Raised fist last time at me was a little bit extra yeah, J.S. I'm just kidding. My name is Willie Hudson with I live at 6.23 Newton. I, again, I ask myself, why not in the evenings? Why don't you have your meetings in the evenings? What you't you have your meetings in the evenings? What you said in your campaigns, and I've heard you many times, in any of you, is you've alluded to the fact that you believe you're serving the public. You're here as a public servant. Well, which public? I agree with Senator Elizabeth Warren and her push to communicate the things that she believes in. She said what I think is part of the concern that citizens who are not upper on the higher up in the business community. What those us, what we have to say is important, but the way you schedule things and what you do doesn't seem like you believe that same thing, our commissioners. You are the highest paid, well in fact you're the only paid, civil servant here in Denton County, in Denton, for sure. I don't know about the other counties. You get, you are paid very well. And yet you're the only municipality that meets during the day. And as you look around the court room every Tuesday I do, you look at the number of people who's here, who can get here at this time. The majority of the citizens of this county work during the day. So if you're actually for the citizens of Denton, it seems to me as though if you would have your meeting so that many of us can come. Excuse me a minute, let me finish the commission of Coleman. that Commissioner Coleman leave. I'll just wait. Well, then you should be here talking to me, but I'll just wait and I'll use up my three minutes to wait, do you come back? Because obviously. Will, please proceed. I have my three minutes. Now I have a time that I'm talking about the three minutes that I have. And the point. Now you're back, Commissioner Coleman? Good. I think that you ought to have your meetings at night so that the rest of the citizens can come to these meetings. Secondly, it would stand to meet the reason to me that it would be very good if you would have more on the historical sighting of individuals who also had a part to play in this county and its development. Other races that you would open it up and have other races presented there. Thank you. The second public comment format has from Mr. Alfredo Sanchez. Mr. Sanchez, good morning. Yes. My name is. Sanchez. Good morning. Yes, my name is Alfred Sanchez. I live in 711 Jackson Street, in Denton. Currently I'm a precinct judge. During elections I've served as an election judge as an alternate judge and as a clerk. I've been very active as a voter registrar in the last election. Our team registered over 2000 voters and I bet in my own history of doing voter registration probably close to three about 5,000 voters I would think we've done quite well. And that's where my my concern comes of a lot of times when we're out there doing voter registration and we ask for locations to place our registration, we're denied and said that it's political. I think being that this court is in charge of the administration office, that there should be a campaign in our city talking to our businesses and talking to our other government entities. That voter registration is not political. We do not vote register Democrats or Republicans. We register citizens so they can vote. We register citizens so they can vote. And so I come before you asking that you all put pressure on the election administration that they become more involved in voter registration. As far as we do have the, when we as voter registrants we we've asked also I brought my own t-shirt that says voter registrar and I asked the voter administration You know to they don't pay for nothing they don't power gas they don't pay for nothing and I asked them to maybe supply us with a t-shirt For voter registrars when we're out there voter registrate doing voter registration So people can see who we are and that we're legal. And so, and they told me that they couldn't do that, that they don't have the money. I doubt that they have a pretty good budget. And at $3.4 or $2.5 a few of those T-shirts, I imagine they could get them pretty cheap. And I think it's important, voter registration to me, I mean, voting is a foundation of our country. And we need to take it seriously and try to let our community know that we're out there voting, how important it is to vote. And that includes setting up voter registration stands in all our county offices. Any person should be able to come into this courthouse and find a stand listing with applications. Anywhere you go into city, we should be able to, it should be made so easy to vote that I mean to register that we don't have to set up what you call it vote registration stations right before elections. The last public comment from I have is from Paxson Swisseren. Good morning, Paxson. Good morning. Good morning. Well, first I'll just springboard off what Mr. Sanchez is saying. I'm also volunteer deputy registrar and boy, yeah, a lot of those things would really help us register to vote and that's nonpartisan. I mean, no matter who you are, you want people to participate in the political process. And that rolls into why we're here. And I think this is just the beginning. We're getting a lot of students really involved and really active. And I think that we got this. We got City Council. And we're getting people organized for local elections. So you know, I think we can look forward to a lot of more student involvement and one issue that we come to talk about here is