Okay, we have another retirement resolution for Charlie Arbison. He couldn't be with us this morning, but I've asked Commissioner Mitchell to read this one. This is a resolution honor in Charlie. Don in Open Court Fistly, 16th September, 2014, upon a motion made by myself. Thank you, we have a motion by Commissioner Mitchell, seconded by Commissioner Eans. All in favor, please say aye. Aye. Opposed, Cine? Motion does carry. We have a resolution. Did you get her at all signed? Okay, Barbara's got it. She's going to frame that for you. I have it ready for you in just a minute. Your resolution. Okay, now I'd like to go to item 4A on the agenda which is public hearing to discuss one approval of the Denver County Clerks Records Archive Plan and two approval of the Denver County Clerk's Records Archive Plan and two approval of the fund plan for the continued collection of the $10 preservation and restoration fee by the County Clerk. And three, advertised notice of the public hearing in the local newspaper. We have a motion for our public hearing. We have a motion by Commissioner Marchinth seconded by Commissioner Eads. All in favor, please say aye. Aye. Aye. Post-Sinney, motion does carry. Good morning. Good morning, Dejavu, right? I know. Well, we are doing this properly in conjunction with all of the statutes. So we are here again to have the posting properly for the correct amount of time. But also now, I wanted to briefly show you guys just what this project does. As the vital statistician and vital registrar for most of our cities within Denton County, we had the opportunity as the pilot point registrar to have a, well, it kind of was a book at one time and it ended up in a box of birth and death records from pilot point from 1909 and there around those dates. Kate was gracious enough to share with me some of the stories that Palette Point had an orphanage and definitely had a home for Unwed Mothers and there were the orphan trains that stopped in Palette Point. And so there are a lot of information that's been preserved and otherwise would have been destroyed. And so this book contains, now this is not the final binder, each binder is actually made for the book. So this is what's happening. When records are, you can see the edge of the pages are gone. And you know, some of the information is gone because the paper just deteriorated over time. But this record that I'm looking at is a certificate of birth from December 28, 1910. And so as much of the aging process has stopped, the paper has been preserved now, encapsulated it with non-acidic acid-free plastic bindings. And so I just wanted to show you guys that the information that truly, other than whatever records the state may have of this, there are nowhere else. And so it's really important that our history is preserved. It's so much more than just a birth certificate. It's truly woven into the fabric of Denton County and you know the history of pilot point in the cities and the county. And so it's neat and I just wanted to bring this particular book because it was in such bad shape when we took it to them in a box and left it with them and to see how much of it has been preserved. Now forever for at least longer than any of us. Absolutely. Thank you for your support in this project, the preservation. I know like I said, I don't like I continue to say, records preservation isn't sexy. It's certainly not sexy money, it is expensive and it's a very scientific process. So I'm very thankful to the legislature but to you guys for your support to allow this fee to be collected for these projects to happen and then to have it preserved forever. Thank you, thank you for bringing that to us. Thank you. I'm going to ask a little bit, side note, to historical fact to pilot point, the denomination that I'm a member of, the Church of the Nazarene, was founded in 1908 in pilot point, Texas. And the first asset of the Church of the Nazarene was the home for unwomen mothers. And I have a lot of dear friends of mine that I went to college with, that when I started working for Denton County, as well as when Jeff Mosley started working for Denton County, they started coming out of the woodwork because they were adopted out of that home where a lot of the Nazarene's all over the country was send their unwed mothers to, and they were born in flow hospital, and they would ask us to try to search the records to find out who their biological parents were. And so it's really... It gave me goosebumps. Yeah, it's really cool. It's really cool. And when we were, in fact, I'm sorry to take time. Okay, thank you. But a very dear friend of mine, Richard and his wife, his wife was born at Flow Hospital. And from a mother that was at that specific home and we were able to connect them together in living in Oklahoma City and she lived two blocks away from her mother. Oh my gosh. I lived there for four years and found out that she lived two blocks away. So when she found out who her mother was, she stalked her. And when she found out who her mother was, she stalked her. She stalked her. For almost three months before she had enough nerve to go in approach her and tell her that she was her daughter. That's fantastic. Oh, I turned out great. That's awesome. Good. Thank you. But these books are here. We will have this one at our office for a while. We'll get it back to K-file so that they can actually put the binder when the binder comes in they'll bind it with the appropriate binder. So like I said I really appreciate the information to be able