And in the Dallas Fort Worth area, we may have around 1,000 to 1,500 practitioners of this faith. So, key question I used to ask my grandma when I was young was there are so less of us. How do we still make a difference and her point used to be, hey, be like like the fragrance of a rose or like sugar in milk, even a very small quantity can make a difference. So we like to believe that we are making a difference. And key principle of the religion is Ahinza or nonviolence, which makes us, we would say that there is, which leads to the four M's. Mahavir was the founder and the same principle of Ahinza or nonviolence has then traveled on to Mahatma Gandhi to Martin Luther King Jr. and to Nelson Mandela. So it's a it's a strand which affects US society too. So now I'll start off with a Jan prayer of nonviolence love and peace. We bow before all perfect souls. We bow before all liberated souls. We bow before the heads of all congregations. We bow before all the ascetic teachers. We bow before all the spiritual aspirants in the universe. Consideration of ordinances first reading and we'll move to development plan DP 20-4 Fc loss 5700 and 5800 matlock road and I'll call upon Mr. Richard Gertz and Assistant Director of Planning and Development Services. The applicant for Fish Creek Loss LLC is requesting approval of a development plan on approximately 12.095 acres, zoned residential multifamily 22, and addressed as 5,700 to 5,800 Matlock Road. The applicant is proposing a 260-unit multifamily apartment development comprised of three structures. The proposed density is 21 and a half dwelling units per acre. The units were arranged in size from 600 square foot studio units to 1,138 square foot two bedroom units. The site includes a number of amenities, including two and a half acres of open space. The development meets the requirements of the UDC for parking, carport spaces, and tuck under garages. In addition, the development meets or exceeds the UDC's street scape requirements on both Matlock Road and Lovingham Drive. The applicant submitted a traffic impact analysis, which has been accepted by staff. Additionally, the Public Works Director has approved the variance request for a median opening on Matlock Road that does not meet the required spacing in the design criteria manual. On April 1, 2020, the Planning and Zoning Commission recommended approval of the proposed development with three stipulations. First, provide a centralized mailbox location including a package locker system. Second, include dogway stations in the dog park. And third, include a pergola in the common open space. The applicant has incorporated all of these changes in the proposed development plan. As a reminder to Council, this side has already zoned residential multifamily 22. The question before you this evening is whether the whether to approve a development plan according to the standard set forth in the UDC in related ordinances of the city. I live in 2006. Winter Circle, St. Paul, Texas. And I represent my client FC Loss. Is the presentation up? I cannot see it. I just want to make sure that it's on the first slide. Yes. FC Loss is a proposing a class A market rate gated multi-family development of 5,700 and 5,800 madlock road. The site is currently zoned. RMS 22 and my client has requested an approval to propose development plan for the multifamily use on that site. City staff has done a wonderful job in presenting the case and guiding us through the entire process. And I'll try not to repeat as many of the statements as possible. Our proposal includes 260 units and three buildings, which are three-story. It is highly immunized development that will serve as a housing option for young professionals, families, and active adults. Cravens Park across Madlock Road is within walking distance and provides outdoor recreation and both the healthy lifestyle option. Additionally, for the parks master plan, Fish Creek, Linear Trail will continue adjacent to the site just to the north. The development also proposes an indoor study yard clubhouse, amphibious center with modern finishes, Arlington Heights and Parks, Mollen of Decinity also provides ample shopping and entertainment options. And the project will add approximately 32 million in capital economic impact and residents that will live, shop, work, and play in our slide two please. This slide shows a side location at a macro level and reference to the two major thoroughfares i20 and 360. The site sets on the west end of the existing fish creek one year trail. Slide three please. This slide shows the site approximate proximity to the procedures fixed creek trail Cravens Park in the state of the art southeast recreation center and library been built within 1.2 miles from the site. All of these are excellent and many features to the future residents of this development. Slide four please. residents of this development slide. Please. This is a breakdown of the development plan with the density and everything that was just mentioned with the parking spaces. Just the overall breakdown of the bedrooms, the square footage, number of units. Next slide, please. This is a rendering of the proposed development, looking at the leasing and the amenity building from Matlock Road as if you were driving southbound as you cross over the bridge. Next slide, please. Slide 5 shows the proposed side plan. And I'd like to point out some facts of this development. It is like we said currently zone RMS 22. There's no zoning changes being requested. No deviations from the UDC standards are being requested. As previously mentioned, the site is within walking distance of Craven's Park in fish creek linear trail. Four acres of natural preserve will be maintained to the north and that's also within the creek area. Four core yards with amenities and landscaping are gonna be provided. No tree removal, we're proposing 98 new trees and 298 new shrubs to be planted on site. Next slide please. And this is the four acres of land to the north that is going to be maintained as natural preserved. And it's about a third of the entire project area. As mentioned earlier, city has plans to extend the existing trail in this area on the west side of Matlock Road. Next slide, please. Based on the staff's guidance, several things are considered in the design of the entry ways that would help avoid any obstruction of the traffic on Matlock road or stacking of cars at the entry both for ingress as well as egress. Features such as the celebration lanes both south and northbound further spacing the gates apart to provide additional stacking distance within the site itself. Separate right turn lane for outbound traffic, two-mount lot road, additional