Y'all know is the Confederate statue which I think we can pretty much all agree would be very nice if it was moved into a, you know, if we can magically snap our fingers and it was moved into a museum, but you can see we have a sign saying the squares for all histories because when you walk in the square, it's such a lovely place, whatever it's kind of harsh to be reminded of this one particular violin aspect of our history, but none of the good parts. So I know we've made some progress with the plaque to Zach Rollins who was an employee here, but I think we can go further and I think we can look to some figures like Martin Luther King and stuff like that represent everyone on the square. This is a resolution honoring James Anderson for 23 years of service to Denton County. The Denton County Commissioner's Court, Denton County, Texas during the regular session on the 18th of April 2017. Considered the following resolution, whereas James Anderson. Literacy instructor has been low on employee of the Denton County Sheriff's Office in April 1994, and will retire on April 21, 2017 after 23 years of service. Whereas James began his career with Denton County in the facilities department in 1981, later joining the Sheriff's Office as a detention officer before being promoted to the literacy instructor. And where's James? With James teaching experience, he coordinated the literacy program for the inmates. One of his many duties was to help with the GED program to ensure that education was a priority for the inmates. And where's James made sure that the recreational library was being utilized to the fullest. He was also in charge of purchasing literature that would encourage inmates to learn to read. And where James took his responsibilities seriously and delivered books in a timely manner as required by Texas Jail standards. And where James has been admired by his peers and supervisors for the outstanding commitment to his career. He was a dependable employee and will be greatly missed. Now therefore, it resolved that in County Commissioner's Court, that in County Texas, this hereby extend to James Anderson, our sincere and grateful appreciation for his dedicated service to Denton County. We congratulate James on his well-earned retirement and extend our best wishes to him for continued success happiness and good health in the years to come. I believe first we need to go into our public hearing. Thank you. We have a motion to go into public hearing by Commissioner Eads. I pose to name motion this carry okay, John Christian is judge as you know we've worked over the last year so working on the Didn't County thoroughfare plan Freeza Nichols did an excellent job working with us on that we had our couple of public meetings working with us on that. We had our couple of public meetings and we met with every community throughout the county sometimes multiple occasions and today we are here to request y'all's approval of the Thurford Plan and as you make the approval if it passes mustard part of the motion needs to also state that in the future as it's amended it'll be amended Consistent with Texas administrative code and I'll let one of the lawyers tell you what chapter is Okay, are there any questions and members of commission? I had a couple of questions so A lot of this is what we plan for the future, correct? Or what? The map should be fairly clear on what is existing that we're talking about widening and what is going to be added that's not physically there now so that people don't try to drive on roads and aren't there. That's correct. And by us adopting this, we're really just trying to preserve right away for future expansion. Correct. This doesn't mean that the county is obligated to fund these roads. Correct. Essentially it has development occurs in the unincorporated area of the county. We have the ability to protect those corridors with current legislation that's already unemployed. And this is our best efforts to make an amalgamation of all the plans from all the different cities and line them up. Correct. The county plan. As best as you can get communities to work together. And so I have basically two things that I'd like to ask about the outer loop. I've had people ask me about the interesting swiggles on it. How was that decided? So essentially we had to start the outer loop at the Collin County line where Collin County's bringing it because they're further ahead along than we are so that you're starting point. The Corps of Engineers told us that we had to cross the Green Belt at 428 so that's your midpoint and then the City of Denton has a thoroughfare plan that shows it hitting Between Sanger and Denton it starts with M the Island road so those were the three points and what we tried to do in between is miss things that were Needed to be missed. The city of Aubrey. Miss them. To my knowledge, I don't think we go actually into any major part of any city in Lannock, corridor, we hit the northern part of the city of Denton, but that was already on their thoroughfare plans. We just picked that up. And it's a limited access, freeway, if it's a limited access freeway. It's on the freeway, not a tow road. It's coming in to the county as a tow road from Colin County and we're proposing a four lane divided rural highway, similar to like 114 for our three eight. Really aspirational because we don't have plans to fund it. We do not. Yeah, P. It's not any bond package. Don't have any money in the bond program. The Collin County has legislation pending through the legislature this year that requires text out