Judge Horne and commissioners, my name is Susan Vaughan. I live at 1330 Phoenix Court, Denton, Texas. On January 24th, 2016, exactly one year ago today, I fell on the Denton County Courthouse sidewalk and damaged my front teeth. I have approached the Commissioner's Court with a request for replacement of the sidewalks around the Denton County Courthouse based on a 1958 agreement with the City of Denton. I am still waiting to hear from the commissioner's court regarding the budget for and date to begin construction of the new sidewalk around the Denton County Courthouse. Thank you. The second public comment farm I have is from Jean Burke and Jackie Fuller. Good morning. Third, Cormorant County Commissioners. My name is Jean Bergen. I'm here today with Jacket Fuller representing the Orbital Historical Society, considering the key cemetery. In the past 18 months, a lot of progress has been made on the Dispergarten Symmetary, Brian, Benson, a Boy scout working on his Eagle Scout badge with the help of his crew and another crew that put in hundreds of hours cleaning this area and putting up a sign for the cemetery. Application was made more than a year ago in this past December that Texas Historical Commission has certified key cemetery of Denton County in this past December that Texas Historical Commission has certified key cemetery of Denton County as a historical Texas cemetery. So we've made the first leap. The cemetery is in the middle of pasture land with no fencing at all around it. And for 40 plus years, cattle have run free. 40 plus years cattle have run free. We want to do what we can to protect what's left of it and to prevent any more destruction. So we are asking to be put on the agenda for for in the future hopefully in February to come back again and ask you for much needed help. And just a few facts, we gave you a map showing approximately the location and connection with with Aubrey and and Crogerville. You have the letter from the state. It's approximately three acres is a rectangular shape, 556 feet by 247 feet. The last burial there was a teacher from the key community. Melinda Josephine Wilcocks in 1937. The cemetery was dated to the key community schoolhouse up in 1895. The first burials took place about 1860. Thank you. Thank you. The next public comment from a Havis from Mr. Kurt Hyde. The next public comment from I have a Mr. Kurt Hyde. Thank you, Judge Harn and all commissioners. My request is that I came here requesting information. I've since been told you're not allowed to respond because this is not an agenda item. But I have been trying in vain for over a week now to try to get some status as to what is happening or regarding that inquiry into the problems that occurred in the November elections. Because we do want to really make sure this does not happen again. I've also asked the commissioners court to establish a date at which time it must begin. And in order that we do not find ourselves abandoning this thing, simply because we will not have the time to address the issues, because of the municipal elections that will be occurring, I guess, in April, if not in April, somewhere in that time frame. So I'm also going to be asking, I would like to assure you, my goals in this have nothing to do with any kind of, I'm not trying to generate publicity and I know you people are political people and that's the last thing in the world you want. That's not what I'm trying to do. I'm trying to look at this. I do have some expertise. Also, other people have now stepped forward saying they want to help too, but I do have some expertise in this and the goal is to see too it something like this does not happen again. But I would appreciate if you would establish a date when we get started. No matter what, we've got to start that date and not have any of these artificial obstacles that are keeping us from starting this. At least I think that's what it is thus far, but I'm not able to even get a phone call return. So please, I appreciate very much if we establish a date and get this thing going and I really want to help out We really want to fix the problems not not make trouble. So thank you The last public comment form I have is for mr. Willoughudsput While he's coming up to the microphone. Let me just state that I have conversations with really this morning and shared with him my desire to do recognition of Zach Rollins at the courthouse here. I'll make a very long story short. The folks down in the museum were able to come up with a picture of Zach Rollins, but it's so old and it's from such a distance that we can't get a really a good, clear idea of what it would fight. So I enlisted the help of Mr. Hudsworth to see if we can come up with some family members that are still in the area that might have some pictures it can help us in that regard. I know the folks in the museum downstairs have put out a request on their Facebook page and trying to enlist help to find some descendants of Zach Rollins to so we can get a clearer picture. But the ultimate goal is, I've already contacted Mr. Mike Cunningham here in Denton who is done the gentleman that did the bronze Memorial at I'm libt 288 for the Fireman's