to share it but so much to have this project really well underway. All of the records are plots are being done now. So it's fantastic. And we located volume one. I haven't been able to share that with Lodon and Stacey. Volume one was a book that was about, just about as large as this podium. And when we moved the plate cabinets downstairs, records management, I guess something had happened, but they ended up, the bindings broke and the pages in between were placed into a box. And that box was placed behind our plat cabinets. And so for several years, it's not been located. Those records have never been scanned. They're not in any condition that you can scan. These are early 1900 maps and flats of the plating of Denton County. And so we had a meeting with them yesterday and they're going to be preserving them to the point to be able to scan the records. And then completing the preservation process will have those scanned and loaded onto our system so that they'll be available for everyone. So it's really been amazing. Again, we'll have the probate records done. That'll be the next phase because those are, as you know, cases that really don't close. And so we're really, getting the project done as quickly as possible. And so again, thank you for your support. Thank you. Go ahead. Cindy, I just want to say thank you for all your efforts over the years with the clerk's office and your staff. And family history and genealogies important to me. And I've traveled all over Texas and gone into lots of courthouses and gotten documents as Commissioner March had mentioned other people do. I really think that we're just head and shoulders above the rest and in your department and I want to thank you for that. And it's not records, retentions, processes are not always most glamorous, as you said. They're not, but they're vital. That's what we do. It's our central line of work at the county. And thank you because you've just in the eight years that I've been here on the court, I've just seen all the different technological advancements that your office has taken the lead on as far as other counties and it's probably the nation and Thank you so much for that because I think it's you left it better and you found it obviously and and Our contemporaries and future generations of people who come to didn't county are gonna have our records retained So thank you. Thank you. I have a great staff and a great team and certainly the ladies and gentlemen at this table are big Reason why we're as good as we are, you know, it's a really a great effort and I really appreciate every one of you and you know It's it's great to be number one. It's great to be the best But it's certainly not without a lot of hard work from the people both in my office and around us that we get to work with. And so you guys, your support is vital because the legislature could have approved a records management and a records preservation fee and you guys could have decided that that's not something that's important to Denton County. And so really it's your vision as well as ours to make this happen. And I mean, when you sit here and look at these birth records of unnamed children and the death records that say, I don't know, for the cause of death. It's really phenomenal to see our history like that. Thank you all. Thank you. Thank you. Well, this is a public hearing. Is anyone that depends what'd like to address Mr. Corden, this issue either in favor of or opposed to the records management fund? I move we close the public hearing. Thank you. Gates on Do we have a representative from the committee? Yes, we do. Kate's on the committee and she's coming to the podium. Great, Kate. Good morning. How did the committee determine what fees to charge? How does the committee determine what fees? Yes. It's based on the listing that we have had in previous years, the Constables, the Sheriff's Office, the Commissioner Mitchell, the clerks, both clerks are there. It's based on the costs involved. Labor. Labor, everything else that comes out. We also, my true, it also did a survey from other counties also to see what they were charging for. So we could see if Alice was comparable to whether the counties were charging. So the committee basically did an analysis, looked at the different labor charges. Yes, yes, we've done that in previous years and we look to see if the constables are the sheriff's office or the clerk's offices had any additional charges or costs or if there was any reduction needed. But he based it based on the salary, the postage, the fees, the labor, the vehicle. One of the costs also that Sherry Adelstein as the district clerk brought up was the cost of sending out certified mail and particularly she mentioned one that she has to send out overseas to India because the owner lives there or this has to do with property and the costs that we charge are not per item but rather just an overall average so that this is a reasonable fee charged for if it's a subpoena or a writ or a certified mail or anything else. I see all deliberated on it, considered the facts and you made your recommendation to us based on that. I'm sorry, I can't hear you. I have a cold. It's okay. I said so y'all basically didn't analysis, considered the facts and based on that analysis and those facts, those are these recommendations that you're presenting to us. Yes, and then the committee voted on it and they all came to a consensus and agreed, yes. All right, well I'll move for approval. Thank you. We have a motion by Commissioner. Second.
