On the agenda 3A is approval of resolution recognizing the dedication and service of Girl Scouts from troop 4,07 who earned the bronze award for the efforts in raising awareness of the Gibson Grant log cabin in Prairie Homestead in and flower man. It's really been a community effort. I'm so proud of the core and the town for their vision to save it and even our youngest residents are involved as evidence today. So this is a resolution. This is our final budget workshop and we don't have a whole lot left to do. So it is good. We still have money. Okay. Last week the court asked for some additional information so we provided all that information for you in your packets. There's a revision included on the County Treasures Office where you asked for the position to be looked at at a grade 17. So that scenario is located on page A174 of your packet. We also worked up the scenario with the Tax Assessor Collector's Office for that chief deputy position and that impact is located on page A172 of your packet. Chief deputy in the tax office. Yes. But the court asked us to work up those scenarios. So that's included in your pack to go to an 18. That's I mean, that was the direction. Yes, for the court day. Yes, for the last. Just to look at what that would be. And then also item number four was the district clerk Chief Deputy to go to an 18 as well. That's on page A171 of your packet. Also the Chief Administrators for the commissioners are located on page A167 through A170. The first one being the original appeal of the treasure, which would be the position would go from a 16 to an 18. The cost is $11,280. That there was some perhaps some inequity between the clerks for the tax assessor collector, the county clerk and the district clerk that they should be clerk, that they should be classified in the same manner as the assistant directors for the department heads. And the way I was kind of looking at it is that, you look at the amount of people that are supervised in the comparable area, I didn't either wanna do anybody and let Gustavo do it. Well, I'm, you know, we've made this motion for this one, the brain up to 17. So they're all of them and we address that at that time. I hate peace mill in this and that's what we're doing is peace mill. I want to make sure that each employee looked at it and it's made hold on it. And that's why the store will need to look at that. So we can. Take action on, you know, because we've got some positions that 17 that they've got three or four supervisors under them. Got it. I'm, I think, as a court, we're asking you to look at the To do I guess some salary surveys and look at the equity and Regarding the number of employees supervised and compare that with I guess the department head assistance We would we would be able to close that to get for next yet. We would work and we would get salary surveys and All the information you have a question We get salary surveys and all the information you have requesting. The equity issue, we go back to the number of years working for the counties of. Now I understand there's a lot that. Yeah, but even when you do that, there's inequities. I think chiefs of the abandports work for the county 24 years. He's the lowest paid County Commissioner's Court. But you have to remember he left and came back. He did not leave and come back. He changed jobs. It took a different job. Let me, yeah. Took a different job. But I mean, I would say he has a tremendous amount of experience and tremendous amount of experience and a budgeting. There's a lot of inequities. That's really unique. You're trying to treat everybody fairly and use objective metrics and assigning. But that's really not our job. That's what we want the HR department to do. That's why we have to look at all of them and stop peace-mailing this. Just to make sure I understand the commission's court asking me to do a survey not only for the chief of the elected officials but also the assistant directors compare see the salary survey results and we will have a kind of workshop to discuss what the findings are. Like that of information will help us. The Rick and any additional information that we come up with doing after that. Okay, perfect. Okay. So if we could just get a direction through emotion that'd be great. I think Danny I think for some reason I'd move to have it signed with the facilities. Facilities is going to be engaging in the cleanup and we're going to a system bringing down the big trees that that's that I was going to say I mean we can assign it to Danny to kind of oversee it and organize and stuff but he's certainly going to need help from. We already had, we talked to, they had our employees out there with, in the precinct. They picked out which you know some of the junk trees that needed to go and some of the good trees that needed to stay in were going to be, I think facilities needed help with the tree removal, but we're not really as handy can attest to we're not Garden groomers like Facilities big I think it's appropriate to be under facilities and he manages those those lawn maintenance contracts anyway and With assistance of commissioner Coleman and his team and Peggy and those folks and I think it would be team members. Yes. Our