Will you please stand? Heavenly Father, we come to you this morning just to thank you for who you are and for what you mean to this community and to this county. And God first of all, I just want to lift up this county and I thank you for all of the beauty of Denton County and its resources and its people in the people that are in this room this morning. And I want to lift up this court and the judge and the commissioners and every person who just represents decisions that are made for this county. And just thank you for the positions that you've given them and thank you for these people that you've put into these positions. And I just want to lift them up this morning and thank you for every person in this room. And God, I just want to thank you for the citizens of our county and of this community. And as the citizens who represent all of the neighborhoods and all of the cities that are part of Denton County, that as the citizens care about the cities that they're in, that they will just become community, that will become community because of the care that we have for our fellow neighbor. First let's go to 3A which is recognition of the Distinguished Budget Presentation Award to the kind of budget office for the current budget year 2014 2015 from the government finance finance officers association this is the 23rd year in a row way to go down on staff somehow we missed doing this last year they got the award but we didn't ever take time to do recognition for it and I'm sorry for that but I wanted to show you she gets the office I should say it gets this nice little fallert says the government finance office association this thing which budget presentation award presented to Denton County this was actually in October, 2014 presentation. And we have this, I can lift it. It's very heavy, beautiful plaque. It's very heavy. I hope you got a substantial stand-up. Stand-up stand-up stand-up. And I'm off for that one. Yeah, we're gonna have to put a stud in the wall and I'll support that one. I'm gonna take just a minute and read about this because it's really special. This is a press release put out by the Government Finance Officers Association. Says the Government Finance Officers Association of the United States and Canada is pleased to announce that Dillon County Texas has received the GFOA's Distinguished Budget Presentation Award for its budget. The award represents a significant achievement by the entity. It reflects the commitment of the governing body and staff to meeting the highest principles of governmental budgeting. In order to receive the budget award, the entity had to satisfy nationally recognized guidelines for effective budget presentation. These guidelines are designed to assess how well the entity's budget serves as a policy document, a financial plan, an operations guide, a communications device. Budget documents must be rated proficient in all four categories in the 14 mandatory criteria within those categories to receive the award. When a distinguished budget presentation award is granted to an entity as certificate of recognition for budget presentation is also presented to the individual or department designated as being primarily responsible for its having achieved the award. This has been presented to Den County Budget Office. Their budgets beginning in 2013, 1,424 participants received the award. Award recipients have pioneered efforts to improve the quality of budgeting and provide an excellent example for other governments throughout North America. The government finance officers association is a major professional association servicing the needs of more than 18,000 appointed and elected local state and provincial local government officials and their finance practitioners. It provides top quality publications, training programs, services and products designed to enhance the skills and performance of those responsible for government finance policy and management. The association is headquartered in Chicago, Illinois, with offices in Washington, DC. The GFOA's Distinguished Budget Presentation Awards Program is the only national awards program in governmental budgeting. 23 years in a row. You are to be congratulated, you and your staff. Thank you, Judge. I'd like to just thank you as a body for all that you do to support our department to make this actually happen. Trust me when we're preparing this document, which takes about three months to do, we're scratching our heads wondering why we do it. Now, you know, this tells it all. It really is intended to provide a tool for our citizens, for our bond rating agencies, et cetera, to know about DIN County. This document includes information about each department, what they do, statistical information, expenditure history and all. So it's not an easy document to put together. Every year we get reviewed by three different independent reviewers. We get varied responses, some good, some asking for improvement and we always try to accomplish that. But again, like I said, it's tough to do but it's quite pleasurable when we get it finished. The staff doesn't tremendous job as well. They're back at the office as our first round of budgets are due tomorrow. They're busy helping departments who are with any questions or concerns or problems. So I'd like to recognize each of them. Johnna Maxis is the assistant budget director. What Dawn Fitzgerald is a budget analyst. She's the one that handles the payroll budgeting side of things for us and doesn't ask him job. That's so important. We won't want to miss anybody's payroll up. So we spent a lot of time on that, checking and double checking. And she does a great job. Donna Henrichson, you all deal with on budget amendments and she keeps the office running. And we couldn't do it without her. We have a new employee named Sophie. She wasn't involved in the process for this, but she's getting up to speed now. And we'll be taking over a lot of the functions of this document as well. So again, I appreciate the recognition, hope to do it for at least a couple more years. And my goal is to hit 25. And big goal. So each year, the criteria can change. Things become mandatory that weren't before. So your assistance in supporting us with our items like performance measures, goals and objectives, those things are very important in this document. And so we've been able to come a long way in that area over the last few years. So thank you very much. I appreciate it. As well deserve recognition in certainly serves the county and county taxpayers as well, because like you said, all of these things contribute greatly to the ratings that we ultimately get from Standard and Forza Moody. And that's what took us to our triple a bond