First, we're going to go to item three A on the agenda, which is approval of a resolution, recognizing Barbara Looper's retirement. Barbara, come on up to the podium. And I've asked Commissioner Ron Marchant to read the resolution. If you would please. This is a resolution honoring Barbara Lupur for 25 years of service to Denton County. This is the right resolution isn't it? No, that's not that one. It's not the funny one. The nice one. The public one, okay. The public one. The Denton County Commissioners Court Denton County Texas during a regular session on the 70th day of February 2015. Consider the following resolution. Whereas Barbara Lupuber began her career on May 2, 1989, and will retire on February 27, 2015, after 25 years and 10 months of dedicated service with Denton County Anne, whereas Barbara was first hired as a Ministry of Assistant Commissioner's Court to be the courthouse on the square switchboard operator. And whereas Barbara was promoted first as interim aid to the court on April 7th 1993. And then as aid to the court on November 10th 1993 from which position she completed her career at Denton County. Whereas Barbara has remained friendly, pleasant and professional to county employees and citizens alike as staff lay his on to the billboard, bond board, as assisted to the secretary of the Housing Fair Finance Committee and as aid to commissioners court. Whereas the members of commissioners court, the department heads and their staff members are very thankful for all the valuable assistance Barbara has provided on a daily basis throughout her career. And whereas although Barbara will be greatly missed by the commission court, we wish her well and a retirement as she enjoys quilting, volunteering as a grandma, reader, and at the nursing home, taking trips to Arkansas and Branson, substituting for Cheryl when she's out. It's been a time with her children and grandchildren. Now, therefore, be it resolved that didn't county commissioners court, didn't county Texas does here by extend to Barbara Luper, our sincere and grateful appreciation for her dedicated service to Denton County. We've enjoyed many of those. Let's go now to item 3C on the agenda, which is approval of a resolution recognizing Carol and Belchruz retirement. And I've asked Commissioner Mitchell to read that. This is a resolution honoring Carolin Belchru, for eight years of service to Den County. The Den County Commissioners Court, Den County, takes us doing a regular session of the 17th on the 17th day of February, 2015 considered the following resolution. Whereas Carolyn Beltr originally began her career with Den County on September 19, 2000 with the County Clerk's Office, where she spent a year working as a deputy clerk. And whereas Curlin was re-hard on January 6th, 2008 as an administrative specialist, too, for DIN County Constable precinct five, and will be retiring on February 27th, 2015, for a total of eight years of dedicated and law service with DIN County. And whereas Curlin has provided the residents of DIN County with great customer service and respect doing the performance of her duties. And whereas Curlin, positive personality and humor resulted in good work and relationship with all employees developing true friendship that will remain after retirement. And whereas Curlin's knowledge of civil law and genuine personality allowed her to effectively interact with the public and the system in resolving their courses and concerns of personal civil matters, therefore shedding a positive light on Constable precinct five and then county. And whereas Curlin's achievement of retirement will be noted by all of her Den County family who wish her the burbiz in a new venture, in attempting, this is not my word, attempting to break the bank and win stock casino. Good morning and I've asked Commissioner Coleman to read this one. This is a resolution honoring Sherry Malky for 21 years of service to Denton County. Whereas Sherry Mokey originally began her career as a deputy clerk for the Tax Assessor Collector's Office and then later transferred to the County Auditor's Office as an accounts payable clerk. And whereas Sherry joined the purchasing department as a buyer in 1997, where her hard work, dedication, attention to detail and hopeful attitude were ever present as evidenced when she was honored as a finalist for the 1998 and county employee of the year, Johnny Scott Award. Whereas Sherry was promoted to Senior Buyer in February of 1999 and earned earned her C-V-P-V professional certification and served on several local and state public procurement associations, whereas she contributed to the county's fiscal conservatism by meticulously managing the county's contracts, which were assigned to her in protecting the county's interests both legally and financially, and whereas Sherry delivered professional service to the departments and suppliers, she served in possessed exceptional organizational skills to the envy of the rest of the department, and she always presented a positive attitude and friendly atmosphere, and whereas Sherry will retire on February 17, 2015 after 21 years of service, and she'll here in sport, dedicate herself to traveling and spending time with her husband and family. And whereas Sherry's dedication to Denton County has been appreciated and respected all by all, and she will be greatly missed. But it is for Dorothy Bruteen. And soon as we're done reading this proclamation, we're going to break briefly for to open the exhibit for her works that are on display on the second and third floor. Three of them are here on the wall. They're displayed on the second and third floor of the Cordes on the square and will be up through September if that's correct? Yes. Okay. Can we have Dorothy come up to the podium? We like to look at the people that we're honoring. Well, she's coming up to the podium. I will let you know that I've had the pleasure of knowing Dorothy for many, many years. We were neighbors for almost 30 years. And coming up on the screen, Bobby, are you getting it up? He's working on it. Dorothy has been a wonderful friend and neighbor for many years, but she knew my children as tiny little kids. And when I first became judge, she called me one day and asked me to come over to her house for a visit. She had something she wanted to give to me. Now I know that Dorothy and her husband George would travel all over America and when Dorothy saw something