office will also clarify on that second line Commissioner Coleman mentioned to me this morning that the his office, his department will be helping with the tree removal and that facilities will be working on the cleanup. That's correct. So I'm going to make sure that's more clear on this changes shape. When we get that finished. Okay. All right. Okay. We do have under the miscellaneous item. This is something you haven't seen yet. It's the result of a meeting that Gustavo had yesterday with Judge Nick Farling and it's with regard to degree pay. So if you want to refer to your changes sheet, there's no backup data at this point, but it's on page 6 of 10 at the bottom. You'll see there's an incentive pay of vouchers pay for one position and to increase from an associates to a bastard or the other. So the budget impact of that is $1448 and he can address that if you have any questions. We're removing the batching requirement. Requirements. Yes, we are. Fain preferred rather than required. Motion carries. If you want, the next item is the financial trend analysis that James has prepared. The information is on page R34 of your packet. He'll be addressing that today and then the financial forecast will be placed on the regular agenda at a later date. And then after he's finished that with that, we'll have a total to give you of what's remaining to be allocated. You can just see your wherever. I'm sorry. I got sidetracked here. That's perfectly all right. Well, it's it's a judgment commissioner. You've seen this report for many years now. And just the this group, this analysis is to look at our historical numbers over each time over the last decade and see how certain trends or ratios are changing. These can be early and be early warning signs that your financial situation is changing and also can be as mostly in our case it's in counties case it's it's a reinforcement that the financial operation and the path that the county is owned is the right path financially it shows that the overall we're not shifting one lot way largely or another. There are 10 of these ratios, they're both a numerical and graph format, there is information about each of them. Again, you've seen these. I think I will just hit a couple of highlights and then if you have questions that's fine, if you can discuss this much you won't. I think the very first one is very important. I think governments get a lot of criticism about spending too much money. You'll notice over the last 10 years our revenue per capita, the amount of money we're bringing in for services we provide in for taxes, has not, if you factor in inflation too, it's really not increased a lot per person. We certainly have a whole lot more people here, we have to deliver a lot more services, but if you factor in inflation, that's a very modest increase. And I think about a doubt, we're also doing more housing more prisoners. We have more courts. We have built and maintained more roads. Our health department has a larger, has a larger role in the county than it did a decade ago. So I think that's very encouraging to us that it shows that we're, you know, what the county's doing is certainly justified by the need for services. The second one, local revenues, the general revenues, that's a very stable, stable graft, over shockingly stable over the last 10 years. We don't get, we only get about 10% of our money from non-local sources, isn't quite frankly. The non-local sources aren't that dependable. In my opinion, anyway, it's not a bad, not a bad chart to see, but it is remarkably stable. I'm just picking a couple other ones. The fifth one in is our reserve fund balance. You see it actually has increased a lot, both percentage and dollar amount, and of course the budgets increased a lot. Probably in 2005 it was actually low and lower than we really wanted it to be. It's lower than policy had. We're in excess of our policy but we're not in excess at all. The goal on fund balance we want to have enough money to meet operating and emergency needs. We want to have enough money to meet operating and emergency needs. We want to have a safety cushion. We don't have to say anything. And it's 15 to 18 to 17 percent. That's a good cushion that gives us money to operate on the fall who we're not bringing that much money in. But also we don't have, even though it's a lot of money we have in reserve, it is not so much that we've unnecessarily taken money out of the local economy. I will assure you if you look at some of our neighbors you'll see a shocking amount of money in their reserves. Actually more I saw way more than they could possibly need. And that money is not really in my opinion I think the counties level is much more. It's over taxation. Absolutely. Well again it's just taking money out of the And that money is not really in my opinion. I think the county's level is much more... It's over taxation. Absolutely. Well, again, it's just taking money out of the economy that sets in the bank. It's not really, it doesn't really earn the local government that much money. It could be put to better use. So I think, again, at 17%, that's the number. It's very supportable. It's very prudent. Certainly, the people that look at our financial statements