Today we are going to be doing all the questions in the entertainment industry. We are going to be doing all the questions in the entertainment industry. We are going to be doing all the questions in the entertainment industry. We are going to be doing all the questions in the entertainment industry. We are going to be doing all the questions in the entertainment industry. We are going to be doing all the questions in the entertainment industry. We are going to be doing all the questions in the entertainment industry. We are going to be doing all the questions in the entertainment industry. I'm sorry. I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God, indivisible, the liberty and justice for all. Honor the Texas flag. I pledge allegiance to ask the one in the room. Good morning, everyone. Item one is for public input for items not listed on the agenda. There's any member of the public that would like to address commissioners court. We ask that you please complete a public comment form available on the side table. Once we're in mind, everyone, please turn off your cell phones and pages. The first public comment form today is going to be me. As you recall, I believe it was last week, Mr. Hudsworth requested a couple different dates and made to show a video in Commissioner's courtroom and we certainly agreed to that and we waived the building use fee but we did not waive the security guard fee and made suggestions on how that could be rectified. But later in the week, Mr. Husk with Paul David the court and said to cancel his request. And what he wanted to do was show a 50 minute film, three minutes at a time before every commissioner's court meeting. Well, there wasn't time to post this on the agenda. So I denied Mr. Hutspitz request and I'm going to read to you the letter that was given to him this morning. So dear Mr. Hutspitz, this letter in response to your request to show, I'm sorry, in response to your request, to know why your copy of the documentary from the 1963-16th Street Baptist Church bombing in Birmingham, Alabama will not be shown during the public comment portion of the Food Minister's Court agenda. County Commissioner's Court, so the governing body of the county, and quote, shall exercise such powers and jurisdiction over all county business in quote, as allowed by the Texas State Constitution or statutes. The video you have proposed showing does not reflect activities that occurred within Denton County does not meet the criteria pertaining to the operation of Denton County government. As such it would not be appropriate to show this documentary during the commission's court regular meeting. We have attempted to accommodate your request to show the video to the public by providing alternative times during business hours either after commissioner's court on Tuesdays or any day of the week when the court room was available. However you indicated that that was not acceptable. If you change your mind please let the aide to the commissioner's court know and she will schedule the courtroom during regular business hours so there would be no fee for usage and no fee for security required. I just wanted everybody to know that there was a time to post this on the agenda for the entire body to make that decision that I made the decision. I wanted everybody to know that I had and why I did so. So with that, does the next public comment on is Mr. Hedsmith? Mr. Hedsmith, good morning. Judge and commission's madam is Willie Hedsmith. I live at 623 Newton. I have a new of Mr. Kromen. I'll give you your three minutes Mr. Hutzpeth. I will more than give you your three minutes. Go ahead. All right. And I'll try not to go over. Morning, Federalist 5 or 4 today. I called you to Federalist 5 because you rule the same. And your thoughts seem to be the same. When it comes to certain class of citizens, those who are not, they don't have clout my definition is have money, position or influence. So the five of you vote in animus in every instance when someone like that appears. Well, least me. You vote against the following in those cases. those cases. In regard of I noticed my service to the country being a veteran and law-biting and follow the rules. You voting it's whatever I put before not ever, ever. These things. Putting items on the agenda, I've asked you to do that. Moving items around, one is one, I keep saying. No evening meetings. The number of people in the present today are eight. Putting Zach Rollins on the somewhere recognized with that man dead for this county. The St. John Cemetery, African-Americans of Barrett there, who were former slaves, and hit me with that. Black history on the square, there's none out there, nothing about what our contributions are, what we've gone through. Quaker Town is one that I really would like, something done instead of a little bit of plaque, there's a city's gonna park, and you can't find it. And then the last thing that's happened, you won't let me show the documentary. Now your words and what I just heard were it doesn't have to do with county business. So I'm going to sit right there many times when I have to go to work but I'm going to sit there and listen at what is discussed in this court. To see if everything you discuss is county business. So that's a moving for me. But you have power I know that you have tremendous power that that position. You can tell citizens what can and cannot be put on this agenda and you can tell citizens that you can't show a video and no one is here to help you or to get that changed. There's no policy that allows that to be changed. You can do that. That's power. I like that. I'm going to try to