Was he implying that citizens cannot be trusted to attend a public forum? I would like to state for the record that Mr. Coleman is distorting the facts, of course. As he observed, this issue has been discussed. However, he is refusing to acknowledge and agreement reached in 2002 by Commission of Additionally, why has the Ditten County Commissioners failed to maintain the Ditten County Confederate soldier memorial? Dint and County Confederate soldier Memorial. The Memorial is leaning. The light has not been replaced, and the drinking fountains have not been repaired. As a veteran, I demand that this be addressed. Furthermore, why has the Dint and County commissioners failed to preserve African American Cemetery's. Why are they refusing to acknowledge Ditton's grim history of slavery, genocide, and ethnic cleansing? These matters must be taken serious and placed on the courts agenda. And today we have an important item to talk about which is our historical park and how do we envision it as it grows and completes and expands and I'll encourage you to look at your screen. Piggy riddles are a great job of and as well as Fred from the engineering department of compiling statistics and a good visual illustration here for all of us to see if we make this decision this morning. And I'll go ahead and hand it off to Peggy. She'll start in an awful way. All right. Good morning, Judge, commissioners. I want to talk about a few of the achievements that we've completed at the Ditton County Historical Park, including the restoration of three buildings, the Bay of Seville, Historic House, the Denton County of the American Museum, or Quaker Town House, as it's referred to in the Welcome Center, which is the Sullivan, Servants' Quarters from Lewisville. We've implemented a new interpretation of these interior spaces. And if you haven't been found, you should come on CR dining table for Halloween. It's quite unique. Also, we've incorporated the Master Gardeners in our tour program. So we teach children from all grade levels about what grows in the ground. We've recruited over 75 docents to assist us with these programs for adults and children. Our volunteers decided they wanted to get together more, so they created a sort of social grid called T in history and they meet monthly and they plan thematic tours of the houses and how they can reinterpret different rooms. According to my calculations, and I'm not going to ask you to move out yet, but I think we have received over, including for next year, 500,000 from the City of Denton, for restoration and programming of the historical parts. So the City of Denton has a pretty good investment in our county park. We've received two log structures in 2013 that we're going to relocate, as well as another Quaker town household, we think is the last one that y'all have proved this year. We've implemented a new program that's gained national attention called White Lyrex, and it's a tour of all the different sites in the city of Denton that are related to the Quaker Town neighborhood. We just had a filmmaker out last week to do a documentary and hopefully it'll be shown during the film festival this year. We've also partnered with a lot of local organizations and it's growing all the time. The bridge church just did their second annual trunker treat and hundreds of kids and families it's within walking distance for many of them. The Denton County Farmers Association is at park three times a week, April through November, whenever the crops run out. And then of course we had the Denton Community Market every Saturday morning from April through November. Now they will be moving relocating to a site provided by the city of Denton for next year. So this is our current site plan. I think you, I don't know, this is, this is Carol, the Vard. And so we're situated in between Marbarian, Sycamore, and Carol Bowling is right across street. This shows the new grass that we planted which is turned out to be a great, you know, green space for the city of Denton as well as Denton County. These are the structures that we have on the property right now. Many of you have come to the redotication when we relocated the Gisebo. This is what we're going to be receiving from Corinth, from the toy Taylor family. This is about a 1910 photograph, the family at 13 children in this log cabin. This is dated from 1868. This is the log barn. It's not as in great condition, but we can salvage a lot of the logs. It was more crudely built. And it was built in the early 1900s. This is the Woods Family Quaker Town House that we received from Habitat for Humanity. Excellent example of folk Victorian. This is a four-holar outhouse. We see from Renelle Novot. And this is a, this is a, this is what's called a Groundhog and B-Hog combination Groundhog and B-Hog Kelln. I was passing around a book that it's featured in from the Houston Museum of Fine Arts exhibit they did on pottery and highlighted it in County Pottery. So the Wilson Pottery Kelln which came from Corinth area is also going to be relocated to the park. So that would be really exciting. We have a windmill and we have a barn from Flower Mound. And we have a smokehouse that is, would be reconstructed on the site. And we're looking at, we've been offered some silos from Lewisville and we're thinking about rehabilitating them into these sort of permanent stands that could be used for our farmers three times a week or for other groups that would be on the property. So I think that's a kind of neat looking way to repurpose silos. And now we come to some of our challenges at the park, including that we're in the floodplain. And so one of the things we want to talk about this morning is the new master plan to see if we can't recapture some of the concrete and asphalt paving so that we can relocate our log buildings and they would not have to be elevated four feet off the ground, which I think is very unnatural looking for a log house to be four feet off the ground. And it would afford us the ability to basically program the area. Now this side is going to show this, where I'm going to point the arrow, this is Carol Boulevard. So Carol and at the corner of Carol and Sikamore. The top is south. Other mountains, there's no other. And so this would be a log building. This would be a log building. We may put the pretty, the up-hole or somewhere in this area. This illustrates, we want to grow some row crops that would illustrate what Dupn County Farmers grew in the 19th century and early 20th century including