Memorial and he's working on one for a policeman's memorial and He's going to help us do a bronze that we can give appropriate recognition to Zach Rollins. I was in hopes that we could get this done before Black History Month this year, but that's just not going to be possible, but we'll have it for next year. So now with that, good morning Mr. Hutspitz. One judge and commissioners. I asked the judge that she was really trying to get this done by Black History in Mark and things are just not working out. Right, told her, just inform people that you're at least trying. That's what the three musketeers told me. And they said, quit assuming we're not doing anything. Quit fussing. That's about things you don't know about. You need to talk about what you know. So I got that. Well, then here's a perfect opportunity. The judge told me what she was doing. It made my heart happy to just know something's being done. And so and then I think just we probably need to let the people know who he was somehow, just a blurb about what he did and why I'm asking and I now you're supporting him being recognized. People don't know that either, so that would be a good thing to do. We just tell people that helps me and I'm sure if it helps me it helps others all races. Now let me talk about what I came up here to talk about today. Imagine a world God said where we all get along and I'm going to be specific because he talked to me specifically and you know when I say God's talking to me all it is I get a thought in my mind and I say, it's God and I tell you, anyway, I said, he said, imagine a world where we get along and that it is specific. Some of you when I'm driving, where's Theresa? Yeah. Cut me off when I'm trying to get to one place or the other. God say, don't say anything bad about that. when I'm trying to get to one place of the other. God save. Don't say anything bad about that. Just get there safely, slow up, and get there safely. You know what I do right after that? I say, yeah, but. We got to quit saying, yeah, but. Because then it tries to, we use as it is, excuse to keep doing what we're doing. When I come here and stand before you and you don't say anything, wouldn't it be nice that we lived in a world where I, mood, or behave like you're doing what's right and you're going to do the right thing and you're fair that you have no ulterior motives, you're just trying to be fair in the office that you have. You're trying to be honest with how would that play? If we thought that, if we could operate like that. And guess what I'm trying for my God? He didn't tell me, you can do that and behave that way once they do what they're supposed to do and behave the way that I'm working like that. All he says is you behave that way. So I'm imagining we have a boy or a body here that's on my side, from the standpoint of being fair and honest and open. So then now with that in mind, I say, okay, I would like for Martin Luther King to be on the square. Immediately, God says, now what are you going to say about that? What do you think? Here's what I'm supposed to do. Remember, work in progress. Well, they'll probably think that's a good idea. They wouldn't want to not. They wouldn't want to not do that. So just be patient and assume that they're going to do something about that if they think it's good and they will do it in time that it's necessary. Police must stop me another day. Well, yes, I was doing something. I should have been doing. But that's not the, that's neither here nor there. He stopped me. Immediately, God said, now how are you going to behave? So, shoot, he shouldn't have stopped me. Immediately God said, now you're going to be hanging. So shoot, he shouldn't have stopped me. How got all these other people to drive and fast? No, no, no, no, no, no, no, no. He said, what are you going to do? What did I teach you to do? Yes, we talked. Put your hands on the steering wheel. I didn't know. What's the big deal about my hands on the steering wheel? Policemen told me. That's what hurt me. You're a hands reaching for something, reaching for me or something. Put your hands on the steering wheel. So, God said, no, what are you going to do? I put my hands on the steering wheel. Talk to Him like you would like for Him to talk to you. Before He talks to you, what are you going to do? Well, I'm here to tell you this world that I'm telling you about and I'd like to be a part of I would sure like to have that to be here today. I'm trying my best. I'll put my hands on the steering while I'm going to try to do what I'm supposed to do. But I know when I leave here, Teresa is going to be on the highway. Thank you for this. And I would like to recognize him while he's here. If he, he, it was in question, whether or not he's going to be able to make it. So let's now go to item 3D on the agenda, which is a presentation from AGL constructor is regarding an update on the 35 express project in Denton County. Good morning. I think they have, you know, they have you set up. I think we're set up. Let me make sure this work. Yes. So I'm CJ Schecksnider. I'm the Public Information Manager with AGL. Appreciate the opportunity to give you all an