We had a lot of wonderful guests with us this morning. So we're going to first go to item three B on the agenda. Item three B is approval of a resolution recognized in Priscilla Brooks's retirement and Kate, I still don't have the resolutions. Here it comes. Understand Priscilla's with us Priscilla. Come on up here. Thank you. Good morning. I'm glad you were here today. I'll read the resolution. This is a resolution honoring Priscilla Brooks for 20 years of service to Denton County. Denton County Commissioners Court. Denton County, Texas. They're in a regular session on the eighth day day of December 2015, considered the following resolution. Whereas, Basilis Brooks is retiring on December 31, 2015 after a 20-year career with Denk County. And whereas, Basilis began her career with Denk County Court's office on November 13, 1995, and she joined the district attorney's office in the Civil division as a paralegal on November 20th, 1996. And whereas Pesilla as a result of her diligent work ethic, professional integrity, and demonstrated ability was promoted to senior paralegal on October 1, 2000. And whereas Pesilla has worked in most areas of the civil division including the high school intern program, Office Administration, Asset, Forfeiture's Public Information Request. She is probably best known for many years as the bail bond forfeiture go to person. And whereas Priscilla has been professional, while dedicated and very conscientious as well as diligent in making sure the work of the Civil Division is something to be proud of. And, whereas for Silla's presence, kind and calm demeanor and voice-dress laugh will be missed in the District Attorney's Office. But we wish her well in her retirement and the opportunity to spend time with her husband, children, grandchildren, and her nonprofit organization with that she deserves devotes so much time to, born to be free. Now therefore be it resolved, Denton County Commissioner's Court, Denton County, Texas. Does hereby extend to Priscilla Brooks, a sincere and grateful appreciation for a dedicated service to Denton County. We congratulate Priscilla on her well-earned retirement and extend our best wishes to her for continuing success, happiness and good health in the years to come. Done in open court, the eighth, December 2015 upon the motion by myself, seconded by Commissioner Mitchell, all in favor please say aye. Aye, opposed, come on. Paul Johnson, do you want to say anything? Come on up to the microphone. Come on, come on, come on. I get back here. Say. No, no, no, no, come on. I just got to say, I've known Priscilla almost the entire time because she's the work of the DA's office. And she is an absolute joy. And I know at times she'll come see me, we'll have great talks. She does have infectious laugh. We will miss you immensely. And I was also going to say this. Hardee's going to be retiring as well. He did make it today because he's still celebrating the Cowboys victory last time. Wow. We're so very dedicated. We're all going to miss her. Thank you. Thank you. Appreciate it. All right. Well, we'll do a hard news resolution a bit later. Priscilla, if you'll wait just a few minutes, we'll have a nice signed copy framed for you, and Cheryl will get it for you. Go ahead and hit. Priscilla, I just want to thank you for you. I just want to thank you and I hope you will be coming around to church especially. Thank you. Yes. All right. I'm sorry. I was really nice to get to know you when we worked together at the DA's office. You really did a great job and hopefully you'll have a lot of fun in your retirement and not work with your family. I'm really, but I was really nice to get to know you when we work together at the DA's office. You really did a great job and hopefully you'll have a lot of fun in your retirement and not work too much. Yes, ma'am. All right. Now we're going to go to item 3C on the agenda, which is a presentation and interpretation of Texas AgriLife Extension Department 2015. You'll report and volunteer hours checked to the the County Judge and Commission. Good morning. Good morning, Judge Warren and Commissioners. Thank you for having us here today. We're going to try something different this year and I'm going to be doing all the highlights for the entire office but if you have any questions I'm going to get them up here to answer them. But to start off the phoenix you'd like to present you all with a gift. These are points set as that are donated by a local grower, Cooper Creek Grower. Beautiful. The locally grown. Great. Thank you so much. They're wonderful. Thank you very much. As they are doing that, I would like to point out the slideshow of action shots from our past year that we'll be showing. And also you have a copy of our making a difference report that I put out earlier. So, um, starting with water culture. The science with attitude team received 44 requests for educational programs this year. They came from eight school districts, Denton, Crom, Lewisville, Aubrey, Kilton Farmers Branch, Keller, Liberty Christian, and Immaculate Conception. The number of students reached was 3,800. Most popular topics were honey bees, Friday the fish, and the stream trailer. Other popular topics were water conservation and growing vegetables. This year the master naturalist trained 26 new volunteers making the total number of master naturalists 163. And they had a total amount of context this year of 2,600. The Master Gardeners trained 38 new volunteers, making the total number of Master Gardeners 230. And they made a total number of contexts of 4,300. On to 4H. This past year was an exciting time for our Ditton County 4H organization. We had nine active 4H clubs, an active parent leader association, as well as a youth led county council. All resulting in an overall membership increase of 56%. And so here are some of our highlights. This past year we implemented a successful in school robotics program in both Lake Dallas and Lewisville ISD. And the program encompassed four schools and over 80 students. We are proud to say that our didn't county 4-Hagers received over $25,000 in scholarship money this year. And with our increase in membership, our overall participation in our county contest grew as high as 158% since last year. This year, our forage program sent 21 youth members