This morning we're going to go to item one on the agenda first, which is for public input for items not listed on the agenda. Also, I want to remind everyone to please turn off your cell phones and pages. We had a very long agenda last week and the very first person I'm going to ask to come up here to speak this morning under public comment is Mickey rushing. Mickey, where you. There she is. We've got about five of these comment deals today. I just want to make sure everybody understands since this is not a posted agenda item. Commissioner's Court is prohibited from responding to your comments, but you are certainly welcome to make them. And we thank you for waiting. Great ahead. Good morning. My name is Mickey Rushing. I live at 1 2 1 4 0 Cherokee Lane and Senor. Following the murder of non people who were guilty of nothing more than simply worshipping in a church in South Phelana and being black while doing so. I was appalled to read there are still so many instances of Confederate flags and monuments in governmental buildings and private places here in the US. For example, there is not only a 25-foot statue honoring the founder of the Ku Klux Klan and view along Highway 65 south of Nashville, Tennessee on private property, but also a four foot statue honoring the same man inside the Tennessee Capitol Capitol building. News stories reflect elected officials in southern states and even in the U.S. House of Representatives. Continue to defend the Confederate flag and monuments as historical rather than racist. Amazingly, there was a clan rally on the state capital grounds in Columbia, South Carolina on July 18th in support of the Confederate flag after it had already been removed. Even though the clan members weren't in full regalia, this time, and their faces were uncovered, it's still a clan, still active a full half century after the passage of the Civil Rights Act. Most of these flags and monuments were erected, not soon after the Civil War had ended, but just as the Civil Rights Movement was getting away, underway in the 50s and early 60s. Without continuing to list more and more examples, I simply say these are blatant symbols of hate. The same as the Nazi swastika is rightly perceived to be and it's high time they were removed. Our own home county seat still have the Confederate monument in a place of honor outside on this very courthouse square. Truly, is this the image we wish to project? Denton is rebuilding a vibrant downtown, which is not only beneficial to our local economy, but is a concrete indication of our willingness to move forward socially and culturally. This monument shouldn't be the image we present to our residents or to our visitors. I learned through information provided to me prior to last week's Commissioner's Court meeting that the didn't courthouse on the square was recorded as a Texas historic landmark in 1970 and placed on the National Register of Historic Places in 1977. It's also designated a state, Texas State archaeological landmark in 1981. It's a beautiful building. An opinion not an official position was faxed in 2000 by a Mr. Bradford Patterson, Patterson with the Texas Historic Commission that said, I quote, any work at the courthouse that has not routine maintenance requires that it permit the issue to our agency. We consider the Confederate monument to be historic and part of the square subject to these requirements, in quote, I hope this opinion that was given in 2000 won't be the same one given in 2015. I also learned this small plaque that was placed near the monument in 2000 in an attempt to explain the Confederate soldier monument cost the tax fairs $1,900. I was surprised. So how quickly can one do the right thing? Get that permit if it's still needed and move this Confederate statue inside to the museum where it belongs. Thank you. The next public comment from ahead is from Mr. Wheelie Hudsmith. Mr. Hudsmith. Good morning. In judge and other. Commissioner, my name is Willie Hudsmith. I live at 623 Newton. I'm three weeks ago when I was here, I think two or three weeks ago, I told you I would not be coming back until I had something to say. And to God allowed me to have the patience and the love that I think we need for one another to actually speak. I'm about one-fourth of the way there. So some other things happened so I'm here early before I'm about one-fourth of the way there. So, some other things happened so I'm here early before I'm really there. Let me just say this. The monument I'm now looking at it from this standpoint. It is what I desire. It's what I want for it to be moved into the museum. That's what I want. What I'm learning from hearing from some is they have desires to do other things. What God said to me is, both of them are okay. Just get along and he said this to me, I got this. I'm going to take care of it. You do what you're supposed to do. And looking at that guy with that automatic weapon and his eyes yesterday, it showed me a really hutspith of 2000 when I came before you. That look. It was terrifying and also rewarding to know that I was doing what I thought I should do in the face of that kind of situation. I don't ever want to get there again. I don't ever want to be there. What also turned out in that situation, and again, let me just say, I'd rather be in a place that is for history and not on the square where it's elevated and it shows that the county supports it. That's what it says to me. And it just reminds me of really negative things that happened in the past. But when I'm learning from those who even had a disagreement with what I, what I, my point of view, they say something about the compromise that I talked to you about back in 2002. Why not turn the water on? Put a plaque on it and it makes sense. Say, we, people used to do this, now we're doing this. Let's drink, have a drink that a fountain that everyone can drink from. Something like that. Why