update. We've had a lot of work over the last several months. We're going to start seeing more and more things coming online. A lot of things changing, so we want to make sure you all have a really good update if we move here into the final stretch of the project. The 35 Express project is Texas Department of Transportation Project. And we are AGL, the Joint Venture Building. We are made up of arch-or-er western granite and lane construction companies. This is a project we got a lot of different stakeholders and partners including the county. We have nine total cities, actually eight direct cities. We also work with Dallas and we have several transportation agencies as well as federal agencies that we have to coordinate with. The project is 30 miles long. It starts at US 380, goes all the way down to 635. The ultimate construction cost is estimated at 4.8 billion. We are the 1.4 billion first phase. We will be began in fall of 2013 and we expect for completion this summer. And the AGO constructors was contracted to produce phase one only. As part of phase one, there will be one additional main lane in the north section, one additional main lane in each direction for three total. There will be new bridges at North Texas Boulevard, Cornth Parkway and Post Oak Drive. And we're going to rehab and expand bridges at Mayhill, Loop 288, US 77 McCormick and Bonnie Bray. We're also lengthening and widening the ramps throughout the corridor in this area, as well as making continuous frontage roads. When we move down the middle section going toward Cornth, we have one additional main lane in each direction that will be four and then new bridges over there at Turbaville, South Denton Oak Drive, Garden Ridge and FM407 as well as Fox Avenue. And then we've got the new Southbound Bridge at the Louisville Lake and there will be bike and pedestrian paths across both bridges when we're completed over Lewisville Lake. We'll have improvements at Copper Branch Park, new trails on the east side, the Copper Branch Park East, as well as a beach area as parking lots and other amenities. There will be a collector distributor lanes between President George Bush, term pike and Sam Raver and Tolway. I'll talk more on those in just a moment. And then we're adding direct connector ramps on the north side of i 35 and the San Ray Rintole way. For the south section although it actually starts in the north side of the lake there's going to be an 18 mile reversible text press maintenance lane system that will run from farmers branch like I said just to north of the lake. And then we've got numerous other interchanges with Dickerson Parkway, Belt Line Road, Belt Line Road being one of the largest intersections that we're rebuilding on the project. And then Bridge Widenings with Lot, Crosby, Valwood and Valibu. And then creating a direct connection from the LBJ Express system that will hook into our text press system. So the text press system is the management system for an entire North Texas region. It's a congestion management system that uses variable pricing. It will have fixed rate schedule for the first six months and then dynamic pricing after that. It will offer motorist a choice to give them predictable travel as well as congestion relief along the entire corridor. For two lanes, for the 35 express project, there will be two lanes located in the center of the current roadway and these will be reversible. They'll go south in the morning and then north in the evening. And then all these lanes are barrier separated to design to limit the amount of traffic weaving. So for the construction update, we'll start at the very north section at 380, we're obviously doing work on the main lanes between 380 and North Texas Boulevard, but most of that is out on the shoulder or in the front and droid areas. The North Texas Boulevard, we demolished the old bridge in April of last year, and the restore connectivity in mid August right before school started. So gave back the one lane in each direction and the one turn lane. So we have scheduled to open additional lanes on February 20th and this will include a through lane in each direction and two designated turn lanes in each direction. Now we will continue doing work on the bridge, particularly some of the aesthetic elements lighting and such as that, and then complete the last of the lanes before the UNT commencement ceremonies is spring. And so that's going to include an additional through lane in each direction, a U-turn on the U-turns on each side of the bridge and then the 15 foot wide pedestrian walkway that will be located on the east side. So in its association with doing the work on the North Texas Boulevard bridge we're also involved with doing a lot of ramp work in this area. We've got a number of different ramps that are closed. Simply because it's just not a lot of room and there's a lot of work to be done. So we've moved the North and Southbound main lanes onto temporary pavement all the way out on what was the former shoulders. That's allowed us to begin working on the new permanent lane, North and Southbound main main lanes that are actually going to be in toward the medium. So when we complete that