lane at the key entry to avoid delay for residents to get in and parking space for delivery vans, all located outside of the gate. Next slide, please. Three gates are proposed to evenly distribute the traffic into and out of the site. The property is fully fence with level one screen and masonry fence along the western property boundary that a bunch of single family residents. A rot iron fence was proposed on the other three sides of the property. Next slide slide please. This slide shows that all the garages are tucked under for easy access to the corridors and are placed in such a way that they are not facing or seen from the public streets. Buildings that are designed, buildings are designed strategically so that the smaller links of the buildings along the western property line to minimize any impact of the single family residents on that side. Additionally, the buildings are set back further away than the minimum distance required by the building setbacks. Next slide, please. Parking is evenly distributed along all sides of the buildings for easy access. Deliberate location of the parking also helps avoid creating large surface parking lots and avoids exposure of the parking lots from the joining streets in small areas where it does where you can see it from the joining streets landscape edges that proposed to further shield. Next slide please. The next four slides show the proposed elevations use a variety of materials such as the cultured stone bricks, Ducco, and cementous board is proposed to break the monitoring, monitoring, sorry. Accent elements are used such as metal panels and wood splats to further enhance quality of the product. Architectural elements such as roofed poppulps are used to break longer facades. Access to the courtyard and exterior is designed for residents to use the amenities and outdoors more periodically as well as bring natural light to the corridors. Next slide. Next slide. And next slide, please. So those are the four slides that I was just mentioning, shown on the different places of the building. Next slide, please. This slide shows location in the minute area. I think this is the wrong slide, but and its relationship to the pool maintain courtyard. There's a list of amenities that are included are the fitness center and yoga studio. The luxury pool outdoor kitchen centralized package the library system, concierge service, business center wireless connection and common areas security cameras and common areas, the copy bar access, dog park, enhanced entry paving. These outside amenities will be an excellent addition to what the site already has to offer by being at such park similarly to Creven's Park Fish Creek Linear Trail in the State of the Art Recreation Center in Library. Next slide, please. This shows the characterization and the aspirations of the three courtyard Next slide please. This shows the characterization and the aspirations of the three court yards and some very good suggestions by the city staff to enhance those court yards. Next slide please. Next slide please. I'd like to highlight again, few of the points I made earlier, there's four acres of the natural preserve to remain untouched and about two acres of landscape area on the site itself. Careful selection of plants, shrubs that are native drought tolerant and attract monor butterfly will be utilized. Next slide slide please. I want to point out that we have accepted all three great suggestions by the city staff mentioned in the staff report and have captured it in our presentation. With regard to the dedicated open space, that will remain your property is not being dedicated to the city. Is that correct? Yes. Any dedication that need to be made for the extension of that trail will be made. We really would like to have that trail extended and we're going to do everything we can to help out in that way. The remaining open space to the north is really for detention and it's also flood plain and that will remain, but anything needed for that trail will be dedicated. Okay, and so I know you've got a rot iron fence there at between the development part and the natural area. So did I hear you say you're gonna put a gate there so people can access the nature, the natural area and eventually the linear trail. Yes that's correct that's how we're going to provide the residents with access to the trail. It's going to be through a lock gate to the north. Okay and then in looking at some of the rendering she you pointed them out to us and they're aspirational in by very definition. So when do they become more concrete? I guess is my question. And I will defer that question to Mr. Yogesh. He should be speaking after me. I will let him speak to that please. Okay. Okay. And then the last question I have in, in, you know, you and I, weren't able to match up with my schedule, it's mostly my fault to be able to talk with you in more detail about this plan. But I do have concerns about some of the elevation concepts. But overall, I'm in favor of what you guys are trying to do. I think you've done a great job. Although we have currently complied with all the UDC requirements, we are certainly open to making changes on the feedback we have received today to make the project look even better. We will work on the conceptual changes primarily along the matrilov and schedule a meeting to get some consensus with you prior to the final reading to make sure we are on the right track. Could you also go over the schedule of when you're planning on design and build? I'm sorry. Can you repeat the question? What is your proposed schedule to construct your project? I think tentatively right now we are looking at I think closing probably end of May on the proposed property. And then I think we'll go through commercial site plan of pool and all that process with the city staff that probably may take about three to four months for that. Once that is approved, we are all running and ready to go. So I think probably last quarter of this year, I think we are expecting a groundbreaking. Any questions for Mr. Patel? With regard to some of the renderings that we saw where it was aspirational for the yoga fitness area and aspirational for the pool area. My concern is are those just... Are there pieces in those pictures that you don't think you're going to build or can I look at those pictures and think well it may not be exactly that way. The services and amenities are still going gonna be a part of this. I'm a little concerned as they're called aspirational. Well, I mean, I think some of those images, as you say, is aspirational, but yes, it's a true intention to make it to Israel as we could on this as As you may know those are from the past projects.
