So I don't know what's going on there, but I would hope that I would try. And secondly, how would you deal with someone like me? If I was sitting there, how would you deal with someone like me? Whereas Sandy break Sandy revised the GED program for the jail and developed training and procedures that allowed inmates to earn their GEDs while incarcerated during her time with didn't county sheriff's office she continued training to increase her skills and respected for her knowledge and ability to work with others. And whereas over the past 55 years, the nation has been observing poison prevention week to call attention to those hazards and how proper handling and disposal of those substances and proper use of safety packaging can help eliminate them. And whereas the efforts of our community organizations complemented by the efforts of the North Texas Poison Center have reduced childhood poisonings in Denton County. And whereas the North Texas Poisons and our regional poison control center located at Parkland Health and Hospital System provides the ultimate in human service programming and immediate accessible emergency information to save the lives of victims of poison related emergencies. And whereas those programs must continue as long as even one child's ball as a household product or medicine by mistake. Well, my concern, and you saw my last week is that once it's approved, we're going to be expected to move forward on the projects. Right. Because it triggers everything in place and there's not funding identified. Right. That's my concern that, you know, for the present, we'll take care of it over how we need to. I'm not sure how to start contracting for services and construction without all of that laid out. And because it's such a trigger effect, you do one, you've got to have the other one not behind it. That's it. I'd say it's more like dominoes. We got to figure out how to do it. And I guess my concern was, I didn't think we were going to commit to funding the long term by approving their report. I didn't think that was a commitment to funding the long term. It was a guideline for us to figure out how to take care of all that. I know that we've already committed to trading a new district court so we've got to immediately figure out a way to build a new court for that. But as you know I think it was I'm not sure who the idea was to hire HDR may have been yours or other people that give us. No, to me, I was always looking for a short term goal to get just an immediate remedy. But I think my concern more is the short term goal. I know Donna's concern is long term death, but mine was more short term because in order to get that court in place and have it fully constructed, all of that has to be done. Right. Didn't say a funding source for it. I understand. How the funding wasn't clearly identified by the union either, and I think we're seeing that with the misjudge of the 10 minutes. Yeah. I understand it's going to be a tough, tough, tough deal to figure out how to fund all of it. But unfortunately, we have an immediate need for the district court. And we've already sent a resolution to the senator asking her to include that bill. It had to build in a courtroom. If I could just add, I think it's very important for the Seattle community to look at it because we already have so many other projects that are on our schedule for funding that may have to be bumped if this takes priority. So I think we really need to really study this and not move too quickly until we've got an idea. Some of the things I noticed in this report included maybe some rental expenses or an extension for this next budget process. That can't be used to me because I don't see them leaving our building anytime soon. So I don't know. I think there's some things that I would feel better if we had a little time to study and maybe ask. Right. I understand. I didn't think. I mean, I guess we have a basic difference of opinion. I thought when we would adopt their plan that we said this is how we're going to proceed. And then the timeline basically gave us the order of how to proceed. I wasn't sure that we needed to do it in the exact same manner. I mean, the time frame that they'd given us, just these are the dominoes on how to do it. And unfortunately, when we adopt the the plan commissioner, I understand where you come and drum, but when we adopted people expected us to execute and have the money to pay for it. And, you know, I hadn't looked at it all last week when I asked to table it, but it gives us a chance to look at it again. I don't think there's anything wrong with the plan. I think we just have to find out how we execute it. Not being a county commissioner forever, but having worked here since 98, I can tell you the commissioners for adopted a lot of building plans that would never follow through it. We didn't have, see our P committee in place at that time. And so we do have a, ultimately the budget authority lies with the commission report. Yeah. And we'll make that final decision. Of course we will. Just to ease your mind, my daughter just to call a meeting of the committee within the next couple weeks. This doesn't get delayed plus we need some action on issue gap this year and it's playing for the next as well. So it's not something I was wanting to