Whereas Donna Riley originally began her career with Denton County in 1989 as a purchasing clerk in the purchasing department and progressed to a senior buyer in 1990 where her hard work dedication and attention to detail were always appreciated as she lent her expertise in the purchase of road construction materials, vehicles and equipment among many other commodities and services. Whereas Donna, excuse me, contributed to Debt County's fiscal conservatism, by meticulously managing the county's contracts assigned to her and protecting the county's interests both legally and financially. And where is Donna earned her CPPB? Okay, they're gonna have to tell me what all that stands for. That's certified public purchasing bar. Okay, professional certification in 2008 and continually enhanced the effectiveness of the office through ongoing professional development. Whereas Donna excelled in advancing the profession by serving on several local and state public procurement associations as a board member and most recently was honored by over 500 public buyers in the state of Texas by being elected as president of the Texas Public Purchasing Association. And, whereas Donna delivered professional customer service to the department's and supporters she serviced, and always presented a positive attitude and friendly atmosphere. And, whereas Donna attained the distinction of a leader in the department, not only by her peers who trusted her advice, but by her supervisors who depended on her expertise and honest judgment. And where's Donna will retire on April 6th, 2015, after 25 years of dedicated service, and she'll henceforth dedicate herself to traveling and spending time with her husband and family. And where's Donna's dedication to Denton County has been appreciated and respected by all and she will be greatly missed. The Ditton County Commissioner's Court, Ditton County, Texas during a regular session on the 70th day of March, 2015 considering the following resolution. Whereas Mike Riley, administrative foreman, will be retiring on April the 6th, 2015 after completing a total of 22 years of service to the Ditton County Road and Bridge Department. Whereas Mike Riley was originally hired by Ditton County on September 1st, 1989 as a crewman. And due to his abundant construction experience and knowledge, he was quickly promoted through the ranks. He served the residents of Ditton County and the Road and Bridge Department as a foreman from April 27th, 1994 to October 13th, 2012. And whereas on May 29th, 2013, Mike returned as our administrative foreman and devoted an additional two years of leadership to the Rodin Bridge Department for which we will always be grateful. After his retirement, we hope to carry us with us, the pride and spirit that might demonstrate it every day. And whereas during all the time of said service to the Road and Bridge Department, Mike faithfully and diligently carried out his duties and obligations while maintaining a high level of excellence and conducted himself in a responsible manner with vigilance for the safety and security of the entire department and the citizens of Ditton County. And whereas Mike's dedication to Ditton County road and bridge has been demonstrated through his calm and steady leadership, where he focused on developing the skills and talents of the employees and work to improve employee morale and the work environment. Mike has appreciated and respected by all for his dependability and trustworthiness, and he'll be greatly missed. And whereas Mike plans to enjoy his retirement years traveling with his wife Donna, attending hot rod shows, swap meets rodeos and spending time with his family. And one of those is what's good for constituents, what's good for our crews, and what's good for the county, the actual government of the county. And I think he's been a real role model to me and Mike, we've worked together for eight years and I appreciate you so much. I trust you and you're a great friend. This is kind of funny. I was out at the barn of the day interviewing some guys and one of the employees said at the best, gosh, that's some of some eye. That's a real summary of him and his work ethic and the way he does things and his personality. You know, in the road department, we get a lot of complaints. You don't always get a lot of compliments, we get a lot of complaints. People are quick to call and complain about something or put a request for service in. And many times people are, their emotions are quite elevated, shall we say. And so, they're very passionate and one of the guys of the day say, you know, Mike has such a way about him that if a resident's mad and willing and I'm ready to pull a gun on you, after Mike gets done visiting with them, they want to shine his boots. And I think that really summarizes Mike in his demeanor with our residents. And he's always had a strong value system of promoting the employees. And all the guys here in this department, every decision that he makes that we talk about, he has your own mind. And I want you to know that. And that's a true legacy that I hope we continue here. So Mike, thank you for your leadership. Thank you for your service and your friendship. So thank you and I know Commissioner Mitchell has some comments. What can I say? I want to thank you when we were in Dara needs of someone to step up to the plate at the Danny Paz. Mike, Commissioner Eats called me and said, what about Mike and we were both in agreement at the same time. I want to thank you. You could have said no. You