corn, cotton, wheat. These are some other potential law buildings. We're hearing, you know, there might be some others available. Barnes, this is where the Woods House would go next to the Quaker Down House. This is a future little, like a country store, that we would have, but still leaving a lot of green space and all the gray area is parking. And so we're parking behind the Bay of Selby and African American Museum and as well as keeping the parking here. Now, I believe I'm going to turn this over to AND. Yes. Okay. Are you going to advance the slides? Okay. Okay. So I think you're the good job of outlying the acquisitions that we've been very successful in acquiring. And now we need to focus on where we're going to put these. And so we could squeeze them in to some of the open space near the gazebo and down far to the south side of the site. But we'd like to have some maintain some kind of open space between each one of the buildings for festivals and other special events. So what we're proposing today is to incorporate the southernmost corner of the property at Carol and extend the green space over there for future exhibit space and to go ahead and place the log structures over there out of the flood plain. As Peggy identified very clearly the other buildings we've had to elevate up out of the flood plain or not in the flood way, elevates them out of the floodway and it really looks unnatural and is very expensive to elevate the structures and it wouldn't be we would want to be elevating the barn and elevating the smokehouse and elevating the the the privy and other other elements the houses were elevated and so it's in keeping with what they originally worse I think that that makes sense. But this outlines what I wanted to do was outline the parking because I think it's very important to all of us as policymakers and as business leaders for the county is that whatever future use the kill course building may have whether it be maintained in the public hands for the county and what its future use could be or if it's disposed of and sold what its future use could be or if it's disposed of and sold and returned to the tax rolls and if it's used in private hands, what would that would any loss of parking today make a future impact on the viability of the care building, okay? And so starting from the top there's 24 spaces at the rear of the care Building. Removing the portables a couple years ago, removing those portables, getting this another 12 parking spaces to that side. Okay? Then you have an existing 76 in front of the Carroll. You would maintain 65 across the street. You would lose 45 to the south, which we're discussing today. We have six behind the Bayrus Cell Behouse and a welcome center. We would create a new driveway going to the south, and that's something we can do with county crews, and we'll go ahead and expand that to where there's a continuous drive and parking there. And we could do parking adjacent to that improvement which would gain us 13 and in there's 10 spots that I've visited with that queue and I know they're selling the property but they're going to maintain a lease, a long-term lease for a while and we could do share parking down there and I would anticipate that maintaining parking because that's actually in the floodway and so any future users are going to have significant development challenges there to use anything besides parking. So that's kind of a, so we have 171 plus we gain 25 minus 45 is 151. And if we incorporate any kind of additional shared spaces for special events and off hours for weekends and so forth, that would give us a net total of 161. Okay, so let's go ahead and advance to our next slide. And this is fine, principal, and your glasses. So remember the numbers 151, pressure, and potential 161 on the shared space. So if you look through here, and Fred did a great job working with this city, and all the different zoning classifications that the Carroll Building could have. If you look at our 57,000 square feet at the top there and the six story structure, you go down to identify, there's multi-family office permitted, you would need, and we bolded this is the parking spaces needed. Okay, so it would be for office general, it would be 128 spaces needed, efficiency studio units, that would be one oh two or eighty five. One better units eighty eight to be the units sixty three so those are different zoning classifications that most likely be the kill will be most likely repurposed if it was in private hands. So we we definitely meet and exceed any parking ratio requirements from the city of didn't so that's for the private sector. And then if we look at public sector, and this is down the road, this has not obviously been determined, but I think it's something to discuss, was that if we reuse the care courts building as a civil court. Okay, so if we used the county court at law number two, they have 11 employees, including their county clerk staff on site. including their county clerk staff on site. Our pro-bake court has 20 employees currently with the county clerk, including the county clerk staff. Our consul that's in the building there, if they were to maintain there, that's eight employees. So if you add up what our current, what our potential use could be, and that's obviously divided aside about the court. That could be potentially 39 spaces used for county employees with the 161, it was still 120 spaces available. So that's kind of an overview of the concept. We'll be happy to entertain any questions on my behalf. Okay, I got some questions. Andy, first of all, thank you for bringing this forward. You know, I was concerned because and we helped you, but we reclaimed a lot of the parking for that grass field. And I looked through and I didn't see where we took any court action on that. So I was concerned that the Historical Commission and their zeal to, you know, I know a lot of people on there are very enthusiastic and they want to go ahead and do stuff and they don't realize that they're an advisory board that no matter what they do, they still have to get commissioners court permission and they can't alter county property, they can't expend funds or do anything like that. It's got to run through the commission commission report. So it was concerned that we just were running ahead people in their zeal to preserve history, kind of, were running away with the spoon and doing stuff because there are people like me who have other plans for the use of that property. We're going