post time. I think we need to move pretty quickly on. I guess my thinking of the study was it was a concept plan. I didn't realize it was a financial commitment. You know, there's the implied powers doctrine that says this commissioners court can't bind the future hands of other commissioners court, even though we've allowed prior commissioners to do though. Now that's why all our contracts have 30 day outs. You can't, you know, I can't because of something, you know, contract and use discretionary ability to lay so when he leads to being in another office, if the person who succeeds behind it is bound by anti-dactions. So I just don't see how this is a financial commitment. But I want to, you know, I want to make sure to be thoroughly fed. I just want to go ahead, but I'm agreeing with you, Commissioner Coleman, but I am concerned that the plan may need to be modified, so if there's not full funding to do what it says in this plan. So the original that we had that we received a week or so ago did not have all the costs to limit. And when you start working it all the costs, maybe there needs to be some tweaks to the plan before we move forward, even on the short term. And I understand it's not a commitment that it's still, we can't execute it in the short term. Those if we're not able to defend it. I agree with you 100%. I think we need to, to me, I just think, you know, the plan just needs to be approved. I'm not sure if it's a financial commitment. I don't think that you can commit future commissioners court to anything. I think, in my effect, legally you can't do that. Then maybe we, I want to thank you for your efforts in time working on these on this concept plan. And I know it was laboring in your part and part of the judges and the staff and the consultants. I think what, and I appreciate your desire to kind of get it moving because we do have some time constraints. I think it's part of what we can do if we go to that CIP committee and look at some funding. We can try to get it as close to reality. Because the document has dates. It's full of dates. It's full of dates. It doesn't say for step one, step two, step three, it's a step one on this date, step two on this date, step three on this date. It doesn't just have a sequencing. If it was, if it was, did not a date stamps on it and it was just going to do phase one and then two and then three and then four, that'd be different. But it has, it has dates in it. And I think that's, that's part of the deal. So someone's looking at that. You're exactly right. People, we're not binding future courts. But I think there's an expectation amongst other office holders of, that the court's going to make. And so I think if we can take a little time to try to amend that plan to have realistic dates as possible with some funding options so we know exactly what we're committing to. I think it's just being thoughtful about it. So Andy, I grew with you 100%. Yeah. I can't say that I was happy with everything with the master plan, but I told them I would support the plan that was committed to by the committee. I mean, I can tell you there's probably a project. I have a legal pad. It's a good plan. It's just filled with lots of dates and somewhat commitments because once we start down this path You start moving people and then it's like you said a million times. It's a cajic self puzzle and so or the dominoes So when we start down that path there's some commitments that we all we need to really look Look thoughtfully what the next three or four years looks like that we're gonna have to be committed to If I couldn't just be the one person committee, it would have turned out a lot different. If we all could be a one person committee. Trying to provide leadership to the committee, I said I was going to support the compromise that was broken even though there are things that I did not particularly care for. We appreciate your good efforts. I think that, you know, predicting population growth, predicting caseloads, predicting all that, is like, you can accurately do that. You should be buying lottery tickets. I mean, but that's what we can pay the consultant. Yeah, that's what we paid the consultant almost $400,000 to do was to come up with this plan. And, you know, who would have known that in 2005, 2006, we would have grown from what, five, seven, data, almost 800,000, and we would have less criminal cases filed last year than we did then. Who would have known there have been less criminal filings except for this year in district quarters than in that year? Who would have known that we would have had an explosion of divorce and civil cases and CPS cases? I think we're going to have to adopt this plan and it's going to have to be flexible because we don't know what's going to happen in the future. But if you fail the plan plan you plan to fail. I just want to make sure that we make our commitments to Senator Nelson and others that when we create we I don't think Senator Nelson will have a problem with us waiting on that because in the plan it said the district court would not be needed until 2023 so I I'm page eight. District Court, a new district court until 2023. So I'm page eight. It does say that. I don't think so. Okay, I'll show you up to cool and I have my, I'm not going to argue with you now.
