And focus on our families and our churches, our schools, and lift our prayers for our leaders, military, and first responders. There's power and corporate prayer, and I hope that you will be able to join us. We have five homes that are master gardeners that are on the tour. This year they are in the south part of the county and we have two public gardens. One of them is the flower mound and the other one is global spears. Last year we were in the north part of the county so we tried to keep them together so it makes it just a lot more easy for the the public to get it around so probably next year we'll be back here in the north so I would like to give each of you two tickets to come to the garden tour on Saturday, rain or shine, but we're hoping for sunshine. This morning I want to talk about being a hypocrite of which God showed me I am. I think we all are in some way or form, but the way he did me was pretty significant. I've talked about you as the commissioners, not doing what I would like for you to do. And that's not the part of the hypocrisy. It is the way I view that you treat me when I come to talk about these things. I talked about last week of, we should be like sisters and brothers, and that really is the way I should view you. I think you basically do me that way, but I don't do you that way. So I talked to some of you on the phone because I wanted to get your take on things and I want to thank Commissioner Coleman for him and what he said to me was I'm judging you and that I'm judging you and I don't know you and then you proceeded to tell me about you and how you viewed me. I appreciate that. Thank you. Mr. Commissioner Merchant said you when we you talked to us about how we look at the flag and how we show that we honor it and but you win a Vietnam and you didn't go through what I went through so you're not being honest and for it right in what you do. They may communicate to me how I look when I don't stand erect and put my handle on my heart and recite the pledge. And really at home I could see how what he saw and what how I should quit pointing the finger his letters and look at myself. So thank you for that. Commissioner Eads, you said that I don't communicate the things that the commissioners court has done and you've done a lot and you proceeded to tell me what you've done and that I should be more respectful of that and at least mention that you're doing some things because you are trying to do some things. So I thank you for that. Now, that won't stop me from saying what I need to say. I'm just going to be nicer about saying it, but I'm still going to say it. So I just think that you ought to put things on the agenda as you're doing this morning all the time. If number one is number one, it should be one. Everyone's in convenience. If I'm going to be five, put me a five, and I'll plan for five. So that's why I say that one. Moving things on the agenda is just an inconvenience for everyone, especially those like myself will plan to do things. And you do too, I should't say just me, just everyone does. Zach Wattings is very important to me. He worked in this courthouse, he's not on it anywhere. I think he should be on it. St. John Cemetery is another thing. I think that that place should be taken care of and I hope that it will someday. I would like some black history to be on the square. If we can do that, that would be great. Quicker town in the light. And I thought, I just have a real concern that you didn't let me use the courthouse for our county function free, with no expense. It was a county function, it was a county election. We are a nonprofit organization. Why wouldn't you allow us to use it without having to pay when it benefits you so much? That's my thought. Last year, or according to record, 780,000 new motorcycles were assigned tags and registrations in the state of Texas. Along with rest of the motorcycles that's here, there's quite a few of us. Haven't an awareness, organization, or anything that participates in letting the public know that we are out there. And the thing about it is, the people at Ride Motorcycles, chances are one of us is either behind that desk or perhaps a level one that is. So this is self-participation with us. Where are we on this? Well, we have some representatives from Northwest ISD and I know that the sheriff's is here as well. And I'd like to get some more details regarding the cancellation of this contract if we could have someone speak to that. Well, if the sheriff didn't want to do it, we can't make him do it. Perhaps we can get a constable who would be willing to take another deputy and fulfill that position. Go ahead, me. Mary Miller, council for the sheriff. This contract was approved back in October of last year for a period of one year for four positions. There are currently three positions that are staffed. One person left to go to Little Unpolice Department. Back in June of last year, June 10th of 2015, Sheriff Travis along with, I believe it was Chief George and Rainy Clemens Met with the people at Northwest ISD and told them at that point they met with Dr. Rue, Mr. Gint and Mr. Conklin and I apologize if I pronounced that incorrectly. To let them know that they were going to exercise the 30-day option in the contract to terminate the contract at that time. After they discussed it, Sheriff Travis agreed to continue, but put them on notice that he intended to terminate the contract. So they have had approximately a year to come up with substitute to replace the Denton County sheriffs. Part of the part of the problem is that some of the schools are not within Denton County. I know there was a letter that was sent from Northwest ISD. I would like to address a couple of the issues that were put in there. There is only one other SRO contract that the Sheriff's Office currently has and that is for Carpool Middle School which is in an unincorporated part of Denton County. They have absolutely no other option other than to use the Sheriff's Office which is why the sheriff is continuing with Harpool. No other independent school district is using the Denton County Sheriff's Office. Denton County Sheriff's Office is not providing SROs for any other schools unlike