March 8th is now in session. This morning, an invocation will be given by Matt Richardson, Director of our Health Department. And our pledges will be led by Michelle, Friend, Charitat, Successor. Will you please stand? Morning. We bow with me. Our Father, we come to you this morning, thankful for the changing of seasons, and we're thankful for this rain, Father. But as your children and as people, Father, we thank you for this blessing. And then we ask your protection for severe weather, for flooding, for those in harm's way, Father, we ask your hand of protection on them. Father, we thank you for this time of year when we consider your son and his life. And Father, we just asked that we look at that example and that that example molds us and shapes us in community service and service to our families, our friends, our neighbors and to others. Father, maybe we think of ourselves second and others first and Father, maybe we think of the example of Jesus and His sacrifice for us as we live our lives and we thank you for him, his life, and his death this morning. It's through the holy name of Jesus we pray, amen. Amen. Amen. for which it stands, one nation under God, indivisible, with liberty and justice for all. Honor the test of flag. I pledge allegiance to thee. Test is one state under God, one indivisible. Thank you. We're going to first go to item. Okay, we're going to first go to item 14A on the agenda. We have Michelle French with us this morning. Our tax assessor and she needs to get back for conference calls. So we're going to take up 14A first. 14A is approval of a service agreement for the installation of NVN's customer information system between Denton County Texas and RNS Communications and Corporated. This is doing business as Motor Vehicle Network is recommended by the Denton County Tax Discessor Collector. Other questions on this item, Michele, do you want to give a brief explanation what we're talking about here? I'll be happy to, and I also got Tom Reese here with us. He has been kind of our project manager on this as well. We're very excited about the possibility of having this company work with us. This is a motor vehicle network. We are going to be the first county in Texas that they will be working with. So I always love the fact that we get to lead the way here in Ditton County. The ability to work with this company comes as a result of HB 1542 that was passed in the last legislative session and it allows there to be advertising and county facilities with regards to this particular company. What they do is rather than assessing a cost to the county to pay for their services, they actually engage in advertisement. Now those advertisements are things that we will be able to, certainly, bet before we ever put them onto the system. Probably there are going to be some national companies that they will advertise with locals like restaurants or different places. We would not want to advertise people or groups that we actually work with like Tuddle Services or more service users, something like that because we don't ever want to have a complex interest with that. What this company does is they will integrate with our existing NemoQ system and they will also work with the site that NemoQ will be added to. They'll put a flat screen TVs. They will actually have information that they'll push entertainment information, entertainment information, drive the attention of our customers directly to that television so that not only will it help them know where they are in queue but give them something to look at during that time. Okay, yes sir. So it's going to work with coordination with the current current human system using the same kid on the net screen. It will. What they will do is they'll actually put in their own flat screens and so that they have continuity across all of our sites. The flat screen that we have right now will come back to us. We can utilize for other purposes. I don't think you make a right right exactly And I want to tell you commissioners if This new queueing system that is currently Is is Carolton the first place we have? The first place. Let me tell you last week We had probably at any given time about a hundred people waiting to go through the Treasurer's office to get either their tags or pay their taxes. We had them all the way from the new part all the way up, the new breezeway into our other existing building because they had the surety that they didn't lose their place in line because of the new queuing system. And it's well, I would tell you, it is well worth money spent on that queuing system. Thank you very much. We are very, very excited about having the queuing system. We're excited to put it into the rest of our buildings as well. And one of the things that we think will help with this particular company is what we're noticing is that right now people will go in, they'll check in at the kiosk, they'll go sit down, they'll go outside, maybe, but a lot of times they'll go sit down and they'll start looking at their phone. And although we have an audible call out of the numbers, sometimes it's kind of loud in there. And so what we're finding is that some people are not seeing that their number has come up, so to speak. And we think that by having that entertainment and something for them to view at the television, that's going to divert their attention to that. And for everyone, all of us know, whenever you go someplace and you've got something to watch it just makes that time that you're waiting a little bit easier and we have seen some demonstrations of the content and it's top notch it's very professional very informational fun all different types of things are integrated into this. When you talk with them, could you maybe inject a little bit of public relations on behalf of the Ditton County that maybe they can integrate within there? I know they have to do it and they're doing it based upon the amount of ad space as they can sell but maybe some public service announcements that may be thrown throughout their advertising about Denton County. We are going to talk to them about that. The way that the bill is written, it's pretty specific and what information can be put out there. But we are definitely going to talk to them about how we can be able to pull in some