to need new courts in Denton County. When I went through, because I had heard some complaints about the condition of our current courthouse, I went and got Dan and I'd walked through every single building at the courthouse and got him to repair everything and paint everything and there were holes in the sheet rock and there's some courts that are wide open, some courts are jam packed. And it was funny because every time I talked to somebody over there they all said we should have a bond election because it's easy just you only have a bond election and build this more space right and I said well so the discounted the council judges is going to love you attacks for that but my idea has been is that we have two ports that are county courts at law that do mainly civil stuff and other things that we need to relocate once they vacate to the new campus on 288. Over to loop 288 not sharing that with you my concern was that because that area is in the flood plain that we were going to get problems from the city of Denver regarding any additional traffic. If you look at the statistics in the amount of courts per population, it's not particularly sexy, but we have a flood of family law cases. And we're going to need additional courts for that. And right now we're completely full. Like I discussed with you earlier, I think we need to move some courts over to the Carroll Courts Building and avoid building a whole other whole another campus on our already jam pack campus on McKinney and provide some relief so thank you for addressing that concern I appreciate it. I'll tell you I've spoken briefly with the county court at law judges I don't think they want to move but it's they got it somebody's got to move somewhere but it needs to be kind of courted law because we don't want to give the sheriff's department an issue with transporting prisoners so it makes sense to have it be civil matter. We'll have mental health deputies but other stuff like that. But so I appreciate you bringing the plan and letting us know what was going on over there. Please know that we all work in conjunction with each other, the county commissioners, they don't solely work for us, but we don't work for the historical commission. We try to compromise and work our way through forward and reach compromise. And if we each kind of go our own merry way without consulting the others that you're going to wind up with a problem. The last thing I want to do is have a bunch of historical buildings moved over there without our knowledge when we have plans to use that and then there being some sort of controversy where we have to move those buildings because the Historical Commission had accepted something planning to put it there when not consulting with others who had plans for that property. So I appreciate you bringing that forward and getting it all out in the open and letting us kind of flush out what our plans are. I don't think we'll make it a decision today, but the future is the kind of the point that's good. No, I appreciate your comments and thank you. I don't think that we're deciding today who's moving to the Carol Courts building. We're talking about what a potential use could be with the building and making sure that it's that the building is viable, whether it be in public hands or private hands. I think that's really what makes it all that flexibility. Thank you very much for doing that. That's wonderful. I asked you a couple of questions. Sure. Go ahead. Yes. Yeah. On the master plan. Remember. I think it was before you pecky back here. In the master plan that you were and originally talking you had come to the commissioner's court and asked for some funding for a wall. Turn your microphone towards your piggy. So it does go, it encompasses the whole. OK. That's all I wanted to know. All of it and kept going. This is all didn't county property. That even the existing county property. It really needs to fence this. We have a lot of people who park there overnight. Leave their big trucks running all night long in the parking lot. So we're having a gated. I'm sorry. Well, gated as well. Yes, it would be gated and closed, you know. So of course, our emergency vehicles can get in there in any time in the fire department, but we are having some issues that we need to take care of that. Where will be your focal point of the entrance into this park? And where will your signage be? The main pedestrian entrance is going to be right down here where I'm pointing that arrow off of Mulberry. So you would park here, you could park behind the buildings and then walk up the sidewalk and come in. This is where we're going to work with the fire department on creating a turn around for the fire trucks to come in. Back here is where I envision school buses, they can come in, drop the kids off, and then go on. They usually don't stay. So it'll be a complete cut through. But as far as bringing the property to school, I'm sorry. Our courts aren't law enough here. Andy, you had talked about that South West corner being the where you were going to put the big windmill and where you're going to throw a signage for the property. Is that still on? So I think what we would do, I think, yeah, right. Safety and security of the artifacts is most important. And so we're going to our desire would be and we have a significant investment in here and and as I was going I want to say one thing is she was going through the slides I'm proud to say that this is not a city of didn't focused park there are structures from three out of four the commission of precincts we need to get one from You Commissioner March and you could help us if there's any if identifying a structure. So I can be the artifact. So so so I think we've done a great job of attracting a variety of structures not just Victorian home that there's a variety of structures here talking about all different kinds of avenues of life and different life paths, people have taken whether it be merchants or whether it be farmers or so forth. So the servants quarters that's there. So I think what's very important is that we put a fence around here to secure our investment and protect our investment. And so we will want to secure the perimeter with a fence and then go down the discussion we're talking today is to go down and capture the corner at Carol. Or we could put a monument sign in compliance with the city of debt and put a monument sign there and potentially a vertical element and potentially move. Once we get the fence in and see how that looks, move