And to begin with, we'd like to have a report on our mayor's committee on people with disabilities annual report and I'll call upon Mr. Mindy Carmichael director of public works and transportation. Thank you mayor council. Good afternoon Mindy Carmichael director of public works and transportation and also the city's ADA coordinator. Part of that role is to support our mayor's committee on people with disabilities. The mayor's committee is organized and they strive to promote and enhance and improve the lives of people with disabilities by offering assistance and information on accessibility and inclusion issues and trying to resolve those in our community. So I'd like to introduce our board today. We have two members from our board. We have Donna Mack, who is our chairperson. Donna, feel raise your hand. And we have Steve Brooks here as well. He's on our board. The board also consists of Bob Hester, Penny Avery, McIllith Salazar, and Denise Wilkerson. And our city staff liaison is Candace Jones. The committee meets once a month and all meetings are open to the public. They undertake a variety of activities throughout the year to not only assist the disabled community, but to also promote awareness and understanding of the public in general. Last year, the group organized a transportation roundtable to present information on various resources for affordable and accessible transportation not only in Arlington, but around Arlington. The committee also utilizes a very strong working relationship with UTA's disability studies minor program where they work with interns to address local issues, some of those being the creation of an adaptive youth sports program with our parks department, developing a public service announcement to increase the awareness and highlight the importance of accessible parking and why not to park there. And another in turn created a guide highlighting the accessible amenities of locally based doctors and dentist office so that a disabled person could easily find offices that were accessible for their specific needs. The committee also hosted various service provider organizations throughout the year to provide information on how to access services locally. The National Federation for the Blind, Goddogs for the Blind, Handy Tran, My Ride Tarant County, and Creative Achievements, which is a group that assists the disabled who desire to enter the workforce. And finally, the group maintains a strong presence in the design and construction of new city-funded buildings, such as the Global Art Field and the Active Adult Center, to ensure the inclusion of all of Arlington citizens. So as you can see, the committee works diligently and is dedicated to providing support and services to the disabled community. I would encourage all citizens, but especially those with disabilities and parents of children with disabilities disabilities to get involved and join our group. One of the things I read about in your report was a recommendation about inclusive parks. Can you say more about that and what are the next steps? How do we move in that direction? So over the last year and over the summer we work with an intern. Well I guess he was a student that was actually in a different field but he was very interested in inclusive parks. And we set him up with Norman, what's his last name? Norman Douglas, who is an architect that has designed inclusive parks. So what the committee wants to work on moving forward is coming up with a design by utilizing Douglas and Warren together to come up with a design for it inclusive park in Arlington. So once they come up with that design then we're hoping to move that forward to have private public partnerships to develop that park somewhere in Arlington. So that'll be the committee will be working on that throughout this year as we move forward. Dr. Wesley. The other thank you very much. The other question that I had, I wasn't surprised to see the top five issues that you uncovered with your survey except for one. And it said communication about resources. Is that more than 211? What was the issue that you found as a result of your survey? I'm sorry. Oh, this is Donna Mack, Chairman of our committee. What we found is that, oh my gosh, 211 was just maybe not as inclusive and there wasn't as much information there about local resources. And there wasn't as much information there about local resources it seemed as we would like. And we found that especially when you have a family that has just had a diagnosis or someone has undergone maybe an injury or an accident, they don't know where to start. We also found we had a lot of parents or just family members with disabilities who would say to us, we can't find any accessible park facilities in Arlington. And we know that that is not true, but what we're working on right now is with some of the interns we're working with is highlighting some of the amazing accessible park amenities that we do have here in a way that will that will play nicely with the find a park feature that's on the city's current website, but we also want an inclusive park that will be more than just a playground for kids with disabilities that maybe would have an accessible track that I as somebody with the visual impairment could run, that somebody in a wheelchair could run, picnic tables where families, you know, that would serve people across the age fan. families, you know, that would serve people across the age fan. Families don't know where to get services for their children and so it's really important for us to be putting that kind of information out there. I hope that made sense. Yeah, that's that's very helpful and I guess we'll get some recommendations as to how we can make that happen. Yes ma ma'am. And if you guys are interested in learning more about the park, we will have Norman Douglas at our next meeting, which will be in this room on Friday the 28th at noon. So we're looking for savvy people with disabilities or people with a heart for disability, people with family members. If you've got aging parents, I mean half of the population over the age of 65 has some form of disability. So anybody that just is open to want to know more, we would love to have you at our meetings and we'd love to grow our committee. Don, I