rating which translates to Dollar savings for the taxpayers of Denton County, so we appreciate your dedication. Thank you Okay Members I'd now like to go to item 3v on the agenda, which is approval of a proclamation recognizing the Denton Distinguished Citizen Friends of Scouting Award, honoring James Wood, honor a James Wood, out of Park Denton, and Decatur. Whereas the scouting law notes that a scouting trustworthy, oil, helpful, friendly, courteous, kind, obedient, cheerful, thrifty, brave, clean, and reverent. And whereas for the past 19 years, Longhorn Council of the Boy Scouts of America has recognized citizens for their significant contributions to their community, and who run their lives personally and professionally in keeping with the scout law. And whereas the 2015 recipient of a Denton Distinguished Citizen Award is James Wood, owner of James Wood Auto Park of Denton Indicator, a lifetime citizen of Wise and Denton counties, who employs just under 500 employees in his dealerships and both Decatur and Denton, and contributing to the well-being of the community in a number of ways, including making named and anonymous donations to charities across the region. And whereas James Wood exemplifies when it means to be a boy scout by demonstrating his integrity every day and being a man of his word by doing a good turn for his community daily through local charities and being a leader of men. Now therefore be it resolved that the Commissioner Court of Denton County hereby recognize James Wood as the Denton Distinguished Citizen in 2015 and urge all residents to join them in recognizing James Wood for his distinguished service to the community. I just have one for you today. This is, you know, Denton County opposes House Bill 365 and is a substitute. This is a companion bill to the Senate bill 182 that I was in Austin testifying against last week. This relates to the calculation of the Avallarback taxes, certain taxing units, and addition, that in County Opposes Senate bill 182, and any substitutes. I put that in there because when I was in Austin, last week, Senator Betlncourt came up with a substitute for 182. 182 took the rollback rate from 8% to 4%, the substitute, too, that from 8% to 6% but my point is they're trying to fix a problem that doesn't exist in both of my bad idea. I have no opinion. Anybody called Jane Nelson's office about it? Oh yes, let me tell you. I've called the name Nelson said, Mary and I agree on this. That's really important. The hearing was last Thursday, and Senate Finance, which Senator Nelson chairs, said at Finance. And was there early to testify against the legislation along with people from all over the state. There was such a crowd there to testify against this bill. They had to open up an overflow crowd room to accommodate everybody. The good news is we had a good turnout. The bad news is the Senate Bill 182 and other bills were presented early in the morning that they took up the other bills first. Then he went into a session in the Senate chamber about 11 o'clock and it didn't get back to the committee hearing. We expected him about 1.30 o'clock, but they didn't get back until after 4, almost 4.30. I didn't get up to testify until like 6 o'clock, but by then a whole lot of the people that had come down to testify against this bill had to lead. They had fights to catch and things like, you know, they had to get back. But at least they did fill out a card in opposition and the cards that were submitted in opposition to Senate Bill 182, greatly outnumbered anything else. So even though they weren't there to testify, they were recorded as being opposed to the bill. But I just wanted to make sure that we took a stand on this one also. It's House Bill 365, which is the companion bill to 182. And I just wanted to make sure that we we had, we're opposed to this too. All of our policy statements whether it's House or Senate, we take a position and we send it to our entire debt and kind of delegation, House and Senate. But we also send it to all of the committee members of the appropriate committee for that bill. So yeah. Thank you. We have a motion for approval by Commissioner Marche. I second in the chair to the record, a conference of urban county policy committee also to stay in opposing it. The conference of urban counties was there. The association of counties was there. The mayor of Denton was there. Glenn, a young municipal league was there to testify against it? Glen Whitley, Terrent County Judge, Betsy Price, Fort Worth Mayor and former tax successor was there to testify against it? We had a large contingency all taking a strong position in opposition to this legislation. So I will tell you that when after Senator Bencourt laid out the bill, the other legislators on the finance committee started asking questions of Senator Bencourt. And I thought they did a real good job asking questions that he couldn't answer. So, seriously, when they broke at 11 o'clock to go into session, I went up to Senator Royce West who normally, philosophically, we're about 180 degrees out, but we totally agree on this issue. And he made a real point of talking about local control and much to Senator Ben and courts just me. He wouldn't get off of it, which we all kind of enjoyed. Have to admit it. But there are other senators that were asking questions too that it became clearly, it became clear that Senator Ben and Court did not have his act together and no really what he was talking about. So when they broke at 11 o'clock, I went up to the senators before they took off for the Senate chamber and said, if this doesn't make it out committee, and Senator Benton Court ends up trying to add this on the Senate floor as an amendment to some bill that is germane. Pose these same questions because the more you get him to talk, the more he's digging himself into a hole and really, they agreed. And I said, you know, be prepared to ask these same questions because they were great questions. And so that was pretty interesting, but showing up at 8 o'clock in the morning to test to find a bill and I actually got to a microphone at 6 o'clock that night. So it was a long day, but it was worth it. The point, I didn't care if it took to midnight. I was going to be there. So anyway, we made an impact and I'm not convinced he's going to get the bill out of the committee. So we'll have to wait and see. It was interesting. Actually, it was suggested if he was so in love with it, maybe they should bracket it for just hear us counting. This is a cooperative agreement with the City of Losville. Yes, it costs a lot of money, but because we're sharing in the expense it costs both jurisdictions less and it serves us both very well.
