St. Moreso than them. And, you know, I, John and I worked that out with, you know, Holland Village because John worked for Flower Man and Louisville and did not work for Holland Village. And so, I made sure that he took care of Holland Village as well as he took care of Flower Man and Louisville, which he was doing that anyway. But I wanted to assure Holland Village that they were not going to be liking anything. So I lighten up a little bit because I'm going to have to trust you and John both to make sure that you don't have any allegiance to cities that pay you. Well, I'm glad you bought politics into the Bobby. No, you put that in the paper. I didn't. What? I put that as a method of disclosing to people. Oh, okay. I've never hit it. I've never disguised it. Yes, I still have my own law firm. And I still practice. Oh, I don't, I don't. I don't engage in real estate speculation, like others on the court that she supported that I haven't. And I'm sure we'll have you allow for a while. Some people have large real estate holdings, which the county's affected. I know some people has a lot of rent houses. I know somebody has other employment as well. I don't think that has anything to do with Don Polster's contract. And I think- It has my- I don't think- May being the municipal prosecutor for the City of St. has anything to do with the ITS. My comment is that we can- We want to bring it there fine. Can represent somebody else and still not be have never made a million dollars from the city of saying I don't know what you're making. I'm not interested $300 per person. I'm not interested in my comment to you is that I'm gonna have to trust John With him being able to represent the cities if I'm gonna trust you being able to represent your cities and I trust you to do that I don't think I treated anybody indifferent. That's what I'm that. I don't think I've treated anybody in different way. That's what I'm saying. I don't thank you for it. But I think that I've been more than open with my dealings than anybody else here. I've never had any transaction. I've revealed everything. I've posted a list of. I'm going to try a court when you make that statement. Ron, I'm not true sizing you. I'm just sure. I'm not. I'm just saying that I didn't think it was appropriate to bring that up when we're talking about John Polster. Hey, by the end of you, I apologize. So I'm not trying to have no holdings. I don't know Sam I like that so but the comment you made the comment yourself you brought it up well yeah that John works for the city of Louisville in the city right and I agree with you I have a problem with it just like you do but we have to I didn't say I had a problem with it I just wanted to make sure that for that kind of I have a problem I think what we could do is have it in the house. And I think if we had employees who worked for us, I think we would have a better outcome. Because the relationships of knowing where the county's money come from, those relationships who are nerd to the county as opposed to ITS.