the install the windmill there as a vertical element working with the, that would create a awareness feature for the traveling public when they come up and visit the square they could see our historical park here. So that we're the counties branded all the way down to the corner here. So a lot of people don't realize what our asset is over here. They see a row of restored structures and they said is that a park? What is that? They don't know exactly. There's not many times not enough of a veil there. Okay. And so what we're doing today is by voting to take in a portion of this parking lot and adopting this concept plan. This is a concept plan. First we have to move these buildings in. I would ask that we have some latitude and we're out there actually placing these structures and figuring out where they actually need to be, the line of sight and so forth. When we get them actually on the field and we're looking at that, so this may change a little bit when we're getting to the field but this is basically a concept plant where the perimeter of the footprint of the park and then the general concept. If you'll notice if you come from the north into the park you'll have a welcome center there, a general store, the other building so it looks like it has a main street here. So this is more of a main street urban setting. And the other part of the park would be more of a rural farm life with the barns, with the out buildings, with the outhouse, with the log cabins and the smokehouse. So the good news is we have the structures. We don't have the general store. We have our eyes set on two of those. But we have these structures in inventory and with great partners, we want to help us restore them. We just need to kind of figure out where we need to put them. But with our satellite facilities that are going in, in the Andy Southwest, and my renovation, and in the new Frisco, and then the new Luzfil, I provided in my plan space for exhibit space. And I don't, and in the past, not you, but in the past, there's been just a little bit of pushback and I can understand pushback from sharing some of the old pictures or whatever, not from you, okay? And I know that we want to protect those, but I built in my hallway a Exhibition where we can do exactly what you've done with the glass and put on the glass outside of that to protect it from the pocket wheel on them picking it or whatever and I I really and at one time we had rotating things throughout the county. I really would love to see that again. And some of our, I don't know if you've got it planned in your space. I know they've got it planned in the space in Frisco. They've had wonderful exhibits in the Copeland Center. Yeah, and I just want to make sure we continue that. Oh, definitely. And the last week, our goal, we opened a little satellite exhibit in their town hall. And that's so we have more than enough that we want you to please. But I think it's very, very important that you tell us how if we are going to display those how to protect the right public and I just don't want them torn up and I don't want you to have an uneasy feeling of them going down to some place and they have that risk. Well, the wonderful thing is that one of the other county departments gave us this wonderful large printer. So we can do our own printing of historical photos and then keep the originals, you know, and secured storage. So we'll be doing reproductions. And then we will always always we have a lot of exhibit cases that we could move from building to building and so the artifacts would be protected so no we will take care of you if you give us a space we will fill it. Well another thing is that and this is just for general discussion. You know, like the courtroom, the courtrooms are an excellent place to display actual photographs because they are protected by a guard and then shut down when they're not in use. And I would, you know, we renovated a new courtroom at the Carrollton Government Center. It's a beautiful, beautiful courtroom, but it has very bare walls. Okay. And it would be really something to have old photographs that are lining those walls of Denton County. They'll be in a protective environment and just think about that kind of stuff because I would love for people in my part of town who come in there to share some of that. And we are getting new collections every week and so we will have a wide selection for you to choose from and you know we are trying to identify things. And, you know, we're trying to identify things that would be, you know, a pertinent to your area. But that's okay if we, you know, find some early farming photos. Because, you know, you're choosing a veterinarian area. So I think one thing that I should have mentioned earlier is, I think that when the court rebranded the department to the Office of History and Culture, I think it was very deliberate and for a good purpose. And that is that we're educating people not only on our past but on our present. And we are teaching anyone who comes into this building or over to the park and our desire be to all of our public buildings that people know about their county government. What do we do now to how are the decisions and actions that we take in the services we provide impact in their daily lives? And so if you look at the different things that we're exhibiting here and the different outreach groups that we've had of all ages to the courthouse, to the park, to other buildings, and to the now this new partnership that we're rolling out to the municipalities. We would love to partner with all of our over 40 municipalities and help preserve their history and things that are going on with them and then help communicate that to their residents, which is our residents. And so I think it's just a real partnership and I think this what we're doing with Accepting this collection intact basically from our gal and then working out future arrangements with that we will be able to Serve as a model countywide and statewide are the things that we're doing so it really it's about educating people with it What what we do is a county government not just? In the past and how do we get here but really about how how's the county clerk's office work and what does the sheriff do and what is the court. I'll be visiting yeah and I don't want you to take that when I said pushback it meaning you at all that I just in the past when I was just to the piece wanted to do some of that stuff and there was a reluctance of sharing some of those no items.