to compete at the state Texas Roundup, where 10 members won their respective division, and several others went on to compete at a national level. Our 4-Hers attended and assisted in numerous community service events throughout the year, including our recent one day 4-H, where we had the opportunity to plan a baroque tree on the courthouse lawn. And at our Goldstar banquet, 42 youth members received recognition for their accomplishments as well as adult leaders and our community partners. It was a true celebration. Your support of the Ditten County forage and youth development program helps us grow confident young people who are better prepared for life today and for their career tomorrow. For agriculture this year, excessive rainfall in the spring and drought during the summer were just two conditions that created challenges for Ditten County producers. To address the production questions, some of the notable programs started this year were the Ditten County AgriPort, which is a monthly newsletter providing timely agriculture production and livestock best management practices. The individual plant herbicide application on Honey Locus is a multiyear multi-location study to determine the best course of action to remove trees that can completely take over pastures. And the pasture fertilization and weed control meeting was in response to the excessive rainfall experience the spring informing producers on best management practices. The beef cattle economic outlook and winter nutrition meaning address the current drop in the beef cattle markets combined with the forecast of a colder and wetter than normal winter and how it would effect producers bottom line. And finally the wheat verification program is designed as an on-farm demonstration of all the research-based recommendations required to grow wheat profitably in Ditten County. In addition, site visits, phone calls, and newspaper articles had been used effectively to address the needs of the Ditten County agriculture producers. In our family and consumer science program, the Better Living for Texans program reached over 140 homes throughout Ditten County with classes on nutrition. These were conducted in Ditton, Louisville, the colony, Littlem, Sanger, and Crum. Compared to last year, the BLT program had a 235% increase in graduates in which each participant showed improvement in their diets by the end of each series and they rated the BLT program as good or excellent. The future plans will be the focus on the newly developed curriculum, a fresh start to a healthier you, and on increasing the number of graduates to at least 250 individuals. And Ditton Regional Medical Center participated in an employee wellness program this year using walk across Texas, in which teams of eight strive to walk the 830 miles across Texas, virtually, not really. And there were 55 teams, 430 individuals that participated at DITN Regional, with a total of over 87,000 miles walked. Additionally, if all these residents who completed this program kept up their physical activity regimen that they established, it could save over $3 million in healthcare cost and didn't counting. So do you have any questions? I'm assuming the BLT program is not bacon lettuce tomato. No, it's better living for Texans. But it's food. Sorry. Yes. But it sounds like you've had a busy year and I'm delighted to see such an increase in participation. That's awesome. Yes. Thank you. So we thank you very much for your support of our programs at AgriLife Extension and now I want to introduce Tommy Calvert who is one of our volunteers and the president of our Leadership Advisory Board for a presentation. Great. Thank you. Morning, Timmy. Good morning, Judge and commissioners. It's always an honor and a privilege for me to get to be with you all this morning and I would like to say what an outstanding breakfast that those four-h would put together this morning was really good for us. And I'll tell those those youngsters all the time I would not be here this morning had I not been in full right here in Ditton County when I was nine years old. So that's what's helped bring me to this point in my life and I appreciate the opportunity to get to be with you. It's my honor to get to present this check to you this morning for all these hours that these volunteers have put in. This check as you will see in a moment when I present it to the judge, is for $836,724.68. That equivalence to $36,269 hours for all volunteers in the AgriLive. So the value of that time is calculated at $23.7 per hour. And that has only been up to November, so we still have another month that we could add into that. This time I would like to have all the volunteers to 4-H agriculture committees and family and consumer signs to stand up please so you can be recognized. And all these individuals, as you can tell by my figures, give a lot of hours to these young people in two Denton County. And it's hugely important and today it's probably more important than it was when I was nine years old because we have a lot more people in our county. And they need to be touched by AgriLife Extension today. So at this time, Jed's, I'd not a fucking fan. I'm not a fan. I'm not a fan. I'm not a fan. I'm not a fan. I'm not a fan. I'm not a fan. I'm not a fan. I'm not a fan. I'm not a fan. I'm not a fan. I'm not a fan. I'm not a fan. Thank you. Applause. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Appreciate all the hard work of the 4-H kids and I certainly appreciate all the volunteers that influence them, help them, pride them, poke them, encourage them very necessary as you know and such a wonderful positive influence on these young people and spread all that good knowledge all over the county and we appreciate all your hard work. Thank you very much. Anybody else? All right, thank you so much. Thank you very much. You all have a great day and Merry Christmas and thank you so much for the points that is. Thank you. Thank you. Applause. Thank you. Thank you, everybody. Great group of kids. Okay. Members, we're going to go back to item one, which is for a public input for items not listed on the agenda. If there's any member of the public that would like to address Mr. Court, we ask that you please complete public comment form available on the side table. Once again, a need to remind