get excited to hear you talk about the inclusive park and what a different second date or a wide breadth of people with different physical challenges there and really excited about that project. Me too. Me too. Because you know what, there are parents with disabilities and I was one of them and we need to have safe places for our kids to play too and places where we can interact with our kids. So again, we wanna do something across the age span, which is kind of different than what a lot of other cities have done. So we are really excited about Mr. Douglas and the plans that he has thus far. So. And then Don and Steve, thank you for what you're doing to make our facility, especially our new facilities are going to be so much better, you know, our recreation centers that are under construction and of course, global I field because your eyes on them and your abilities there is just, it helps so much because it takes it down to a practical level. Appreciate it greatly. Okay, next we'll move to the 2020 City Council Priorities Support Our Youth and Families. And I'll call upon Mr. Gilbert Perala, Stepty City Manager. Good afternoon Mayor Council and your packets you should have a copy of the latest edition supporting our youth and families. There's some great articles in the addition. The first one there being some of the work that we do with young children, specifically boys. One of the programs is called My Little Gentlemen, Ericka Class. And it teaches children how to demonstrate manners, how to obviously tie a tie. And some of the things that they do are meant for them to help as they mature into young adults. The other article that we have on the inside is a program that I don't know if many of you are familiar with. It's the diversion program. It's a program that is offered through the judges office. It offers different types of programs for children that are at risk in schools. They're identified by the schools and they go through these programs and it's meant to divert them from getting into the criminal justice system. So it's this program also works closely with the police department. They're mentoring Arlington Youth Program where they work with some of the kids in sports. So it's a great program. It's been in existence now for several years. I know that I've had the pleasure of being on the board and we do a lot of great work. If you've never seen what they do, some of the problems that they offer are include demonstrations, simulations for being either under the influence of alcohol or drugs. They have these special glasses that they provide, and you have to go through a series of tests. I will say that they're difficult to pass. So I can attest to that. If you're not familiar, we have since 1999, we've had a program where we engage with our Hispanic community through the Arlington Police Department. It's a Hispanic Citizens Police Academy. They've had a tremendous run right now. We just graduated a class this past month. It's a great program to engage our citizens, to teach them about some of the processes and some of the programs that are offered to the police department. Another program there in the bottom is the mayor in pajamas during the story time. It was a great program and I don't know if he has something to say. Well, this is a really fun event over at the library and literally a lot of the moms and dads bring their usually preschool children there, but there are some elementary age two and of course we read but I want to complement our library staff because they are they create great crafts and activities for the kids and do sing alongs and this is one of my favorite events but I did have a really funny thing happen this morning I was I was at our prayer breakfast and a lady was there that has come to my prayer or the pajama story time each year and she says I've never seen you outside of pajamas. So that was a very rare thing there this morning there with that but anyway it is a fun thing. I want to compliment our library staff because you never go to a program that our library staff's putting never go to a program that our library staff is putting on that you don't go wow. This is really, and then our families are so appreciative there of it. And it's a lot of fun and you really see the future in full tilt there with our preschoolers there in action. So I love that event. It's a lot of fun. Thank you very much. Another article that we have is just advertising a little bit about our skate parks we have for now. So you know for the citizens that are out there I know today is not good weather to be out there but they do offer a plethora of opportunities in every one of our parks. The other is a notification just to let you know that the aging the plethora of opportunities in every one of our parks. The other is a notification just to let you know that the aging world expo is coming up and so if you don't have it on your calendar, you know, make sure it's there. Then I know that we started this program. I know the mayor visited a couple of went to NLC and I think visited it with a couple of mayors they will offer in the kindness initiatives. We adopted this. It's been a mission, part of the mission for the Community Relations Commission to date. We've had about 20 visits to 20 different elementary and middle schools in both AISD and MISD. And I'll tell you that that program is expanding and it's catching on. I know I saw an article or an article in the request today for the use of the logo at Texas Health Resources or having an event this Friday. We have partnered with Chick-fil-A, partnered with Prince Lebanese, and also the Texas Rangers. At each one of these events, two children are recognized by the school for acts of kindness, and then they also select one classroom. And that classroom receives a is a free skating party at the mall. Chick-fil-A provides the food and Prince Lebanese then comes in as a sponsor and provides gift certificates for two teachers that are also selected for some of the acts of kindness that they do. So it's a great program mayor. It continues to grow. I know that under the leadership of the chair, we start off with Devin Allen, who's now a commissioner, then we transition to Dr. Vampix, and today we're led by Timmy Hazel, and a big supporter