lovely that she wanted to paint. She'd stop George and he would and he'd get out all her art supplies and set up a lawn chair so he could read a book while she was painting. And they came to Fort Carson, Colorado, and she wanted to paint it and did so. So when I became judge, she asked me to come over to her house and she said she was putting many of her pieces of work in the Goddard Museum in Oklahoma, but she wanted to give this particular picture of Fort Carson to my son who she knew was in the Army. And this is, of course, an Army post. And so she gave that picture to my son, and it is presently with him in Italy. Anyway, let me read this resolution, because we're honored to have you with us today, Dorothy. This is a Proclamation honoring Dorothy Boutin, where Dorothy Boutin was a leading pioneer in Denton Historic Preservation, illustrating over 30 historic homes in the city of Denton in watercolor paintings while assisting the team that crafted the Denton Historical zoning ordinance. Whereas Dorothy worked tirelessly educating the public about the value of historic preservation with a rare glimpse into the historical design of architecture, eating numerous publications and public lectures which trained new leaders. And whereas she created the City of Denton by Centennial 1776-1976 map of significant historical architecture 1880 to 1930 still remaining in the city which stimulated and supported the creation of the City of Denton Historic Landmarked Markers and whereas Dorothy's Texas Women's University's master thesis entitled Design Elements Used in High Victorian Houses, documented the design and history of six of Debtons most prominent historical homes, accompanied with watercolor illustration of each, leading to the establishment of the Oak Hickory Historic District, and where she brought national and international attention to dent and through her paintings of the historic homes, as well as numerous other subjects, many of which are now hanging in museums across the country, held in private collections and reproduced in various publications. Now, therefore, it be resolved the Dent County Commissioner's Court, is here by honor Dorothy Bruteen for a lifetime of service and historical preservation and thanks for her efforts to preserve city and county history through the beauty of Denton. This was passed in Commissioners Court last week and Dorothy we honor you and we thank you so much for being here today. We're going to be in recess for a few minutes and invite anyone and everyone to step out into the hallway with us where we're going to have a ribbon-cubbing to open the exhibit of Dorothy's work. Whereas Nick was hired as a heavy equipment operator by Ditton County on August 25th, 2004, and was promoted to Road Forman on November 14th, 2012. Whereas Nick and devoted employee has provided an outstanding level of valuable service to road and bridge west department with his talent and expertise. With the variety of equipment he operated and proven leadership skills as our road foreman. He has earned the respect of all that had the opportunity to work with him. And whereas Nick always made himself available to assist others and took pride in his work and that of the department. Whereas during all the time of said service with the Rodenbridge West Department Nick faithfully and diligently carried out his duties and obligations and conducted himself in a responsible manner with vigilance for the safety security of the entire department and the citizens of Ditton County. Whereas Nick's dedication to Ditton County Road and Bridge West has been appreciated and respected by all. He's been dependable, trustworthy and a hard worker who will be greatly missed. Whereas Nick plans to enjoy his retirement years spending quality time with his family and grandchildren in on occasions, operate equipment. And whereas over the past 53 years, the nation has been observing Poison Prevention Week to call attention to these hazards and how proper handling and disposal of these substances and proper use of safety packaging can help eliminate them. And whereas the efforts of our community organizations complemented by the efforts of the North Texas Poison Center have reduced childhood poisons that says in Ellis County it should be in Dettler County. And where's the North Texas Poison Center, a regional poison center located in Parkland Health and Hospital System provides an ultimate in human service programming, immediate accessible emergency information to save lives of victims of poison-related emergencies, and whereas these programs must continue as long as even one child's well as a household product or medicine by mistake. Motion does carry. 6A is approval of revisions to purchasing policy 6.4 fuel cards and 6.5 employee agreement will come back. Good morning. We're recommending some cleanup top changes to our policy. We've implemented our fuel card policy. It's been very successful, but once it's implemented, we realize we had some unintentional things in there that kind of hampered our law enforcement. So we are making some changes in Section 3B and also in 4A that will assist them and given them some flexibility with some of their shifts and some of their equipment. And then the agreement was just misstated. It included, made it sound like they actually were receiving cards and the drivers actually don't have the cards. The cards are assigned to the vehicles and the drivers have IDs that match up with those. So we're just making those cleanup changes. Thank you for the clarification. Do we have any questions? Motion does carry 70 is approval of the organizational goals, budget calendar, commissioners, court, philosophy, millemount, and establishing budget priorities and tax revenue primators for the budget office to use and recommending the 2016 budget. Here we go again, Nana. Can you believe it's hard to make? I'm surrounded, hurry, then. I'm in the time-floss. I've included some information in your packet. Of course, we want to kick off the budget process. We are in the process of getting the budget application in order and ready for departments to start inter-request. And with that we ask for to include the county's goals, our budget planning calendar, as well as a memo from Commissioner's Court giving direction to departments on preparing their budget requests. On page 198 and 199 is a draft memo that I prepared to include with that. This memo includes