In consideration of everyone's time, I'd like to go first to agenda item 3A, which is a presentation of the 2014 operation of the Sheriff's Office, including discussion of law enforcement and jail updates. And with that, we'll call on Sheriff Will we'll try to. And Randy, run into. Good morning, Judge. Commissioners, once again, I'd like to, as I like to do every year, I'd like to do every past year, like to start off with a state of union dressed, you guys, and let y'all know what the, the money that y'all have invested in us is going to. And also proud to give me a chance to reach out and thank everybody all these great guys on the back row for the great jobs they do every day. Cheap plimmins has put this together so I want to thank him for that he's done a tremendous job doing that and so I'm just we'll get going and I hope you guys enjoy it of course to ask any questions as we go along or afterwards if you think anything but but I'm very proud of the operation. I'm very proud of the work that's been done and I look forward to continuing that. Thank you. All right. As you can see, we have an average daily population of 1,000 inmates in our jail. That's a picture of the new jail, which is outstanding. Okay. Number of bookings, 11,758 total number of releases, 11,747 average day in and day out that we have at the facility is 32 road crew hours, which is, you know, helps you guys out tremendously. And we enjoy doing is 26,787 hours. Food trays is 1,264,290. So that's enormous amount. Food trays is 1,264,290. So that's enormous amount. Medical transport, hospital inmates, 519. Average medical runs per day is 1,420. And then total hours is 9,650. And on the operation side, obviously you all know we have thermal investigations, we have a drug enforcement unit. We have warrant, expeditions. We have patrol traffic, SROs, school resource officers, folks, animal control, SWOT. We have OSU. We're very proud of. We have communications, courthouse security, our bailiffs and mental health unit. On the, on the criminal investigation side we have 1,090 shop technical service cases going on. We have 38 that are open. We have 499 exceptionally clear, 726 suspended pending inactive. And then we have 80 cleared by arrest. We have 113 unfounded 70 cases that have been filed 13 other juvenile cases citations not assigned Reports are stolen property. We're pretty proud of this as well. It's a one million nine hundred forty two three seventy three and we recovered 484,520 so extremely proud of that Our drug enforcement unit, we've had a change there. We've got Lieutenant Sean Clary in the lead and he's doing a tremendous job, but our seat values are 65 million in narcotic taking off the street, that's combined with all the agencies that we deal with. K2, almost 3,000 kilograms, and so that's a enormous amount. Mainly taken from the gas pipes case you heard about in the newspaper. Our department made that stop. We also did the investigation follow up, so it resulted in enormous amount of seizures on that. So. Okay, we also see, just stating seizure of over $34 million in assets, over $20 million in currency and monetary assets, almost $9 million in residential and commercial real property, and over $5 million in vehicles. That's money in there, yes, ma'am. You guys an aisle for the money. That was in one of the K-2 houses. Anyway, it was two-hour surprise when you opened that little locker up as well. It's awesome to see that out of view. Okay, the Jugger Sportsman unit. We had a rest and defendants. We had 51 defendants arrested at 43 felony offenses, 23 misdemeanor offenses, participated in the investigation of 26 additional defendants pending federal prosecution, which is going to be on that K2 case, which I told you guys about. Okay, the Warrant's and Exhibition Unit, extremely busy unit. We have service attempts, we have 8,220 felony served, we have 1,786, real proud of that. Mr. Meager served, it's 3,218. A rest assessed backup officers 1,400 and 2. Probase and violations violations 924. Extradition and transport. We did 580 miles driven is 173741 and rental car miles is 8,595. And air miles is 242,754. as you can see it's extremely busy unit. The patrol division issued 5357 citations warnings they gave 4,078 speeding is 3688 388 school zone speedings 143 crash work is 185 the way that seems low because we work a lot on with DTS around the county. Close patrols when people call when they're going vacation is 385. Our lake project which is an incredible project that we do every year. We do safety inspections. We get 172. We issue 22 citations. We issue 21 warnings to arrest and 24 calls for service. So very busy during the lake as well. Very proud of that unit. They do a great job and I love working out there with them when we do that. All right. Operation Fort Unit 8,949 hours that served in these areas, the trolls, these are our reserve guys. Basically, you guys asked me about from time to time. They work their butts off and I'm extremely proud of each and every one of them. They help us out patrol, help us out enormously in boats. We want to next addition They do a great job. The human trafficking investigations that you read about in the newspaper was pretty much set up by these guys. So they did a good job. We made quite a few rest out of that, so very impressed with them. They help us out in the courts in the Baylif position. They do sex, spend their verification in the temps, and do a tremendous job at that, or are ones we have registered with the county. Courthouse Security is, let's see, we have district courts, criminal trials and hearings. We had 3,942 district court civil trials and hearings. We had 4,596 county court criminal trials and hearings we had 1,933 county civil trials and hearings we had 2,086 courtroom arrests was 858 and warrant served was 363 process served 2,484 and probate for hearings is 2,516. We go any lower with the numbers because we can't sleep. No. All right, mental health unit. This is where where our calls for service are just going up. Denton counties exploding with its population growth. So does the mental health unit as well. So our calls for service has been 556, that's up 18%. Our apprehensions and attentions, 343, that's up 20.7%. Transport miles, two and from probate port is 61,398. Criminal commitments, 300 and can transports to and from probate forces 527 so up a lot. So the calls for service in the mental health unit is up 139.65%. Our apprehension and attention is up 139.86. So it's just it's a boom huge boom force. So it's a huge strain a boom huge boom force. So it's a huge stream, but we make it happen. All right communications, we as you all know, we service 16 police departments and 12 fire departments. And so with that said, we have total calls for service is 81,152 total self-initiated calls is 81,152. Total self-initiated calls is 170,431. Our calls for service is 20,527. 