Good morning. I did want to bring to the courts attention. We're not actually approving the actual contract, the finance agreement today. Our negotiations with PACR have been lengthy and a little bit difficult and I wanted to give full disclosure of what we are approving. We did have several issues with the negotiation of the contract and we've been working on it since October. But the first issue had to do with we intended to trade in for vehicles and that really complicated the financing of it. And so eventually we did consult with Rodden Bridge and they agreed that we could auction those vehicles. We do believe we'll get about the same amount of money. So we did pull the trade-ins off of the actual purchase. And so we'll handle those once the new trucks come in. We will auction those off and put the money back in the account. We also had some issues with the actual contract. And I wanted to make sure court was fully aware of those since since that contract will be presented at a later date Packard I Guess a civil DA was wanting pack our to warrant the defects in the trucks and Pack are of course would not do that the defects are covered in the purchase agreement with Kinworth. So it's my recommendation that we allow PECR to not agree to that type of language and so it's a business decision on the county to not agree to that language. Okay, so in other words, when I purchase the four trucks from Kinworth, they have a full warranty of all defects. And there's not a need for the finance company to actually want those defects. The other issue has to do with some of the default language. We had some compromised language that will come through in the contract. I do believe there's minimal or very unlikely risk that the county will not pay financing in subsequent years. And so I'm recommending that we approve as the compromised language that will be acceptable to the county. So I just want to full disclosure, it has been reviewed by the Civil DA's office. They're not in full agreement with all the language, so I'm recommending approval of a contract that's not been fully approved by the Civil DA. And there's a legislative policy statement approval of opposition to House and Senate Bill's proposing legislation which will remove local oversight of NTTA which could negatively impact its ability to make policy decisions that are physically responsible and accountable to the NTTA system and at 6.5 million customers or any legislation which could significantly limit the ability to leverage NTTA's successful toll system financing model which is delivered more than $7 billion of toll and non-tolled projects in the North Texas region. It's just outright through that and that's language I'm supportive of but is this directed at those builds that were filed by a representative, shelling? This is. This is. This is. System-wide financing, the ability of a commissioner's court to approve tall ways. This is more directed, well it includes that, but this is more directed to, there's a move on to put in TK under sunset commission, which is in my mind ridiculous, they're not a state agency. There was a push to do this a few years back and I actually went back to the 1997 legislation that created NTPA, which was co-sponsored, that bill was co-sponsored by Senator Nelson. And interestingly enough, I went to the, an bill analysis of that 1997 legislation. And it very specifically emphasized local control. Local control, the four counties created MTTTA, the four counties should have oversight as we do. And so this is really, in my mind, more directed towards local control and not putting it under sunset review. We, the four counties in TTA do not receive state funding for NTTA and it was created to be locally controlled. I like the fact that the County commissioners have appointees to the NTTA board. And in fact, we have local control based on that. And we do. Everybody gets what they want. And to me, you know. When these bills come up specifically by bill number, I'll be glad to bring them back. Okay, because to me, there's, you know, I'm a fan of the NTT I think they did do good work. The concept of system wide financing is interesting when you try and explain it to the general public that we got the North Dallas tollway and then that's generating a lot of funds but then that fronts money for other projects in other areas and they always remind you of I-30 which used to be a toll lane was paid off and then made a free road. To me there's got to be a healthy balance. You don't want to have everything done in a system wide financing but then you also want to keep the ability to take one profitable roadway. Also with this statement by commissioners court I've put a copy of a letter that the four county judges are working on all signing and sending and I think it's interesting to point out that prior to NTTAs formation in 1997 local toll tax dollars collected in North Texas were being diverted by the state to projects and feasibility studies outside the region. That was a big driving force for creating NTTA so we could call it local control. So I just didn't want to do all this without everybody knowing whatever. You and the other county judges were instrumental and very active and I review a couple years ago Practices and so for that my right. Yes, sir People also forget that once I thirty toe away Dallas what were term-fied was paid for there was no government Entity willing to take it on their back to maintain it government entity willing to take it on their back to maintain it. I realize that. What are that? Pig gardener who's going to take it now that it was paid for. That's why I'll pay those roads for the city, because they need to take them over once it can pay. So I understand our concept. But I think everything in moderation, you don't want to have everything system-wide. I've got like four of these. You want to want to have everything system like I've got like four of these you want to vote on them individually or you do okay well I'm gonna move for approval of this commission's court statement and authorizing me to go ahead and sign the letter that's in your backup material that the four kind of judges are working in signing this isn't directed in any particular bill. The next one I have is approval of opposition to propose legislation relating to the calculation of everworm, rollback taxes and the procedures for the adoption of an everworm tax rate, particularly Senate Bill 182, Senate Bill 766, and Senate Bill 767, as such caps would be devastating to county government. Sure, well, these involve going from it. Senate Bill 182 in under current law to calculate the rollback rate. You separate MNO from IONS and add 8% to the MNO portion of the tax rate. In other words, you can always pay for your debt. Standard and Poisson Moody's kind of life's that. Under 182, the MNL and IS is amounts are stayed together. And instead of going up 8% they will go up 4% and should you go over the 4% it requires mandates an elect countywide election. Elections are very expensive. I can see for a very small taxing jurisdiction that this could even force a higher tax rate just to pay for the election. But there's items in 766 and Senate Bill 767 that are just as damaging. I'm trying to remember now. I've not read so much legislation. I'm getting brain-sprung. But all of them are carried by new senator out of Harris County Paul Benton Court who I couldn't disagree with more on these issues. We were all prepared to testify on these issues. We were all prepared to testify tomorrow and quite honestly. The legislative budget board came back with financial impact. They know that they couldn't determine financial impact, whereas the Senator of Edincourt very much that's why I think that's why I think that's why I think that's why I think that's why I think that's why I think that's why I think that's why I think that's why I think that's why I think that's why I think that's why I think that's why I think that's why I think that's why I think that's why I think that's why I think that's why I think that's why I think that's why I think that's why I think that's why I think that's why I think that's negative impact to cities and counties. It doesn't, shouldn't be protects, projects. I think auto correctives are enemy here today. It projects revenue for the first approximately $2.85 billion per year in the early years, but also allows growth in general revenue in later years as the motor vehicle sales tax grows. the motion is to approve supporting Senate Bill 5 and Senate Joint Resolution 5.
