I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the Good morning, ladies and gentlemen. Dent County Commissioner's Court for Tuesday, January 6, 2015. It's my own session. This morning our invocation will be given by Matt Richardson, who's Director of Denton County Health Department, and our pledges will be led by Sherry Markey, who's with the Leadership Listville group that's with us today, but also she's with PD Place, will you please stand? Good God. Father, we thank you for this beautiful one. Thank you for our first beginnings in the New Year. Thank you for this opportunity to do things a minute. Father, we thank you for our opportunity to serve. And we just asked for strength and wisdom as we carry out business and the value of business and the importance of passion compassion service to our hearts. Thank you for the grace, the peace, and mercy often by your service. I'm excited for this. I'm pleased to be here. Thank you. That's why I do the English. We fly at the United States of America into the republic from which it trains one nation in the republic, in New Disabilities, with the very deep in the justice for all. On the Texas flag, I have put my allegiance to the Texas one state, and I'm out one in indivisible. Well, happy New safe new year. Item one on the agenda is for public input for items not listed on the agenda. If there's any member of the public that would like to address Commissioner's Court, we ask that you please complete a public comment form that are available on the side table. I want to remind everyone to please turn off your cell phones and pages. Mr. Court, we ask that you please complete a public comment form. They're available on the side table. On to remind everyone to please turn off your cell phones and pages. We have one public comment form today. Gentlemen is with us, Mr. Martin. How do you pronounce the last name? Kempi? Okay, if you'll come on up to the microphone. I had an opportunity to speak with this gentleman before. Court started and he knows that since this is not a posted agenda item, Commissioner's Court is prohibited from responding, but we certainly want to business in Hilltown. It's just outside little Alme, Texas. And I've been there 20 years. And there's a road maintenance agreement with the county, with the homeowners association in Hilltown, but it never has been homeowners association. So there's no one to collect the money and there's no survivability. The tax accessory collectors collected taxes from all these people, but they don't disperse them for the road maintenance. And this is just part of all the all the people to drive by my business. And I spent over $20,000 paving this road and keeping it up in the last 20 years. But now there's 20 school buses a day, 400 cars, and all the truck traffic. Because Oak Point annexed the other entrance and they put up sciences note trucks. So it's just too much for me. And everyone keeps saying it's a private road, but in the law books it's not essential that it'd be accepted. The public have been using it for 20 years and it's open to the public. I can't close it off. That makes it a public road. You just need to use public funds to maintain it because I'm not going to do it more. Can't. Thank you. Thank you for your time, sir. Members, item two is a consent agenda. Are there items that you need to pull for consideration or do we have a motion? We have a motion by Commissioner Ead, seconded by Commissioner Mitchell. I'll in favor, please say aye. Aye. Opposed, aye. Motion does carry. Consent agenda today consists of two a, which is approval of the order making appointments. We have a promotion in the Justice of the Peace Prison 3. We have a new hire and district attorney's office. We have a demotion in the auditor's office. We have a new hire in the task office, two new hires in public health, shell health, we have a promotion in road and bridge east, a new hire in road and bridge west, and a new hire in juvenile probation. 2B is approval of the Intra Departmental Transfers. 2C is approval of the budget amendment quest 100450. For computer equipment for district clerk in the amount of $1259.2D is approved. But approved of building use requests from Mark Lewis to use the courthouse on the square lawn or the courtroom if in climate weather for a wedding on Saturday, April 25th from 4 to 6 p.m. 3a is recognition of the Louisville area chamber of commerce and we have with us today our Leadership Louisville group Bobby. Did you wish to? Yes, I just want to welcome the leadership Louisville class here for Hernandez with the chain of Louisville Chamber of Commerce and all the students I don't have the name which else stand please. I Want to thank you. Thank you for being here. Leadership Lucifer started back in 1987, I believe it was. I was one of the people that went through the second class of Leadership Lucifer. So that's a long time. I went through the 88-89 group when we're just getting started. It's a wonderful group to learn about city government, county government, school district businesses that are in your community. And it's a stepping stone for you to get involved in your community. You serve in Park Boots or any kind of board in your city and running for city council and county commission. So all state federal offices, so I'm glad to have you here this morning. And I hope and I pray that out of one person out of this class we can get somebody to put their under name on the dotted line. If you don't volunteer for a boy, I served on a boy for many years before I went on council. Don't volunteer for a boy. Volunteer to run for office, to serve as some capacity in your community. It's a wonderful, wonderful rewarding situation when you serve your citizens and give back to the community that is