just that of the outer loop. But interestingly enough, it only covers Collin, Rockwell, Kaufman and Ellis County. I'm sure that they'll do some studying on the Ditton County portion but there's no there's no intentions on from the all's plans at this point to putting finances into it. What Martin had found County paid for it like I don't think so. I've had other people ask me about the bridge connecting WIT road to King. Yes. In little L. Sir, that's purely aspirational as well. I would say that that is, I think the Out of Loop got a better chance. We got to get through the Corps of Engineers on that. And the core of engineers has got a policy nationwide. There doesn't allow roadways that aren't regionally significant to penetrate their property. And they did not believe that that king road extension to wit is regionally significant. Although we could probably make that case if somebody asked this too. And by us putting the outer loop on there in no way are we going to suggest that we should take any money off the US 380. No sir. The US 380. Excellent question. In the in the in the third part plan you have an appendix that discusses 380 versus the outlook and essentially what that significant portion of the thoroughfare plan denotes is that we're adding additional capacity to 380 right now. We've got $105 million earmark for that and it's a January 2018 post was the environmentally cleared and after that, we're moving forward with we have five great separations that legacy till navel 423 and 720 so it'll be like a super street almost the highway. So we're moving forward with that and what our study showed is that even after you you could put eight lanes on 380 and you'd still need the out of loop for the future growth, because the traffic is gonna go to the outer loop as traffic that would have come to 380, but there's still 70,000 cars today that are gonna be hitting 380, which is freeway level traffic. So what need both is what the thoroughfare plan shows. That was one of my concerns, just because, you know, like Kierkegaard said if you label me to think I know there was a movement trying for people to rename the outer loop the 380 reliever or something like that. You know we call it the East West corridor. Yeah we don't even call it the outer loop. I want to make sure that we this is indicative that we're not investing our funds in that that we're going to invest our funds on 380 and that's our priority. Freezing Nichols got rid of my suggested name. It was going to be the road formally known as 380. Right. In Commissioner 380, I know what a priority it is for you in the eastern part of the county and over a year ago I communicated to the RTC that, you know, 35E was our number one priority for the court and over a year ago communicated that 380 is our number one priority to get that completed. And so because of that, we have, we've been working with through your efforts and Johns and others to get that funded and get that environmentally cleared. So we share your concern and vision to get 380. Don't know what a priority that is for you. The current we have concurrence from all the communities within Ditton County, as well as Ditton County, as well as Peckstott on what we're doing on 380, and they do not have that concurrence in Colin County. They're still not sure what they're gonna do. But our project is not related to theirs. We'll put on our own timeline. The other thing which is going to be beneficial for the county is on on county roads right now we are not allowed to participate with private developers to accept contributions to build roads. If we adopt a thoroughfare plan we can get them to participate in a road If we adopt the thoroughfare plan, we can get them to participate in a row up to 50%. And that will be a tremendous boom when we have these huge planned communities in the unincorporated area, who after they build their community then tell all their residents to call the county commissioners and build the roads to fit the community that was inappropriately placed in the first place. And we'll be able to hopefully, in my opinion, design all variances. They asked for a lot of smaller, smaller sizes until they agreed to contribute to the roads. So we do that based on the adoption of a thoroughfare plan. So the only other thing I'd like in the record is that our thoroughfare plan only covers only other thing I'd like in the record is that our thoroughfare plan only covers unincorporated portions of the county. We have referenced on our thoroughfare plan what we understand the city's thoroughfare plan to be to the best of our knowledge. So if there's anything on our thoroughfare plan that's within side of city limits, it's inconsistent with the city's thoroughfare plan, the city's thoroughfare plan supersedes. And approved by the steering committee. And who's going to go on this issue? Go ahead. If you'd like, I'll give you a quick synopsis of what's happened over the last few weeks. I know the study was presented to the court a few weeks ago and after we received the original funding schedule, we had a meeting that was Commissioner Coleman, Beth Lemmon, James Wells and myself to discuss this project. The original funding schedule showed in the first two years the county would need to spend $65.7 million. Of course after I pick myself up off the floor. We met and we came up with some specific changes that we ask HDR to make modifications to that funding schedule. This actually brought our first two year cost down to just over $5.6 million. Also, the first year funding is being proposed to