has been the office or the Otis and Rosie Brown Foundation. They have provided about $10,000 in scholarships for some of our high school seniors. And this initiative is to provide a bench, a kindness bench, to each one of the elementaries in AISD. And for that, we really thank their partnership with us. If you have any questions, I'll be more than happy to. Any questions for Mr. Parallelus? I wanna emphasize a couple of things. The aging will, Expo. I see Darwin out there. I know you're ready. But it is grown. And you talk about able to find services and opportunities here. Therefore, our senior adults, it is phenomenal. The way the businesses and health providers and so forth turn out for that. And thank you for the staff and and so forth turn out for that. And thank you for the staff and all the work they do for that. And then the kindness campaign is just, it's phenomenal every elementary school and in fact it's not just the public ones, the private ones too, are really working hard on teaching the character of kindness and reaching out to the neighbor, which is so important as we have new people move into our city from around the world and vistas that come. And it's amazing how the kids can then spread to the parents and grandparents there alike, but very much appreciate the work of the Community Relations Commission. They're in the work that's being done. And it's an amazing thing. At MLK, one of my favorite things is on Monday when all of the elementary school choirs, all are seated there on the steps and all it truly looks like the United Nations. And you know what? They don't see color. They are, it is an amazing thing. They're to see color. They are, it is amazing thing. They're to see that. It's a beautiful, beautiful thing. But we have to work at it every day there to make sure that we express that hand of kindness, which Arlington is known for. There, we want to continue to be known for that, because unity is one of the most important things in any community. May I don't have any other really significant thing to report to you and to the council except that we've done a really good job again and many recognition not only to our city manager but to Mike Finley and his staff for keeping us on the right path. We had a good meeting. We were at the stage where we could really see more detail on the 20 to 24 consolidated plan review for the HUD five-year plan. We also talked some about the upcoming one-year plan, which is due at the same time. So they're kind of doing double, Yomans duty in that committee right now or in that team. We met with Regina Williams and Kathleen Bryant, Regina's the United Way Regional Director and Kathleen Bryant's the Grants Review Committee Chairperson. And they provided us an update on the review process, which United Way's involved in. Two very passionate and great women that we had a chance to spend some time with this morning. We spent some time on the proposal summaries and the sporting documentation, which will be all in, will be encompassed in the final plan, but it's not quite ready to present to Council yet. So we don't really have, we have several more planned meetings to go over the final C&D version. And I think for the public, what I would want you to be aware of is that we have three public hearing dates, which I have written down for you. One is on February 24th. One is on March 30th and one is on April 13th. These are informational about the status of the plan and the staff will be there to speak with you and take your questions. So I encourage any of the public that is interested in the five-year plan to please take this opportunity to spend some time, the dates, the locations, the times of these meetings are going to be available on the city website. The final plans are due to HUD by May 15th. So we have a few more months of work on this, but again, this only comes around every five years. So it takes a lot of work on a lot of people's part to finish that. Next we spend some time on discussion on housing tax credit developments. At your seat you have a copy of a citywide map that shows the location of the final six. So 9% tax credits that are still in consideration, we had some drop out. We spent a lot of time talking about this this morning. We have two senior developments and four family developments. The problem we ran into in looking at these is that the state will not support two projects within a two mile radius. So we spent time trying to eliminate some of the crossover projects where we saw projects that are going to, where if the state gets involved, they're going to be eliminating some of those projects. And we finally, after a lot of debate, made the decision that in this particular instance, the six remaining projects are all strong. And we are giving all of them the review points from the city that they need. So they all move forward. The state will then take a look at all six of them. They have their own scoring system. So we're hoping to see maybe two or three of these come back to Arlington. I think we had four come back in the 2019 cycle. One of them already has multifamily zoning, the other five do not. But in the one thing we looked at this morning, most of these sites, except for two, I think, really are not problematic sites for two I think really are not problematic sites like we ran into last year for rezoning. So we're going to let the state do its job and again we made the decision to give all of them the points so that they can move forward and so it's full council. You'll get to take a look at these before they actually go up to the state. Am I right on that? Indie here? The seats have come back to council before, is that correct in this process? We will see all of these. I have a executive director housing. Yes, they will. There will be resolutions on the February 25th agenda for full council's consideration. There'll be a number of resolutions. One for the resolution of support. Another for resolution of feet development support. That's that extra one bonus point. And then there were two other, two of the developments that needed specialised resolutions that, and those are on your schedule that you have in front of you because they are close to the Spanish park development that received a 4% allocation