911 calls is 102,222. And administrative calls, which is our 911 number, is 185-517. So very, very busy in communications. OK, trunk radio systems. You know, for free, we battle this every year. We have 3,726-567 total number of times the radio was activated on the system during 2004. So that's a lot of key in up 16 111 535.6 Total seconds of usage and then we had 9800 total number of busy signals when you key up on the mic it goes busy and Generally, that's going to be at your peak times That's also when we have storms when everybody's talking and you know Joe these guys are all out there doing a great job as well and so it's just kind of the new radio system will take care of that. Have 16,385.6 total seconds of busy time so that is a normal amount of time. And okay, and that's it. If you guys got any questions, we definitely will entertain that. With these dramatic numbers that you're showing here concerning what all the mental health unit is doing and the percentage that this is up. I think it would be good to have somebody who shares the province so that committee also. We have the chief of police from Lewisville and Cody Wadell who used to be on our M.H.M. R. board but resigned. As soon as he became a judge, he has volunteered to serve on this committee and Commissioner Mitchell was offered to be on there but Sheriff wherever he went, There he is. I'd like for you to select somebody from your team to serve on this committee too. I'll get some more information about this to you, but this is certainly an issue that is exploding in Denton County and we need to try and get ahead of them. I'll get some information about that too. And whereas the county can utilize these free services of the safety staff, the Texas Association of counties to assist in the administration of such plan. We want to talk about So, what would it be if you could just put out the logic of self-interpreting? A lot of those elements in decades and these kind of work-related things represent the total number of candidates in the nation to apply every kind of ending-night state. And people see it as a brand deal for state testing to have a ending measure. So, one of the conference. I'm writing some of the stuff that I'll have you still be in the system. I'll have you still be in the system. I'll have you still be in the system. I'll have you still be in the system. I'll have you still be in the system. I'll have you still be in the system. I'll have you still be in the, and I hope that you think some of these results can be advertised to be something that I believe you can do. So, I'm going to go to the morning morning. Thank you. What we know is how people are right now and how healthy we expect them to be in the future. It's also as great as these rankings are and helps us understand where we can do better. So where people can be healthier in their neighborhoods and work at home. So the very first slide here is a description of where this data comes from and also how this formulation comes together. So basically, there's health factors and health outcomes. Health outcomes is how people are healthy right now. And this really is simple equation of premature death, along with some questions about how healthy they feel. A little more complicated is health factors, things that we believe will determine how healthy people are in the future. And this equation is important to consider in the next few slides and I'll mention why. But basically it comes with clinical care, health behaviors, physical and environmental things in the county. So this data again comes from many resources, from surveys, from the CDC, from the National Center Health Statistics, FDA, and all sorts of places. So here's a map of Texas. You can identify any county with the red line above it, around it. It's a light color. So here in three and four different color segments, different shades of colors, you can see the best through the worst, the lightest through the darkest. And basically this is the rankings in Texas of how we're doing in health outcomes, which is a measurement of how health people are right now. So again, it just takes into measurements premature deaths for people who die before the age of 75, and the more time between saying five in their death is a metric we don't want it to see. But then they get asked questions like overall health, physical health and mental health, and I'll go over some of those numbers here in a minute. So these are pretty simple tables, but there's a lot you can glean from this. It states how well we're doing what the top performance in the US are doing, how Texas is doing, and our rankings. So I forgot to mention, but the the role we're all ranking for Dendi County in Texas is number four when it comes to these measures. Those for those of us keep in score and we always want to improve ahead of us is Williamson County, Collin County and Presidio. But we're doing pretty good but some things we can understand from this is the measurement of how people are scoring themselves for their health so so we ask people how do they feel? And this is a measurement of how people say poor, fair, and we seem to do very well in that metric, along with how many physical days, how many days in a month, they say they don't feel well mentally or physically. Along with low birth weight, which is a strange thing to throw in