We're going to first go to item 3B on the agenda. 3B is approval of a resolution honoring the contribution of the Dent and Benefit League for the betterment of the Dent and Community and I'd like to read the resolution. Peggy did you want to speak first? Okay. I'll come up here. Just Mary. Yeah, why don't we have Kathy? Why don't you come on up and I believe we've got Martha Lynn is here if she wants to come up. Happy Catholic. Happy Catholic. We appreciate you all being here this morning. We like to look at the people we're honoring. on her own. Whatever path you would like to sit down a bit more comfortable, that's certainly all right, honey. She's got a chair behind you if you tire off. Thank you so much for being here this morning. We're honored to have two of the original founders with us this morning. We appreciate so much that you're here. Let me read this resolution. This resolution honoring the contributions of the Denton Benefit League for the betterment of the Denton Community. Denton, excuse me, the commissioners court of Denton County, Texas, meeting a regular session on the 28th of October, 2014 considered the following resolution. Whereas the Denton Benefit League has been in existence for 42 years. And whereas in 1973 the Denton Benefit League was founded by a group of women dedicated to improving the quality of life in the local Denton Texas and surrounding Denton County community, North of Lake Lysville. And where since the benefit, Denton benefit league has grown to almost 250 members, all of who are active volunteers, and where the membership reflects the diversity of the community, as local people supporting local agencies. And where is their mission is to raise funds for local, both philanthropic purposes and to promote volunteerism in the community. And where is founders Mrs. J. B. Floyd, Mrs. Marklin Nelson, and Ms. Kathy Orr. Set the example of such an organization in raising funds for charitable projects. And whereas through their generosity, the group has donated over $4.25 million directly or through grants to Denton, nonprofit and charitable organizations. And whereas after 42 years, members of the Denton Benefit League have volunteered at City Concertable Activity's Essential to the quality of life in Denton. And whereas since the groups founding the Denton Benefit League members have worked over 740,000 hours of volunteer work. Now therefore, it be resolved that the Denton County Commission's court, Denton County, Texas, is hereby therefore recognize the Denton Benefit League as an admirable example of community spirit and dedication and be it further resolved that the Denton County Commission's court except with gratitude and acknowledgement that the service of Denton Benefit League and their commitment of the betterment of Denton County done in open court. The Chair will say, I believe Commissioner Ead just making the motion. The chair will second the motion. All in favor, please say aye. Aye. Aye. Opposed, Cine? Motion does carry unanimously. I think all the credit really goes to green Floyd because it was her idea that sparked this organization in the first place. And she and J.B. had given a couple of parties and raised funds. And so that we had sort of an arts council, WCR was organizer. And he went to Marine and said, we need to ask you to do this again. And she said, well, I'm going to need help. So she called Kathy and she called me. And we made a list of everybody we could think of that might be interested teachers, faculty, wives, dentists, wives, lawyers, wives. Everybody we could think of, friends. And I think we had about 96 at our first meeting in Juliet Nichols home. And then it just grew from that we decided on Monday for a meeting day because it seemed like there were circles on Tuesdays and circles on Thursdays on Friday's people going out of town when she was bridge clubs, so we said Monday. And so City Federation met at 930 on Monday mornings, we said, oh, we can change that. So as many of us were members of Federation Club. And so we changed it to 9 o'clock on Monday's doubt. We don't always meet that third Monday anymore. We try, my cause of holidays and so forth. But anyway, it has grown amazingly. And the volunteerism to me is almost more important than the money raised because people make friends. It's a great way when you come to town to make new friends and learn about people when you work with them. And so it's just a joy to my heart that we have young people that are carrying off, like Kathy, Bryce, Sam Bayes, and anyway, it's great. So thank you so much for the recognition. It, I've always found, Martha Lynn, obviously the work you do is very important. And certainly the donations are appreciated by all the organizations that benefit. But all the members get something out of it like you were saying you get more than you give. Right, exactly. Right. Right. I've always been, and I'm still, just by the general's side. Are still active members, so after all these years. So anyway, I'm just glad I'm still on my feet. Go we are too. We are too. And if I could just fed out last week, I have a crack right kneecap. So that's why I'm probably probably walking. So I'll have that replaced and said, you know, be good to go again. Okay. I would. Well, we're looking forward to. Thank you. I would mark the line. I would like while you're walking away, I just like to say on behalf of the commissioners court, thank you. And to the didn't benefit league, for many, many, many years, y'all have been such supporters of the county's civic preservation and historic preservation efforts, which we're very actively involved in. And we're, y'all've given up your time and your financial resources routinely to us. And most recently, last year, y'all gave the glass for the cases here in the courthouse on the square to help with our permanent exhibits. And we're going to take a recess and go down and dedicate a temporary exhibit about the didn't benefit league. We said this is such a good organization and such a great story here in in Ditton County and we want