be paid with the 2017 capital replacement funds. So that would get the project started immediately to allow for us to build out one courtroom at the courts building. So the new court will be effective January 1 of 19, so this will keep us on schedule. I gave you all a copy of the funding schedules, both the original that was presented as well as the revision that was made by HDR after our meeting. So just in a nutshell, the revised plan includes for the next two years the following. Moving the law library to the law building that the county purchased a year or so ago, this would also remodel the law building to House of Law Library. This would renovate the old law library space for the New District Court. It would design, have funds to design the parking lot, not the garage, but the parking lot expansion that takes out to McKinney Street and constructing that parking lot. This would also include relocating some of the high traffic courts within the existing courts building. There would be a carol building structural analysis done. We would need to be looking for rental space for AgriLife because they would temporarily need to be moved from the carol building while they renovate. We would start design for building a records management building that was already on our CUP plan. This would then free the basement area of the courts building to allow for us to build out four additional courts there. This would also delay a new anx building adjacent to the courts building to 2029. So it gives it by this 10 years of needing space for new courts based on that study. This option would bring also, this plan also shows that we would be bringing 10 new courts to the county over the next 20 years and This funding schedule shows how that would be structured You know periodically every few years starting in 2000 another one in 2022 All the way up to 2039 So we felt like and this was presented to the Catholic Improvement Committee last week. We feel like this is a much easier fill for all of us to swallow. And gets us what we need, at least for the short term. And then by the structure, instead of having so much upfront, we'll be able to delay that large expense that will probably require bond election for the 10 years away. So I think it's a good plan. I think this plan is a concept and the funding schedule is what we'll be using to make changes. I mean, this is not going to be, it's not cast in stone, this is how we're going to follow it, but it does give us a plan for the future for that space of it. Commissioner Coleman may want to add. Well, we can't let the, you know, the perfect be the enemy of the good. I say we can't let the perfect be the enemy of the good. There's a lot of things that we have to compromise on. I kept reminding people during the committee meetings that it has to be fiscally responsible and we address our needs. Statistically, we have done, I think, the frugal thing by piecemeal getting new courts. Every time anybody says the basement I remember Commissioner Jacobs kind of getting on everybody's case about it should it's a lower level but Brown floor yeah the the issues that we're gonna have the we need to be forward thinking about the record management because we need to be forward thinking about the records arrangement because we need to move that somewhere. We had landbanked property out at 2164 and 455. We've also landbanked property over at the loop. We need to figure out which site we want to use. I really don't have a good opinion on that. We just need to make sure that we do that and make a decision quickly regarding that. I think getting the judges to agree to relocate, to have the higher traffic courts down low as opposed to up high. You get a gold star for that. I mean that's like getting the Palestinians and his railings to agree to the one I know. Yes. Yeah, we don't want to know you. But I think I just really need to commend the work of the people in the committee and particularly James Wells and Donna. And they've really done a great job of navigating a very Byzantine process. And it's a healthy compromise for everybody. The fact that we're going to be able to build out the fourth floor is a great solution. I mean, excuse me, the base floor, the lower level or the ground floor. Whatever you want to call it is just going to cause. It's going to really give us a lot of cost savings. The other things that we're going to have to plan for are very mundane parking. Parking is going to be a problem. We still need to put our thinking camp about where we're going to do with the jury selection and the jury calls that we have for the district clerk. So this is a good bandaid. It's a very frugal bandaid. It will be a good solution. I think, you know, I don't know if you all have any other comments, but I don't know if it's appropriate, but I'll move for approval if you think it's appropriate or if we need more seconds. I'll just tell you that after I see IP meeting, I asked Andy Bramley to get up with the Civil Division and give official notification to what is it? RSVP that is in the little house over there by the court building so they'd have several months notice to figure out a place to relocate, which is going to be challenging for them. But they've had that space for, I don't know how many years now John do you recall? Several years at like a dollar year Around so we were glad to help them as long as we could but we really need that space now So we can move forward with providing the additional parking that's gonna be necessary So they they have been notified that we have to move.
