She has been an asset to this county for many years, and she's gonna be a great asset to the command staff. And this is along the same lines as what I requested last time, which was approved that this is at will position, and that I'm requesting that she be paid along with the other captains who are in that will position. Just, stop. Do you know how much she was making before she goes up to this 83,000? I know. What percentage, do you know what percentage you know what percentage? I don't have the exact figure, but I know that the 83,000 and the total amount is 16% of what we are giving for Godlines everything we can. Okay. There's the shared piece of Greek thread. But they are at the salary they're at for a reason and what HR is recommending here is for a reason also. So I'm going to have to go with HR's recommendation. The didn't kind of Texas has received the Distinguished Presentation Award for the current budget from Government Finance Officers Association. This award is the highest form of recognition in governmental budgeting and represents a significant achievement by your organization. Furthermore, the award represents a significant achievement by the county. It reflects the commitment of the governing body and staff to meeting the highest principles of governmental budgeting. In order to receive the budget award, the entity had to satisfy nationally recognized guidelines for effective budget presentation. These guidelines are designed to assess how well an entity's budget serves as one policy document to a financial plan, three operations guide for communications device. Budget documents must be rated proficient in all four categories in order for the 14 mandatory criteria within those categories to receive the award. There are over 1600 participants in the budget awards program. serves Denton County very well and certainly, Donna, you represent Denton County just beautifully and have for now for 25 years receiving this award. That's remarkable and you're to be congratulating certainly your staff too. Thank you. I appreciate so much the support that the commissioners court always provides to our office. And that means allowing us the opportunity to do this. It takes every bit of 90 days to create this document which comes on the heels of adoption of our regular Lyon Island budget. So this budget is designed to provide the public and other departments to have access to the functions of what a department does. Some expenditure trends as well as staffing information and a whole bunch of other information. There's 27 categories that the budget has to be rated in, and we've managed to maintain a proficient or outstanding rating in almost all those categories. There were three that we need to work on. They always give us constructive criticism. And so there's areas of performance measures, long-term planning, and that sort of thing that the county needs to work towards. So, we try to take those reviewer comments and include those in the next year's documents. So, there are 12 counties in the state that receive it. And we've received it, of course, for the longest period of time. The one that comes close to us, I think, is Bayer County has received it for 22 years so in the top three counties in the whole state most populated counties. It's what I don't call you running to know when you're going to retire. So it's you know it takes a lot of effort and I've had some some people that I work with in other counties that have said it's just too much work. But I think it refits positively on the county about your financial plans, your policies, your procedures. And so I've always felt that it was something we needed to continue. So, my office, they're not here today, they're all back cutting budgets. We're on our second box of red pins. But anyway, they do an outstanding job. The commissioners allowed us to use a new software program this last year called Workiva that we managed to produce this document with. So it was a little bit of a challenge. It was our first year to do it, but we managed and we still continue to receive awards. So thank you again for your support. This next document we put together should be a lot more automated and make it a little bit easier. I feel a little bit easier in the budget office I hope. So again, I appreciate it and my hat goes off to my staff for all that they do and the many hours they put into this as well as the support you provide to us. So thank you very much. Thank you. I don't mind doing this but if people you know start learning to change all the different. Right. It's such a long time to be politicized. I just would hate to see that happens. Are you up for the task? Are you trying to? Yeah, I'm hopeful that this structure would actually assist in that. So there are, I think you see in the proposal, there are five appointees by the court. And then there would be four appointees by our department. And I think I listed the disciplines that we would include. If you would ask for discipline, yes, ma'am. But not all of them would participate because you only have four. That's right. This is kind of a menu, a concept. Okay. Menu of where we could pull those appointees, our appointees. And we would also offer those as principles for your appointees, should you choose. But we believe that those would be helpful to accomplish the duties I put in our proposal, which are more far reaching than just a social service agency review. So I think you saw community health assessments, community communicable disease reports, the community health improvement plans, and then of course these agency applications with the budget. So this is an advisory committee for public health, not just the social service agency. I believe, and we believe that this would help them overall to see applications in a public health framework. So we did think that was a benefit. But I want them to be sensitive to the social service agencies. And that's one of my concerns is that I don't want to make it all about policy and not sensitivity to the agencies that were helping because those are the agencies that need the help and we as the county government need to make sure that we are doing all we can to take care of that because if we don't help them out of the social service agency, it comes back to the county. I think in the past our priority has been pretty much We need to supplement those that are doing that help the county Yeah, I'm regard yeah, they'd be the health department or whatever Charged with taking care of widows poppers and work Yes, so we we do that through this in the health clinic quite honestly when I first started 2002 this committee was out of control And I was I would disagree that there wasn't out of control. It may not have been what you wanted to be, but it wasn't out of control. And I'm not changing my pointy. If you could go stay there. Understood. Other questions for me? Any way. Are you up for the task? Obviously, this thing has been very similar. Yes. We have to have this type of advisory committee anyway for our accreditation purposes. So this seems like a good way instead of having multiple committees. This seems like a good way to fold in and preserve the original intent of the court and then to have it broader base. My guy, I didn't see you, is that we stick with the ones we have. Unless there's some huge reason why we need to switch. We really need to because. Well, say no to the problem. Some of them might want to get off the ground. Well, some of them do. I think I think it's like you. Yeah. But I'm just saying with the people we help, because over the years I've been approached by various ones who want to get funding or don't want to get funding. Right. And there is a tremendous amount of charities and social services that we can fund. And we painfully cut it up to where we have a geographically diverse, monetarily diverse, and need diverse. Boy, I'd hate to open up that Pandora's box again. Sure. And this structure preserves the structure really before that allows the court. This is an advisory committee. We get the number, the budget from James and Donna. We talk about how much money is available. I provide that information as background and kind of a foundation statement to the committee. They can recommend something other than that, but you as the Court obviously preserved the executive. So I think in many ways this meets everyone's needs and yet preserves the authority of the Court. Commission Court supports the City of Dems opposition to House Bill 434, as it would pertail both municipalities annexation authority and its ability to plan for future growth. Reducing a municipality's ability to annex property would negatively affect the state's economy and our regions continued growth. Most county taxes are paid by city residents. Most of the revenue that supports kind of services to areas of unincorporated territory comes from city taxpayers. Most residents who oppose annexation receive services from the county government, which in turn receives most of its tax revenue from city residents. You can tell this is written by some of the at-risk for city, but it's an exact right. But anyway, the city of Denton has asked us to take a position on this with them. I think it's important we support them. I do. Because part of the deal is I feel the County Commission and a lot of stuff like I've done with the Reynolds and a lot of other roads is we rebuild the road There's a condition that they annex it in I feel Her Andy feels the same way, but I'm always trying to prep those areas for annexation Make sure they're ready and roads Hey, so my emotion is that we oppose House Bill 424 I can't I caned by Commissioner Coleman.