work we're going to be able to begin to get the traffic onto the new permanent lanes. We're actually going to be able to reintroduce those ramps that are north of North Texas Boulevard. That's the northbound entrance ramp and the southbound exit ramp. And then we have closed the southbound entrance ramp from North Texas boulevard to do work at McCormack and we're scheduled to reopen that in February. McCormack Street has been closed from the front end road to front end road to facilitate traffic through that intersection while that southbound ramp is closed. We're about to initiate demolition work on the center of that bridge. So while it's closed, it'll be able to get in there and get that done and get out as quickly as possible. We want to have McCormick reopened in February as well. McCormick Street, the frontage roads leading up to and from McCormick Street have also been under a great deal of work. We're trying to get those open to two lanes in each direction all the way through that little bit of work that's just south of T-slee is where we're doing a lot of the expansion of the ramps making them longer and wider We have started that by moving the traffic in so we can all work on the shoulders of the main lanes in each direction and then then Segwaying in work on the different ramps. Now there is enough room in these areas that we're able to put in temporary ramps. So traffic will have access from the highway and to the highway that won't be impeded while we're doing the construction, but the location of the ramps will move around a little bit as we get this work done. So the southbound entrance tram from Teasley Lane will be one of the first ones we move onto permanent pavement. We're hoping to do that this week or next week depending on the weather and how the schedule works. The ramp construction, all this ramp construction will be ongoing through the next several months and we'll have it wrapped up this spring. Now going just south of that area, the US-77 Dallas Drive ramp. We've started work on that since we've got the northbound traffic onto the new bridge there. We're hoping to get that ramp open here in February. And then the southbound frontage road south of loop 288, we've actually opened that up to two lanes that have been an area that's over there by the buccas that we wanted to get completed. Here's quickly as possible. Going further south, we have the post-up bridge. We had connectivity restored on this bridge in each direction last year. We're going to continue working on the bridge in the intersection through spring. Much of the bridge is completed, but there's a great deal of work to do on the intersections on either side. The completed bridge, when we opened it up, was going to have two lanes in each direction and then two dedicated turn lanes in each direction. One of the things we're working on here in early February is starting from just north of the post-dark drive bridge going all the way down to the U-turn just South of Corn Parkway. We're trying to get all the northbound traffic shifted onto the new permanent pavement in that area. When we do this, that's going to open up a lot of these ramps in the permanent configuration. That'll include going south to north, the exit ramp to Corinth Parkway, then the exit ramp to Post Oak Drive will reopen, then the entrance ramp from Corinth Parkway and the exit ramp to May Hill Road. Now, the exit and entrance ramp there between Corinth Parkway and Post Oak Drive are actually going to flip. So where it used to have the exit ramp, it's going to be the entrance and vice versa. But access to and from the highway is not going to change. It will still be within those parameters. Moving south down to Lake Dallas Drive, work continues on the northbound main lanes, north of Louisville Lake and the new Oak Drive intersection. We've actually got the beans set on the turboville overpasses and then we're about to get the beans set down there at Oak. The new Oak Drive intersection, we're scheduled to open that in the spring. The southbound frontage row between Hickory Creek Road and Oak Drive, that little sectionary to ensure the shore haven residents can still get out, that's going to remain two-way condition until we get Oak Drive open, and then that whole fronted road will be two lanes going southbound. The northbound fronted road in Lake Dallas, actually at this point, is kind of cut off at Janet Court. We're hoping to get that fronted road reopened and over Turboville drive in March. And then the Northbound main lane are scheduled to switch into their permanent location this spring. So that's going to dub tail with the work we're doing on the old Louisville Lake Bridge. We'll get that new refurbishment completed so we can get all the main lanes shifted onto that Northbound section and then off of where they are now on the new bridge. Currently the new bridge has the the managed lane section is where the northbound lanes are at. The southbound lanes are actually where they're where they're supposed to be and then we hope to have the southbound frontage road that goes across the bridge there open here by in March. Work removing the stone fingers which are