This morning we have special guests with us. Our indication is going to be given to the committee. This morning we have special guests with us. The Eastern Gentlemen Denton County Commissioner's Court for Tuesday, September 22nd is now in session. This morning we have special guests with us. Our indication is going to be given by Alma Clark, who's president of the St. James Women's Ministry Society. And our pledges will be led by Jack Taylor, Public Works Instruction Coordinator. Will you please stand? Good morning, Lord. We thank you for giving us another day. We have a symbol here as your children and we ask you to come and be with us. God demands in the direction of our commissioners and the jury to Heavenly Father that it may help didn't count it to be a rich and healthy county. Think those that will come and speak today. We thank you for the effort that each one put forth. This we ask in Jesus' name, amen. I pledge allegiance to the flag of the United States of America and to the Republic of which it stands, one nation, under God, indivisible, and simply and just as for all. Honor that it takes its flag, and it leads us to the text of one state, under God, one, and individual. Thank you so much. Well, good morning, everyone. Item one is for public input for items not listed on the agenda. If there's any member of the public that would like to address commission's court, we ask that you please complete a public comment form. They're available on the side table and also on the side table. I have a little handout if anybody would be interested in one. It covers a variety of subjects that have been discussed for the last several weeks and possibly even years in public comments. So that's available if anybody would like a copy. The first public comment form I have is from Mr. Willey Hutsmith. Mr. Hutsmith, if you'd like to come on up please. Good morning. My name is William Hudson. I'm 23 Newton. When we disagree with each other, I think that's a part of American history and what we stand for here to be able to do that as long as we are civilized in doing in respectful of others. We often disagree here on issues. I want to thank Commissioner Eats, Commissioner Mitchell and Judge Horn. You've always been respectful to me. In fact, you teach me how I'm one day going to be. Hopefully. Treat others like you would like to be treated. And that's okay. We can disagree, but you ought to at least respect. I should respect you. And I don't do that all the time, so but I think that's the way it should be. I fought for this country in Vietnam. I didn't have a choice. I was drafted for the Army. Thank God someone told me to join the Air Force. So I didn't have to be in combat. But I was on the fringes and I saw my brother in suffer. And we were always on alert and I remember those times. I fought and I came back only to this country. When I left, it was segregated. And I came back and it was integrated. But people treated me just the same horrible and I'm still experiencing that now. Suddenly, someone you don't realize you're doing it but you do. When I'm demonstrating out there in front of the monument, they come up to me and say, why don't you let that stuff go? It's old. It's past. We're different now. I've said before you a document that states what the I. Double or F cemetery has written into their bylaws that keeps me just remembering that people look at me differently, like I'm so human and it's hard to take. I want to read that paragraph that I marked for you on page 46 what they say in the documents of this cemetery in the city, the middle of our city. Adam, would you come and read that? I don't have my glasses. So I've enlisted my brother from another mother. All right, it reads, such cemeteries shall be used for the burial of white persons, and that no negro or person of African descent or other races, the nose generally recognizes white persons shall be buried and said cemetery. And in case of a violation of this restriction, the title to said cemetery property shall revert back to Denton Launch Number 82, independent order of odd fellows. Thank you. Another reminder. No, you're not good enough. Yes, you fought. Yes, you were there for me, us in Vietnam, but we don't respect you. You are Negro. And so that monument says that to me over and over and over again, you are not worthy. The what that has not been up kept up Reminds me you're not worthy I have asked my wife she won't do it because she's so special 46 years she's been putting up with me. She won't but I really want her to do that I want to be buried in that But I really want her to do that. I want to be buried in that cemetery. It will just do my heart good to be buried there. Now it's awful, but we got out of the way, like the says, blacks will not be buried there. Don't tell me racism is gone. It's not gone. It's just here here and thriving. Thank you. I have a second public comment form from Mr. John Goodman. Mr. Goodman. Good morning. I've still been demonstrating in front of the Confederate monument as well. I still see it as a current issue. Many see it as an object of reverence. It should be remembered. The Confederate soldiers should be remembered, but they shouldn't be looked at in such a positive way. Their actions were horrible. They were as cautious. Their own documents tell us that they were for white supremacy and slavery. That's something we should remember to learn from the mistake. Remember, their positive choices as people, but looking up to the Confederacy is something no one should be doing these days. I actually visited Quaker Town Park yesterday, going around asking people if they knew about the history of Quaker Town Park. Well, pretty much no one there knew about the history of Quaker Town Park. I think that's a pretty big problem. It should really have a really prominent monument or group of monuments to let people know exactly what happened there. It shouldn't really be feasible to walk into Quaker Town Park and come out and just think in some regular park. That's a horrible part of our history that everyone that visits that place needs to know. A lot of people argue that the Confederate monument is history. It is. It's a deplorable part of our history. A horrible, horrible time. It needs to be remembered, but like I said, not revered. I don't think it's fair that people can walk by the courthouse and see the Confederate monument, yet walk through Quaker Town Park and not know about the horrible history that happened there. Perhaps one of the greatest sins, and according to Adam and the United Nations, it was actually an act of ethnic cleansing. I think that we should review that as a public council item and see if that does apply. I also think the Confederate Monument issue should be put on agenda as well. Thank you Okay, members we're going to first go to agenda item 3a 3a on the agenda is a resolution honoring the St. James African Methodist Episcopal Church of Devin on its 140th anniversary. And I have a resolution to read. Whereas St. James African Methodist Episcopal Church is approaching its 140th anniversary as a congregation. And whereas this is a milestone celebration in the St. James and me churches journey from its foundation by 18 charter members in 1875 of one of the first churches established in the City of Denton. And whereas the Texas Historical Commission recognized the St. James AME Church in 1895 with a subject marker acknowledging how the fellowship within the church provided significant service and leadership to the community isn't and is an important part of the religious heritage of Denton County. That's a quote. And whereas the theme for this historic 140th anniversary is taken from Hebrews 1116, we continue to walk by faith. Now therefore, it resolved that the commissioner's Court of Denton County Texas does hereby recognize 140th anniversary of Saint James AME Church of Denton Texas and does invite friends and family to join in this celebration and continue to encourage the work of the ministry. Down in open court, this 22nd day is September upon the motion made by Thank you commissioner Mitchell seconded by Commissioner Marchand all in favor. Please say aye. So we are now up to five cases of West Nile virus that's four cases of the more serious form the neuroinvasive disease of one case of West Noth fever So that's an increase of one case since last week, so we're still on the rise Here is those something interesting. We have our first case in Denton County of chicken gunia So we now have chick V It was important, which is the really really important part.. So this patient did not contract chicken gun in Denton County. This person had recent travel to Latin America. So that's where they contracted this particular virus. And that is travel associated, which is a big deal. We're very concerned about this, if it becomes endemic in Texas, but so far that's not the case. However, you do need to know that you're up to five cases of West Nile virus and one case of chicken gun, and we hope that that slows down. That's where we are on Tuesday morning. You think we should keep this on the agenda for another week or two? I do think that September can be a big month for West Nile virus. So we might continue to monitor that.