everyone to please turn off your cell phones and pages. We have one public comment form from Mr. Willie Hutsmith, Mr. Hutsmith. Good morning and thank you for waiting. Okay, they closed the door. The other commission is Willie Hetzroth, I live at 623 Newton, Denton. I noticed that in the 4 H's they're not German-African-American Hispanics or Indian-natural, American Indians here. Only one race looks right. Now I say that, and my granddaughter was in 4-H, she loved it, but they're not German of us in there at all. I wonder why. I have here what you recite after winning the election in your oath of office, what you say, what you pledge to. The pledge means I will. I will do these things. And if I don't, then you don't say this part, it's up for the consequences of not doing them. But here's what the play says, I, whoever the person is, do solemn swear or affirm to execute the duties of the office of, and then you say, what office it is, state of Texas and will to the best of my ability preserve, protect and defend the Constitution and laws of the United States of this state. So help me God. I don't know why he put that in there because I don't see anybody doing much for God here. It's amazing to me that all five of you can agree on this one thing. We're not going to do what a citizen, a veteran, and someone who comes up here who shows an interest in county government, we're not going to do what he's asking. All five of you agree on that. And here's what you agree to. To not do it. We're not going to put anything on that agenda or, at this point, what he asked to be put on the agenda, and I refer back to this year's pledge, I will do what I'm supposed to do in this office to put it in what I think it's saying. Now you're going to put the issue on the agenda. You do change the agenda. I'm're gonna put the issue on the agenda. You do change the agenda. I'm still looking at how you can do that, how can you put a number one on the agenda and move it to number three? I don't mind. It's just that I have things to do. I wish you would just tell me, when I can let you speak until this time then I'll come at that time. But you put one on and then you skip that position. The other thing you will do. You won't hold meetings at night and that's for the citizens. You notice in the courtroom, no, I'm not pretty. I'm pretty nervous. They're being honored for something. Show up with a lot of other people too who work. They can't get here. Times up. I can't get here. Turn. Times up. All right. Members, I know two is a consent agenda. Are there items on the consent agenda? You need to have some discussion under. Do we have a motion? I move for approval. Motion by Commissioner Eads. Second. Second by Commissioner Coleman. Two G is approval of budget amendment quest 100270 to adjust accounts in the 2015 principal and interest free funding bonds. In 2015, tax notes for debt service fund in the amount of $4,77,094. We have one more resolution for Hardy Burr, keep couldn't be here today. This commission, how much did you leave? This is number three, A on the agenda. I'm sorry, Hardy couldn't be here. It's a hit. So, now, Hardy's been a long time attorney for End Denton County and he worked for the county for nine years, so I'm proud to read this resolution. This is for a Hardy Burke for nine years of service to Denton County. The Denton County Commissioners Court during a regular session on the eighth day of December 2015 considered the following resolution. Whereas Hardy Burke is retiring on December 31st, 2015 after a nine year career with Denton County, and whereas after a long successful career was a private turning and dinner, Hardy joined the DA's office on January 2nd, 2007, where he served as counsel to the sheriff. I might add, he took my place. Whereas Hardy as a result of his unquestioned dedication, professional integrity and demonstrated ability was promoted to Civil Attorney 1 on September 17, 2010. And whereas no matter what the task, where it is setting up tables for the office luncheon or needing or assisting when needed in court, Hardy was the first to volunteer his services. And whereas Hardy's devotion to assisting his co-workers was greatly appreciated and respected by his fellow colleagues. And whereas Hardy's presence in the Denton County Court's building will be greatly missed in the landscape of Denton County law, law profession will be forever changed upon Hardy's retirement. And whereas we wish Hardy well in his retirement and the opportunity to spend more time with his wife, children and grandchildren. Now therefore, let it be resolved that the Denton County Commissioner's Court does hereby extend a hard year sincere and grateful appreciation for his service to Denton County. We congratulate him on his well earned retirement and extend our best wishes to him for continued success, happiness and good health in years to come. And I will sell them. Thank you. And I'll say of the motion. And in favor, please say aye. Aye. I oppose a name. Motionless carry unanimously. Hardy, if you're listening, they're watching. Happy retirement. I'm going to see the sun later today. I am. Okay. I need to make one clarification. I sort of caught this, the young man that better invocation this morning, yes, he's Jean Campbell's grandson, but the young lady, Samantha Moody, is also a granddaughter. So the two are cousins, and I'm sorry, I didn't point that out sooner. Glad to have both of them with us. David Terry. David Terry. And I'd counted up the votes. And I think it would be safe to give Mr. Gallagher half. He's received those from Frisco and Frisco I have Steve. So that would guarantee us a representative on the board. And then we could help that other fellow who's also a current. I would make that. Okay, so make 312 to Robert Gowagher, 311 to David Terry because you have a total of 623. Second. Sounds good. All right. So we have a motion by Commissioner Cohen, seconded by Commissioner Marchant. That's technically correct. It would meet the state requirements. Okay. Still meet the state requirements. Okay. All right. Are there any other questions or comments? I just, you know, I think we need to keep with the current rules, but I read through the documents and I think it's appropriate. So, I'll second the motion. Andy, did you move through approval?
