I just want to thank personally, thank all our departments over the last couple of weeks, especially the Sheriff's Department, the Emergency Services Department, the Public Works Department, the Roambridge East and West. I'm sorry if I've had our facilities department about all what Mother Nature has laid upon this has been good ultimately because of we've been lifted from a level of drought. But we can also be thankful that there has not been any deaths, there has not been any any major injury to people and the good Lord is reminding us by this wonderful sunshine these beautiful days that there's reasons for everything. Secondly, I think that by Matt Richardson being here this morning is a walking miracle and that we need to lift up the board and thank him for touching his body and almost almost lost him. I almost lost him. So I just want to publicly acknowledge that. And acknowledge how well you're road and bridge and how well and road and bridge and everybody has responded to this emergency. And Jody and all his emails over and over and over keep keeping us. In fact, I was having people calling me, what did Jody say today? What did Jody say today? And so I have a wonderful effort from everybody in the county. Well, you're absolutely right. And we've had just so many people put in in such long hours. And we do have some, Joe does not hear this morning, but Sheriff had commented to me before we started this morning that he wanted to acknowledge all the hard work of Jody, but really Sheriff, it's everybody working together. I will tell you that part of the reason that we were so successful is all the preliminary work that has gone into coordinating with all the law enforcement police and fire all across the county so that You know the contacts were established everybody knew what they were gonna do where they were gonna do going to do it, who's in charge, who to call for what. We were prepared to have emergency shelters set up and we do have some people sheltered in Little Elm, I believe. But it's all that advanced preparation that has made everything run so smoothly. It's been pretty scary for us. I mean, we came on the ragged edge with some very, very serious problems. And so I'm very grateful for all the hard work and long hours that all of our personnel, not just the first responders, I mean, I think that isn't important, it is. But certainly, rodent bridge crews have been out there day and night and putting up barricades and then replacing the barricades that got moved and things like that. They keep talking about that on, on, on, on, on television about people that are moving barricades. And that is a very real problem, folks, because then the next guy that comes along, as I know that there was supposed to be a barricade there and they can get into serious trouble in a hurry. So I'll tell you, I think it's funny, it's out of the mouths of the babes, but I was going up 24.99 and I had to carol line with me and we were going to the emergency command post. We're going to Jody's office. And she looked at the women's hall where the lake was all flooded up there on the far west side. She was wow, look it's all underwater. She said last year, that he didn't know where the forest service was for the forest fire. And I said yes, I remember we went out there and said closed down the road and there's all behind Copper Canyon and all that undergrowth and that takes us for service was there. Sure. And Jody's crews were down there and we had offered road and bridge assistance, our bulldozers and so forth. So in the span of a year, it was literally a forest fire there, a wildfire, and that bottom land of the lake was so dry. And now it was, you know, under multiple feet of water. So it's amazing what a difference a year makes. Same location, different problem. But we'll all respond it. We're grateful to y'all, Sheriff, and all the others too. Thank you very much. Okay. Good morning Judge commissioners This is regarding a filing fee that that is collected right now for the preservation and restoration of Overrequards back in 2009 Senate Bill 1685 was passed that allowed the clerks to With commissioners court approval to charge a fee of up to five dollars and this would go to preserve and restore those records. Anything prior to 1951, we're required to keep. We did that, collected the $5 in 2013, another bill was passed that allowed us to change that fee up to $10, which we all approved. So we are on our third year of having these records restored. We have spent, of that money that's been collected about $173,000 and something and have gotten quite a number of the cases restored. I think this is going to take us about six or seven years to get this project done, to get everything that we've inventoryed and taken care of. So I was hoping to do that before I left office but it's not going to be finished. By the time I'm gone. But this is a request to continue that and FY 2016 at the rate of $10 so we can collect that money and get these cases taken care of. Okay. Are there any questions? We do have an interim policy that we have worked with for several years. It's very generalized. But this policy, the updated policy, it's extremely distinct. It has quite a bit of specific information in it. What the total service has to do, what the runners have to do, what our roles and responsibilities are within this TOTL service policy. We do have the ability to issue identification cards already to our dealers. We'll use that same equipment to issue the licenses to the serviceers and to the runners. It'll help us to better define and track those TOTL services and to make sure, most importantly, to make sure that the reputable businesses are able to conduct business, the disreputable business are not. And just some examples of some of the issues that we have seen, not only that we have come across, but other counties that come across too. One of the reasons why you need to have a TOTAL service policy, we've seen situations where a person represents themselves as a spouse of a motorist, only to find out that they have many spouses, many, many, many spouses. And when we start to see the same person coming in over and over again, we say, ah, we don't really think that you are who you say you are. You need to register at the title service. Another is a person representing registration renewals on behalf of another person. Only you see the same address being used and when you start to look at that, it's a field or a shopping center or something like that. And so there's a great need to make sure that we are not only maintaining what the law requires, but also to ensure that we are making sure we define track monitor and ensure that our customers, our taxpayers are not being defauded. Good morning. 6A and 6B are related and they're the first of a series that you'll probably see over the next few weeks. Kevin Carr has worked with me on these items and he has some interest from several agencies within the county and some of our used surplus equipment. We determined that this is a good use of our used equipment and we work to develop a system of giving value to each piece of equipment based on what our history is on our surplus sales and auctions. And so actually it relieves us of some of the burden of processing that through the auction and then we also say you know on the fee of going through an auctioneer service. The benefit for the agency, some of the volunteer fire departments is this is equipment they couldn't otherwise purchase some of the Panasonic tough books or the equipment that they can use that they couldn't purchase new for sure and then the one on 6B for the Dent Nasty. That's over 500 units and I'll let Kevin explain that but from what I understand they've not been able to get new computers for their students for many, many years due to budget and this is a great job. Listen, new process, Beth. It is. It's not new in the law. The law allows us to sell to other government agencies within our county. And it's just we have not had an interest. And once the question came up, it just kind of, I guess word of mouth has spread. And so as long as there is an interest and we have property, it's available. We have sold some heavy equipment. We sold a piece of equipment to the city of Sanger about two years ago. Commissioner Coleman did. So if we have something available and someone's interest, that's certainly something we can do. We just have to determine a fair market value and that's available. But our computers are an excellent thing that can be done. Computers are an excellent thing that can be done. Is there a way then before we ever, are you working on a process now then to inform other governmental bodies of our excess before we ever go to auction? No one? Yeah, I know what you're asking. You know, this just came up and probably the last month. Kevin may have a process on computers. I'll let him address that. He may want to on computers. This is great for that. I have not started a process for the rest of our surplus. As you know, for most of our auction items, they're not worth that. Especially most of our cars and furniture items and those kind of things.
