And I could do that up to a point, but when it's certain people in certain situations I just don't do it. The example is the commissioners court. I believe that the commissioners court misled me, some of you, and just flat out didn't tell me the truth. And so now I don't know that that's true, but I believe it. And so then I'll react to that. Now he's told me to treat you like I'd like to be treated. So that's what I'm here for today. An unusual source started this process in me as I stand before you. Danny Bromley, Tane de Mastore, and I didn't recognize him. And he told me something about how I behaved at Commissioner's Court. He started out with, I didn't agree with what you said. I didn't have the same view, but I appreciated the fact that you said it and then you believed it and you acted the way that you thought I should. And he basically, he said, that was that last time when God told me, stop fussing at you all about what you're doing and start living the way he told me to live. And so that's what I'm trying to do. And I have three instances that I'm here to say to you. Still don't think that statue should be out there, by the way. I think it should be in a museum. That's a difference of opinion. and that's what God showed me it's a difference of opinion it doesn't mean necessarily that you're bad like the statue is bad to me and that's where I'm learning mr. Ead's said something to my son and it was a unique thing for him to say now he did I don't know that he knew of my son and I maybe he's trying to get points for his real extra. I'm just kidding, I'm just kidding. But he said something really nice to my son about me and that surprised me. And then, Miss Mitchell, I saw you on the news. And I don't even remember what you said. It was one of those news bites where they just say something and you say something back. And I thought that was a neat thing for you to say. We have with us today Mr. John Martin from Southwest Securities and this Bob Transfield from Norton Rose Fulbright that will make a presentation to you to further explain the opportunity we have in front of you and be asking for your permission to move forward with that. I believe in your package you have a couple of pages one of which is a debt service and saving schedule and another is a scheduled, a proposed schedule of events. We're just getting started in this process, really hinging on your approval to move forward this morning, setting forth the parameters for us to be able to do that and Bob Drensfield can talk about those parameters here in a second. As James said so well that the markets in such a position that bonds that we wouldn't normally look at refunding because these are not callable. When the O7s are callable until, give me 2016. And the O8 bonds are not cobbled until 2017. Some of y'all may recall that we've been able, because of Ural's good name, have been able to get away with a shorter call period. Normally, you know, when you issue bonds, you have like a 10-year block out before you can redeem these or nine years. So we're going to take full advantage of that that we did back in seven and eight and have the opportunity to refund those bonds. The refunding amount is the issue is about, we're estimating to be about $40 million of bonds will be refunded. And we estimate the savings to the taxpayers of Denton County a little over $6 million. Wow. Great. So pretty substantial. It would really kick in in the years 20 through 29 being of over half million dollars a year. And some might be able to get up to $600,000 and I'll wear the markets are at the time. So we're not going to be going out of the same year approval this morning until the first week of December after we get back from. We have a late Thanksgiving this year. So a first week of December after we get back from. We have a late Thanksgiving this year. So, first week of December, so it's kind of compacted there before we got a small window before people just quit work and you know usually we have more like three weeks after Thanksgiving this year. It's going to be more two weeks. So, pretty compacted because it'll come quick. But happy to answer any questions and like said, Mrfield's here and that we will not move forward with this unless the savings are substantial. The savings we're showing are net present value savings of over 12% that we have a very high threshold here that we've set for ourselves at 10% savings because this call features so far away we want to make sure that if we're going to burn this refunding opportunity and with the call date being the escrow being so far out that we want to make sure we get as much bang for as possible otherwise we'll just sit in way. I mean when the bonds aren't callable for a while so you know who knows we're interested we're going to go you hear forecast that are all over the board in terms of bless you whether they're going to go up or down. Sounds good. The questions. We're just authorizing you to do that and we won't know the exact dollar amount of savings till we sell bonds. We'll report back to you in December and I'll do with that. We added a new additional east west access to go from the into the new concrete paved road of Robson Ranch Road to the Southwest. And so, and we'd like that he's be maintained as Robson Ranch Road as a new continuation of the existing expanded roadway. And so this would leave this as a common alternate route with only local traffic only. And so we had a good relationship with the YARB girls and they, there's two daughters remaining and their father owned this land and actually the girls owned the land and we built the road across. And so we believe it as a reference and acknowledgement, the honor to the Yorborough family that we name. We name this the old roadway Yorborough way. I can tell you that other roads named after members of the family, Tim Donald road over by dish, a west of 156 was named after the girls' grandfather. So I think they could not be here. Good morning. We reluctantly bring you this recommendation this morning. We did bring a recommendation for award on August 5th, which you did approve for an award to HRMS solutions. When they presented their proposal, they presented it under their name and they would be the implementer for an epicor product. Epicor is the manufacturer of the software and they own the licenses to the software product. That is typical for a lot of companies where they have consultants who actually come in and do the configuration and implementation services. However, the way it was presented, we awarded to HRMS solutions. During contract negotiations, they wanted us to contract directly with Epicor, which we did not award to Epicor. And we came to us and still with negotiations a few weeks ago and gave the deadline to respond. So we gave them that deadline of October 22nd and they have used to sign a contract with us as awarded. So we have recommended rescinding the contract based on our procurement laws. We have to sign a contract with who we awarded it to. So unfortunately we are going to have to start over. We are looking at our specifications, both with technology. We see several things we can improve on in the specifications after going through this whole process, but also with the Civil DA, we expect this may come up sometime in the future again, and we have some ways that we think we can improve the specifications contractually to so that this will not happen again. It wasn't something we foresaw and has never happened to us before. But this type of contractual relationship for between implementers and software companies is very common. We've just not had it happen to us in this manner. I have talked to a lot of my peers in the county and city governments and some of them have faced the same issue just recently. And so we're looking at how to improve that. Amy Phillips has asked that we wait until January to reissue the RFP so that they can get through benefit enrollment and everything. With that, weed from executive session under 15A and 15B there will be no action. We have an agenda item 16A which is approval of the revision to policy 3.1 under attendance. It's my understanding that Cindy Brown consulted with members of the commissioners' Court, members of the sheriff's office and juvenile detention department, and that this policy most closely reflects those discussions. I believe that the goal and what is reflected in the policy is to make employees whose time is shortened. Work time is shortened simply by closing early or closing for the day whole. So that those employees who are actually scheduled to work and then are unable to work because of a closing declared by the judge's office would be paid for the time that they missed.