what Northwest ISD letter implies. The sheriff had decided that since many of the schools that are within the Northwest ISD, are in Tarant County and Wise County, and some of the positions which they are actually staffing are there. It is not in the best interest of Denton County to be having personnel outside of Denton County. Northwest ISD has other options. Every one of their schools is within an incorporated district. They have the opportunity. They can use Justin, which is where Northwest ISD is. Justin also speaking, having spoken with budget, this has been a problematic contract from the beginning. Also speaking with Captain Doug Lee, since Northwest ISD has supposedly talked with and contracted with Justin to provide an extra, it is actually cheaper for Northwest ISD to contract with Justin than it is with the Denton County Sheriff's Office. The sheriff's office believes going forward that it is in the county's best interest in Northwest ISD's best interest because it will be more cost effective for them to use Justin Police Department or other incorporated police departments within the cities that the schools are. The reason and the contract was negotiated, the 30 days is there within the contract, 30 days notice, 30 days when the summer school ends is June 3rd. But we didn't want to end it on June 3rd because we looked and saw that graduation, I believe is June 7th. And so we put it forward to be June 8th. Also my understanding is summer school, they wanted it to continue through summer school, but my understanding from the information I received is summer school is actually going to be in a school that's in Tarant County not in Denton County. We believe that terminating it at this point gives them plenty of time. Otherwise if you just let the contract run out which is September 30th of 2016. The school year would have already started and it would be more problematic to try to basically transfer the personnel at this time. This gives them plenty of time to be able to get some new personnel in there to begin prior to the actual beginning of the school year. Including? I have a few questions. In members, we also have representatives from the school district here as well, to apply. From a budgetary standpoint and from a contractual standpoint. It's my understanding that anytime that we enter into any kind of contract that it's outside of the normal duty. Did you multiply that? Yeah, outside the normal duty of that particular elected official, whether it be through a constable's office or the sheriff's office case and point if we have extra coverage that the SRO is doing patrol for a unincorporated subdivision long three 80 or whatever that the 100% of the cost of that patrol car as well as that deputy is basically paid out by the person contracting. If we canceled this, if the sheriff cancels this contract, is it conceivable that we would run into some type of problem since the Northwest School District has financed and funded 100% of the employment as well as the vehicle. That's first question. Second question, those officers that are assigned to Northwest School District, are they to be absorbed into the Sheriff's Department? Are they to be terminated because their funding goes away as well because North West will no longer pain for that funding? Those are two main questions that I have. Part of that, and I believe it's in the memo, currently there are open positions within the Sheriff's Department. Two of the three remaining positions have already put in for their transfer to go. We can't, obviously, the Sheriff's Office cannot hold those positions open until September 30th of 2015. That is another consideration that was taken in to account for the timing of this because they then can be absorbed. The third person I believe also I believe there is is. Captain Lee, I believe all three at this time We can't guarantee that there will be those positions to absorb them in September. Whereas we do have those positions at this time to be able to absorb them back into patrol. As far as the budgetary goes, I believe Donna can speak to that. The auditor's office bills them on a monthly basis, so once the contract ends, they won't be billed for any period after that. What about the vehicle? Is there a vehicle? They own two vehicles that are assigned to two of the officers. And then they lease vehicles from the county for the other two. I've reduced rate compared to our other agreements, by the way. Those were purchased by Northwest Icedon. Okay. We keep the retain those vehicles. Okay. The heartpool contract that's wholly within the county. Correct. In Northwest, unincorporated, correct. Northwest is unique in that it covers three counties. Hey, Mary. I've been going on for years. While all of a sudden did it come up. To me, it doesn't make sense. Particularly these contracts are fairly onerous. You know, we used to subsidize them. Previous administrations that they had to be 100% reimbursed. And as a result, a lot of people didn't want to participate. But we've been doing this one for how long? It's been around since I was in your position. I don't know why, sir, and typically we don't want to do it anymore. It seems like there's something that we don't know. Is there anything else that you would like to add? It just seems it begs a question that there's additional information that's not being stated. And I'd like to know so we can make a fully formed decision. Oh, it's been there that well. I don't know, sir. It's been around for a long time. My understanding and obviously have only been in this position since the end of September. So I am going forward with the information that I have at this point. My understanding is that when they met last year, big part of it is liability, et cetera, for operating... What kind of liability? Outside of the county. What kind of liability? The county, when we work in another county. Me. I'm here. Let me know. What kind of liability are we exposed to? Why was it not liable before he and it is now? Well, part of it is the sheriff does not wish to have personnel outside of Denton County. He believes that the personnel can best be used within Denton County. This is what I have been told at