this past year. Right and I think if you take this map if any of the other council members that are not on the committee have interest in seeing these we have a map for you and some information on these projects because you will have a chance to vote to move these forward so we always appreciate comments from any other council members. So that's it. And again, I want to stress that we tried to make it our job to eliminate projects today. And I'm not saying that in the future, we wouldn't eliminate some, but I do think that in this particular case, we had six quality projects and we just want to keep watching this process. As a city, we're fairly new to this process. It's been available to us for a while, but we really just became involved in 17. So this is only our fourth cycle. So we're still learning and trying to do the best job we can with this. So thank you. I think it's real important that we send our results onto our state representatives and state senators that are covering these areas. We'll be that on the 26th. Right. Super. Okay. Thank you. So we've given staff some questions that we'd like some more information about. We continue to take on more and more discussion with regard to stormwater management. We'll have some recommendations coming to council as we put this body of work together. And then I think our next topic, we've done the single stream waste. And I think the next topic we've done the single stream waste and I think the next topic we're going to take up is basically dealing with air quality. So we continue to work hard and we're learning a lot and staff is keeping up with our pretty fast pace and we're determined to bring you a body of work in late April. Okay. What is really happening is that we have a department director, director of public works who has done a great job over the years and many years and of course I can say it from both as a citizen and as an engineer working for her and then as now as a mayor and I've seen you in all three roles and also saw you at the Texas Department of Transportation and you have done an incredible job and you're going to be able to look back at your career and see what you've built and the things that you've added to and the friends you've made and a city that you helped to build here. And Mindy really appreciate all that you've done there through it and really wish you the best. I know that this probably will just be a second career as you move into this because you're still young, you know, there with. But Mindy, share with us a little bit about anything you'd like to and what you plan on doing here after February 21st. Well, first I'd just like to thank everyone for the opportunity that I've had here to grow over the years and started out as an engineer, ended up as director and that, you know, with the blessing of God above that I was able to accomplish that. So I really, you know, appreciate all the support and help that I've had along the way. But when I retire, my mother lives with me now. So we're going to build a house out on Lake Weatherford, and we're going to retire to the lake. And right now, I do not have any plans to work. This morning I had two different citizens come up and say thank you for what is being done with a stormwater and floodplain management. And I know Mindy, you haven't heard, you mainly have heard about needs and not thank yous. So anyway, I said your comments are so well timed because she is about to retire and it's awesome to hear about that. And we've talked about it before. It is amazing the things that have happened here where you have been able to do projects to get houses out of floodplains because we all remember the ones of us who have been here because in the 90s, this was disaster. I mean, as bad as it was, there we had around four times the amount of homes that were in harm's way back in the 90s and in huge floods that we had. But then in the midst of this we've had fewer homes but we've had historic floods even bigger than the 90s there to put it into perspective. But it was very exciting because we continue to see projects come forward that what the latest one removing 65 homes from from harm's way not by destructive take them how I'm talking about protecting them through drainage improvements there so thank you for that that's a huge one Mr. Shepherd. Hey Mary and I would like to offer another hint of gratitude for your work. We have often been criticized over the past for getting behind on our roadway projects, and I know that you participated and helped implement that when your predecessor was here, and we see the fruit of that labor now throughout the city. And I know that's been a difficult task, but I will say that public works. Abram Street is a really good example from my perspective, the amount of time that your staff spent with the businesses and the other property owners in the area to minimize the inconvenience as much as you possibly could with a major construction project. You all did a fantastic job of that. And so my hat's off to you and I'll certainly miss you being in public works. So thank you. Appreciate that. Yes, Ms. Moise. In the 18 months that I've been here, I don't think I have found anyone more professional to work with you. And we've been very blessed at the City of Arlington to have a very professional staff overall. I do have one comment. I find it very interesting and ironic that you're moving next to water. I have a couple of things, Mr. Mayor, I hope we can get on the agenda for the future. I'm on a National Legal Cities Committee. I'm looking at tears. Make sure I don't say too much. And there's an opportunity there. They're promoting what's called a Civic Cities program so that we get our citizens more engaged and participate more in voting specifically. So we could put that on the agenda, something that we could look at. And then the other thing is to study the benefit of a wellness council for our city. Mayor if I could go back to the evening agenda items there is item 8.19 it's adoption of a clean fleet policy the environmental task force was made aware of this at our meeting yesterday we are very much in support of this policy and we would encourage council to be supportive of it it would allow us to apply for some grants through Okay.