there, but it's a great indicator of how vulnerability, mortality in the future. So the other ranking is for health factors. Again, this is where we try to determine how healthy people will be in the future. So here we came up number five. And again, a great ranking, and for those keeping score ahead of us are Williamson, Count T Ford, Ben and Kendall. So there's always room to improve, but we're very happy with this rating. us are Williamson County Fort Bend and Kendall. So there's always room to improve, but we're very happy with this rating. This takes into account health behaviors, social and economic factors, physical environment, and clinical. So this is a little harder to read, I think, if you have it on your screen, but basically there's a few things to really highlight here. Overall, yes, we're doing very well, but the production of this report also highlights things we could do to improve some areas to explore adult obesity. All across the board, I think that's something that's trending in a poor direction. High school graduation, for some reason, it was a little lower than the state average this year and social associations, which tends to be a good thing for our population to be involved with family and friends and organizations, and that seems to be determined of how healthy we are. So we could definitely have a few more organizations here in Dunning County. Some of the working trans are SDDs and children in poverty. So really that's all I wanted to mention. Overall, we were ranked number fourth in health outcomes, number five in health factors very well, but we did see a few things that we could definitely improve upon. Great. We can put this on our website as well, this presentation. We can put a link to the county rankings on our website as well. And then we can get you a hard copy if you want to. Or make sure that if we didn't include a property or one of those little pieces of the right away that we have acquired, that we all of a sudden discover, how do we add that to the list? Two separate things. The first one is if we do have a problem with the contractor, we contact facilities. I believe his name is Fred. I'm sorry I don't remember his last name, but he is our project manager and he is doing a great job on managing our mowing contractors and other landscaping contractors. And he has a plan to take care of those issues and then works with us on those. The second part is our contract does allow us to add properties and to leave them if we have a change in our property list. And so we're able to do that. We should call Danny or should we call Fred? Yeah, probably called Danny, but Fred is the project manager that will be the direct contact with the contractor. As part of the problem is, I don't think it's in base fault, but we have vestigial pieces right away that I don't discover long to the county until somebody has called me and said we're getting a ticket. And, you know, we went out and the Roan Bridge Department mowed the Frisco piece of property because the city of Frisco was very nice about it, but they'd gotten almost shoulder high and proactive because I know we spend a lot of money on getting all of our property taken care of and I just want to make sure that we have all the stuff. And if you need, you know, I know you all do a great job at being a resource. This is for their volunteer appreciation day and award-order recognition. Okay, and so basically when they come with donations they come to those who run through the Commission's Court and then replace them in their donation account. Because remember otherwise it'd be a conditional donation. I don't think the donations are run through Commission's Court as they're received but before they're allocated and expensed it does to come before commissioners court. So we're taking donation and then these them is holding them and then were we attributing them through the commissioners court? That's not exactly how it works. That's not exactly how it works. Donations are received. You ongoing basis, not always substantial amounts. Our procedure has been to handle this way. Donations are not maintained at the museum. They're deposited into County Treasury and actually put into a deferred revenue account. And the approval of the budget amendment, as presented by the budget, office also serves as a course approval of the acceptance of the donation in the first place. This is our procedure to do this in a much less cumbersome manner than trying to handle donations as they come in. We'd be accepting $5 donation every week. Every week. Yes. in the center of the and we accept donations every week and then I guess my other question is that it says that the money is going to be used for money for the gift shop or those gifts for the volunteers which gives sold to the public that will be sold at gift shop is sells items to the public. That will be sold at the gift shop as sales items to the public. But they're using the right inventory that will be sold. All right. All right. That's the over my question. OK. And they're needing some assistance, some guidance, and some leadership about archiving, and about the collection of certain things that came from originally from Pierce Colony and all that. Who would I direct him to Peggy? Peggy, absolutely. And the team can go down there to the on-site visit and help them with the curate that collection and archive it and help give them some advice on the best practices on that, absolutely. And we were just doing that most recently with Aubrey, their Historical Society, and the judge now were out in just any other day at a marker dedication and Justin's creating a historical society. And we're going to be working with them. And so. The museum they have is in Dallas County, but the majority of the artifacts are coming out of it I saw that part of a cotton gin was donated and I was wondering if we're gonna have to find a place to store it or we put it out at the historical park or Well, it's disassembled obviously so it's it's it's small and size everything that we That we received out there, you received out there was easily carried by hand.