didn't have time. You just retired. You were doing things. But you stepped up to the plate and said, yes, I'll do this. And I know you did it because of your love not only for the department guys but for the constituents and for us you know you have to trust us in order to do that. God I appreciate the fact that you allowed him to come back. I know you had a lot of honeydews on your list and you allowed him to come back and work for us and I certainly do appreciate it. Mike every time that we had an event and I was there you wanted to make sure that I gave the prayer. You honored me and I honored you this morning for all that you've done for Gen County and I just wish you the best you and Donna and your family I know you all have gone through some trials and tribulations but there is sunshine at the end of the town. And whereas Larry has served on numerous committees and projects for the department, as well as community and statewide committees. And whereas Larry has trained in mentored numerous probation offices. And whereas Larry has been dedicated to protecting victims of crime and serving the community for the past 30 years, and whereas Larry will retire from DIN County CSCD on March 31, 2015. Quite contrary, I feel confident in saying that if somebody has never been a smoker, they don't really understand how hard it is to get off of cigarettes. And it's harder for some people than it is others for sure. That's why some people can just put and never go back to them and some people quit start quit start quit start numerous times I feel that our department heads and elected officials should be able to manage their offices in such a way as to Impress a lot in their employees that they need to be considered or their fellow employees so that if they go into a break room and somebody is not comfortable with an e-sign in there, fine, leave or quit or whatever, be considered of your fellow employees. But I know that the school is still out on the effects of e-says. I'm not going to sit here and tell you that they're good for you, but I'm just not convinced that they're all that bad, either. Certainly they are a nicotine delivery system. I don't question that, but I know a lot of people myself included that got off the cigarettes because of EC's. I do not want to discourage anybody from getting off the cigarettes. And if this is a way to do it for them, I want to encourage that. So I understand the policy and I understand the reasoning behind it. And I understand why my fellow members of court here are voting for it, but I'm not going to be supporting this policy for the reason stated. So anybody else want to make a comment or are you ready to do that? New one. I will support the policy, but I do agree with your sentiments judge as far as I do believe that the ECGs are a step that we should encourage people to get off, to quick tobacco and it's a way that people can segue to tobacco free or nicotine lifestyle. We're getting ready to start design here on the Phase III and law enforcement slash laundry kitchen project. And they're both very large projects. Both of them are right now before we even get started over budget. Just by looking at square foot numbers and HDR did an analysis for us. So we're going to have to make very upfront some tough decisions on what parts to keep in and cut out of the project. So the one unknown that we have is the public infrastructure segment of those projects. And so what we want to do is front load to a PO to get before the City of Denton work out all the issues with what we might need for traffic signals, turn lanes, electrical infrastructures. So that way we have a budget number, so we know better off what we're dealing with when we start the projects. These services would have been done anyway, so this fee will be taken off their fee when we negotiate the contract, but we just wanted to get a jump start on it before that money is issued in the spring here so that's the reason we want to want to do this. Can you get the City of Debt and this requirements? You do get that in writing, do you not? Yeah it'll be a formal submittal. We have a site plan for both projects so we'll sit actually submit that to them. Ghost is the RC review process and get the formal comments. Right before court, I got an email from Peggy Carr that we're going to be bringing a resolution concerning herd apartment next week. Didn't have time to pull it together today, but this is a Denton County Opposes House Bill 790, which relates to noise abatement procedures on certain termfights, says written keyword here, as written, House Bill 790 would require NTTA to conduct a sound study following petition by the neighborhoods to erect a sound barrier while if the study finds that certain decibel levels are exceeded. Also as written, House Bill 790 would require a 5% revenue set aside to conduct additional studies. Since NTTA already complies with such sound studies as they are mandated by state and federal guidelines, we are opposed to South Coast Phil 790, complying with this legislation with established poor policy. We create a special benefit for one community and would set an open-ended financial precedent that would be difficult to overcome. All contrary to good, to ideas of good government, local control, or fiscal responsibility, as responsibility and accountability to all NTTA drivers. Both Dantle County and NTTA take its responsibilities under the federal and state environmental guidelines very seriously and fully support constructing sound barriers as required.