underneath, we actually had to put some stone work in there and the lake so we can get out and do the columns. We're going to begin removing that here in February that will start on the north end of the lake, we'll then move to the south side of the lake and then into the section of the lake that's just south of Highland Village Road. This work is being done. We've got turbidity curtains in place to mediate the impact and then get those back out and have it just like when we arrived. The DCTA Rail Bridge is not part of our project and is not affected by any of the work that we're doing. Highland Village Road is, we're still continuing to work on the tie-in. It is connected to the southbound frontage road, but there is work that will continue to have to do on the walls and in the connections will be in there through spring. When we get the temporary fill on that side of the lake removed, we'll then remove all of our all of our plant in that area and start working on the Coffers Branch Park. There will be a road going in there. We started some work on the pedestrian walkway that goes over the creek. We hope to have that completion done here in summer. We will have it done in the summer. The completed garden ridge, both of our bridge, we're gonna have that open and spring with two lanes in each direction and an attorney lane in each direction Going a little further south we're about to do a lot of work on the bridges here very shortly These will involve pretty substantial closures Fox Avenue is scheduled for next weekend. We will put the new beams the the final beams or be on that bridge That's going to require overnight main lane and ramp closures basically from State Highway 121 and Main Street there in Lewisville, then we'll also have to close Fox to do that beam setting because we'll actually have our equipment on top of the bridge. And then the North and Southbound frontage roads will be closed underneath the bridge but we'll have it detoured around the intersection. This is very similar to the operation we did for the beams last year. At corporate drive in Main Street, both of these bridges were doing a similar operation. We're removing the center columns because they have two columns because the managed lanes goes right there through the center. Our schedule is to do the work on Main Street here, February 11th and 13th. While we do that, the passage over the bridge will be closed, and then would detour folks up to Valley Ridge Boulevard, and then down to Business 121. And then we've actually scheduled for the weekend after that to do the work on corporate. Same thing, corporate's gonna be closed for the full weekend. Traffic will move up to Business 121 or down to 3040. Sam Rayburn, tollway, we have a lot of activity with the columns. We've been making a lot of progress on those. As part of that work is required, closures that Southbound Furniture Road in the evenings. We've been trying to do that starting later in the evening for the businesses and then getting wrapped up before rush hour starts in the morning. We will have full overnight closures of the southbound entrance ramp from 3040 through February 26 as associated with that work. We're de-touring folks to the 121 entrance ramp and we are planning a full weekend closure of eastbound Sam Rayburn tollway between the north and southbound. I-35E in February to do some of the beam setting up above. One of the big things we're about to roll out, this will come out in early February, is the Southbound Collector Distributor System. This system actually is between the Sam Rayburn tollway and President George Bush Turnpike. This is designed to take all the traffic that tends to come off the San Reverend Tolway and get into the main lanes and then that wants to leave and then go out to the term pike. They'll not have to get into the main lanes. They'll enter into this collector distributor system, which is a series of lanes that are separated from the main lanes. And so folks will come in there and then have the option at the south end to either come onto the southbound I-35 or go onto President George Bush's turnpike. Now there will also be, we're going to be going out to the public real soon. We want to make sure folks will wear this change is going to occur because the practical effect is folks going southbound that want to get onto the President George Bush turnpike will have to enter the collector distributor at a point It's about two miles further north. It's right there at the SRT So the southbound insurance ramp that comes from 121 there Which now goes into the main lanes will actually feed into the collector Collector distributor system, but those folks are not going to be required to go right in the President George Bush term pike. They will be able to exit at that area onto the southbound main lanes if they choose. Now, none of this is told. This is not part of either San Reverend Tolway or the President George Bush term pike. So if someone's coming down south and southbound on that front end road, and they expect to be getting on the main lanes, they're not going to have to be forced onto the President George Bush term pike. They are going to be able