do we do that? Well, if we don't do that, I'm not going to, just like I don't like the way you have this thing said it. That's just my thought. I want us to try to figure out how we can get together. I don't want anyone to look at me and I don't want to look at anyone else like that man holding that automatic weapon was looking at me. You need to, no, I was going to say you need to experience that. No nobody needs to experience that. That's a person whose out of touch with reality. That was me in 2000. I'm in touch with reality now. All I say is, hey, let's do something that we can get together. I prefer it be somewhere else or plaque on it and then the water turn on. But that's up to you. Thank you. Thank you for your time. Next I have a public comment form from Miss Elizabeth Clinton and it isn't marked if you wish to speak. You do. Come on up. Good morning. My name is Elizabeth Clinton. I live at 2126 Stelestry in Denton. I have lived in Denton for the past six years and every time I see the Confederate memorial on the square. I'm reminded of Denton's racist history as well as our president. I'm reminded that when that memorial was being put up, African-American residents were being forcefully removed from Quaker Town in Denton. I do not think that removing the memorial would rid Denton of racism, but I do think that it would be a step towards eliminating racism from Denton. I have heard people talk about how the memorial is historical, but in my opinion it white washes history and removes the suffering and agency of slaves and black people throughout US history. If we really want to teach the history of the United States, I think that this teaches a very one way view of history. Monuments like this teach white supremacy and give legitimacy to racist actions like those committed by Dylan Roof. Monuments like this give people the confidence to stand out on the didn't square with automatic rifles when people speak out against racism. Across the country, symbols like this are being removed, and I think it is time for that in the follow suit. Thank you. Thank you. Good time. The next one I have from Ms. Kristen Fox. Good morning. Yeah, I'm Kristen Fox. I live in 712 West, 2 more. I also believe that the Confederate memorial statue should be removed from the courthouse lawn. One potential white supremacist terrorist like Dylan Roof, Roof see the symbol of slavery and segregation so lovingly preserved in front of the courthouse. It gives them the confidence that Denton and its citizens are on their side. It symbolizes a commitment to a two-tiered system of justice while removing it would symbolize a commitment to dismantling this two-tiered system and finally committing to working for justice for all. I wish I didn't. I wish it was obvious enough given the history of slavery that this needs to be taken down. But I always have to go back to Nazi Germany. My mom's family is German, my dad's family's Jackson. A lot of my family was killed by the Nazis. And And those memorials were crumbled. They were not left as sites of pilgrimage, as sites to instill confidence in Nazis that they could once again regain power. It was a state symbol that we do not any longer support this and that we should crumble, you know, crumble the race system. And yeah, like most of my family was in the resistance, that I had a Nazi uncle and you know, people say it's heritage, it's just working class people who fought, it died for what they believed. Well, you know, Nazis were kind of the same thing. There's really not a difference. You know, what they believed was wrong. And it doesn't belong in the courthouse lawn. It doesn't belong, you know,ouse lawn. It doesn't belong. I don't think it belongs anywhere. I do want it crumbled. But if we have to move it to a museum, if that's the compromise we need, I'm fine with that. I'm just tired of having it on-score as a site basically validating everything that it stands for, basically saying that Denton has a two-tiered justice system. It honors the past in which that two-tier justice system is rooted and it shows a lack of commitment to dismantling it and working for justice. So I really hope that those of us who want it removed can, you know, I mean, we have as many differences as anyone else. There's a lot of disagreement between where to move it, what Memorial to put in its place. But I hope that we can just come together and get it removed because it is embarrassing. Like my family's from around here, but I recently moved back to go to UNT and I remember talking to someone here like, oh yeah, I just went through this place in South Georgia, I lived in Atlanta before this, where there was a Confederate statue in front of the courthouse and it was really haunting and you know, it made the whole atmosphere creepy like, like Justice wasn't going to happen there. And you know that person said oh you're moving to Denton. Denton has a Confederate statue in front of the court house as well. And yeah it freaked me out it made me skeptical about my decision to move here like it's Denton really as committed to working toward a better future as I thought they were. And you know maybe that's not the case but maybe we're starting to know. Through time. The last one that I had is from Miss Maddie Williams. I moved here in 2004 and one of the first things I did was go to the town square. I was embarrassed to be living in a town with the Confederate statue 11 years ago in 2004 and I'm embarrassed today. As a tax paying citizen of this town and someone who has worked full time here and has paid their dues into this town. It is embarrassing not only to me, but to many of the people who live here in this town. This is not heritage. This is hate. Half of my family are southern and they would have fought in the Confederacy. But my dad told me as a kid, if you ever fly that dang flag, if you ever stay in word and you give any credence