to do up an exhibit so we have several artifacts y'all scrapbooks and address and some other things like that so we would love to have that on a temporary this place we're very excited about your exhibit be behind the glass of Charles members raise money for to purchase for us. Okay, so with that, we're going to take a brief recess and go downstairs and have a little celebration. Thank you so much for being here today and we are in recess. I'm going to go to the commission. Commissioner's Court is reconvened. Bobby Abernathy, are you up there? Okay, I just want to make sure I wasn't starting without you. Let's first take a public comment, foreign that we've got from Jody Gonzalez. Morning, Judge and commissioners. Thank you for the opportunity to speak to you, Publicly, today. We need to have a little discussion concerning Thanksgiving. James, you had to leave last week. And we were questioning whether or not we could just go without a commissioners court meeting the week of the 17th, which is Thanksgiving. I'm sorry, not 17th, the week of the 24th, which is Thanksgiving. We'll be approving peril on the 18th of prior Tuesday, and we wouldn't be doing it again. It's my understanding to the second. So as far as anything that you need, can we skip commissioners court that week? Okay. Good answer. Good answer. Okay, so make note. What do you mean to travel to the last minute? In what bills that don't go out? And it's generally like travel, travel bills and things like that. Also on the 11, which is better. Just a minute Amy needed something. You got it? Okay. Go ahead. What are we going to do on the 11 for a Veterans Day? Well, that was going to be my next question. The 11th at Veterans Day does fall on a Tuesday and we do have a special ceremony on the square here at 11 o'clock that morning, which is a county holiday too. I'm going to have a quick meeting that morning just to pay bills and take care of anything that... Yeah, that's fine with me. I just didn't know if any of the staff who are off that day. Yeah, they're We've got county clerks going to have to be here and I'll be I'll be around Do it Monday or Monday or Wednesday so we don't have to inconvenience staff let them have their day off I have to inconvenience staff let them have their day off. The 10th or 12th which works better for you people. I don't care. I can be here either turn. I think the 12th would be better. I'm maybe. Okay, let's do that. Let's maybe take him Monday off. In a meeting on the 11th we'll meet on the 12th. Okay. Okay. It's just a quick bill paying meeting. Actually, three of us. Can we do 10 versus 9? Because I have an existing meeting. It's 10 o'clock on the 12th. On the 12th instead of meeting on the 11th. Right. Okay. Everybody got that? We actually could we do a 11? 11 o'clock? I can. 11 o'clock on the 12th. Okay. So then we're 11 o'clock on the 12th instead of the regular meeting time on the 11th. No meeting on the 25th. And no meeting on the 25th. And need to kind of with the county holiday in there in order to do the agenda for December 2nd. We've got people out over Thanksgiving holiday. The deadline for the December 2nd agenda is going to need to be the 25th a week before trying to give people a heads up here. That clear meeting on December 2nd, the deadline for that agenda will be three o'clock, the 25th of November. Okay, long as we're talking about it, let's go a little bit further. Of course we've got Christmas holidays, but Christmas falls on a Thursday. But remember, we'll be swearing people in on January 1, which falls on Thursday. Just wanted to meet sure everybody's public setting there. Well, we'll have a regular meeting on the 30th of December and then we just meet to swear in the new elected officials, newly elected and re-elected officials on January 1. Well, there's quite a long list of people that it takes pretty much all morning to get all that in. So it's kind of hard to hold a meeting in, swear everybody in also. It takes too much time, Commissioner. Okay. Could we pay the bills? Can we just pay the bills on the first for that would come on the 30th? That would be, I mean, that would take 10 minutes. The most. It kind of makes it hard on staff that they're used to things. We're going to have a regular meeting on December 30th on Tuesday and then two days later, we just swear in people. Staff doesn't need to be here other than legal and kind of work. All right. All right. I think we skipped the item 2B or 12B. It went from A to Constable 6. I had a question about 2b. For a second here. Say 12 or 2b. 12b. Thank you. I did 12b. Thank you. Well, I think you have a question. You want to go back to it? Yes, I did. Okay, go ahead. I thought we went from from. But I guess my question What's the kind of equipment they're looking for I could I mean Obviously we trust trust council true, but it looked like are they trying to obtain a machine again? Was that the deal? I was like, I don't know why we won't one for serving papers I don't know why we didn't want one for serving papers. I'm trying to remember what kind of things we received before, but no, not a machine gun. But it's different types of law enforcement equipment where we've just had to pay for the postage to get it here and right off the top of my head, I really can't remember what the... and right off the top of my head I really can't remember what it was That was the sheriff's office the cost of all is gotten such well things it's for weapons This yeah, she could be that it's a variety of tops of items that I just I couldn't really when I went through it. I couldn't determine but I saw on page 135 I had highlighted that it talks about the current issue. It's a general approval and it's not pre-thing specific. The items come up randomly and they're sent out to everyone that has approval and they review the list and I think last year we got one or two things. It's key here what she said. It's a general approval. It's not necessarily for a machine gun. It could be blackjackets. It could be whatever. Now, once you're on the list and