And whereas Kelly associated Denton County with PropertyRoom.com in order to recoup monetary gains for the Sheriff's Office from the abandoned items. And whereas Kelly has been a tireless worker and has led by example of how a unit supervisor should plan, execute and follow through with major projects separate from her daily duties. And whereas, Isabel has a career long track record of exemplary customer service, whereas Isabel's compassion and strict adherence to policy are sometimes competing priorities that she balances beautifully. And whereas, Isabel's a shining example of performance achievement and dedication to a job well done. Secondly, the, this is the only municipality elected official group that meets only on the majority of the time in the mornings. The most citizens can't get up here and at 9 o'clock on Tuesdays and many of the college students can't. Can you my attention when I ask them to come and speak? And almost all of them say I have class at 9 o'clock. What if you consider meeting at night so that the citizens who elective duties, physicians can, well, I shouldn't say citizens, because some can. The majority, to my way of thinking, can come and participate in this process. School board meets in the evenings, School board meets in the evenings, city council meets in the evening, and almost all of their boards and commissions that they have meet in the evenings. This is the only one, the most highest paid one I might add, you meet in the morning's only, just the thought. I've noticed that my plea as a veteran military service, my communication to you about how difficult that was being 21 years old and being taken away from home and fighting for the freedom that I enjoy now. I wouldn't trade that because I like the freedoms. But with this body, you said, I don't, that mattered to me that you did that. This is why it says to me, we're not going to talk to you about the agenda item that you have requested. That matter. I said, well, what about the voters, the other voters, the salaried workers, how about them? Would you put it on there for them so they can hear what we've talked about. Now, one of the excuses I've given, or that we could talk about, one of the excuses I was given, we've already covered this area. Not one of you was on the, on this elected position, when that issue was discussed before. Things have changed. So I thought to myself, you have the same freedoms I have, and you are actually putting forth your freedom. When I'm going to put that item on your agenda, you see it. And I'll and these deal with like I guess the operations the inmate needs the law library health security and inmate social needs. Right. Is it common to have such a large balance? So we've got $2.5 million in there. And it, I mean, it seems like they get one razor every week. Well, there's two questions there. I can't speak to the actual operation of program meeting whether inmate needs with clothing or raw materials, hygiene supplies, adequate or not. I don't really know about that. That is right. Things they spend money on and it is allowable by law. The large balance in the fund is common to Denton County. Okay, it's not anything unusual, the major, one of the major reasons, it's good, you know, one of the, there's limited things to spend the money on. Right, it's got to be for the benefit. And to spend frequently that now we'll say there are some larger expenditures in the pipeline for this. Okay. What are we looking at? Sheriff's Office has planned that, of course, this is 2014 audit. This takes a long time to complete this one. 2015, we've seen some bigger purchases from the Commissary Fund that meet the obligate, you know, meet the statutes, but actually are probably things that the county general fund could have paid for. And there is a big revenue change is the actual prepaid phone cards, which have changed from actually have changed from purely collect calls, the revenue from which goes to general fund, the revenue from which goes to General Fund, the revenue from prepaid phone cards which are sold by through the Commissary Operation by Attorney General Appenian must go into the Commissary Fund. So that's the big difference in the revenue. So that's what's led to the large balance, but the large balance right now in this report is nothing uncommon for the income. You must have been reading my mind because I remember back in the day that was a big controversy of who received the revenue from the founders rather than the commissioners court or the sheriff's department and I had circled on my notes was the revenue from the phones and so because these are phone cards sold through the commissary that goes into the inmate trust account as opposed to the inmate and as opposed to the general goes to the commissary fund, not the inmate trust account. That's it. Got it. Right. And there that was a big controversy. There should not be a controversy now. But yes, I believe if you follow the attorney general team and it's very clear. That's right. Probably a good idea to do that. I just remember that pretty clearly. Yeah. I remember that pretty clearly. Yeah, that was not one that for my end, it wasn't one that was, you know, was, was common sense they've reached that decision, but the decisions were clear. Right. Don't understand. All right. Well, I was just trying to figure out because I just remember when we used to do contract, we always said that we would try to make the prices in the commentary fairly like a convenience door. Because I remember back in the day, we were always upset about making a price, a pound of coffee, cost something astronomical. But it always helps when you have a good captured inmate or client base.