in the Confederacy. But my dad told me as a kid, if you ever fly that dang flag, if you ever say the inward and you give any credence to the Confederacy, you are grounded far, far longer than if you say the upward or any curse word like that. Like it was made very clear and I'm not the only Southern white family whose parents had that conversation. It is not something to be proud of. It is something to be ashamed of. If my parents taught me that there's no difference between flying a swastika, flying a South African flag, and flying a Confederate flag, this was reflected in my values in the school system. Even though I think my school did have problems with anti-black racism growing up. You were suspended if you had a rebel flag or any Confederate insomnia. And most of the kids coming into our town for the colleges, that's how they're raised. So when people come here and they see it, it doesn't do our town justice, it doesn't do any of the people who live here justice. It makes us look tacky. It makes us look racist. It makes us look like we haven't gone to memo that maybe this wasn't okay. And I'm very glad Elizabeth's plan spoke about Quaker Town. I honestly think we should move that Quaker, I think we should honestly move that statue and put a monument to Quaker Town. So those who don't know what Quaker Town is, I'm sure most of us know where Emily Fowler Library Overland Park in the TWU area is. Back about 100 years ago, 1880s to the 1920s, to the early 1920s, this was kind of like a mini black wall street, like the little section off in Tulsa before racist burnt it down in 1921 in Tulsa. They had their own library, they had their own doctors, they had their own businesses. It was a developed business district that was destroyed by white supremacy to protect the white women at TWA of the expanding now TWU campus. That monument was built at that same time, and it's since the message, if you are black, you are not welcomed here. Like that, like that's why it was erected. Why was else was it erected at a time when you were doing major force evictions over there? And we'll be coming in the coming weeks and the coming months and speaking to you about this. Now is the time all across the nation. Ever since the Charleston tragedy, there has been a renewed, you know, a renewed fight to take down these horrible monuments. And if I stood with my grandfather and destroyed Nazi monuments as he was a part of the ally army, if I stand with my parents who were against South African apartheid, I have to stand here and say that that statue represents nothing more than the purest evil that the United States have ever known. Since it was under ten acres, they requested a rezoned to residential five acres or more, the R5 and that is within the land use of that area, which is R4 or R5. I'm privileged to come before the Court to represent Dacara, Denton County, and emergency service, and all this members. It's an appreciation awards to the Denver County Commission at Cork and Denver County Department of Emergency Services. The CARA and ARIs is appreciative of the relationship we have with Denver County in assisting with communications and emergency services through our groups of all. The date reflected on these awards reflects our amateur radio field date. It's a national annual event of all amateur radio clubs which is hosted by the Denton County Emergency Operations Center. We're grateful for the venue provided for this event and all our regular monthly meetings. We look forward to continuing and serving in County with our combined talents and communications and voluntary services. Thank you. Thank you. These are the awards. Awesome. What happens on that field day? Field day is a national event that's underwritten by the A.W.R.L., which is the American Radio Relay League, which is an association of all inter-radio clubs in the nation. On Field Day, everybody gets together, puts together a station or multiple stations, running on mostly emergency power, and we all talk with each other. It's organized basically as an exercise to make sure we can put all our radio gear together and communicate but no one likes to word exercise. So they made a contest out of it. So we get points, the number of contests, different states, etc. And bonus points, depending on the operation. If you're operating an emergency operation center, there's bonus points. Youngsters have bonus points, foreign states, etc. Our last field day at the EOC was real successful. We did very well, worked all states, all sectors, with the exception, I think we missed Alaska, which is pretty tough to get, but we did get Hawaii, Puerto Rico, et cetera, and all the other things. So we're very proud to be associated with the EOC, Denton County, et cetera. We do a lot of work with through areas with the National Weather Service, with SkyWorn events, et cetera, to put those things into action. We called the two firms in on July 9th and interviewed the firms. We selected MHMR in Denton County for the service based on the valuation criteria in the RFP. It was unanimous recommendation. We felt that they best responded to the criteria in the RFP. It is a new program for them, however they did respond to the criteria and we felt that they conveyed the best understanding of our needs and provided a plan in place to the services that were required by the statutory probate court, including least restrictive alternative for the indigent vulnerable populations. So we are recommending them beginning October 1st. There's a plan in place to take the 60 wards that we have right now and to be prepared for the growth that we have in the coming this next year. The recommended budget includes an increase up to 330,000, which was what was requested by the court, which includes the 80 wards for this year, which is an increase of what we've had before just because of the increase in population for this type of service.