this point. Also having spoken with the budget office, this has been one of the most under its contracts they've paid less than the others when they talk about it being equal. It has not been equal in the past. And I believe circumstances have changed because the schools weren't necessarily in incorporated portions in the past, incorporated cities in the past, so they didn't necessarily have other options, but they do now. And the Denton County Sheriff's Office wishes at this point to only go forward with the school Harpool, which is in the unincorporated because they have absolutely no other option at this point. There are other options and the options are cheaper. For Northwest ISD to use personnel other than the Dallas County Sheriff's Office. Let me ask one question and then I'd like to get an opportunity to Northwest to speak to. Is there a problem with a Denton County Sheriff working outside of his jurisdiction? Well having authority say in Tarrant County or Wise County if they're put in the school and those two counties but he's a Denton County officer. the Dittland County officer. There are some issues that can arise and there have been some issues that have arisen, not necessarily liability so much as certain cases in Tarrant County not wanting to file or accept certain cases when it was Ditt and County Sheriff's SRO that were wanting to file the cases. or accept certain cases when it was Denton County Sheriff's SRO that were wanting to file the cases. That has happened in the past also. And so if their tenant county, if they're officer who are working within Terrent County, they're at least in our experience more likely to go ahead and accept them because we have had issues in the past where they have refused. I have a few more questions. When you say there's no other option, when they hired us they could have hired a county sheriff's department, right? So that's not correct. There were other options. We always have a problem with them taking those coals outside Den County and working in other jurisdiction. Let me say I did. I tell you what, Commissioner Mitchell, that is an excellent point. The big problem with deputies working on private jobs outside in a different county is really our workers' complicability. Right. Because if they get hurt while pursuing somebody in another county on a private job, they can say they're immediately active and they fall within the paradigm of receiving workers' confidence. But this is a different situation because they're working for a governmental entity. And I understand that but my problem is didn't county resources being used in Tarrant County. I think the way you could address that is like I think Commissioner Mershant made a good point or he said if we have four additional deputies that aren't working at the school that means we have a four additional people working in the unincorporated area. So, and long as they're working in, then, County, I don't have a problem. Well, it's a rising tide. They would work as an SRO in the another part of the County and when they're not working there, they keep the trolling and then. And I just think they're working in in County. I don't have a proper rising tide raises all ships Andy or commissioner Ead and I represent the unincorporated areas in any additional long fortune as well I don't have If you learn any more questions, I'd like to give the representative of the size D that are here an opportunity to address us good morning. Important to know I guess this evening. This morning. Let me go back first. We did meet with the sheriff a year ago and we had a nice meeting and he did express concern about working outside of Terrent County and very kindly allow a decided to continue the contract for this past school year even though some deputies were working outside of Denton County we were very appreciative of that and then one of the things we did is worked on solutions to be able to limit our need for Denton County deputies to schools within Denton County. So we worked on a plan to reduce down to really just one Denton County Sheriff's Deputies that would be Denton Place at Northwest High School, supported by a deputy or not deputy police officer from City city adjusted. And so we have that going, we have that in place. From the standpoint of choosing Denton County Sheriff's Office, the quality of officers, and this is not, I've got to be careful because I don't want to say anything negative towards any other agency, but we have benefited greatly through the quality of officers, the quality of training, the program that they have really is something that you can be proud of, the deputies work. They have been very effective with the SRO program, we've had them for over 20 years at Northwest High School and did work through, you know, having them at some schools outside of the county, outside of Denton County because we really didn't have solutions in some of those areas. Denton County does not do any contracts for school resource officers, so they were not an option. And then you start getting into different areas where certain entities do not want to go down that road. And it's been a great relationship. One of the things we talked about was, do we want to discontinue our relationship with Denton County SROs because of changes within the district, changes within the county and everything. And we came to the conclusion that it's very important for us as a school district to maintain the relationship with Denton County Sheriff's Office for SROs because the SROs that we have are very well trained and they have very good knowledge, very good access to other services for our students that they have needs come up. So from our standpoint, the added cost because yes, there are other choices that are less expensive, but the added cost is worth it in terms of the quality of the deputies and what they can bring to the table to help us. We did make the adjustment or we are making the adjustment to limit the officers to just within Denton County we felt that was important. And if you have questions I'll try to answer them for you and really just are seeking the one officer at the high school that's in Denton County. Yes that's correct sir For the continuation