of that, that PSA information. Absolutely. Okay. Thank you. I wanted to know who's going to be screening the ads? At this time it will be the tax office. Okay. Could it? It says the commissioners court. So a commissioners court can do it or you can allow us to do it. What says client will designated client and special for the contractor to communicate with through whom to coordinate all the facts of the service and that relates back to 11 C that talks about how the client shall review the ads within five days if they don't respond to the ahead and post them. Right. We will be. It's going to be extreme. Right. We will we will actually be looking at everything that they proposed to us and we will be betting that to determine what is okay and what is not okay. So do you want us to designate you as the person to screen? I guess that would be wonderful. I think you would not want to be busy doing that. If that's a lot, I would love to, we'd love to be able to have that function. I thought we should designate a specific person today. It's good I can. Sure. You should be shooting the shelf. Yeah, that's cool. Let me. I am fine with that because after all, I'm responsible. So I'm perfectly fine with that. And I make a motion to approve this would continue upon designating the shelf French Can I have a second and at there okay? You want to add to them that there's I would like to that there's Educate that the contract does allow this have Education opportunities to convey the county message I mean I think so Right, we'll have to work with them as to how to integrate that because as I said the bill is very specific. So we we do intend absolutely on talking about how we can bring that information in. But that be my motion. I have a motion in this second. Is it clear? Okay. For the questions or comments? Hearing none, all in favor, please say aye. Aye. Aye. Opposed, Cinean? Motion is carried. Great. Thank you very much. The presentation shows it would be great. Thank you. Okay. Members, item one is for public input. For items not listed on the agenda, if there's any member of the public that would like to address the commissioners court, we ask that you please complete a public comment farm went to also remind everyone to please turn off your cell phones, pages, any electronic devices. I have three public comment farms and the first one I received was from Mr. Willie Hubsmith, Mr. Hubsmith. Good morning. I'm sorry. I'm sorry. The commission's My name is Willie Hertzberg. I live at 623 Newton. Judge, I don't have my clock with me. Would you monitor it for me? Give me, let me know when I got one minute to go. All right. Thank you. The issues that I wanted to discuss today are the agenda. Items being placed on there that I've asked to be put on there and for the last eight months I believe you refuse to do that. The fact that you move things around this morning is a very good example of that. You have these comments as one but you move down to three but it's one is one and three is three I think and I don't think. But we had to talk judge and I will check to see if that's what the the state of Texas allows and if it does and I'll be finished with that one. Eaming meetings, I still think the meetings you're the only municipality here that meets when he's only I'd ask that you would move those meetings to evening. There are 18 people here today. Same time, cemetery. I'm going to come back to that one to use them in one minute. Jag Rollins worked here for years. Half-American was slave, freed. No recognition at all about Mr. Rollins in this building anywhere for what he did. And he did it right as far as history is concerned. Going to black history, talking about black history, I'd like to see some on the square, somewhere that black history outside, just like that monument is erected high, something to show that African Americans have done and gone through in this community. Quaker Town is one very good example of that. And I like the accurate history talked about Quaker Town. More history. Why did they move? How are they compensated? Don't you steal old and money for the way that they were moved? None of that discussion has been taken place. And lastly, I want to go back to James Cemetery. Adam is going to court. Cody is going to talk about the petition that's going on just for some of the comments that I had about that I've had on the square. No one else cares about what you're doing, but you, it's what I've heard from some of you and some people out there. So I thought, well, let me just see. One minute. Well, thanks. Let me just see. So I started a petition in three days, two hours a day. Cody will tell you how many we've gotten signed and affirmative. I thought about more history on the square and St. James cemetery. Also, if they're concerned about this issue at all. And let me tell you about St. James to me. Imagine just being born and nobody knows about it. And then you're buried and no one tears where you're buried. That's St. James cemetery to me. That's exactly what I'm going through right now, and I wish you would address that. Second public comment form that I have is from Mr. Virdman. Good morning. Hello everyone. I also wanted to comment on the time of the Commissioner's Court. It was by chance that I could get here. I had to take off work to be able to speak in this form. I feel like the majority of Denton County, the working class, that they would be in a similar position if they felt there was an issue they had to take up. They would have to call, take off work. And I think that County Commission's court could do something like City Council and we're not scheduled to 6 p.m. or so. In regards to the, into adding black history to the Denton Square. Willie Husbeth and myself, for the past, I guess, three days over the past two weeks have started a petition. A lot of people seem to think that we're the only ones who care. We have just a little over 120 petition signatures so far. So that's some proof that there are people who also believe that the black history of the Denton Square of the Museum Courthouse on the Square should be represented outside and a very public manner similar to the Confederate monument. The... Probably the biggest tragedy that ever happened in Denton was the... the ethnic cleansing of