like to see that much. The charts about debt certainly showed the highest new trends, the highest increase in debt for capital, debt service to total revenues. Those are high again high. service to total revenues. Those are again high. You go back to one undeniable fact. We had a county proposed and had and voters accepted a bond election in 2008 that was nearly was half a billion dollars. At the time we only had about 250,000000 outstanding. So these are the charts about that, probably about pages six and seven maybe. And those show a great big trend, but you would have to expect that. When we did, voters did not approve. They would have to be a dollars in that, expecting that we do half of it we didn't you know Voters did not approve the half of the $1 and that Expecting that we would never issue it and that's a big impact on our budget It's still not at a danger sign. It is getting you know. It's getting high those levels are getting high some are So One of the last ones is the it's always nice that this year is extremely interesting to see because in other counties are suffering. This is the chart number nine. The ratio of top 10 taxpayers' valuation to total property. You'll see in our indent count, dent in county, our top largest taxpayers in the county have never exceeded 5% of a total taxable value. It's actually dropped to 3%. Our tax base is very diverse. No one taxpayer like Somerville County with the nuclear plant or countless counties with major with energy companies. No one taxpayer can have a lot of effect on us coming or going. I'm sure you know what's happening out in our county. The mineral heavy counties in West Texas and Southeast Texas. Valuations dropped by over 50% in one year. And they're just horror stories. I'm hearing from my fellow county office, trying to set a budget with an effective rate that's three times what their current rate is. So this is, and this year, this is a great chart for us. It doesn't look like a whole lot when you think of it, but you go very far west and people are graphing with a tax base that's two centered on one or two tax payers energy, but again, very close to here. Counties that have just one or two major employers on the Varyville County had it the same way. They lost their one biggest employer and biggest taxpayer and just really, really through the budget for the... We're very, and we're very, and we're very, we're very immune to that. Right now with that kind of thing. So again, that's a thing that's important to people analyze our finances. Again, total, the laborer last one, tax revenues, the total revenues, that percentage of the precinct. I did put down the bottom. Again, most of that percentage, again, we want to see diverse revenues. Our tax as a percent has gone up about 6 percent in the last decade. Again, that's directly attributable to increasing that service because of 2008 bond election. It's not a surprise at all. I mean, you should have had to expect it almost. So it's not a trend that is hard to defend or explain to people who analyze our finances. So I'll keep my presentation as that if you have any questions, so we'll try to address them. So I kind of need direction from you on how you want that to be shown as what specific line item. on the economic development or need or part of the department. The department is a department in. I don't want to create a whole new department. I think it's a department I want. It is a department on its own the way the court took action on that previously. I think that's fine I just to see if it's I know they help I know they're all It's a good question, and I know that all the homeless eight that eight Vagies these are deal with the homeless have been scrambling to figure out how they're gonna best provide services and I think we let them figure who maybe take it the leader on which part of the county and we circle back at a future date. Well, I think DIN is providing money to the most of the ones that have appeared in DIN, the City of DIN. I believe they, they have done $200,000. $200,000, yes. I don't want to misquote the mayor, but I thought they were trying to exploit it up. I think Louisville had done a significant amount, but they didn't know what they were fixing to and he has to ask for a third or more or less. I think we're going to do that. But I think the money can be earmarked. We don't have to allocate it now, but it can be earmarked for help in some of these agencies, especially the homeless, because we do have a Denver County Homeless Committee, guys, that you all appointed me to three United Way. Yeah, but Denver County is a Portland in that, as well as the city of County When I was not you know what it's it's supportive Ben County a lot of people who are the homeless from the unincorporate area He uses the services within this mean us of how? So I think it's something we can take a look at Well, I know the mayor of them is gonna be pushing us to I know you had and I had kind of but it had regarding that $30,000 but it basically taking notes to see if we had anything left over. I wanted to first make sure we had our priorities before we did anything right. That's fine with me if we could just and I have a problem here marking that list.