you're approved, then you're on the, they send you the list of what's available and you get to review it and you get to apply for it. So sometimes you apply and you're not accepted and then a lot of times there's things on the list that you're not interested in. But you have, it's a general approval once you're on the list and you get to review the items on it. And look at it, the law enforcement, I forget they're also on the list and they review those items as well. Yeah, because one of the things I saw was like if you look at the release of liability, it has a whole bunch of stuff about. You know, you got to approve a form 10 for Michigan that is any part of transferred property received. And I just, you know, I trust my true impairment you know a lot it's just that I just don't want us to you know acquire a helicopter or any automatic weapons or anything like that without it first running through the commissioners court. I agree. So is that just he just gets it or does it run through you when we acquire it or how's that process work? Run through us pay for shipment. And if we if he has the money for shipment in his budget, does he get it? I think we paid $20 for an item last year. It was a small item and I'm sorry I can't remember what it was, but it was a small item that we have come in. I just think we want to review because a lot of that stuff sometimes may come with ownership cost. If he asked for a helicopter we would let us know. I know but I just remember Sheriff Williams of Tarant County who required all sorts of surplus items about the commission's court knowing. I ask a tribute since we opened this up. Not making any kind of accusation or anything I just said we need to be aware of what's going on. And just as a follow-up, you know, James reminded me, we did get humvees and we did run that through Commissioner's Court because there was ongoing costs, there was insurance costs and fuel and that was, we have a policy if there's anything that we obtain that has an ongoing cost, court has to approve it. So we did advise him, they had to have that approved by court and they did. That was totally different. And I'm sorry I can't remember what that item was, but it was a small item that he did receive. It was something small. Can I ask a question that maybe it's very, very trivial, but what stirred me when we talk about the deputies and they retire and they're able to, to, to, we now we gave them the opportunity to buy their. Riches their weapons. Yeah. Do we have that, we had that, or do we have the same policy for instance? I have, I have snuck away. It's still on County property. My, my bench chair that I had for 14 years as a judge and I've got a hidden the closet. Nobody. What is this true confession? Yes, it is. It's there any opportunity. You can always talk to the president. Let me just stop you right there and I'll you to sneak it back That law is very specific There's no there's no opportunity for us to buy is it in bed? You put it in surplus and buy it in the oxygen Everything fits right there honey. So anyway, and when I retire I'd like to steal it. I'm going to let Andy have his retired road bridge truck when he retires. Sorry. Ron, if it's in bad shape, you can put it in surplus and we'll sell it to you in the office. I know, but they do me. Here's a high spitter. You're welcome to take it. Okay. Let's get back on track here. Okay. So I guess my point is on I didn't think we hit item 12. We thought we skipped over it. But my concern is I didn't I just wanted to inquire as to the process of what kind of property is going to be acquired. I mean, I work with the company. For what confidence is that something highly out of the ordinary that Beth would bring it to our attention just like she did the Humphies. Hey, you know, I don't know. I mean, and you know, they may disagree with us, but you know, there's appropriate items, you know, flag jackets, stuff like that for serving process. I don't know if, you know, the only thing when I read through this last night, I'd let him know if there was extensive documentation about acquiring of machine guns, fixed wing aircraft, other things like that. And I just wanted to have us clarified about what would be acquired. I guess we lost and we've been making sure we put the helipolyt in there. Or a runway. Or a runway. And a runway. Yeah. OK. All right, so Matthew, you're going to tell us any automatic weapons, automatic weapons, aircraft, helicopters, assault vehicles. We'll be notified. OK, sounds good. All right, moving on to item 15A. Ashley 15A and V read the same. They're both under Texas government code 551.072 deliberation regarding real property close meeting to deliberate purchase lease or value of real property where deliberation and open meeting would have a detrimental effect on the position of the government body and negotiations with the third person regarding real property located in that kind of commissioner precinct 4 and 15b is identical. So obviously there's two discussions going on with that. We're an executive session. you you We convene from executive session. There'll be no action on 15 a or 15 b and commissioner Mitchell has something she'd like to say under public comment. Go ahead. I just want to thank everyone for their help. Michael, Beth, Kevin, Danny, everybody's help on precinct three, government building Donna. The commission is caught. We broke ground on Friday. Had a great crowd there. If you've seen the Gazette, cross-tembers Gazette, you see the great pictures that we had. We all had a good time and we were looking forward to the grand opening in 360 plus days. So thanks to everybody all your hard work, we're finally got, and they're working hard and heavy over there. You can go over and see the equipment being moved. So thanks. Appreciate you. Okay, I'm going to remind you again. Wash your hands, get your fluids shots, and remember to go vote early voting ends Friday. And we also go off the late saving time this week. And remember that too. All back. Okay, we're adjourned. Everybody have a great go.