given to you so many times. And Christine, do you have any comments? Ray, would it Ray go to? He, Ray, I know Ray has some comments. Thank you for being here and I appreciate every one of you. Judge Horne and commissioners, thank you for the opportunity to present our class here this morning. My name is Ray Adnan, I'm the president of the Louisville area Chamber of Commerce. And on behalf of our over 700 members and this great leadership class and our staff and our board of directors, we want to thank you for the opportunity and thank you for your leadership. And when you do not just today, but throughout all the days, I know there's many nights you get phone calls from many constituents early in the morning needing your assistance and thank you for your service to our community. Thank you. Glad to have you with us, thank you. Ron, you have any comments? Did you represent Lewis? Yes, I also. Yeah, I welcome. I represent about that many of you. That's clever, don't you? It's always good. The speech that Bob gave, and I want you to take that in total context. She's not advocating that you come out and run against her. That's right. I'm not advocating that. I don't think she's saying that at all or trying to overthrow the current government. That's right. Thank you for your time. And as she said before, getting on board within your community and learning more about community, information is power. And the correct information is even more powerful. And thank you for being here today. And you know, a lot of times when you're not involved and you have a problem, you don't know who to call or where to go. When you get in leadership, you learn all these names and if you don't remember them, you have a list of all the names of the people that you can call when you have a problem that you need to get in touch with to get that problem fixed. It gives you a personal connection, a personal relationship with your county and city government because I thank you all but the school board also don't you do. So you can talk to somebody when you have a problem rather than just sitting there stewing about it until election time and then exing the self. Thank you so much for being here. We appreciate you. Okay, let's move on to item 5A on agenda, which is approval of the bill report payments from CSCD, Community Corrections, TAIP, Sheriff's, Training Sheriff's, Fruits, VIT, Interest, DHA, Check the NDA, Fruits, for future funds are all presented for recording purposes only. On favor, please say aye. Aye. Opposed, any? Motion is carried. 7B is approval of Budget and Member Class 100440. Jane Priest Revin is now advocating expenditures for contractual services for public health adult immunization program. This is the Dizrup Program. $54,495 for a diabetes case management program. And also, Dizrup funds in the amount of $918,639 for a total amount of $973,134. Motion by Commissioner Marchin. A second. Matt, would you kind of explain to the group what this is? Please, you don't mind. In 30 seconds or less, that's a little difficult. That's a tall order for me. All right. Good morning, Judge Commissioners. This and for the audience, this is an innovative program with the federal government through our state partners at Health and Human Services to do two things using Medicaid transformation dollars. We basically invest some dollars through the state to the federal government for Medicaid match and with those dollars that return to us, we operate two programs, an adult immunization program that expands the program that we offer for children through public health and through your private providers. So we do that for adults, which is unheard of. And the second thing we do is this diabetes case management where we go out using some community outreach mechanisms. We go out and find out who is really struggling with diabetes and struggling with compliance with their medication with doctors visits. We do case management. We have people that call them every week. We offer nutrition classes, we offer some availability for some medications, and we try to increase their access to private health services. When we do that, we have seen in the last year, their A1C, it's a blood sugar mechanism, it's a measurement, we've seen that reduced by over 10% for these people, and this is a program that we're hoping to do. Not just now, but we're hoping to expand it in the future, but this is the pilot really. And we're sharing it as a best practice across the state. So these two programs are taking dollars that we set aside, they get matched, they get almost doubled. And it comes back to us from the federal government and we operate the programs. So it's really an innovative project and we're excited to do it, and we'll be sharing the successes, I think, with the court here in the next few weeks. We're going to talk more about those successes, but it's been a marvelous endeavor and we're excited about it. Questions? Well I was just going to say we do have an indigent health care department that our health department and it's really self-serving to invest in this because if we can catch the problems and help them manage the diabetes before it comes problematic, which diabetes always does if it's not managed. We're really solving problems down the road before they happen, which ultimately would cost the county more money. So it's better healthcare for those individuals and it's really a cost saving feature for the county too. That's it, everybody. Thank you. You did perfectly. Okay. All right. We have a motion and a second we need to vote on favor please say aye. Aye. Aye opposed to name. Motion goes carry. 7C is approval of budget amendment quest 100460 for computer software maintenance for a district attorney chapter 59 fund in the amount of $4,000.