Quaker Town, where residents were forced to move out of their homes to Southeastern. If you go and visit Southeastern today, you can still see the effects alive of that, mostly poor, mostly black community. We are only paying homage to what happened at Quaker Town through naming a park after Quaker Town. The historical marker is actually quite a challenge to find. You need to wrap up your time, is that? Anyone that tries to go and find it can't, we should pay homage to Quaker Town by having a monument at the Denton County Courthouse Museum on the Square. Thank you. The third final and final public comment form I have this morning is from Sylvia Guzman. Good morning Sylvia. I just my name is Sylvia Guzman with Dintin Lulac and thank you for allowing me to speak. I just wanted to invite everyone to participate in a fundraiser for a Denton Lulac. Today this evening starting at 5 o'clock at Chipotle. They're trying to raise money to go to national convention and the Lulac National Convention. And so I have five six flyers here, but you can also go to Dentinlulac.com and you can just show this to them on your smartphone, which you can open up on your smartphone, dentinlulac.com. I'm also inviting everyone to come to our scholarship banquet, which is scheduled for April the 9th. And I have, it's $49 per person. I have tickets here. If anyone is interested, you can just, you can also buy a table and we, if you're still interested in also donating a scholarship donation for $500 or more, you can name the scholarship the meaning thing you like. So after your grandparents or your grandchildren or whatever, so I have the tickets here and invitations and we'd love to have you or participate in the fundraiser this evening. Thank you so much. Thank you, Senator. Okay. Members, item two is a consent agenda or the items on the consent agenda you need to have some discussion on. Do we have a motion for approval? All right. Thank you. All in favor, please say aye. Aye. Opposed, aye. Motion carries. Did you have a question? Yeah, I have a question about 14 E. How can we lease entering to a lease agreement with the city of the colony on property day or young? Okay. Microphone. What happened was under the terms of our lease in order for somebody else to use the property that we're leasing. We have to shut. We would end up having the sub lease to them. And I think under, and the whole reason this has been reposted is I have the wrong address. It says 63 of three main street and needs to say 63 of one. So we'll repost this for next week. But the way that we've tried to amend the lease is to give the, make the colony, or give the colony permission to lease this 0.73 acres to this group that wants to raise this garden to help feed homeless people. And so that's the way it's going to work so that really it'll be the colony's responsibility to work with the gardeners rather than ours. And we've also worked it out where parking will be at the 63. I mean, at the main street address in back. So it won't interfere with the activities of the government center on a day-to-day basis for, you know, county purposes. So I think it's a win-win thing. They're calling me approached us on it, and they've done most of the heavy lifting. And so I think it'll be a worthy project. I just needed that answer. So because we're leasing it, we have the ability to sublace it to somebody else. Right. But the way that we've done it is we've switched it up where we've given back the colony, the ride, if you will, to lease that portion to the gardeners, just until the end of February of next year. Thank you. Okay. That'll be reposted for next week. 14-F is approval of the agreement for construction of the Dent County Government Center Frisco between Dent County, Texas and Crossland Construction Company and corporate it in the amount of $842,892. The funding to come from 2013 permanent improvement bonds, this is Auditor Item 787-2503030. This school year 2013 tax notes, Auditor of 795-209020. And this school year 2016 capital replacement fund Auditor Item 807-2509010. Is recommended by Debt and County Director of Purchasing Beth Fleming and Debt and County Construction Manager Duane Snyder. I move for a preview. Motion by Commissioner Coleman. Second. Second by Commissioner Marching. Go right ahead. So Beth is any of the funds that were Are you the funds that were left over from our Donna any of the funds that are left over from the Carrollton project Which was a bond issue and it's particular to that particular project being used to fund the construction of this this particular building Are you referring to the original bond election? Yeah there's original bond election that took place in 2008 that bonds of about seven points something million dollars that went to the the Carrollton government center. We chose not to utilize those funds in totality just to renovate and then I don't know if there was an action by this court too. There absolutely was action. Yeah and I didn't I don't see any of that here. Which one of those line items is used to fund that? On the page 314 of the packet is the project budget. It shows the three different funding sources being used for this project. The first one being the permanent improvement bonds that you're referencing. So $5,800 are from that original bond election. I think there was a little over 2.7 million or so transferred to finish and complete the government's centering. Tell these other three or just additional. For those two numbers combined were what were originally approved back in 2008. Okay, thank you. Anyway, I'd like to let y'all know that I think the week after spring break will be having a grand opening and a groundbreaking, not a grand opening but a groundbreaking. We wish grand opening. Yeah, and I'm sure y'all will get invitations to go thank you it's great okay any further questions or comments yes after spring break after the dent in spring break yes all right we have a motion in the second any further questions or comments? Hearing none, all in favor, please say aye. Aye. Opposed, aye. Motion is carried. This is in commission, Commissioner precinct one. I move for approval. Second. Motion by Commissioner Coleman, seconded by Commissioner Marchant. Hearing the questions, all in favor, please say aye.