of this existing contract our pool and the one deputy I guess yeah the one I pulled the eyes are fools in that's what didn't I see right right? Yes, so at the end of this contract what I plan was was to move down to just one deputy and that would be at Northwest High School You have three now? We have three now. There were four, one had left, and so that one wasn't replaced knowing that we were looking at making adjustments. And have you had that particular discussion with the sheriff about after this contract is over of reducing his staff down to one SRO and that conversation. Mr. Conclin has had contact with the officer Lee. Officer Lee talked with him that we were headed that direction, that's where we were going. And the last conversation was who was going to work on the contract and I think Mike had, Mr. Conclin had talked to a officer Lee that since the getting county really does drive the contract because of the structure That they were going to work on the contract and then get it to us for the change Hey, this existing contract goes through June Uh end of September is the in the September So it's the Denton County budget here. I see. And we don't, I mean, we don't really have a problem with if we need to, after the end of school, the sheriff's office needs to reduce the number of SROs to be able to get them placed because we don't want to prevent people from having jobs and careers. We just would love very much to be able to maintain the relationship with Denton County and have one SRO who's still with Denton County to be in our schools to and in our schools in Denton County to help support our students and community. But what I need clarity on is is when you said that you were weighing upon the sheriff's department for the amended contract that would represent 1SRO at Northwest High School. They were going to work on the contract for next year that would reduce it down to 1. That's for next year. That's not a sheriff's office. What we thought was going to happen at that last conversation, yes. Is that not there in 10? and that's not your share so because what we thought was going to happen at that last conversation yes That not their intent My understanding was the intent was what was with the communication we got last was a true completely eliminate SROsian or West ISD I Think we Here practice you want to? Is it your intent to... The intent is to cancel the contract completely. We will not go into all of this. Any effort that the hammer theory is of 2016. So the question is whether this is trying to end it now. Any with Northwest or any with periods period even didn't I see? Well, perfectly. Yes. OK, that's what I say. Right. Is it any other than I get sure any with Northwest? Correct. Sheriff Travis, would you be willing to go with one deputy for the high school? Why is that? Why is that? I want you to come to microphone. I can't hear you. So the question was you're not willing to go to do the one high school? No. Why is that? We just feel it's best for our interest to be out of the high school. And what interest would that be? That's the best interest that I say that we need to be out of the high school. So the immediate question that's before us is whether or not to continue the existing contract through September. And then next year is a different bulging. I mean, we don't have a contract for that. What's before us is the existing contract. But in essence, since it is the Sheriff's Department that is basically fulfilling the duties of the contract he could add anytime Regardless if the contracts in place or not Remove those officers and not fulfill that contract Well, you give your word that you'll do it 30 day notice and you've already given that 30 day notice and so are and So after the end of 30 days And so are and so after the end of 30 days. But you understand what I'm saying that. I really want the sheriff sign off on it. I hope we're contracted for service. I'll fill their obligations under the contract that the commissioners court has made. We've we've we've contracted for services. And so what I would like to do is take no action on this today. I think the one thing that's not being discussed today is the safety of the children and the teachers and the guests. And I want to make sure before this court terminates any kind of contract that Northwest ISD is completely has their aphasis or as far as a clear reasonable people and I think that we need to have some detailed discussions, I understand the shift position, and but I want to make sure that the students, and the guests, and the teachers, and faculty are adequately prepared. And so this is, I was not aware of any discussions back from last June, I don't think any members of the court were, so there's somewhat news to me. And so I want to make sure that today or before next week, we have some detailed discussions to make sure that we're not leaving the district in any kind of jeopardy. And I know that's the desire. I would think of the sheriff's office being a public safety and the staff administrators that we not and us as a court to not leave them. That's a very good point. To me, I've always supported more additional patrol, particularly in the schools in the incorporated area. And, you know, I'd like further justification other than just I think so. We can table it, but I think we're going to come to probably the same conclusion, but a cancellation of the contract and with the assurance from the Sheriff's Department as they've stated today through Mary and this sheriff will not even to share but through Mary that he is not going to leave you high and dry through your graduation and the protection of those. And so, you know, we can, again, we can table it for further discussion, but we may come to this very same conclusion. The good point, Ron, so I guess. Well, can I say he's like, I'm saying that. I just wanted to make sure that before we approve something like this we realize what might happen when we have a new sheriff. Who will I know about that. And if both of them were within their right to do that, they would do that. I mean it could cause a bad blood to do that, you know what I mean because we want to make sure that it is accounting.