get some of that power in 2018 and see if I can experience the same thing. Members, we're going to go to item 3B on the agenda 3B is approval for claiming April 22, 2015 is the fourth annual day of recognition of national service and have asked Commissioner Marchand to read the proclamation. This is a proclamation whereas entire communities can inspire, equipment, mobilize people to take action that changes their community and county and whereas volunteers can connect with local community service opportunities through hundreds of service organizations such as AmeriCorps, Vista, Senior Corps programs such as RSVP Retired as Senior Volunteer Program and FGP, grant parent program, and various other community groups. And whereas individuals and communities are at the center of social change, as people discover their power to make a difference, and that giving of oneself to another empowers the giver and the recipient of such service. And whereas volunteers are vital to our future as a caring and productive county. Now therefore the Denton County Commission's Court does hereby proclaim a 22nd of 2016 as a day of recognition for National Service and recognition of a nationwide bipartisan effort to highlight the impact of National Service in tackling local problems and the artists are fellow citizens to volunteer in their communities. I've done an open court this day of 18, 19th day of April upon my motion. Thank you. We have motion by Commissioner Marchin. Seconded by Commissioner Mitchell. All in favor, please say aye. Aye. Aye. Opposed, aye. Motion does carry unanimously. All right. We're going to go next to item 3a on the agenda. 3a is recognition of the Distinguished Budget Preparation Award to the Denver County Budget Office for the current budget from the Government Finance Officers association for the 24th year in a row. That's amazing Donna you and your staff are to be congratulated. We have a nice little plaque here and if I can win this is heavy. Government Finance Officers Association this thinginguished Budget Presentation Award, presented to Depp and County. And they're starting to give us years put on here because we've gotten so many. I think we'll get an expensive of our award, because of Donna. This certificate of recognition for the budget preparation to Depp and County Budget Office, the certificate of the state of the state of the state of the state of the state of the state of the state of the state of the state of the state of the state of the state of the state of the state of the state of the state of the state of the state of the state of the state of the state of the state of the state of the state of the state of the state of the state of award. The Distinguished Budget Presentation Award, which is the highest award in governmental budgeting is presented to those government units whose budgets are judged to adhere to program standards. Congratulations on to you and your state. Thank you, Judge and commissioners. As you know, we prepare two budget documents for the county. One is our adopted budget, which is the line item details of what everybody can spend their money on. This particular document that we receive the award for is a little different in that it's designed to provide the public, our bond writing agencies, et cetera, with specific information about our individual departments, what they do, and statistical data as well as expense history. So that document is a very cumbersome document to prepare and takes us about 90 days to prepare. That's what we do in the months after budget is adopted. So it's a great honor to work for Denton County. This is something that we strived for many years ago. There was only the first year that we applied that we didn't receive it and they gave us a lot of good information and we continued to hopefully make that document better each year. I brought my staff with me today. Usually they're back at the office working on budgets because we've had our first round of budgets submitted to us so far this last week. So they're all busy working with the departments, but I think it's very important to recognize each of them as well because without their help and efforts, this wouldn't be possible. So if I could introduce them and if you'll stand up, Donna Henrichsend here, you all work with her on budget amendment. She keeps the office running and keeps us all straight. Well, Donna, she fits Gerald. She's been with us several years. She works on basically the payroll budgeting side of our office as well as a liaison for many of our departments. Does an awesome job and we appreciate her. And you all know my right hand. I couldn't do anything without her. It's John and Maxis. She's the assistant budget officer. She has many responsibilities, including handling most of the grants for the county. She handles the larger departments, such as the Sheriff's Department, juvenile probation, and public health. And that's more than enough that she can handle. So again, she's been with me forever and I appreciate everything that she does to. And this is Shirley Joseph. She's our newest member of the office. She's our budget systems analyst. She's responsible for helping us prepare all of our documents and getting that information ready, updating our website and just being there to help us in what other special projects we have. And we're glad to have her on our team as well. Thank you. If I could, in a minute, just get a picture with my group. It's hardly ever. Do we get to do that? Absolutely. I'd like to do that. If let's take a brief I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the next room. I'm going to go to the next room.