to get back into the general purpose lanes. So we'll have this, we intend to roll this out over the weekend and then prepare to have it on Monday for the first big test and then we will introduce the northbound collector distributor here in March. So as part of this, we were talking about safety earlier. We've had a number of different safety initiatives to help folks be a little more aware of the traffic that's out there and the conditions that exist. We've been working to hold monthly meetings with law enforcement and first responders to identify ways to improve safety. We had our last meeting last Thursday and we went with all the law enforcement to describe the collector distributor and make sure that they're up to speed on what will be necessary to get in of it and get out of it and what things that they'd like to see for us to assist them. The speed limit on US between Highway 380 and Swisher Road is now at 55 miles per hour during the construction. Speed boards are up. We have two or three of them throughout the corridor. We relocate them to areas that folks tend to have a tendency to move a little faster, just to remind them what the speed actually is. We have all of our trucks that have bumper stickers, reminder drivers to go to the speed limit. And then we've been running a safe drive 35 social media campaign to increase driver awareness. It's been rather successful. We are about to enter into the spring session of meetings. The community meetings for the north segment have, we've not got a where they will occur, but we've got them scheduled for March 6th. These will be the evening meetings and start at 6.30. And then our south middle segment, that middle segment will also include the sections there in North of the Lake and also Corinth. That's set for the MCL Grand Theater in Louisville on 630 on March 9th. We have our business owner meetings that will be at the end of the month. We'll have the one for the businesses in the North segment. That's at 10 AM on March 21st at Toyota Denton. And then the South middle segment will be at our offices in Louisville, they're right behind the Alicard. Reaching out, we have our website, hotline, and email addresses are all available. We answered to them within 24 hours. So if anyone has questions or needs information, we're available. Our social media is still out there. The on ramp at south of Lake Hill. South of Mayheal. South of Mayheal. Uh-huh. You know, you have the Mayheal Exit. Okay. The new ramp that we just put in this weekend. No, it was put in probably three weeks ago. Okay. So, like, if you're coming, this is the southbound entrance ramp or exit? I'm sorry, not by a southbound. Going north. Okay. The Mayheal exit. And then right past that Mayheal exit, we have our own ramp going north. Right there on the bridge. Which one of the things we'll do is when we open the- That's so that's dangerous. It's too close, yeah. The exit ramp to Mayheal, which is going to be just there of North Hill, north of Post Oak, that will go the permanent ramp is going to go into position when we do that northbound main lane shift in that area, which we're expecting in just a couple of weeks. Because I believe that's a temporary ramp you refer. I'm not concerned about the Mayhill exit. I'm concerned about the own ramp. Right, right, just north of Mayheal, right there on the bridge. It's so quick. Okay. The exit out from Mayheal, people don't have time to get out of the way before people are trying to get on 35 north. Okay. Just to clarify, this is the entrance ramp that's northbound, but is it the one that's like just south of Mayhill or just past Mayhill? Just past Mayhill. I'll see if I can get you an answer. No, I mean, that's just so close and you know, people are trying to get over, trying to stay in that lane because they go to exit T-Slee. Right. But you can't get over with people coming on to that room. I believe that that one is a temporary. Yeah. Yeah. I mean, you know, to get off on Teasley, the 288, you got a own ramp that comes right here and the people are trying to get over so they can get off on Teasley and you don't have a chance because you've got to get over and let these people on. Flood issues and a lot of other concerns, and this project involves at the beginning a water broke project, which is 200,000 square foot of retail. 100,000 of that would be an anchor tenant, and then about 287 homes that would be part of the initial project. But then what's really important for us is to get sewer to this project because right now, we're members of the Trinity River Authority So we're paying $7,000 a month to them and not have we don't have one we don't have any flows going to them I'm gonna put it that way. I don't want to get into details of what those would be but So what's really important for us is to get this line installed so that we can then start making you know So for us is to get this line installed so that we can then start making, you know, setting that stuff to them. And then hopefully provide service along in the not only the town, but the unincorporated areas as well as it goes south to the interconnecting far mountain. So again, thank you very much.