information about making a priority for employee raises this year. As you all know, we've had lots of turnover and you've experienced in your own department. So we hope that that can continue to be a priority for us in this process. On page 199 is a list of things that I think the county is going to be facing. And the first thing on the list is a possible 4% salary increase for employees, which would amount to $3.5 million. We have also some potential debt that we're going to be issuing if the court proceeds without here in the next month or so. We would be issuing $55.3 million in finance. That must be the good after the raises, what were you saying the next part was? We have a potential debt issue coming up that we need to discuss in the next couple of months. Our capital improvement program includes $55.3 million in debt to issue four technology building and road construction projects. The impact of that will be about $4,775,000. We also will see a slight decrease in our existing debt service and some of that can be attributed to the recent refunding that we've done for a decrease of $1,020,000. So the net impact is about $3.8 million increase in debt service next year. As you know, we continue to have to increase a little bit in our retirement system based on some of the historical losses that they've seen in the past, but it's becoming less significant as the year's progress. We had some positions last year that we deferred for that new district court, the 442nd District Court. So there will be a slight impact on the next year's budget for bringing those positions on January 1st. As you know, the juvenile detention expansion project is a project that we're facing in. And last year we brought on three employees. And this year they're proposing an additional three positions as well. The impact of that is $160,000. And with the new P25 radio system, we can expect maintenance charges to start hitting our budget in 2016 to about $441,000. So overall just that list alone totals almost $8.4 million in items that we know we need to address. There's a scary item on here that says unanticipated impact of legislative mandates. We never know until we're sometimes well into the budget process what could be happening. I am aware of one bill that juvenile probation notified us, and I believe sent to the court, that would change the age limit of children that are their adults at 17. They're in the county jail. There's legislation that's proposing that they be moved to juvenile detention. That would have a very significant impact on the juvenile detention budget. And their initial estimate shows that to be almost $2 million. That would require opening additional juvenile beds much earlier than anticipated. I see you see group is asking for the state to pay for that. If they're like, we don't know if they will, but. But that's, you know, that's, it's always a scary year for us during the budget process, but we'll be trying to keep a close watch on that and provide impact statements as needed to the various representatives. One thing I was able to remove from the list, we got an email last week you all did to from Judge MacFarling. They were anticipating making the 431st District Court a full-blown General jurisdiction court that heard criminal matters, that they have withdrawn that request and will reconsider it for the fiscal year 2017 process. They'll revisit that and make a recommendation at that time. Hi, I had extensive discussions with their administrative judge Bruce McQuarrillan and I told him that I would personally inquire and have with you and Mr. Wells about financial options and possible expansion for additional courtrooms to add additional judges, but like all things, you know, it's a marathon, not a sprint. That impact was gonna be about a half a million dollars, I believe, if I remember correctly. To add additional staff for the criminal district attorney in the Sheriff's Department in District Clark. So that's one thing I was able to remove from the list just last week. Other information in your packet are the organizational goals of the county that we would just ratify as well as the budget planning calendar. This calendar actually cuts one week out of the process for Commissioner's Court. I wish it would for me, but it's probably not. Actually, if you'll notice, we are gonna be skipping the July of 21st normal meeting date. This will give our office an additional week to kind of pull all the appeals together and give that to you in a timely manner as well as accommodate Commissioner Ead's schedule as well. So this will also get the certified values in that time period too. Right. So on July 28th we'll be actually having our appeals. So we should now at the time we do appeals what exactly hopefully we'll know what we're working with. That gives us one final meeting August 4th, so the court will need to be prepared to take action on all of those appeals and any other items that you may want to in a shorter period of time, but I think it will be just fine. The schedule allows departments to start entering their budget request on March 3rd, submitting to our office April 15th through the 22nd. And we would present a recommended budget to Commissioner's Court on July the 14th. Budget adoption and tax rate adoption would occur on September the 1st. the first. Also, if the court has any specific priorities you want to provide to me at this time, we can certainly take this into consideration as we prepare a recommended budget. I don't see on your list here that I had a conversation late last week with our elections administrator, Lanny Noble. And we've got a lot of election equipment that is old. And we also don't really have enough voting machines. So I asked Lenny to go to work on any to already started actually examining what we're going to need, examining the new technology that's available out there to come up with a plan as to what we need to do in the future. And since Lanny was not here last year for our capital improvement committee meetings, I made sure that he knew that he needed to get that on our radar. And if there was a possibility of even doing something this year and facing it in over a couple budget years or something like that. But that's going to be an expense. When we were first required to use all this equipment, the state helped us pay for it, but that's not an option anymore. So that's going to be an expense. How much we don't know yet.
